Tokyo Electric Power Co. said Sunday that 600,000 becquerels per liter of tritium has been detected in groundwater at the crippled Fukushima No. 1 nuclear plant.
It’s the first time such a high level of tritium, an isotope of hydrogen, has been measured in the plant’s groundwater, Tepco said.
The water, sampled Friday, came from an observation well about 6 meters west of the plant’s port. The well is the closest to the sea of the five wells used for radiation monitoring.
On July 1, the tritium level in the same well was 510,000 becquerels per liter, Tepco said.
The utility also said it had measured, on Wednesday, a seawater tritium level of 2,300 becquerels per liter — the highest so far — near the water intakes of reactors 1 to 4.
Tritium concentrations in groundwater have become denser on the north side of the intakes, but Tepco also said it has yet to determine whether the tainted water has been leaking into the sea.
A Nuclear Regulation Authority official recently said contaminated groundwater from the plant, which is being fed cooling water from outside, may be seeping into the ocean and that the matter must be addressed carefully because data is limited.

Had he obeyed the order, the whole of north eastern Japan would possibly have been uninhabitable for decades, if not centuries.

The inability of the utility, known as Tepco, to get to grips with the situation raises questions over whether it can successfully decommission the Fukushima Daiichi plant, say industry experts and analysts.

One of its biggest headaches is trying to contain radioactive water that cools the reactors as it mixes with some 400 tonnes of fresh groundwater pouring into the plant daily.
Workers have built more than 1,000 tanks to store the mixed water, which accumulates at the rate of an Olympic swimming pool each week. With more than 85 percent of the 380,000 tonnes of storage capacity filled, Tepco has said it could run out of space.
The tanks are built from parts of disassembled old containers brought from defunct factories and put together with new parts, workers from the plant told Reuters. They say steel bolts in the tanks will corrode in a few years.
Tepco says it does not know how long the tanks will hold. It reckons it would need to more than double the current capacity over the next three years to contain all the water. It has no plan for after that.

No one knows how bad it can get, but independent consultants Mycle Schneider and Antony Froggatt said recently in their World Nuclear Industry Status Report 2013: "Full release from the Unit-4 spent fuel pool, without any containment or control, could cause by far the most serious radiological disaster to date."
Tepco has already removed two unused fuel assemblies from the pool in a test operation last year, but these rods are less dangerous than the spent bundles. Extracting spent fuel is a normal part of operations at a nuclear plant, but safely plucking them from a badly damaged reactor is unprecedented.
"To jump to the conclusion that it is going to work just fine for the rest of them is quite a leap of logic," said Gundersen.
The utility says it recognizes the operation will be difficult but believes it can carry it out safely.
Nonetheless, Tepco inspires little confidence. Sharply criticized for failing to protect the Fukushima plant against natural disasters, its handling of the crisis since then has also been lambasted.
Last week, Prime Minister Shinzo Abe ordered the government to take a more active role in controlling the overflow of radioactive water being flushed over the melted reactors in Units 1, 2 and 3 at the plant.

In het zeewater rondom het zwaarbeschadigde kerncomplex van Fukushima is de afgelopen dagen het hoogste niveau van de radioactieve stof tritium geconstateerd sinds het begin van de metingen. Dat blijkt volgens Japan Daily Press uit rapporten van het Japanse bedrijf Tepco, beheerder van de centrale.
De straling wordt veroorzaakt doordat vervuild zeewater, gebruikt om twee reactoren te koelen, naar buiten sijpelt en via het grondwater weer in de oceaan belandt. De centrale van Fukushima werd in maart 2011 zwaar getroffen door een aardbeving en de daaropvolgende tsunami.
Het stralingsniveau ligt nu op 4700 becquerel per liter zeewater, het hoogste peil sinds de metingen begonnen. Volgens Tepco is het geconstateerd in de omgeving van reactor 1. Een eerdere meting bij dezelfde reactor kwam uit op 3800 becquerel per liter; bij reactor 2 lag de hoogste waarde tot nu toe op 2600 becquerel per liter.

Sinds mei was bij de gemeten waarden voortdurend sprake van een stijgende tendens. De afgelopen twee weken lijkt daarin een versnelling te zijn opgetreden. Maandag werd bovendien ontdekt dat zich lekkage van zwaar radioactief besmet water voordeed bij een niet goed sluitende klep bij een van de waterreservoirs.
De centrale Fukushima I werd de afgelopen maanden getroffen door een aantal waterlekkages, maar het is voor het eerst sinds de ramp 2 jaar geleden dat Japan de INES-schaal gebruikt. De aan zee gelegen kerncentrale werd in 2011 getroffen door een verwoestende aardbeving en tsunami die een grote kernramp veroorzaakte. De ramp werd toen ingedeeld in de hoogste categorie van de schaal voor nucleaire incidenten.

Scientists have pointed to high radiation levels in the waters off the plant for more than a year as evidence of an ongoing leak.
In July, TEPCO admitted that radioactive groundwater was leaching into the Pacific Ocean from the plant despite building an underground barrier to seal the water, underscoring a growing sense of crisis at the site.

Het lek werd maandag rond 9.50 uur lokale tijd ontdekt, gisteren vond Fukushima-eigenaar Tepco in welk reservoir het lek precies plaatsvond. Tepco weet nog niet waar het lek door werd veroorzaakt. Het lek was gisteren nog niet gedicht. De 670.000 in het reservoir overgebleven liters water worden weggepompt naar een ander reservoir. Ook probeert Tepco een deel van het in de grond gelekte water nog terug te halen.
Van categorie 1 naar 3
In eerste instantie werd het lek nog ingedeeld in categorie 1, wat staat voor een 'afwijking'. Maar gezien de hoeveelheid en dichtheid van de straling in het gelekte water is niveau 3 volgens de Japanse toezichthouder gepaster. Iedere stap op de INES-schaal vertaalt zich naar een tien keer zo ernstige situatie, schrijft persbureau Reuters.
Later vandaag wordt het opgeschaalde niveau definitief goedgekeurd. De Japanse autoriteiten hebben het Internationaal Atoomenergieagentschap (IAEA) gevraagd een advies over de ernst van het lek uit te brenge voor ze de knoop doorhakken.
Nadat de kerncentrale in 2011 door een aardbeving en daaropvolgende tsunami werd verwoest, werden rond de centrale honderden opslagtanks gebouwd om de enorme hoeveelheid water in op te slaan die gebruikt werd voor het koelen van de smeltende reactorkernen. Eerder dit jaar werden lekkages geconstateerd bij vier andere opslagtanks.
In 2011 was Fukushima schaal 7
In maart 2011 raakte de kerncentrale in Fukushima zwaar beschadigd door een aardbeving en een tsunami. Het koelsysteem viel uit en in drie reactors had een kernsmelting plaats. Er kwamen grote hoeveelheden straling vrij. Meer dan honderdduizend mensen werden uit het gebied rondom de centrale geëvacueerd.
Erna waren vaker waterlekkages, maar het is voor het eerst dat Japan een INES-schaal voor een incident heeft gebruikt. In maart 2011 kreeg Fukushima na explosies door het uitvallen van stroom en koeling het hoogste niveau 7 toegekend, wat overeenkomt met 'significante effecten voor de gezondheid en het milieu'. De ramp in Fukushima was de ernstigste kernramp sinds Tsjernobyl in 1986.

De spotlights moeten dus vooral niet zijn gericht op het debacle in Fukushima, anders kan Abe zijn agenda niet doordrukken. De premier kan zich die houding permitteren omdat hij nauwelijks op weerstand stuit.
Van de timide bevolking rondom de centrale, die dagelijks wordt geconfronteerd met de gevolgen van kernramp en in voortdurende angst leeft dat een nieuwe aardbeving of tsunami weer funest zullen zijn, heeft de premier niets te vrezen. Want het ligt niet in de aard van de vele boeren en bejaarden die er wonen, om in opstand te komen tegen het gezag.
En op de protesten van een kleine groep hardnekkige demonstranten na, verenigd in de Metropolitan Coalition Against Nukes, wordt Abe ook in het machtscentrum Tokio niet bepaald het vuur aan de schenen gelegd. Daar heeft de gemiddelde Japanner het te druk met zijn eigen bestaan.
Rest dus alleen nog het buitenland. Wellicht dat Abe Fukushima eindelijk eens als een serieus probleem gaat beschouwen, en erkent dat de Japanners het alleen niet kunnen oplossen, als hij op het internationale toneel stevig tot verantwoording wordt geroepen.
Een grote rol daarin zou het internationale atoomagentschap IAEA moeten spelen. Ongetwijfeld heeft het agentschap vele aanbevelingen gedaan. Maar of de Japanners hebben die in de wind geslagen, of ze hebben niet tot het gewenste resultaat geleid.
Wat niet helpt is dat Yukiya Amano, de directeur-generaal van de IAEA, ook Japanner is. In plaats van Abe eens flink de wind van voren te geven zal hij de uitermate beleefde Japanse omgangsvormen in acht nemen. Die er vooral op gericht zijn iedere vorm van gezichtsverlies bij de gesprekspartner te voorkomen. Inmiddels is bewezen dat die aanpak niets oplevert.
Het wordt dus tijd dat ook de Japanse bondgenoot Amerika en de Europese Unie, zich met de zaak gaan bemoeien. Amerika en de EU moeten Abe onder grote druk zetten om zelf actie te ondernemen en de zaken niet langer over te laten aan Tepco en om directe hulp ter plekke te aanvaarden, van buitenlandse aannemers en experts. Een onafhankelijke internationale commissie met gezaghebbende (ex) politici, bijvoorbeeld de milieuactivist en voormalige Amerikaanse vice president Al Gore, zou er samen met het IAEA op moeten toezien dat die hulp ook wordt geïmplementeerd. Want alleen zo kan een nog grotere milieu- en op termijn ook humanitaire ramp, in Fukushima worden voorkomen.

Energiebedrijf Tepco worstelt al langer met de verwerking van de grote hoeveelheden radioactief water, die zijn gebruikt om de nog altijd hete splijtstaven in de reactoren te koelen.

Ik denk dat de tijden van de kolen- en kerncentrales langzaam over aan het gaan zijn. Althans, in rijke landen. Je kunt nu al met peperdure zonnecellen en een windmolentje in je tuin bijna zelfvoorzienend zijn, zo lang je niet 's nachts wil leven, en ik heb goede hoop dat we ook uit wetlands (die je op een plat dak kunt leggen) stroom kunnen halen.
Uiteindelijk moet het daar wel naar toe.

Yet as the scale of the challenge has become clearer with every new accident and radiation leak, the men working inside the plant are suffering from plummeting morale, health problems and anxiety about the future, according to insiders interviewed by the Guardian.
Even now, at the start of a decommissioning operation that is expected to last 40 years, the plant faces a shortage of workers qualified to manage the dangerous work that lies ahead.
