TRIPOLI, March 22 (Reuters) - Western forces are more interested in helping rebels advance than protecting civilians and they have made it clear they intend to assassinate Muammar Gaddafi, Libya's deputy foreign minister said on Tuesday.

"That's the problem now we are seeing, the coalition forces they are part of the war against the legitimate government," Libyan Deputy Foreign Minister Khaled Kaim told Reuters, adding coalition forces were even striking soldiers in their barracks.

Western forces were determined to assassinate Gaddafi -- who has survived everything from Western sanctions to Muslim militant plots to kill him -- said Kaim, pointing to a strike which damaged a building in Gaddafi's heavily fortified Tripoli headquarters.

"It's clear from the Tomahawk missile which hit Bab al-Aziziyah while people were there. The target was obvious," said Kaim.

The Pentagon has said Gaddafi is not a coalition target.

Government forces attacked two west Libyan towns, killing dozens, while rebels were pinned down in the east and NATO tried to resolve a dispute over who should lead the Western air campaign. [nN22512993]

In the latest fighting on Tuesday, Gaddafi's tanks shelled the rebel-held western town of Misrata and casualties included four children killed when their car was hit, residents said, adding the death toll for Monday alone had reached 40.

TRIBAL LEADERS

The Libyan army was not conducting any battle operations -- only defending itself when needed -- and was working to help bring life back to normal, said Kaim.

He accused Western forces of siding with rebels and questioned their stated purpose of setting up a no-fly zone to protect civilians.

"They are helping one party against the other which is illegal," said Kaim.

"They are using air strikes to attack our troops even the stationary ones, even ones staying in their military barracks ... I know the strategy is to give them the upper hand but I am sure that will not happen."

Kaim repeated a plea for international observers to travel to Libya to see if the government was observing a ceasefire called last week.

"I am calling on all parties to stop (the fighting), especially the coalition forces," said Kaim.

Libya hopes powerful tribal leaders, who have heavy clout in Libyan society, will help bring peace, said Kaim.

Tribal leaders seeking to stabilise the north African country -- whose oil output has fallen drastically as a result of the unrest which started on Feb. 17 -- are planning a peace march to the rebel bastion of Benghazi in the east, said Kaim.

"This is the official policy of the government to encourage the dialogue (through tribal leaders) and to have the dialogue start as soon as possible," he said. (Editing by Janet Lawrence)

Public comments on the regional uprisings by al Qaeda figures like deputy leader Ayman al-Zawahiri have had little resonance in the Islamic world, intelligence and national security officials told Reuters.

There is little evidence al Qaeda or sympathizers played a direct or indirect role in protests that erupted in Tunisia, Egypt, Bahrain, Yemen and Libya, they said.

But before the U.N.-authorized mission began against Libya, U.S. intelligence agencies were advising President Barack Obama that another attack by U.S. forces on a Muslim country could spur militants to meddle in the protests and encourage new plots against the United States.

Four days since air attacks began on Muammar Gaddafi's forces, one intelligence official said there were few signs militants had been able to exploit anti-American sentiment for propaganda purposes, let alone foment protests or plots.

General Carter Ham, the U.S. commander leading the operation, said on Monday Washington was watching whether al Qaeda might use the situation in the North African country to establish a foothold for training or attacks.

"The al Qaeda movement is opportunistic above all else," said Roger Cressey, a counter-terrorism advisor on the national security teams of Presidents Bill Clinton and George W. Bush.

"The worry is that the longer this goes on, mistakes will be made. That will be played up and the narrative by al Qaeda and others will be that the U.S. is at war with Islam."

KEY U.S. ALLIES

The upheaval in the region has disrupted U.S. security and intelligence operations there, one U.S. intelligence official said. There was particular concern about violent protests in Yemen that threaten to topple President Ali Abdullah Saleh.

Saleh is seen by U.S. officials as a useful if erratic ally in Washington's efforts to shut down militants who have taken root in the chaotic but strategically important country, which neighbors Saudi Arabia and lies on major shipping routes.

"We have lots of long historical relationships with countries now having problems," the senior official said.

After the September 11, 2001 attacks on the United States, security and intelligence agencies in Egypt gave critical help to U.S. efforts to track down militants, the official said.

With the fall of Egyptian President Hosni Mubarak in February, some of these units have been crippled or disbanded.

Gaddafi's government in Libya also traditionally cracked down on militants linked to al Qaeda.

One official said U.S. agencies tracking the al Qaeda threat were "watching with some trepidation" to see if relationships with counterparts in other troubled countries would be disrupted by spreading unrest.

Er is een onderzoek geweest van Ohio State University meen ik me te herinneren, waar uit kwam dat je dommer wordt van Fox news kijken. Niet in de zin van dat het je hersencellen sloopt. meer in de zin van dat ze gedeeltelijke info of soms info zo vertellen, dat je over verkeerde informatie beschikt. Waardoor je dom overkomt
