Reuters says it has confirmation from rebels that they received and rejected an offer from Col Gaddafi for talks (see 0740, 0743 entries).

It quotes the council's media officer, Mustafa Gheriani, as saying: "I confirm that we received contact from a Gaddafi representative seeking to negotiate Gaddafi's exit. We rejected this.

We are not negotiating with someone who spilled Libyan blood and continues to do so. Why would we trust the guy today?"

Libyan state television has denied a report by Al Jazeera and two Arab newspapers that Colonel Gaddafi has sought a deal with the rebels that would see him step down with certain guarentees.

It was reported that a Gaddafi representative made the proposal to the opposition's so-called "National Council" based in Benghazi. The council apparently rejected the offer.

2344: Reuters says that there is still no official confirmation on the offer Col Gaddafir is reported to have made to the rebels. But a source said to be close to the rebel council told the agency that "one formula being proposed by the other side would see Gaddafi hand power to the head of parliament and leave the country with a certain guaranteed sum of money".

11:15am A fighter jet has launched an air strike just metres from houses on the edge of Libya's rebel-held Ras Lanuf, where dark grey smoke rose over the highway, an AFP reporter says.

The missile exploded next to the road around 100 metres from some houses on the outskirts of the strategic oil town, which is the eastern front for the rebels.

There were no casualties or damage, apart from a big crater in the ground. Witnesses reported another air strike an hour earlier in the same location.

So far today we have not treated any casualties,

said Doctor Yusuf al-Badri, who was stationed with an ambulance and another colleague at the main rebel checkpoint on the eastern outskirts of Ras Lanuf.

TRIPOLI - De Libische leider Muammar Kaddafi heeft volgens de Arabische nieuwszender al-Jazeera de rebellen in zijn land aangeboden om een volkscongres te houden om hem af te laten treden onder voorwaarden. Volgens de nieuwszender weigert de raad op het aanbod in te gaan.
De Engelstalige Saudische krant Asharq al-Aswat berichtte dat Kaddafi een delegatie voor onderhandelingen naar Benghazi heeft gestuurd, waar een door de opstandelingen opgerichte Nationale Libische Raad zetelt. Kaddafi's eisenpakket zou onder meer een veilige aftocht en volledige bescherming voor zijn hele familie bevatten. Ook wil Kaddafi dat de raad geen documenten overhandigt aan het Internationale Strafhof (ICC) in Den Haag, dat onderzoekt of de Libische leider wordt aangeklaagd wegens grootschalig geweld tegen de burgerbevolking.
Het beleid van de dertigkoppige raad is dat er onder geen beding wordt onderhandeld met Kaddafi. De leider zou zondag wapens hebben uitgedeeld aan aanhangers in Tripoli.
Kaddafi staat onder groeiende internationale druk. Nog altijd wordt er stevig gevochten in vooral Noord-Libië tussen aanhangers van Kaddafi en opstandelingen.
De gewelddadigheden hebben al aan zeker honderden mensen het leven gekost. De Libische Bond voor Mensenrechten houdt het dodental tot dusver op minstens zesduizend.

Ik heb gehoord dat het bericht van onderhandelingen voor de exit van gadaffi wordt ontkent door de libische regering.
Daarnaast wordt er op presstv gemeld dat raffinaderijen in Las naluf en brega stilgelegt zijn .

1113: Jala al-Gallal speaking on behalf of from the National Libyan Transitional Council told the BBC there have been no direct contact with the Gaddafi regime amid reports that Gaddafi had asked to negotiate his exit.

Jala al-Gallal told BBC World there would be "no negotiation" until pro-Gaddafi forces ceased "genocide" and "crimes against humanity" in Zawiya. "Nobody is in a position to negotiate," he said.

Mr al-Gallal added that Mr Gaddafi should leave, but must face the consequences of his actions. "To leave is one thing but not to be prosecuted at a further date is not acceptable," he said.

Libyan warplanes strike rebels at oil port

RAS LANOUF, Libya (AP) Libyan warplanes launched at least three new airstrikes Tuesday near rebel positions in the oil port of Ras Lanouf, keeping up a counteroffensive to prevent the opposition from advancing toward leader Moammar Gadhafi's stronghold in the capital Tripoli.

There was no immediate word on casualties, and an Associated Press reporter who witnessed the strikes said they did not appear to hit any fighters.

On another front, a witness said Gadhafi loyalists have recaptured Zawiya, the city closest to Tripoli that had fallen into opposition hands. The witness, speaking to The Associated Press by phone, said Gadhafi's tanks and fighting vehicles were roaming the city 30 miles (50 kilometers) west of Tripoli and firing randomly at homes. He spoke on condition of anonymity because he feared reprisal.

Gadhafi's regime has been using its air power advantage more each day to check a rebel advance west toward Tripoli on the main highway leading out of the opposition-controlled eastern half of the country. The heavy use of air power underlines the vulnerability of the rebel forces as they attempt to march in open terrain along the Mediterranean coast and could prompt world powers to impose a no-fly zone over Libya to deny Gadhafi that edge.

The United States and its NATO allies edged closer Monday to formulating a military response to the escalating violence in Libya as the alliance boosted surveillance flights over the country and the Obama administration signaled it might be willing to help arm Gadhafi's opponents. Europe, meanwhile, kick-started international efforts to impose a no-fly zone.

It still appeared unlikely that U.S. warplanes or missiles soon would deploy in Libya, which has been sliding toward civil war, but the continuing violence increased pressure on Washington to do something or at least spell out its plan.

The rebels are fighting to oust Gadhafi from power after more than 41 years, a goal in common with the protesters who managed to topple authoritarian rulers in neighboring Tunisia and Egypt. However, the Libyan uprising has already proved much more violent, and could be much more drawn out.

In Benghazi, the main city in the rebel-held east of the country, a spokesman for the newly created Interim Governing Council said a man who claimed to represent Gadhafi has made contact with the council to discuss terms for Gadhafi to step down. Mustafa Gheriani told the AP the council could not be certain whether the man was acting on his own initiative or did in fact represent the Libyan leader.

"But our position is clear: No negotiations with the Gadhafi regime," said Gheriani, who declined to say when contact was made or reveal the identity of the purported envoy.

In Zawiya, the witness said electricity, phone and Internet services have all been cut. The witness spoke to the AP after he managed to escape the city through surrounding farmlands and reach a point outside Zawiya where mobile phone coverage was available.

"The city is in ruins," he said. "Some buildings have been entirely destroyed and everyone on the street is shot on sight. There are many wounded but the hospitals are running out of supplies," he said, describing conditions in the city after the regime's counteroffensive on Monday.

As the fighting continues, Gadhafi's regime is also coming under mounting pressure from some Arab nations.

Gulf Arab countries joined the calls for a no-fly zone, with the foreign minister of the United Arab Emirates saying during a conference of his country's neighbors that the U.N. Security Council should "shoulder its historical responsibility for protecting the Libyan people."

Still, Western military intervention does not seem imminent and the warnings may be an attempt to intimidate Gadhafi with words before deeds.

British and French officials said the no-fly resolution was being drawn up as a contingency and it has not been decided whether to put it before the U.N. Security Council, where Russia holds veto power and has rejected such a move.

Western officials have said a no-fly zone does not require a U.N. mandate, but they would prefer to have one.

Kaddafi zelf zou niemand hebben gestuurd. ''We gaan niet met hem onderhandelen. Hij weet waar het vliegveld in Tripoli is en wat hij alleen hoeft te doen is het land verlaten om het bloedvergieten te stoppen'', aldus Mustafa Gheriani, een mediawoordvoerder van de rebellen in de stad Benghazi. Afgelopen week riep de Nationale Libische Raad zich tot de enige vertegenwoordiger van het land uit.
Het Libische regime heeft dinsdag ontkend dat het een aanbod aan de rebellen heeft gedaan om te onderhandelen over vrede. Een zegsman deed berichten over een dergelijk aanbod af als ''nonsens''.
