Lotus, Manor get FOTA membership

The Formula One Teams' Association (FOTA) has approved the membership applications of the Lotus and Manor teams, AUTOSPORT can reveal, meaning the organisation now features every team on the grid.

FOTA's executive committee met earlier this week for its latest discussions about the future of F1, and on the agenda was the ratification of the applications of the two new F1 teams.

Sources have confirmed that both Lotus and Manor's membership was approved unanimously, meaning that the outfits follow fellow new entrants Campos Meta and Team US F1 into the organisation.

The move means that FOTA is now made up of 14 teams - with Toyota still members for now despite its pull-out - and significantly it is the first time since Williams was temporarily suspended in May that the body features every team on the grid.

FOTA's executive committee also confirmed that elections for new chairmen will take place next month, with the mandate of both current chief Luca di Montezemolo, plus vice-chairman John Howett, coming to a finish at the end of the year.

Work is also continuing on plans for a common car launch next year, which the teams are considering doing prior to the first official test of the season in February.

It is understood FOTA representatives met with Bernie Ecclestone and F1 shareholders CVC following this week's meeting to discuss the concept - which is being considered to help reduce costs further.

The issue of the final grid slot was also discussed at the meeting, but there is unlikely to be any final decision about what happens with either Toyota or BMW-Sauber until after the F1 Commission and World Motor Sport Council meetings that take place in Monaco early next month.

Sauber linked with US investors
quote:
With the Qadbak buyout reportedly in tatters, another investor is set to step in and rescue the Sauber team, according to Germany's Auto Motor und Sport.

It was reported this week that, in the wake of BMW's withdrawal from F1, the Qadbak takeover was the poorly funded brainchild of convicted fraudster Russell King.

The collapse of the Qadbak deal would explain the FIA's reluctance so far to grant Sauber the thirteenth guaranteed slot on the 2010 grid, vacated when Toyota announced its decision to leave formula one. But Auto Motor und Sport insists there is still hope for the Hinwil based team, in the form of American investors.

The report did not name the investors, but said they are "known" and would be welcomed into the paddock by Bernie Ecclestone, who is keen to bring the US back to his annual race calendar.

Mercedes de beste motor, Toyota de slechtste en Renault de zuinigste.
quote:
Analysis of F1 engine performance in 2009

There is a great piece of work on Auto Motor und Sport’s website with an analysis of the engines in this year’s world championship. The analysis is based on collating the information each engine builder has about each other.

I’ve checked it out with some of the F1 engineers and it seems that the data is a pretty accurate reflection of the numbers they are working with.

The result is that Mercedes comes out top, with Toyota at the bottom.

Throughout the year one kept hearing stories about how much the Renault in the back of the Red Bull car was down on power compared to the Mercedes in the Brawn, Force India and the McLaren. In fact Renault were allowed to improve their engine quite a lot from 2008 to 2009 and it ended up not far off the performance of the Mercedes.

Most teams reached the conclusion, based on acoustic analysis and GPS, that the spread of engine power from the best to the worst engines was less than 2.5% this year. This means that, if the Mercedes is believed to have had 755hp, the least powerful engine was 18hp down, which is worth just under 3/10ths of a second per lap.

The BMW and Mercedes were at the top, with the Ferrari just behind, then the Renault and the Toyota. On this basis, given how close the lap times were between teams this year, the Toyota and Williams chassis must have been pretty good to withstand losing 3/10ths of a second through engine performance alone. Both teams had the double diffuser from the start of the year, of course.

Responding to rumours in the paddock about the performance of the Mercedes, the FIA took a Mercedes’ engine apart and tested it after Monza, giving it a clean bill of health.

The Renault won out this year on fuel efficiency, however, which was pretty important this year and will be much more important next year with no refuellling. Compared to the Mercedes, the Renault would go four laps longer on a full tank of fuel, which is worth about 3/10ths of a second per lap next year. The Ferrari was less efficient than the Mercedes, as we saw on several occasions this year.

As for next year, Cosworth is believed to be quoting a figure of 770hp, which is up on the Mercedes, but the fuel efficiency is still an issue and the unit is well short of the reliability testing of its peers.

Mercedes was given clearance by the FIA to supply a fourth team next year, but is not able to do so, due to the terms of its agreement with McLaren. Mercedes now owns the Brawn team, while McLaren has a technology partnership with Force India. So it is not in McLaren’s interests to add another competitor.

Red Bull is in limbo at the moment, waiting to see whether Renault, on whose engine its 2010 car is designed, will continue in F1. A decision is expected at the end of the year.

Even wat heel anders.

The birds of Cologne

And while all this was going on I got a call at some point from a little bird in Cologne who told me that the staff of Toyota have been told that their entry has been sold on to someone else – and that some of them are going to be asked to stay on to build and run their car for a man called Stefan from Serbia. Apparently the government down there is paying for “Stefan Grand Prix” to become a reality.

En het is officieel.

Canadian GP secures new deal

The Canadian Grand Prix's return to the Formula 1 calendar next year is now official, after the government stepped in to help secure a five-year deal for the race.

Following months of uncertainty about the fate of the event, which was dropped for this season after a deal could not be reached with Bernie Ecclestone, the Montreal race's return was confirmed at a press conference in the Canadian city on Friday afternoon.

The deal to secure the race's place on the calendar has been helped by the governments of Canada and Quebec, Montreal and Tourisme Montreal - who together have helped put together an £8.5 million annual investment plan for the next five years.

In return for the money, Montreal and its partners will receive 30 per cent of the profits from ticket sales for the grand prix - which will take place on June 13 next year.

Montreal's mayor Gerald Tremblay was delighted at the news - which will see F1 return to the North American continent next year after being absent for the first time in world championship history this season.

"The return of the Formula 1 to Montreal attests to our sustained efforts and determination," he explained.

"This win-win deal falls in line with the terms we set and the taxpayer's ability to pay and will create stability for the next five years.

"I am very pleased that our metropolis is bringing back this crucial stage in the Formula 1 series for fans from around the world and an outstanding opportunity in terms of the event's international reach."

Local government officials were adamant that their investment in the event made complete sense - because of the huge financial boost that the grand prix brings to Montreal.

Quebec minister of finance and minister responsible for the Montreal region, Raymond Bachand said: "For Quebec, this event by itself results in annual tax revenues of more than $10 million (£5.5 million), for a $4 million (£2.2 million) investment, minus revenues from ticket sales.

"All three levels of government have worked together tirelessly over the past few months to bring the grand prix back to Montreal, while acting in a financially responsible manner. With this agreement in hand, I am delighted that our efforts have finally succeeded."
