WASHINGTON, 28 juni 2007 (IPS) - Het Amerikaanse gerecht heeft een onderzoek geopend naar smeergeldbetalingen door de Britse defensiefirma BAE Systems aan de Saudische prins Bandar bin Sultan. Die betalingen verliepen via een Amerikaanse bank. Een gelijkaardig onderzoek in Groot-Brittannië werd in december 2006 stopgezet, omwille van het "strategische belang" van de relatie met Saudi-Arabië.

"Het Amerikaanse ministerie van Justitie heeft BAE Systems op de hoogte gebracht van het begin van een formeel onderzoek naar de naleving van de anti-corruptieregels, meer bepaald in de zaken die het bedrijf doet met het koninkrijk van Saudi-Arabië", bevestigde BAE tegenover het nieuwsagentschap IPS.

De corruptiezaak gaat terug op de verkoop van meer dan honderd Tornado-gevechtsvliegtuigen aan Riyad in 1986. Volgens een onderzoek van de BBC werden in het kader van de overeenkomst ter waarde van 40 miljard pond (59 miljard euro) jaarlijks bedragen tot 120 miljoen pond (179 miljoen euro) overgemaakt op twee bankrekeningen van de Saudische ambassade in Washington. Prins Bandar bin Sultan was toen de Saudische ambassadeur in de VS.

BAE ontkent dat de betalingen aan de Saudische prins illegaal waren en zegt dat de transacties met goedkeuring van het Britse ministerie van Defensie gebeurden. Het Britse Serious Fraud Office (SFO) startte vorig jaar een onderzoek naar de betalingen, om na te gaan of ze hebben voortgeduurd nadat Groot-Brittannië in 2001 de OESO-conventie tegen omkoperij ondertekende.

In december 2006 besliste het Britse Ministerie van Defensie het onderzoek stop te zetten, om de "nationale veiligheid" niet in het gedrang te brengen. De voormalige Britse premier Tony Blair verdedigde de beslissing met het argument dat de strategische relatie met Saudi-Arabië van vitaal belang is en dat er "duizenden Britse banen" mee gemoeid zijn.

Groot-Brittannië en Saudi-Arabië werken inzake defensie nog altijd nauw samen en hebben enkele lucratieve vervolgprojecten op stapel staan voor de Saudische luchtmacht. Anti-corruptieorganisaties beschuldigen de Britse regering ervan te zijn gezwicht voor Saudische druk en vragen dat het onderzoek opnieuw wordt geopend.

Amerikaanse onderzoekers hebben de zaak nu naar zich toe getrokken omdat de betalingen verliepen via een Amerikaanse bank. David Caruso, een onderzoeker die voor de betrokken bank heeft gewerkt, verklaarde aan journalisten van de BBC dat er helemaal geen onderscheid werd gemaakt tussen het geld van de ambassade, het geld van de Saudische overheid en het geld van de Saudische prins. Een van de twee rekeningen werd gebruikt om de onkosten te betalen voor de Airbus die de prins als privévliegtuig gebruikt.

Amerikaanse parlementsleden hebben nog niet op het nieuws gereageerd. Het blijft afwachten wat de impact zal zijn van het politieke gewicht dat prins Bandar bin Sultan ook in de VS in de schaal werpt. Als voormalig ambassadeur is hij goede vrienden met de familie Bush en de huidige Amerikaanse president.

In zijn huidige functie als veiligheidsadviseur van de Saudische koning Abdullah scoorde hij ook goede punten in Washington als drijvende kracht achter de toenadering tussen Saudi-Arabië en Israël. Bandar bin Sultan is ook de architect van de alliantie tussen zijn land, Egypte en Jordanië tegen de door Iran gesteunde Hezbollah-militie in Libanon, tijdens de oorlog met Israël in de zomer van 2006.

Doofstom

Defensiewoordvoerder brigadier-generaal Kevin Bergner verklaarde maandag dat Daqduq heeft toegegeven samen te werken met Quds-eenheden, speciale troepen van de Iraanse Revolutionaire Garde.

Aanval
Met de Iraniërs zou de Hezbollah-officier in januari een aanval hebben uitgevoerd op een militaire installatie in Karbala. Daarbij kwamen vijf Amerikaanse militairen om het leven.

Het ging om een complexe aanval waarbij een tiental gewapende mannen zich voordeed als agenten van een Amerikaanse beveiligingsfirma.

Training
Teheran ontkent categorisch iedere betrokkenheid bij aanvallen op coalitietroepen in Irak, en zegt de Iraakse regering te steunen. Maar volgens Bergner runnen Hezbollah en Quds-eenheden trainingskampen voor anti-Amerikaanse milities nabij Teheran.

De Quds-eenheden trainen sjiitische Irakezen in het gebruik van explosieven, mortieren en raketten, en leiden bovendien inlichtingenofficieren, sluipschutters en kidnappers op, aldus Bergner.

Bush heeft zijn Russische ambtsgenoot Poetin ontvangen op zijn buitenverblijf in Maine. De twee willen de gespannen relatie tussen de VS en Rusland verbeteren.

De voorbije maanden is de sfeer tussen de VS en Rusland fel verslechterd door de Amerikaanse plannen om een raketschild te bouwen in Oost-Europa. Poetin is ook gekant tegen de oorlog in Irak en verzet zich tegen een mogelijke onafhankelijkheid van Kosovo.

Het informele bezoek in Maine moet het vertrouwen tussen beide landen weer wat opkrikken.

Dat lijkt ook te lukken. Bush en Poetin zeggen nu dat er nood is aan een gezamenlijke boodschap aan Iran. Over het Amerikaanse raketschild hebben beide leiders geen vooruitgang geboekt.

Tunneling Near Iranian Nuclear Site Stirs Worry

The sudden flurry of digging seen in recent satellite photos of a mountainside in central Iran might have passed for ordinary road tunneling. But the site is the back yard of Iran's most ambitious and controversial nuclear facility, leading U.S. officials and independent experts to reach another conclusion: It appears to be the start of a major tunnel complex inside the mountain.

The question is, why? Worries have been stoked by the presence nearby of fortified buildings where uranium is being processed. Those structures in turn are now being connected by roads to Iran's nuclear site at Natanz, where the country recently started production of enriched uranium in defiance of international protests.

As a result, photos of the site are being studied by governments, intelligence agencies and nuclear experts, all asking the same question: Is Iran attempting to thwart future military strikes against its nuclear facility by placing key parts of it in underground bunkers?

The construction has raised concerns at the International Atomic Energy Agency, the Vienna-based U.N. watchdog that monitors Iran's nuclear program. On Friday, an IAEA spokeswoman confirmed that the agency has broached the subject with Iranian officials. "We have been in contact with the Iranian authorities about this, and we have received clarifications," said Melissa Fleming, the spokeswoman. She declined to elaborate.

Calls to Iran's U.N. mission in Vienna were not returned. IAEA officials plan to press the issue further in a previously scheduled visit to Tehran later this week, according to informed sources.

"The tunnel complex certainly appears to be related to Natanz," said David Albright, a former U.N. weapons inspector and president of the Institute for Science and International Security, a Washington-based nonprofit group that provided copies of the photos to The Washington Post. "We think it is probably for storage of nuclear items."

U.S. officials at several military and intelligence-gathering agencies said they are aware of the construction and are watching it closely, though none would comment publicly or speculate on the purpose of the tunnels.

A tunnel complex would reduce options for a preemptive military strike to knock out Iran's nuclear program, according to U.S. officials who closely follow Iran's nuclear activities. It also could further heighten tensions between the Bush administration and the government of President Mahmoud Ahmadinejad, who has said he is committed to pursuing a peaceful use of nuclear power.

In response to suggestions by Vice President Cheney and others that the United States might consider using force to halt Iran's nuclear ambitions, Ahmadinejad has shrouded the program in additional secrecy and threatened to suspend cooperation with international nuclear inspectors.

Iran has been enriching uranium at Natanz on a small scale for more than four years, creating a less-enriched product that can be used for generating electricity. With further enrichment, the uranium could be used in making weapons.

The commercial satellite photos, taken on June 11 by the firm DigitalGlobe, show two new roads leading to a construction site on the side of a mountain closest to the nuclear site's southern boundary. Although tunnel entrances are not directly visible, the photos show rocks and debris in large piles near the dig sites. There are no signs of construction in similar photos taken of the area six months ago.

In a report analyzing the photos, officials of the Institute for Science and International Security (ISIS) compared the new Natanz construction with a tunnel built by Iran inside a mountain near another key nuclear site. That site, located about 80 miles to the south and known as Esfahan, is home to a major nuclear research center and a factory that converts uranium to a form that can be enriched at Natanz.

Iran began the work at Esfahan quietly in 2004, digging a large, two-entrance mountain tunnel that it later acknowledged was meant for nuclear storage. Iran eventually allowed IAEA inspectors to visit the then-empty tunnel. Having separate underground bunkers near both sites would allow Iranian officials to rapidly evacuate sensitive materials to safe storage if an attack were believed to be imminent, Albright, the ISIS president, said.

The intended use of the Natanz tunnel cannot be ascertained from the photos. But "such a tunnel inside a mountain would offer excellent protection from an aerial attack," said the report by ISIS, which produces technical assessments of nuclear programs. "This new facility would be ideal for safely storing" natural and enriched uranium and the specialized equipment needed to make it, ISIS said.

A less likely possibility, according to the ISIS report, is that Iran might seek to use the tunnels to house centrifuges used in uranium enrichment. Iran's existing centrifuges at Natanz are in heavily fortified buildings built partly underground. Iran has acknowledged plans to expand its uranium enrichment, requiring tens of thousands of fast-spinning centrifuges.

In April, Iran unilaterally withdrew from an international treaty that would have required it to publicly disclose design plans for any new nuclear-related construction. The ISIS report said that Iran nonetheless "should disclose to the [IAEA] any activity in this area related to its efforts at the nearby Natanz site or another nuclear purpose."

Al Qaeda Front Group in Iraq Threatens to Go to War With Iran

CAIRO, Egypt — The leader of an Al Qaeda umbrella group in Iraq threatened to wage war against Iran unless it stops supporting Shiites in Iraq within two months, according to an audiotape.

Abu Omar al-Baghdadi, who leads the group Islamic State in Iraq , said his Sunni fighters have been preparing for four years to wage a battle against Shiite-dominated Iran.

"We are giving the Persians, and especially the rulers of Iran, a two-month period to end all kinds of support for the Iraqi Shiite government and to stop direct and indirect intervention ... otherwise a severe war is waiting for you," he said in the 50-minute audiotape released Sunday. The tape, which could not be independently verified, was posted on a Web site commonly used by insurgent groups.

Iraq's Shiite-led government is backed by the U.S. but closely allied to Iran. The United States accuses Iran of arming and financing Shiite militias in Iraq — charges Tehran denies.

In the recording, al-Baghdadi also gave Sunnis and Arab countries doing business in Iran or with Iranians a two-month deadline to cease their ties.

"We advise and warn every Sunni businessman inside Iran or in Arab countries especially in the Gulf not to take partnership with any Shiite Iranian businessman — this is part of the two-month period," he said.

Al-Baghdadi said his group was responsible for two suicide truck bomb attacks in May in Iraq's northern Kurdish region. He said the attacks in Irbil and Makhmur showed the "Islamic jihad," or holy war, was progressing in the Kurdish areas.

At least 14 people were killed when a suicide truck bomb struck a government building in Irbil, Kurdistan's capital, on May 9. Four days later in Makhmur, another suicide truck bomb tore through the offices of a Kurdish political party, killing 50 people.

In the recording, the Islamic State of Iraq leader did not mention Saturday's deadly truck bomb in Armili, a Shiite town north of Baghdad, which killed more than 100 people. The attack was among the deadliest this year in Iraq and reinforced suspicions that Al Qaeda extremists were moving north to less protected regions beyond the U.S. security crackdown in Baghdad.

Al-Baghdadi criticized Kurdish leaders for their alliance with Shiites in Iraq's government and accused them encouraging unsavory morals.

"The leaders of apostasy ... have impeded the march of Islam in Muslim Kurdistan and helped communism and secularism to spread. ... They insulted the religious scholars ... encouraged vices and women without veils," he said.

Iranian intelligence operatives recently detained over a dozen squirrels found within the nation's borders, claiming the rodents were serving as spies for Western powers determined to undermine the Islamic Republic.



"In recent weeks, intelligence operatives have arrested 14 squirrels within Iran's borders," state-sponsored news agency IRNA reported. "The squirrels were carrying spy gear of foreign agencies, and were stopped before they could act, thanks to the alertness of our intelligence services."


Iranian police commander Esmaeil Ahmadi-Moqadam confirmed the report, saying that a number of squirrels had been caught bearing foreign spy gear within Iran's borders.


"I heard of this but I have no specific knowledge on the subject," he said. He refused to give further details.


Recently, Iran has increased its efforts in combating espionage by the West. The use of rodents has not been documented in the past

The shift follows an internal review involving the White House, the Pentagon and the state department over the last month. Although the Bush administration is in deep trouble over Iraq, it remains focused on Iran. A well-placed source in Washington said: "Bush is not going to leave office with Iran still in limbo."

The Washington source said Mr Bush and Mr Cheney did not trust any potential successors in the White House, Republican or Democratic, to deal with Iran decisively. They are also reluctant for Israel to carry out any strikes because the US would get the blame in the region anyway.

"The red line is not in Iran. The red line is in Israel. If Israel is adamant it will attack, the US will have to take decisive action," Mr Cronin said. "The choices are: tell Israel no, let Israel do the job, or do the job yourself."

Almost half of the US's 277 warships are stationed close to Iran, including two aircraft carrier groups. The aircraft carrier USS Enterprise left Virginia last week for the Gulf. A Pentagon spokesman said it was to replace the USS Nimitz and there would be no overlap that would mean three carriers in Gulf at the same time.

No decision on military action is expected until next year. In the meantime, the state department will continue to pursue the diplomatic route.

The Qatari daily Al Watan said Iran's military has established 600 targets in Israel for ballistic missile strikes. The newspaper, quoting diplomatic sources in Damascus, said Iran has allocated sufficient numbers of missiles to destroy all of the targets in the Jewish state.

On Sunday, Al Watan said Iran would target Israel if it participates in any U.S. attack on the Islamic republic. The diplomatic sources were quoted as saying that the Iranian threat was relayed to Israel and the United States.

Iran has also warned of a massive missile strike if Israel attacks Syria, Teheran's leading ally, the newspaper said. Israel and Syria have been preparing for a war in 2007.

The sources said they do not expect a war between Israel and Syria in the summer of 2007. The sources were said to have included Arab and other diplomats.

Iran has repeatedly dismissed the prospect of a U.S. attack. But on Monday, the London-based Guardian daily reported that the Bush administration has resumed a review of a military option against Iran. The Guardian said Vice President Richard Cheney supports an air strike in opposition to Defense Secretary Robert Gates and Secretary of State Condoleezza Rice.

"Bush is not going to leave office with Iran still in limbo," the Guardian quoted a "well-placed source in Washington" as saying.

Hassan Turkmani, chief of staff Gen. Ali Habib and corps commanders.

Iran is het grootste gevaar voor het Midden-Oosten. Dat heeft Condoleezza Rice gezegd aan de vooravond van haar rondreis door het Midden-Oosten.

De Amerikaanse minister van Buitenlandse Zaken heeft gisteravond bevestigd dat de VS voor twintig miljard dollar aan wapens gaat leveren aan Saudi-Arabië. Daarmee moet het land zich beveiligen tegen een mogelijke aanval van Iran.

De Amerikaanse bewindslieden zullen in de regio ook de situatie in Irak bespreken. Volgens de Amerikanen oefent Iran invloed uit op de sji'itische opstandelingen in Irak.
