Iemand op reddit merkte dit op uit de getuigenis van Rosenstein voor de House Judiciary Committee over de scope van Mueller:

Anyway: dit zijn buitengewoon interessante ontwikkelingen die idd verstrekkende gevolgen kunnen hebben (die niets meer met Cohen of Stormy te maken hebben), maar de advocaat van Stormy heeft een happy day denk ik nu

Volgens mij heeft hij alleen info gegeven waardoor de aanvraag mogelijk & succesvol werd.

Omdat het raakvlakken heeft met het grote onderzoek van Mueller, zal hij wel toestemming moeten geven.

Meer in de bron. Het is dus waarschijnlijk een apart onderzoek van de FBI waar Mueller wel van op de hoogte is, maar niet zelf aan werkt.
