America is shooting itself in the foot by withdrawing from global leadership on trade, Cecilia Malmstrom, the 49-year-old Swede who has served as Europe’s trade commissioner for the past three years, told Reuters.

Under Malmstrom’s direction, the EU has juggled a dizzying array of trade talks over the past year. In July it clinched a preliminary deal with Japan. And early this year it hopes to seal agreements with Mexico and the Latin American Mercosur bloc.

The retreat of the United States under Trump has played a big role in this push, Malmstrom says. Countries around the world are desperate for new trading partners, and the EU, confident again after years of economic crisis and Britain’s vote in 2016 to leave the bloc, has eagerly filled the gap.

“We have shown that we have overcome that acute crisis, so many countries are turning to Europe for leadership and for partnership,” said Malmstrom, who will also be in Davos.

“With other countries we are now setting the standards and that is also why it is bad for the U.S. to withdraw because there are standards set now and they will be global.”

Since coming into office one year ago on a promise to put America first, Trump has pulled Washington out of the Trans-Pacific Partnership (TPP), threatened to scrap the 90s-era North American Free Trade Agreement (NAFTA) and to introduce steel tariffs that could hit European allies as well as China.

But Malmstrom singled out Washington’s confrontational stance towards the World Trade Organization (WTO) as particularly worrying.

The Trump administration has blocked the appointment of judges to a WTO body that rules on trade disputes. If the United States does not shift its stance, that body could cease to function altogether, Malmstrom said.

She described a WTO ministerial meeting in December as a “disgrace”. The meeting in Buenos Aires failed to reach any agreements, such as on ending fishing subsidies, and descended into acrimony, in the face of stinging criticism from the United States.

“We want American leadership in the world. They shouldn’t disengage,” Malmstrom said.

Trump will be the headliner in Davos one year after Chinese President Xi Jinping traveled to the ski resort in the Swiss Alps and signaled a readiness to assume a leadership role in free trade created by an inward-looking Washington.

Malmstrom described the Xi speech as “brilliant” in terms of content and timing - just three days before Trump’s inauguration.

But she said there had been no change in China’s behavior towards Europe since then. If anything, the hurdles to European investment in China have grown.

The EU seemed to have gained a free trade ally in the world’s second largest economy, but Malmstrom said Beijing had not backed up Xi’s speech with action.

“Maybe he really believes in these things, but we haven’t seen it yet in China,” she said.

“We want to work in China and we want China to invest here, but the level playing field is not there. We haven’t seen anything concrete in our trade relationship.”

Eigenlijk vind ik dat Europa nog wel meer had kunnen doen touwens. Zo'n kans krijg je natuurlijk zelden. Ik had haar sinds het winnen van Trump niet meer gesproken. Had gehoopt dat ze inmiddels wel tot inkeer zou zijn gekomen, maar nee. Het gaat overigens ook steevast om de drie minuten over hoe slecht 'Obummer' wel niet was.

The president then asked if Sen. Lindsey O. Graham (R-S.C.), his onetime foe turned ally, was on board, which Durbin affirmed. Trump invited the lawmakers to visit with him at noon, the people familiar with the call said.

But when they arrived at the Oval Office, the two senators were surprised to find that Trump was far from ready to finalize the agreement. He was “fired up” and surrounded by hard-line conservatives such as Sen. Tom Cotton (R-Ark.), who seemed confident that the president was now aligned with them, according to one person with knowledge of the meeting.

Trump told the group he wasn’t interested in the terms of the bipartisan deal that Durbin and Graham had been putting together. And as he shrugged off suggestions from Durbin and others, the president called nations from Africa “shithole countries,” denigrated Haiti and grew angry. The meeting was short, tense and often dominated by loud cross-talk and swearing, according to Republicans and Democrats familiar with the meeting.

Trump’s ping-ponging from dealmaking to feuding, from elation to fury, has come to define the contentious immigration talks between the White House and Congress, perplexing members of both parties as they navigate the president’s vulgarities, his combativeness and his willingness to suddenly change his position. The blowup has derailed those negotiations yet again and increased the possibility of a government shutdown over the fate of hundreds of thousands of young undocumented immigrants known as “dreamers.”

This account of the events surrounding Thursday’s explosive meeting is based on interviews with more than a dozen White House officials, Capitol Hill aides and lawmakers.

The fight has left congressional leaders unsure of whether they will eventually come to an agreement. Some remain optimistic that Trump can be walked back to the political center and will cut a deal that expands border security while protecting those under the Deferred Action for Childhood Arrivals (DACA) program, which Trump has ordered ended.

“The president is indispensable to getting a deal,” Graham said in an interview. “Time will tell.”

Last Thursday was a critical moment in the stalled negotiations, revealing the president’s priorities even as the discussion fell apart.

Trump complained that there wasn’t enough money included in the deal for his promised wall along the U.S.-Mexico border. He also objected that Democratic proposals to adjust the visa lottery and federal policy for immigrants with temporary protected status were going to drive more people from countries he deemed undesirable into the United States instead of attracting immigrants from places like Norway and Asia, people familiar with the meeting said.

Attendees who were alarmed by the racial undertones of Trump’s remarks were further disturbed when the topic of the Congressional Black Caucus (CBC) came up, these people said.

At one point, Durbin told the president that members of that caucus — an influential House group — would be more likely to agree to a deal if certain countries were included in the proposed protections, according to people familiar with the meeting.

Trump was curt and dismissive, saying he was not making immigration policy to cater to the CBC and did not particularly care about that bloc’s demands, according to people briefed on the meeting. “You’ve got to be joking,” one adviser said, describing Trump’s reaction.

White House Chief of Staff John F. Kelly was in the room and was largely stone-faced, not giving any visible reaction when Trump said “shithole countries” or when he said Haitians should not be part of any deal, White House advisers said.

At one point, Graham told Trump he should use different language to discuss immigration, people briefed on the meeting said.

As Trump batted back the Democrats, he was urged on by Republican lawmakers. Rep. Bob Goodlatte (R-Va.) told Graham and Durbin their proposal would not fly, and he told the group they should instead embrace his more conservative bill. Durbin was not interested, White House officials said.

After Graham left, he told associates that he was disturbed by what he heard in the Oval Office, according to people who spoke with him, and that it was evident the deal’s antagonists had gotten to Trump. Graham and Durbin also told allies that they were stunned that the other lawmakers were present — and that Trump’s tone seemed so different than it had been days or even hours before, according to people close to them.

Graham declined to comment on the president’s reported obscenity. He has told others in his circle that commenting would only hurt the chance of a deal and that he wants to keep a relationship with the president.

There had initially been hope for the Thursday meeting. Trump had told lawmakers during a partially televised session two days earlier that he was flexible. “I’ll sign it,” he said Tuesday of whatever bill was brought to him. He even said he would be willing to lock the door of the Cabinet room if they wanted to negotiate at the White House, according to people who heard his comments.

Trump went on to say at the earlier meeting that he wanted a deal and that even those in the conservative House Freedom Caucus should work with Durbin. In the hours and days afterward, a bipartisan group of senators — Graham, Durbin, Jeff Flake (R-Ariz.), Robert Menendez (D-N.J.), and Sens. Michael F. Bennet (D) and Cory Gardner (R) of Colorado — began meeting and broadly agreed to a proposal.

But some White House officials, including conservative adviser Stephen Miller, feared that Graham and Durbin would try to trick Trump into signing a bill that was damaging to him and would hurt him with his political base. As word trickled out Thursday morning on Capitol Hill that Durbin and Graham were heading over to the White House, legislative affairs director Marc Short began to make calls to lawmakers and shared many of Miller’s concerns.

Soon, Goodlatte, one of the more conservative House members on immigration, was headed to the White House. Trump also called House Majority Leader Kevin McCarthy (R-Calif.) and asked him to come, McCarthy said. Sens. David Perdue (R-Ga.) and Cotton were also invited to rush over.

In the late morning, before Durbin and Graham arrived, Kelly — who had already been briefed on the deal — talked to Trump to tell him that the proposal would probably not be good for his agenda, White House officials said. Kelly, a former secretary of homeland security, has taken an increasingly aggressive and influential role in the immigration negotiations, calling lawmakers and meeting with White House aides daily — more than he has on other topics. He has “very strong feelings,” in the words of one official. But he’s not a lone voice. Trump in recent weeks has also been talking more to conservatives such as Rep. Mark Meadows (R-N.C.) on immigration, these people said.

White House officials say Kelly is determined to secure a deal on dreamers and border security and has told Trump that the southwestern border is worse than it was a few years ago — and that he can be the president to change the status quo.

“Once we saw what was going on in the meeting a few days earlier, we were freaked out,” said immigration hard-liner Mark Krikorian, who runs the Center for Immigration Studies. Trump, he said, “has hawkish instincts on immigration, but they aren’t well-developed, and he hasn’t ever been through these kind of legislative fights.”

After the Thursday meeting, Trump began telling allies that the proposal was a “terrible deal for me,” according to a friend he spoke with, and that Kelly and other aides and confidants were correct in advising him to back away.

“It wasn’t a serious proposal. It was not viewed as a serious proposal because it did so little to address the immigration issues that the president has been vocal about,” said Meadows, who leads the conservative House Freedom Caucus. “It was, if I had to put it in a 1-to-10 range, with 10 being the most conservative and 1 being the most liberal, I would give it a 2.5.”

Trump was not particularly upset by the coverage of the meeting and his vulgarity after it was first reported by The Washington Post, calling friends and asking how they expected it to play with his political supporters, aides said.

“Everyone was saying it would help with the base,” which would agree with his characterization, one person who spoke with the president said.

By Thursday evening, many White House aides were concerned that the story was exploding beyond the usual level for a Trump controversy, but they carried on with their plans for the night: a send-off for deputy national security adviser Dina Powell, a former Goldman Sachs executive and ally of Jared Kushner and Ivanka Trump. Nearly every top official ducked into the exclusive Italian restaurant Cafe Milano in Georgetown to toast Powell. There was little effort to significantly push back on the story that night because aides knew that Trump had said it and that the president wasn’t even too upset, according to people involved in the talks.

Then Friday morning, Trump appeared to suggest in a tweet that he had not used the objectionable word at all: “The language used by me at the DACA meeting was tough, but this was not the language used.”

Three White House officials said Perdue and Cotton told the White House that they heard “shithouse” rather than “shithole,” allowing them to deny the president’s comments on television over the weekend. The two men initially said publicly that they could not recall what the president said.

Representatives for both men declined to comment.

Going forward, a path to an immigration deal remains hazy.

“I expect that we’ll get more Republican support for the proposal because it’s really the only game in town. I expect there will be more negotiations — we didn’t write the Bible,” Graham said Monday. “We wrote a proposal that over time we can make it better.”

Meadows said he and Goodlatte were working to add a merit-based immigration policy to their conservative version. He said a majority of Republicans were not going to line up behind Graham and Durbin and should instead rally behind his proposal, which is unlikely to win support from Democrats.

“Based on what they proposed originally, Durbin and Graham are running a marathon, and they’re only in Mile 2,” Meadows said.

His GOP conference, however, has another idea entirely.

House Republicans are pressing Ryan for a vote on a partisan immigration bill that has little chance of passing the Senate. They want floor action on legislation by House Judiciary Chairman Bob Goodlatte (R-Va.), which goes well beyond what the White House has said should be in a deal codifying the Obama-era Deferred Action for Childhood Arrivals program into law — and which is unlikely to garner a single Democratic vote.

“It’s a good bill…I think it’s something that bears consideration by the entire House,” said Rep. Bill Flores (R-Texas), a former leader of the conservative Republican Study Committee. “If I were the majority leader… I would recommend that we bring it” to the floor.

Ryan and his top lieutenants have not committed to a vote on the Goodlatte bill, which GOP leaders worry could undermine bipartisan negotiations. And they’re not even sure the text could garner the 218 GOP votes needed for passage in the House. Still, he’s risking a backlash from conservatives if he doesn’t put it forward for a vote.

Supporters of the Goodlatte bill have pointed out that it also had input from Homeland Security Committee Chairman Michael McCaul (R-Texas), House Freedom Caucus conservative Raul Labrador (R-Idaho) and centrist Martha McSally (R-Ariz.). Backers say leadership shouldn’t ignore a bill with such broad buy-in from GOP heavy-hitters.

“You’ve got both ends of the spectrum, but for whatever reason there seems to be a little bit of internal debate over whether that gets to the floor,” said Republican Study Committee Chairman Mark Walker (R-N.C.). “I’m hoping that we get a chance to vote on it.”

The debate about the House strategy comes as a bipartisan group of senators has reached a deal to create a path to citizenship for the so-called Dreamers, after Trump decided last year to end the DACA program and demand a legislative solution instead. Trump, however, has panned the agreement as a “step backwards” and accused Democrats of hindering talks.

Meanwhile, bipartisan agreement seemed even further off after Trump last week told lawmakers behind closed doors that he wanted to encourage immigrants from places such as Norway, not countries that he deemed “shitholes.” The heightened tensions also come as the government is set to run out of money Friday, raising the stakes for deal-making this week.

Immigration is also a particularly thorny issue for Ryan. House Republicans drove out ex-Speaker John Boehner (R-Ohio) in part over immigration. Now conservatives are worried Ryan will foist on their conference a bipartisan Senate deal that their base would consider “amnesty” for people who came to the U.S. illegally.

“It’s important that something pass with the majority of the majority on immigration out of the House,” Freedom Caucus Chairman Mark Meadows (R-N.C.) said in an interview. “Just allowing the Senate to lead is yielding our voting card to our Senate colleagues.”

Trump’s flirtation with the Goodlatte proposal complicates things for Ryan. He gave a shout-out to the bill during on-camera negotiations with Democrats last week — one the authors took as an endorsement from the White House.

Sources close to leadership, however, dispute that notion. They say the proposal goes beyond the four areas the White House has said an immigration deal must address: a legislative replacement for the DACA program, border security funding, changes to the way people can bring family members to the U.S. and other visa program adjustments.

The Goodlatte bill meets all those requirements but also would crack down on sanctuary cities, tweak policies governing child migrants and asylum seekers, and require companies to verify the legal status of their workers.

The latter provision, known as E-verify, would put centrist House Republicans in swing districts in a difficult position. Some hail from heavily Hispanic districts where E-verify would disrupt agriculture businesses.

But even if House moderates backed the Goodlatte bill, it’s unlikely to get enough support in the Senate, where Republicans have a slim majority and need 60 votes to pass immigration legislation. Some centrists in the House say it’s pointless to take such a controversial vote.

“Does the Senate even look at this bill? And if they won’t, then what’s the point?” said Rep. Ryan Costello, a centrist from Pennsylvania.

Ryan has not publicly ruled out a House vote on the Goodlatte text — though he has emphasized that any DACA solution needs to be bipartisan. Asked about the bill during a GOP press conference last Thursday, he called the legislation “constructive” and a “good bill” but would not say whether it would get floor time.

Ryan deferred instead to ongoing talks between House Majority Leader Kevin McCarthy (R-Calif.), House Minority Whip Steny Hoyer (D-Md.), Senate Majority Whip John Cornyn (R-Texas), and Senate Minority Whip Dick Durbin (D-Ill.).

Nonetheless, the backers of the Goodlatte bill are trying to whip support. The authors presented last week during the weekly Republican Study Committee meeting, and Goodlatte brought up the issue during a closed-door GOP conference last week, asking leaders to allow a vote.

Freedom Caucus member Dave Brat (R-Va.) predicted that the “huge push” to get the bill on the floor would be successful. Labrador, one of its authors, was less confident last week.

Labrador said the “only response I’ve gotten [from leadership] is: ‘Do we have 218 votes?’”

“My response to them is, ‘Did we have 218 votes when we did your health care bill?’” Labrador said, referring to Ryan’s original push to repeal the Affordable Care Act. The bill was pulled from the floor last year when it became clear it did not have enough support to pass.

Eventually, House GOP leaders garnered enough support to pass a modified version of the Obamacare bill, and Labrador said they could do the same with the immigration proposal.

“Their job is to help us with the conference to make sure this happens,” he said. “They should put it on the floor.”

Mr. Mueller issued the subpoena after Mr. Bannon was quoted in a new book criticizing Mr. Trump, saying that Donald Trump Jr.’s 2016 meeting with Russians was “treasonous” and predicting that the special counsel investigation would ultimately center on money laundering.

After excerpts from the book, “Fire and Fury: Inside the Trump White House,” were published this month, Mr. Trump derided Mr. Bannon publicly and threatened to sue him for defamation. Mr. Bannon was soon ousted as the executive chairman of the hard-right website Breitbart News.

Some legal experts said the subpoena could be a sign that the investigation was intensifying, while others said it may simply have been a negotiating tactic to persuade Mr. Bannon to cooperate with the investigation. The experts also said it could be a signal to Mr. Bannon, who has tried to publicly patch up his falling-out with the president, that despite Mr. Trump’s legal threats, Mr. Bannon must be completely forthcoming with investigators.

Prosecutors generally prefer to interview witnesses before a grand jury when they believe they have information that the witnesses do not know or when they think they might catch the witnesses in a lie. It is much easier for a witness to stop the questioning or sidestep questions in an interview than during grand jury testimony, which is transcribed, and witnesses are required to answer every question.

“By forcing someone to testify through a subpoena, you are providing the witness with cover because they can say, ‘I had no choice — I had to go in and testify about everything I knew,’” said Solomon L. Wisenberg, a prosecutor for the independent counsel that investigated Bill Clinton when he was president.

Significant grand jury activity may undermine the case that White House officials have made for months: that they believe the inquiry is coming to an end and are convinced that the president will be cleared. Mr. Mueller has told Mr. Trump’s lawyers that he will probably want to question the president before the investigation concludes, but no interview has been scheduled.

Mr. Bannon has limited firsthand knowledge about two key issues within Mr. Mueller’s purview — the president’s firing of James B. Comey as F.B.I. director, a decision made without Mr. Bannon present, and the drafting of a misleading statement about the subject of the June 2016 meeting with Russians, in which they promised damaging information about Hillary Clinton.

But even Mr. Bannon’s secondhand knowledge could be used to draw a contrast with statements from people with firsthand knowledge whom Mr. Mueller has already interviewed. And Mr. Bannon was directly involved in a number of other major moments, including the decision-making around the firing of Michael T. Flynn, the president’s first national security adviser, who was dismissed after he lied to Vice President Mike Pence about phone calls with the Russian ambassador during the presidential transition.

Mr. Bannon also helped run the transition after Chris Christie, the outgoing governor of New Jersey, was fired as head of that team. And Mr. Bannon was the chief executive of the Trump campaign in October 2016 when WikiLeaks began releasing thousands of stolen personal emails from the hacked account of Mrs. Clinton’s campaign chairman, John D. Podesta.

In “Fire and Fury,” Mr. Bannon was quoted by the author, Michael Wolff, as suggesting that Donald Trump Jr.; the president’s son-in-law and senior adviser, Jared Kushner; and Paul Manafort, his campaign chairman at the time, were “treasonous” and “unpatriotic” for attending the meeting with Russians at Trump Tower. Mr. Bannon said that he believed there was “zero” chance that the younger Mr. Trump did not take them to meet his father, who has said he knew nothing about the meeting.

“The three senior guys in the campaign thought it was a good idea to meet with a foreign government inside Trump Tower in the conference room on the 25th floor — with no lawyers,” Mr. Bannon said in the book.

Mr. Trump erupted in anger after the excerpts were published, calling Mr. Bannon “Sloppy Steve” on Twitter and saying he had “cried when he got fired and begged for his job.”

“Now Sloppy Steve has been dumped like a dog by almost everyone,” Mr. Trump wrote. “Too bad!”

Days after the excerpts were published, a statement was issued in Mr. Bannon’s name in which he tried to back away from his assertions in the book. He said that his reference to treason was aimed at Mr. Manafort, not the president’s son. Mr. Bannon did not apologize, however, and though he had approved the statement, an associate sent it to reporters without his knowledge.

The president appeared to ease his anger toward Mr. Bannon at the end of last week. When asked in an interview with The Wall Street Journal whether his break with Mr. Bannon was “permanent,” the president replied, “I don’t know what the word ‘permanent’ means.”

People close to Mr. Bannon took the president’s comments as a signal that Mr. Trump was aware that his fired strategist would soon be contacted by investigators.

Mr. Trump has a history of reaching out to people he has fired, including those under investigation, directly or indirectly, as he did with Mr. Flynn after he was dismissed and before he struck a plea deal with Mr. Mueller’s investigators.

Mr. Bannon has hired William A. Burck of the Washington office of the Quinn Emanuel Urquhart & Sullivan law firm to represent him in the defamation threats from Mr. Trump and the congressional inquiries. Mr. Burck also represents several current and former administration officials who have been interviewed as witnesses by Mr. Mueller’s investigators. Among them are the White House counsel, Donald F. McGahn II, and the former White House chief of staff, Reince Priebus.

MADISON - Democrats snagged a GOP-leaning state Senate seat in western Wisconsin on Tuesday, buoying progressive hopes that they could ride a wave of victory this fall.

Patty Schachtner, the chief medical examiner for St. Croix County, will take the seat that had been held for 17 years by former Sen. Sheila Harsdorf (R-River Falls). Harsdorf stepped down in November to take a job as GOP Gov. Scott Walker's agriculture secretary.

In an interview, Schachtner said she thought she beat state Rep. Adam Jarchow (R-Balsam Lake) because the race had turned nasty in mailings from groups outside the district.

“It wasn’t nice. It was mean,” she said of the campaign literature. “People just said, ‘You know what? We’re nicer than that.’”

In a post on Twitter, Jarchow said he had called Schachtner to congratulate her.

“I look forward to working with her as our new state Senator,” he wrote in his tweet. “Thank you to all who worked so hard for our campaign.”

Also Tuesday, in special elections for the state Assembly, voters in Washington County chose a Republican and voters in Racine County chose a Democrat, according to unofficial results.

But the focus Tuesday was on the 10th Senate District, which consists of parts of Burnett, Polk, St. Croix, Pierce and Dunn counties along Minnesota's border.

Schachtner's win gives Democrats momentum, but they remain deep in the minority. Once she is seated, Republican will hold an 18-14 advantage, with one district vacant. That seat belonged to Sen. Frank Lasee (R-De Pere), who joined Walker's administration last month, and won't be decided until November, when 17 of the state's 33 Senate districts are up for election.

Schachtner said once she joins the Senate she hopes to focus on improving access to health care and helping drug addicts get treatment.

She sidestepped a question about whether she thought opposition to President Donald Trump helped her win.

“I’m just worried about western Wisconsin right now,” she said. “Right now, in western Wisconsin, Wisconsin values is what keeps us going.”

The district has not been good to Democrats in the past. Mitt Romney won the district in 2012 even though he lost the presidential race in Wisconsin and nationally to Barack Obama. Trump crushed Hillary Clinton in the district in the 2016 presidential election and John McCain almost won the district in 2008, despite Obama's easy statewide victory.

Democrats saw Tuesday's victory as a sign they were taking hold of the energy that benefited their party in special elections last year in Alabama, Virginia and Oklahoma.

In an ominous development for Republicans, a federal judge overseeing the upcoming trial of former Trump campaign manager Paul Manafort and his deputy Rick Gates rejected Mueller’s request to begin in May and instead outlined a scheduled start as soon as September or October — peak election season.

“The timing of the Manafort-Gates trial will dictate major coverage going into early voting,” said veteran Republican strategist John Weaver. “And this is without knowing for certain how many more indictments and how much closer this Siberian political cancer gets near the Oval Office.”

“It’s mood music that doesn’t help,” agreed a senior Republican campaign strategist working on several mid-term races. “Every day the party is talking about this investigation is a day they’re not talking about the economy and the tax cuts they provided and jobs and things that are successfully happening.”

A second GOP operative active in the midterm elections said there is no “good time” for a public trial of two of the president’s senior campaign officials. But, he added: “You’d rather it not be in the fall.”

And few observers believe Mueller is finished bringing criminal charges. The special counsel so far has kept under wraps any criminal charges until they’ve been filed, leaving Republicans nervous about the prospect that new indictments could land without warning against top Trump associates just as voters are making their decisions.

Mueller has also told Trump’s attorneys he’s interested in interviewing the president. Though such questioning would not occur in a public setting, it would be an historic event sure to generate blaring headlines.

Also sure to rock the political word: any potential pardons Trump might issue for former staffers ensnared in the Russia probe, including his former national security adviser, Michael Flynn, who pleaded guilty in December for lying to the FBI. Trump has refused to rule out such a move.

While Trump lawyers and aides downplay speculation that Trump might fire Mueller, Democrats say a “Saturday Night Massacre” akin to President Richard Nixon’s 1973 sacking of the first Watergate investigator could be a final straw for voters.

“I think that’d guarantee control of the House or Senate for us,” said former Vermont governor and Democratic National Committee Chairman Howard Dean.

Whatever happens, said Michael Steel, a former spokesman to Republican House Speaker John Boehner, “Republicans will require iron discipline to stay focused on what the American people really care about: jobs the economy and tax reform.”

“Fortunately they’ve gotten plenty of practice over the past couple of years,” Steel added.

Democrats say they won’t focus their campaigns on the Russia investigations, seeing larger issue-based themes like health care and taxes as their ticket to returning to the majority in Congress for the first time since 2010. But they are not running away from what happened in 2016 either.

The Russia investigation, Democrats say, is likely going to keep coming up for Republicans, noting a town hall meeting last week in rural western Iowa at which Senate Judiciary Committee Chairman Chuck Grassley faced critical questions about his panel's probe.

“Every member of Congress is going to have to answer for why they’re trying to sweep this under the rug, whether they were on the relevant committee or not,” said Jesse Ferguson, a Democratic strategist and former spokesman for both House Democratic campaigns and Hillary Clinton’s presidential run in 2016. “They are the ones in control of Congress and they’re the ones in the driver’s seat behind any cover-up.”

Democrats also say the constant news coverage of the Russia probe also can benefit them because it has so consistently triggered angry tweets from a president that can rile up his base but also forces his party off-message.

Perhaps surprisingly, however, Trump himself has already made at least one effort to inject Russia into the midterm campaign via Twitter, when he took aim at Democratic Sen. Dianne Feinstein after she released the transcript of a closed-door Russia hearing.

“The fact that Sneaky Dianne Feinstein... would release testimony in such an underhanded and possibly illegal way... is a disgrace," Trump wrote, adding: "Must have tough Primary!”

Some senior GOP leaders say they welcome a Russia-centric Democratic campaign that neglects kitchen-table issues like health care or the economy.

A large swath of the country is following Russia-related developments, Ohio Rep. Steve Stivers, chairman of the House GOP campaign arm, acknowledged. But Stivers said he doubts it will shape voter behavior.

"It doesn't change people who are moderately against us to against us, and it doesn't change people who are for us to against us," he said. "It's all noise.”

A former senior Trump White House official said the Russia probe is “not helpful,” but added: “Among the spectrum of problems to have, this is not cataclysmic.”

As the Manafort-Gates trial approaches, Republicans concede they’ll likely suffer political damage as cable television shows images of the former campaign aides entering and leaving the courtroom every day. White House press secretary Sarah Huckabee Sanders can expect to face daily questions about each development in the trial. But Republicans say they will counter the grim publicity by noting the charges have nothing to do with Trump or the GOP field of candidates in 2018.

“No one is going to be out there defending Paul,” said the former White House staffer.

It is unclear how concerned Mueller may be about his probe’s political impact. The special counsel could face a dilemma similar to that of then- FBI director James Comey during the 2016 presidential campaign. Comey was harshly criticized by Democrats and Republicans for public statements about the status of the FBI investigation into Hillary Clinton’s use of a private email server while secretary of State.

But politics is also a recurring theme of special counsel probes, many of which stretch well outside the bounds of any two-year campaign cycle.

Nixon had already resigned from office by the 1974 midterms, but the lingering effects of Watergate still stung Republicans, who were crushed by a Democratic wave of more than 50 pick-ups in the House and Senate, and the members would become known as Watergate babies.

Republicans lost five House seats in 1998 amid their ultimately unsuccessful attempt to remove President Bill Clinton through impeachment, marking the first time in more than 170 years that the party out of power from the White House failed to gain seats in the middle of a president’s second term.

The bill would leave in limbo hundreds of thousands of young immigrants brought to the country illegally as children. But Democrats would still be left with a difficult political decision: withhold their votes unless the plight of such immigrants, known as Dreamers, is addressed and risk a government shutdown, or vote to keep the government open and fund the Children’s Health Insurance Program, which provides coverage for nearly nine million children.

The bill would set up another possible showdown in mid-February, with government funding set to expire Feb. 16. But it would give lawmakers time to continue negotiations on immigration and long-term government funding levels.

“With no imminent deadline on immigration and with bipartisan talks well underway, there is no reason why Congress should hold government funding hostage over the issue of illegal immigration,” Senator Mitch McConnell, Republican of Kentucky and the majority leader, said on Tuesday.

The plan, put forth by House Republicans on Tuesday, does not extinguish the suspense on Capitol Hill this week. House Republican leaders may be unable to secure passage of the bill with solely Republican votes, since Republicans eager to increase military spending have been frustrated with stopgap spending measures.

“This is just buying time,” said Representative Mark Sanford, Republican of South Carolina. “I think it’s the best of the available bad choices.”

House Democrats, most of whom voted against the last stopgap measure in December, are not likely to embrace this bill either, given the impasse on immigration — especially after President Trump was said to have made vulgar remarks in a meeting on immigration last week.

The drama over immigration continued to play out Tuesday in a hearing of the Senate Judiciary Committee, where Democrats castigated the homeland security secretary, Kirstjen Nielsen, for refusing to confirm Mr. Trump’s vulgarity. At one point, Senator Richard J. Durbin of Illinois, the No. 2 Democrat, had young undocumented immigrants protected by the Obama-era program known as Deferred Action for Childhood Arrivals, or DACA, stand in the hearing room as he recited their impressive résumés.

In the meantime, Dreamers and those who support them protested at Republican lawmakers’ offices.

“We want to keep the government open,” Representative Steny H. Hoyer of Maryland, the Democratic whip, said on Tuesday. “But we’re not going to be held hostage to do things that we think are contrary to the best interests of the American people.”

If Republican leaders can push the bill through the House this week, the Senate — where at least nine Democratic votes will be needed — is no sure bet. Some Democrats in that chamber — especially those considering a White House run — are expected to oppose any spending measure that does not protect the young undocumented immigrants.

But Democrats up for re-election this year may be reluctant to oppose the bill and risk being blamed for a shutdown.

Mr. Trump moved in September to end DACA but gave Congress until early March to come up with a legislative replacement. Last week, a federal judge ruled that, for now, the administration could not end the program, and the government has now resumed accepting renewal requests for it.

As a result, Senator Tom Cotton, Republican of Arkansas, argued on Tuesday that there was “no urgency right now to try to ram through a major change in immigration law by Friday.”

Mr. McConnell said lawmakers have “at least until March, at a minimum, and possibly even longer” to reach a DACA agreement.

In the bill to be passed this week to avoid a shutdown, Republicans would also suspend a tax imposed by the Affordable Care Act on medical devices, as well as a tax on providers of health insurance. In addition, it would delay the law’s tax on high-cost employer-sponsored health coverage, known as the Cadillac tax.

Having dithered for months, Congress has suddenly discovered a painless, cost-free way to extend the Children’s Health Insurance Program, or CHIP. The bill would extend the program’s funding for six years.

“I cannot see the Democrats voting against the Children’s Health Insurance Program,” said Representative Mo Brooks, Republican of Alabama, “but they’ll be given that option in this funding bill.”

Lawmakers were able to break a partisan deadlock on the program, started under President Bill Clinton, after they received a new estimate from the Congressional Budget Office showing that the cost would shrink over time and that extending the program for eight to 10 years could actually save money.

Members of Congress responsible for the program said the new estimate should clear the way for a swift renewal of the program.

The solution results almost entirely from a curious quirk in the way costs are estimated by the Congressional Budget Office — and from the unforeseen consequences of Congress’s decision to eliminate a pillar of the Affordable Care Act, the penalties for people who go without health insurance.

“Thanks to the repeal of the individual mandate tax, C.B.O. updated its score and gave us the momentum to push a long-term CHIP extension across the finish line,” said Senator Orrin G. Hatch, Republican of Utah and the chairman of the Finance Committee. “We must stop holding CHIP hostage.”

Funds for the program lapsed at the end of September. Congress provided a short-term infusion of money last month, and the Trump administration has shuffled money among states to help those with the most urgent needs. Nevertheless, some states have informed families that their children could lose coverage because of delays and inaction by Congress.

Extending CHIP for six years “may have no cost” to the federal government, said Representative Greg Walden, Republican of Oregon and the chairman of the House Energy and Commerce Committee.

Senator Ron Wyden of Oregon, the senior Democrat on the Finance Committee, said that extending the program for 10 years would save $6 billion, according to the budget office. “With this news,” he said, “securing kids’ health care for the long-term should be a no-brainer.”

The Children’s Health Insurance Program, created in 1997 with bipartisan support, is given credit for a big increase in the proportion of children who have coverage. But Republicans and Democrats have squabbled for months over how to pay for it.

In the tax bill signed last month by Mr. Trump, Congress eliminated the penalties for people who go without health insurance, starting in 2019. The Congressional Budget Office, like many health policy experts, believes that healthier people will be less likely to obtain insurance, so that people who remain in the health law’s marketplace — including children — will face higher premiums than they otherwise would.

Extending CHIP saves money, the budget office said, because it would be less expensive for the government than the alternatives — if many of those children enroll in Medicaid or in government-subsidized marketplace coverage.

The taxes on medical devices, health insurance providers and high-cost employer-sponsored health plans were all imposed by the Affordable Care Act, to help pay for the expansion of coverage under the law. All three would have been repealed under the bill passed last year by the House to dismantle that law.

Many Democrats have joined Republicans in opposing the device tax, which they describe as a threat to innovative medical technology. The bill would suspend it during two years, 2018 and 2019.

Health insurance companies have strenuously opposed the tax on insurance providers, saying the additional costs are generally passed on to consumers, businesses, state governments and taxpayers. The bill would suspend it for 2019.

The “Cadillac tax” is meant to help rein in the cost of employee health benefits. Instead of taking effect in 2020, it would be delayed until 2022.

Last week, the FBI attempted to serve Bannon with a subpoena to appear before the grand jury in the Russia probe. He referred agents to his attorney, multiple sources said.

Cardiologists not associated with the White House said Wednesday that President Trump's physical exam revealed serious heart concerns, including very high levels of so-called bad cholesterol, which raises the risk that Mr. Trump could have a heart attack while in office.

Dr. Ronny L. Jackson, a rear admiral and the White House physician, said Tuesday in his report on the president's medical condition that Mr. Trump was in "excellent" cardiac health despite having an LDL cholesterol level of 143, well above the desired level of 100 or less.

Dr. David Maron, the director of preventive cardiology at Stanford University's medical school, said Wednesday that it was alarming that the president's LDL levels remain above 140 even though he is taking 10 milligrams of Crestor, a powerful drug that is used to lower cholesterol levels to well below 100.

Dr. Maron said he would "definitely" be worried about Mr. Trump's risk for having a heart attack if the president were one of his patients. Asked if Mr. Trump is in perfect health, Dr. Maron offered a blunt reply: "God, no."

Other cardiologists also disputed Dr. Jackson's rosy assessment of the president's heart health. Several said Mr. Trump's goal should be to get his LDL below 100, or even under 70. He has a real risk of having a heart attack or stroke, especially considering his weight and lack of exercise, they said.

Dr. Eric Topol, a cardiologist at the Scripps Research Institute, said that it is impossible to ignore the dangers of the president's elevated cholesterol levels when providing an overall assessment of Mr. Trump's health.

"That's a really high LDL," Dr. Topol said. "We're talking about a 70-plus-year-old man who is obese and doesn't exercise. Just looking at the lab value, you would raise a big red flag."

He added: "I would never use the words 'excellent health.' How you could take these indices and say excellent health? That is completely contradicted."

During an appearance on Tuesday in the White House briefing room, Dr. Jackson said he would be prescribing a higher dose of Crestor, the brand name for rosuvastatin, to help lower the president's LDL levels. All of the cardiologists said that would be essential in trying to control Mr. Trump's risk of a heart attack, though several said they wondered whether Mr. Trump was regularly taking his medicine as prescribed.

Dr. Daniel Rader, the director of the lipid clinic at the University of Pennsylvania's medical school, said that taking a daily dose of 10 milligrams of Crestor should reduce LDL levels by at least 30 percent, which means that Trump's LDL started out over 200, a dangerous level.

"One obvious question is, how long has he been on a statin?" Dr. Rader said. "What was his LDL before he started taking it?"

He noted that a man who recently started taking a statin and who had an LDL over 200 for most of his life is at much higher risk than someone whose LDL was normal until recently and who then started taking a statin.

Dr. Jackson said he is also pressing Mr. Trump -- who at 6-foot-3 and 239 pounds is just below the official label of obese -- to eat better and abandon his largely sedentary life for one that includes exercise.

But on the positive side, Dr. Jackson also said Mr. Trump had no history of smoking or drinking and did not have diabetes. An exercise stress test using a treadmill showed "above average" capacity for his age. An ultrasound of the heart was normal, he said.

"His cardiac health is excellent," Dr. Jackson said. "He doesn't smoke, he doesn't have diabetes -- a lot of the traditional risk factors he doesn't have. And so I think those things, in combination with the excellent cardiac results that we got from the exercise stress test, I think, are very reassuring."

Asked whether Mr. Trump has heart disease, Dr. Jackson said he did not. "Technically, he has nonclinical coronary atherosclerosis," Dr. Jackson told reporters.

Outside doctors -- who have not directly examined Mr. Trump -- questioned that conclusion, saying that the combination of Mr. Trump's weight and the cardiac test results raised more concerns than Dr. Jackson's comments would reflect.

Dr. Sanjay Gupta, the chief medical correspondent for CNN, repeatedly expressed concern on Wednesday about test results that showed Mr. Trump's coronary calcium score had increased to 133, from 34 in 2009. On CNN, Dr. Gupta repeatedly showed a chart suggesting that levels above 100 indicate someone with heart disease.

That helped spark a flurry of activity on Twitter, where people debated whether the president officially had heart disease, based on the lab results released by Dr. Jackson and his comments to reporters.

Dr. Topol and the other cardiologists contacted Wednesday disagreed with Dr. Gupta about the calcium test, which measures the amount of plaque containing calcium in a person's blood. Higher numbers indicate the development of coronary artery disease, which could lead to dangerous blockages in the heart.

But Dr. Topol said he would not be concerned unless a patient of Mr. Trump's age came to him with calcium levels of 700 or more.

"That tells you there's some calcium," he said. "It doesn't tell you whether that's inside or outside the arteries. That doesn't tell me the risk."

Dr. Rader and Dr. Maron said Mr. Trump's calcium score does not mean much. If people take statins their calcium scores go up because statins help plaques heal and leave behind calcium-containing scar tissue.

"I have seen this so many times. I tell people who have been on statins not to have it redone," Dr. Rader said.

The cardiologists said the president's weight and diet were a serious problem that probably contributed to his high LDL level and increased his risk for heart problems. Dr. Topol dismissed as irrelevant the debate about whether the president technically met the definition of obese.

"Here the issue is, does he have abdominal obesity?" Dr. Topol said. "I don't care what his height is. All you have to do is look at his abdomen. Abdominal obesity, that's the machinery for inflammation for the heart."

Sarah Huckabee Sanders, the White House press secretary, stood behind Dr. Jackson's assessment of the president's health, noting on Wednesday that he has been a White House physician for 12 years, treating Presidents George W. Bush and Barack Obama in addition to Mr. Trump.

"He is the only doctor that has weighed in on this matter that has actually examined the president," Ms. Sanders said. She called Dr. Jackson "the only credible source when it comes to diagnosing any health concerns."

We support what he said yesterday 100 percent -- that he is in excellent health," she said.

Several former members of Mr. Obama's White House staff echoed that praise of Dr. Jackson.

David Axelrod, who served as one of Mr. Obama's top advisers in the White House, said Tuesday on Twitter: "I knew Dr. Ronny Jackson in the White House. In my experience, he was very good guy and straight shooter."

Even so, the cardiologists said Dr. Jackson understated the president's risk of having heart trouble. Dr. Maron calculated the president's risk of having a heart attack or stroke in the next 10 years, based on the high LDL levels and normal blood pressure. The result placed him in the top 25 percent of the population.

"I would call that high," Dr. Maron said.

Steve Bannon made one conspicuous slip up in his closed-door hearing on Tuesday with the House Intelligence Committee, according to four sources with direct knowledge of the confidential proceedings. Bannon admitted that he'd had conversations with Reince Priebus, Sean Spicer and legal spokesman Mark Corallo about Don Junior's infamous meeting with the Russians in Trump Tower in June 2016.

Why it matters: The meeting — and the subsequent drafting of a misleading statement on Air Force One — has become one of the most important focal points of the Russia investigations, both on Capitol Hill and within Robert Mueller's team, because it provides the closest thing that exists to evidence that the Trump campaign was willing to entertain collusion with Russians.

Bannon immediately realized he'd slipped up and disclosed conversations he wasn't supposed to discuss, because they happened while he was chief strategist in the White House. Throughout the rest of the session, committee members — in particular Republican Trey Gowdy and Democrat Adam Schiff — hammered Bannon over the fact that he'd mentioned those conversations but refused to discuss anything else about his time in the White House.

Bannon's lawyer, Bill Burck, told the committee in his opening remarks that Bannon wouldn't answer any questions that relate to his time inside the White House or during the presidential transition. The committee caught him in the slip-up inside the first 90 minutes.

Other inside-the-room moments I can reveal:

• After the hearing started, the New York Times dropped its story about the grand jury subpoena of Bannon. Nobody in the room had their phones — it's the protocol in closed-door intelligence hearings — but an official walked in to inform the committee and Bannon's team of the story.

• At that point, the committee paused its proceedings and there was a scramble to figure out how to proceed, and how to ensure they did everything properly insofar as the Mueller probe went. (The committee informed Mueller's team several days earlier that it was calling Bannon in as a witness, and they didn't hear back from Mueller's team so viewed that as a green light.)

• Trey Gowdy, who led the Republican questioning, pressed Bannon hard on his description of Don Junior's Trump Tower meeting as "treasonous." Gowdy asked Bannon whether he would consider it treason for somebody close to him to approach Wikileaks' Julian Assange to get opposition research on Hillary Clinton. Bannon replied that such a scenario would be bad judgment. Then Gowdy produced emails from a Cambridge Analytica employee — the Trump campaign data firm closely affiliated with Bannon — boasting of just such contacts with Assange. Bannon claimed this was the first time he'd seen these emails (though they've been in the news.)

• Bannon attacked the Republicans running these congressional committees for choosing to investigate the Trump campaign and Russia. He said it was part of an "establishment" plan to try to "nullify" the election result. Gowdy challenged him on that, asking Bannon who is this establishment you refer to who is trying to nullify Trump's victory? Bannon answered: Paul Ryan and Mitch McConnell. Gowdy countered that Bannon couldn't have it both ways. Was he also referring to Trump confidant Kevin McCarthy — the leader of the Republican House conference — who is surely part of the same Ryan-McConnell "establishment?"

• Another pointed question to Bannon: When he told author Michael Wolff there was a "zero" percent chance that Don Junior didn't bring the Russians up to see his father after their meeting, how did he know that happened? I'm told Bannon all but conceded he was purely speculating.

• Throughout the hearing, Bannon kept telling the committee members: "I really want to answer this question," and "I really wish I could answer these questions." That became a sore point with members. They kept asking him why he felt liberated to abandon executive privilege and leak prolifically about the White House to journalists and author Wolff, but wouldn't talk to Congress.

• Bannon, at one point, praised the committee members for the professionalism and preparedness. (But a source familiar with Bannon's thinking told me he made the compliment "tongue-in-cheek.")

House Republicans are short of the votes they need to avoid a government shutdown, but Speaker Paul Ryan and GOP leaders remain confident they will pass a stopgap funding measure when it comes to the floor on Thursday.

President Donald Trump is personally leaning on GOP lawmakers to fall into line, especially hard-line conservatives who are opposed to virtually anything Ryan and his leadership team propose.

Across the Capitol, Senate Democrats are upset about the House potentially jamming them with a last-minute bill that would do nothing more than avert the worst-case scenario. They’re still smarting over Trump seemingly backing away last week from a bipartisan deal to protect 700,000 Dreamers from deportation.

Senate Democrats have refused to say whether they would block the funding measure, though Republicans believe Democrats won’t risk a shutdown with control of the chamber in play this fall.

With government funding set to run out on Friday — and the two sides far apart on an immigration deal — Ryan and senior House Republicans are pushing legislation to keep the government funded until Feb. 16. In a bid to pick up votes from both parties, the measure would also fund a popular children’s health program for six more years and delay the implementation of several Obamacare taxes.

House Minority Leader Nancy Pelosi of California and fellow Democrats have refused to back the plan. Since Republicans are in the majority, they should pass the short-term funding bill — the fourth since the fiscal year began on Oct. 1 — without Democrats’ help, they say.

With Democrats on the sidelines, Republicans spent Wednesday leaning on every member for their vote.

“I think it passes. I don’t think it’s overwhelming, but I think it passes,” Republican Study Committee Chairman Mark Walker (R-N.C.) said after GOP lawmakers met on Wednesday.

Inside the House Republican Conference, there are three main factions of potential “no” votes: defense hawks unhappy over the leadership’s failure to boost Pentagon funding; the Freedom Caucus, the group of conservative hard-liners; and members who are simply unsure what to do.

House Armed Services Committee Chairman Mac Thornberry (R-Texas) and Rep. Mike Turner (R-Ohio) — both key players on defense issues — will back the funding bill, according to Turner and a top House Republican.

“I’m voting for the CR in support of the speaker and his efforts to get a budget deal,” Turner said.

Rep. Bradley Byrne (R-Ala.), a defense hawk whose state stands to run out of funding for the Children’s Health Insurance Program this month, said Wednesday he was “torn” over the bill.

“It’s a pretty tough vote for me, but it’s really a tough vote for all of us, because I think all of us care about defense and all of us care about” children’s health, Byrne said, suggesting that he will ultimately back the proposal.

Knowing the vote is close, Ryan, House Majority Leader Kevin McCarthy of California and other GOP leaders debated on Wednesday morning whether to add more provisions to the package, such as funding for community health centers. In the end, they decided to move ahead with the package as is, said GOP sources.

But Freedom Caucus leaders say their group alone has enough disgruntled members to block the bill if Democrats remain opposed.

The group’s chairman, Rep. Mark Meadows (R-N.C.), is working to elbow himself into the broader spending and immigration talks. Meadows said his main priority is to make sure Ryan has a plan to end the “stop-and-go” budgeting cycle.

Noting that Congress has already passed three continuing resolutions, or CRs, to keep the government running, he said, “So how is this CR going to produce a plan that’s different than the last three? Are we just going to hope that Feb. 16 is better than Jan. 19 just because it’s in a different month?”

Trump has been pressuring Meadows to vote for the funding bill, and GOP leaders hope it will eventually bring Freedom Caucus members around. The White House issued a formal statement in support of the CR package on Wednesday afternoon.

Restless conservatives have been asking Ryan and other senior Republicans for concessions to get them to yes, though it’s unclear whether they’ll get them. Rep. Dave Brat (R-Va.) said he’s holding out for assurances from GOP leaders that they’ll put a conservative Dreamers bill authored by Rep. Bob Goodlatte (R-Va.) on the floor. But GOP leaders have resisted, fearing a vote would upset bipartisan immigration talks to shield young immigrants from deportation.

Other Freedom Caucus members are pushing to attach a yearlong appropriation for the Pentagon. GOP leaders, however, know that will fail in the Senate, so they aren’t entertaining the idea.

“It’s crisis management at its worst,” Rep. Ted Yoho (R-Fla.) complained. “Nobody wants to shut down the government, but if they load this up … they’re going to have a fight on this.”

House Democrats will refuse to bail out GOP leaders if Republicans can’t put up the votes themselves.

“My sense is that everybody’s going to be unified on this. We’re not going to have many defections, if any,” said Rep. John Yarmuth (D-Ky.). “We have no bargaining power if we don’t stay unified.”

When asked whether Democrats would uniformly vote against the bill, Minority Whip Steny Hoyer (D-Md.) said, “We’ll see what they’re going to do, but I think that’s probably the case.”

During a news conference on Wednesday, Ryan tried to blame Democrats for any problems passing the funding bill, despite the internal GOP schism.

“Real deadlines are occurring this Friday,” the Wisconsin Republican told reporters. “That is why it is unconscionable to me that they would block funding for our military or cut off funding for these states that really will lose their funding for [children’s health] by playing these political games and tying them to unrelated issues.”

House Republicans had hoped to gain some Democratic votes by attaching policy sweeteners to the bill, including children’s health funding and delay of the Obamacare taxes.

But members of the Congressional Black Caucus, whom Republicans had hoped to win over, say they’re still planning to oppose the proposal.

Many CBC members were livid after Trump called certain African nations “shithole countries” during a meeting with lawmakers at the White House last week. They say the episode strengthened their resolve to withhold votes until Republicans show progress on a bipartisan Dreamers deal.

Children’s health funding “alone is probably not going to change much,” said one CBC member, Rep. Emanuel Cleaver (D-Mo.), after the group’s weekly meeting Wednesday. “Why would we want to send a message to 800,000 young people” that the Deferred Action for Childhood Arrivals program “is not important enough to demand action on it in exchange for our support?”

Pelosi implored Democrats to vote against the measure during a caucus meeting Wednesday morning.

“We can’t vote for what they’re putting forth. Not for what’s in it but [for] what’s not in it,” Pelosi told lawmakers, according to an aide in the room. “This is an important moment for our caucus, standing up for what we know is right. … We will not give up our leverage, for our priorities and for our Dreamers.”

Senate Democrats have not yet taken a formal position on the spending package, waiting to see what happens in the House first.

Senate Minority Leader Chuck Schumer (D-N.Y.) noted that a number of Democrats “have said they don’t like this deal, … [and if we] kick the can down the road this time, we’ll be back where we started the next time. So there’s very, very strong support not to go along.”

Senate Minority Whip Dick Durbin (D-Ill.) said there was little enthusiasm for the GOP plan during a Democratic policy lunch on Wednesday. “A handful stood up and said, ‘We’re going to vote against the CR.’ Another one or two said not sure. No one stood up and said they had to vote for the CR.”

President Donald Trump’s path to becoming “the best jobs president that God ever created” was supposed to run straight through Indianapolis and the Carrier manufacturing plant that had for decades employed thousands of workers there.

Instead, more than a year after the then-president-elect stood before a crowd of cheering workers and trumpeted a deal to save their jobs — and months after the company’s name faded from the headlines and the president himself moved onto other talking points — more than 1,500 once-employed residents are now out of work, Indiana union officials say. More than 200 Carrier employees clocked out of their final shift at the plant just last week.

Trump’s campaign promises to punish companies that move factories overseas, to bring back manufacturing jobs and to revive the once-thriving Rust Belt sector became a constant refrain that helped him win the Midwest and ultimately the White House in the 2016 election. But it was also a pledge he’ll find difficult to keep.

Over the past year since he took office, the president who once pledged to slap tariffs on trading partners and crack down on China has so far softened or abandoned — at least for now — many of his hard-line stances on trade. Trump has moved instead to cut the corporate tax rate and launch a deregulatory push, heralding a wave of announcements from other companies planning to invest and create new U.S. jobs. The president plans to tout those achievements during a visit Thursday to Pennsylvania.

But those plans offer no comfort for the Steel Valley workers at companies like Carrier that had counted on him to keep their jobs in Indiana.

“The workers that I talk to feel betrayed, because he made promises that he didn’t keep,” said Robert James, the president of United Steelworkers Local 1999, which represents workers at firms including Carrier, its parent company United Technologies, Rexnord Corp. and Vertellus — all of which have laid off workers since late 2016.

At Carrier specifically, workers found themselves at the center of the spotlight when Trump brokered a one-off deal between the firm and the state of Indiana that his team used as an example of what he would do as president. “They’re not gonna leave this country, and the workers are gonna keep their jobs,” Trump, then president-elect, said that day in December 2016.

Despite the show at the Carrier plant, the company has eliminated more than 500 jobs since July. And union officials fear that the $7 million Carrier received in state incentives as part of the Trump deal to keep jobs is only going to be invested in automation — ultimately leading to a need for even fewer employees.

The administration has taken some steps throughout its first year in office to follow through on what it promised: Trump has, for example, started renegotiating trade deals with Canada, Mexico and South Korea. And he’s exploring ways of using trade law to limit imports of goods and materials like steel and aluminum.

In principle, the policies are aimed at curbing the offshoring of factory jobs by importing less and creating more goods in the U.S. But such policies can hurt the broader domestic economy while doing little to help formerly robust factory towns in Indiana and elsewhere, leading trade experts and economists say, due to factors like the advanced state of the U.S. economy, the intricacy of global supply chains and Americans’ interest in buying services rather than goods.

“Their solutions are utterly counterproductive,” said Bob Lawrence, a Harvard professor of international trade and investment and senior fellow at the Peterson Institute for International Economics. “When you say you’re going to bring jobs back and you’re going to put tariffs on to do that, you’re actually going to really damage the competitiveness of a lot of these companies who source in different locations.”

Much to Carrier workers’ and others’ dismay, Trump has also shifted away from his specific focus on cutting down offshoring and zeroed in instead on domestic policies like tax and regulatory overhauls. The new tax bill and particularly its lower repatriation rate has, already, contributed in part to major companies such as Apple announcing new investment in the United States. But it has also sparked concerns that firms will use their new windfall to bolster executive compensation or the size of their dividends, for example, rather than reinvest it.

The president's trip Thursday to a factory just outside Pittsburgh will bring less of the old message he delivered to factory workers at Carrier and elsewhere about keeping jobs from moving overseas. He'll focus instead on wider benefits of the tax overhaul, including announcements of wage increases and one-time bonuses tied to the corporate tax windfall.

“The President has made tremendous progress in reversing the years of policies that sent these jobs away,” White House deputy press secretary Lindsay Walters said in a statement, emphasizing the administration’s steps to halt “the ballooning growth of regulations,” change the corporate tax code and give American workers a tax cut.

For Trump, the promises to revive the floundering manufacturing sector began early in his campaign and stretched beyond Carrier. In late November 2016, just days after his election, Trump tweeted that the chairman of Ford Motor Company had called him to say the auto maker would be keeping a plant in Kentucky rather than move it to Mexico — though it turned out Ford was never planning to move that facility.

A month later, Trump took credit for Japanese company SoftBank’s decision to invest $50 billion in the U.S., creating 50,000 new jobs, posting on Twitter that the company’s CEO “said he would never do this had we (Trump) not won the election!" But the firm had pledged to invest billions in the U.S. economy nearly a month before Trump’s victory.

“It’s not an economic policy — it’s a kind of individual coercion,” said Claude Barfield, a resident scholar at the right-leaning American Enterprise Institute. “This is the kind of thing that you expect from some South American autocrat.”

Barfield and others cautioned that such tactics have a counterproductive effect: While threatening companies that take steps to move offshore may save a few thousand jobs overall, it also forces them either to buck the president and fall victim to his Twitter cannon or make decisions that reduce their own viability.

“The degree to which you deflect them from that … is the degree to which you’re making them less efficient and less able to produce the products, either here or abroad, that come back and help the U.S. economy,” Barfield said.

Trump has also discussed the need to levy tariffs on goods coming into the country, and his team of advisers has explored taking advantage of little-used sections of U.S. trade law to do so.

Commerce Secretary Wilbur Ross recently completed an investigation examining whether to restrict imports of steel for national security reasons, and another regarding aluminum is on its way to the president’s desk by early next week. Once he receives them, Trump has 90 days to decide whether to limit the imports, likely through tariffs, quotas or a combination of both.

The move is meant to bring relief to U.S. workers whose industry is suffering amid issues surrounding global overcapacity in steel and aluminum, caused in large part by China. But even there, the president has delayed action for months. His threats alone have had little effect in bringing relief — and, some lawmakers and industry representatives complain, they have had an adverse effect by sparking a flood of imports ahead of expected tariffs, damaging U.S. firms and hurting workers.

The issue with working to cut down on imports, economists say, is that more than half of all imported goods are known as intermediate products, meaning they are used as parts for larger or more valuable items that are then sent back overseas.

There’s also the simple fact that the economy is shifting from a manufacturing-based economy to be higher-skilled, higher-wage and focused more on services — which Americans have become more interested in buying over goods. At the same time, automation has increasingly displaced lower-skilled factory jobs, so the country is now producing more goods with a fraction of the people.

Companies also are continuing to move jobs offshore and are likely to continue to do so at an ever more rapid pace: Roughly one in four jobs are at risk of being moved offshore in the coming years, a new report from Indiana’s Ball State University shows.

And while pockets of the U.S. continue to struggle, having never quite recovered from the recession that ended in 2009, large swathes of it are now booming. Trump himself has alternated between making his near-constant promises to bring jobs back and trumpeting national statistics that show sustained job growth, low unemployment and a booming stock market.

“Things are going really well for our economy, a subject the Fake News spends as little time as possible discussing!” Trump tweeted last month, listing accomplishments that included companies returning to the U.S. and a stock market at “another RECORD HIGH.”

Regardless of the national data, and in spite of the potential for negative economic consequences downstream, bashing trade deals and vowing to revive the manufacturing sector is expected to remain a prominent part of political campaigns simply because it plays well in politically rich Rust Belt states.

And there’s no clear-cut way to bring the same jobs back to those areas, economists say. Some of them might never return. Jobs that are being created today are different from those of the past, and while new policies may help ignite some growth in the manufacturing sector, new opportunities will almost certainly require different skills and be located in different parts of the country.

“We have this strange thing in our politics where people get elected promising to bring back 1950s jobs, when we can’t fill 2015 or 2017 jobs,” said Scott Miller, a trade policy expert at the Center for Strategic and International Studies. “That’s the core conflict that is unresolved in all this.”

WASHINGTON

The FBI is investigating whether a top Russian banker with ties to the Kremlin illegally funneled money to the National Rifle Association to help Donald Trump win the presidency, two sources familiar with the matter have told McClatchy.

FBI counterintelligence investigators have focused on the activities of Alexander Torshin, the deputy governor of Russia’s central bank who is known for his close relationships with both Russian President Vladimir Putin and the NRA, the sources said.

It is illegal to use foreign money to influence federal elections.

It’s unclear how long the Torshin inquiry has been ongoing, but the news comes as Justice Department Special Counsel Robert Mueller’s sweeping investigation of Russian meddling in the 2016 election, including whether the Kremlin colluded with Trump’s campaign, has been heating up.

All of the sources spoke on condition of anonymity because Mueller’s investigation is confidential and mostly involves classified information.

A spokesman for Mueller’s office declined comment.

Disclosure of the Torshin investigation signals a new dimension in the 18-month-old FBI probe of Russia’s interference. McClatchy reported a year ago that a multi-agency U.S. law enforcement and counterintelligence investigation into Russia’s intervention, begun even before the start of the 2016 general election campaign, initially included a focus on whether the Kremlin secretly helped fund efforts to boost Trump, but little has been said about that possibility in recent months.

The extent to which the FBI has evidence of money flowing from Torshin to the NRA, or of the NRA’s participation in the transfer of funds, could not be learned.

However, the NRA reported spending a record $55 million on the 2016 elections, including $30 million to support Trump – triple what the group devoted to backing Republican Mitt Romney in the 2012 presidential race. Most of that was money was spent by an arm of the NRA that is not required to disclose its donors.

Two people with close connections to the powerful gun lobby said its total election spending actually approached or exceeded $70 million. The reporting gap could be explained by the fact that independent groups are not required to reveal how much they spend on Internet ads or field operations, including get-out-the-vote efforts.

During the campaign, Trump was an outspoken advocate of the Second Amendment right to bear arms, at one point drawing a hail of criticism by suggesting that, if Clinton were elected, gun rights advocates could stop her from winning confirmation of liberal Supreme Court justices who support gun control laws.

“If she gets to pick her judges, nothing you can do folks,” Trump said at a rally in August 2016. “Although the Second Amendment people, maybe there is, I don’t know.”

Gorka's warrant on gun charges was in effect the entire time he was in the White House.

Former Trump White House staffer Sebastian Gorka has an active warrant out for his arrest in Hungary, according to the Hungarian police's website.

Gorka, whose exact role in the White House while serving as a deputy assistant to the president was never entirely clear, apparently is in trouble with the law over a charge of "firearm or ammunition abuse." The warrant, first reported in Hungarian online outlet 444, was issued on Sept. 17, 2016, prior to Trump's election.

That means that during the entire seven months Gorka spent in the White House, including when meeting with Hungarian Foreign Minister Péter Szijjártó in Washington last March, an arrest warrant was pending overseas.

Details about the reasoning behind the warrant are sparse: The Hungarian police's website only notes the date it was issued, the charge, and that it was filed with the Budaörs police station in Budapest. 444 noted that the charge could have resulted from an incident as far back as 2009. The police station did not immediately respond to BuzzFeed News' request for comment.

Gorka declined to comment. "Don't waste your time," he said when reached by phone. "I don't talk to BuzzFeed, thank you." After this story's publication, Gorka noted on Twitter that he moved to the US in 2008 while not denying that the warrant exists.

Gorka's affinity for guns is well-known. He told Recoil magazine in November that he packs a pistol — along with a knife and tourniquet — every day. In February 2016, he had a gun confiscated after attempting to bring it through Washington's Reagan National Airport.

BuzzFeed News previously reported on Gorka's history in Hungary.

The details of Gorka's leaving the White House still remain murky: He claims to have resigned, but reports at the time indicated that he was fired and the Secret Service ordered not to let him into the building. Whether or not Gorka possessed a security clearance during his months in the Trump administration is also at question, with reports suggesting he had none. A background check prior to the issuance of a clearance likely would have turned up Gorka's warrant.
