Last spring, 22-year-old intelligence analyst Bradley Manning was charged with leaking many of these cables, along with a gun-camera video of an Apache helicopter crew mistakenly killing two Reuters news agency employees in Baghdad in 2007, which was subsequently posted by WikiLeaks. Manning is facing a court martial.
In July and October WikiLeaks also published thousands of leaked military reports from Afghanistan and Iraq. These were made available for analysis beforehand to the Guardian, along with Der Spiegel and the New York Times.
A former hacker, Adrian Lamo, who reported Manning to the US authorities, said the soldier had told him in chat messages that the cables revealed "how the first world exploits the third, in detail".
He also said, according to Lamo, that Clinton "and several thousand diplomats around the world are going to have a heart attack when they wake up one morning and find an entire repository of classified foreign policy is available in searchable format to the public everywhere there's a US post there's a diplomatic scandal that will be revealed".

Die Bradley manning heeft wel een groot probleem nu. Zeker door het lekken van deze documenten en de internationale aandacht ervoor. 20 jaar minimaal achter de tralies denk ik.

AMMAN - WikiLeaks founder Julian Assange on Sunday said the whistle-blowing website will cooperate with Arab media in publishing documents concerning the region.
He told reporters that the documents the website will release soon will focus on "every major issue in every country in the world" including "extraordinary reporting across all Arab states (see stories pages 5 , 7).
"For this... release, over time, we will make alliances with Arab media. Some of these are already being negotiated," he said, promising the upcoming release of "over 250,000 classified US cables from US embassies all around the world".
Assange made his remarks in a digital videoconference during the third annual conference for Arab Investigative Journalists, organised by Arab Reporters for Investigative Journalism (ARIJ).
He said the US government was "in a rather unusual difficult position where it is not sure precisely what is going to be revealed so it has been treading this rather thin line on briefing its allies" on what may be revealed in the cables.
The US has been in contact with key allies to brace for the fallout of WikiLeaks' impending publication of some 250,000 documents, which include confidential diplomatic correspondence, and US officials on Sunday warned that "countless lives" would be at risk if these documents are published, Agence France-Presse reported.
Assange claimed that his organisation contacted the US ambassador in London for information concerning the upcoming leaks - "what type of names they might have been concerned about, covert agents or other informants" - but that the US government refused to negotiate.
"That is something that has happened way back since April, that the United States government has refused to engage while stating publicly that it is concerned for the names of soldiers or other people," he noted.
The Australian claimed that his website's previous leaks have brought no harm to anyone, stressing that the organisation publishes all documents "responsibly".
The [US] State Department understands that we are a responsible organisation so it is trying to make it as hard as it can for us to publish responsibly in the hope that it can get us to not publish anything at all, he alleged.
Assange said WikiLeaks had been forming coalitions of major press organisations to stand united against pressure from the US government.
In response to a question on rape charges filed against him in Sweden, he declined to comment, saying he had been advised only to let his lawyer comment on the issue.
According to its website, WikiLeaks was officially launched in 2007 as a not-for-profit media organisation that brings important news and information to the public.
The whistle-blowing organisation released 400,000 secret US files on the Iraq war in October, and 91,000 documents on the war in Afghanistan in July.

Zoals Schaake, EP voor D66 al zei: als er te weinig openheid wordt gegeven krijg je initiatieven als dit die heel radicaal te werk gaan.
Verwacht dat ze niet transparanter gaan worden, in tegendeel. Denk dat overheden stukken terughoudender worden. Al kan je berichten tussen ambassades bijna niet strikter maken.
