Israel admitted yesterday to using cluster bombs more widely during this summer's war with Hizbollah than was allowed by army rules.
Lieutenant General Dan Halutz, head of the Israeli armed forces, said he was "disappointed but not surprised" to learn his instructions restricting use of cluster bombs had been ignored.
Instead of only dropping cluster bombs from the air against particular targets, Israeli artillery used rockets to deliver so-called bomblets across much larger areas.

Gen Halutz said there were enough grounds from a preliminary inquiry to convene an official investigation into whether court martial offences had been committed.
While this was an apparent admission of error by the army, the Israeli government has not expressed regret for the use of cluster bombs, which turned large swathes of southern Lebanon into no-go areas. Israel continues to maintain its use of the bombs was in accordance with international guidelines.
Some human rights groups have disagreed, accusing Israel of using cluster munitions in areas known to be heavily inhabited by civilians – a breach of the guidelines.
According to a count by the Israeli newspaper, Haaretz, as many as 1.2 million bomblets were dropped during the war and only 50 per cent detonated on impact.
This left up to 600,000 still-live devices littering hillsides, villages, orchards and fields. So far at least 21 Lebanese civilians have been killed and more than a hundred injured by late detonating bomblets.
Gen Halutz said he believed his orders restricting the use of cluster bombs were clear.
"Were the orders explicit? I believe that they were."
While Israel launched hundreds of rockets and munitions at Lebanon, Hizbollah was found to have fired a handful of Chinese-made rockets carrying bomblets.

An explosive device strapped to a woman suicide bomber was activated Thursday afternoon near IDF soldiers operating in the Jabalya area in north Gaza. Three soldiers sustained light injuries in the incident, bringing the number of troops injured in the Strip throughout the day to seven.
Palestinian sources said the terrorist was identified as 57-year-old Fatma Najar, claiming she was sent on the suicide mission by Hamas.
The incident occurred shortly after 5 p.m., when Givati Brigade soldiers operating against Qassam rocket cells spotted the woman approaching them, this after they had received prior warning of a possible suicide attack in the area. The troops called on the terrorists to stop, but she continued moving towards them, at which point they hurled a grenade in her direction, apparently setting off the explosive device in her possession.
This was the second thwarted suicide terror attack against solider in Gaza in the past month; one Givati Brigade soldier was lightly injured in the previous incident, which also involved a woman terrorist.
Earleir an IDF soldier was lightly wounded Thursday afternoon after an antitank missile was launched at his vehicle in northern Gaza. The soldier, injured from the shrapnel, was hospitalized in Beer Sheva.
While IDF operations continued in Gaza, Qassams continued to rain on the western Negev. Five rockets had been launched Thursday, as of the early evening.
Thursday afternoon, one Qassam landed in a town south of Ashkelon, hitting one building directly.

Earlier Thursday, two additional soldiers had been wounded when an antitank missile was fired at their armored vehicle. They were transferred to an Ashkelon hospital for treatment.
Thursday morning, a soldier had been injured from shrapnel, also following an antitank missile attack on his vehicle. He, too, was hospitalized in Ashkelon.
Wednesday there were several other incidents in which antitank missiles attacks. In one, a soldier was moderately injured after Palestinians shot the missile at a structure in which he was taking shelter, along with other soldiers.
From their side, Palestinians reported that a 19 year old was killed by IDF fire near Beit Lahiya, during IDF exchanges of fire with gunmen in the area.
Four Palestinians were killed yesterday – a 34 year old woman, a 14 year old boy and two gunmen.
As part of IDF operations Wednesday night, the Israel Air Force attacked a structure serving as a location for transferring terror funds. The building was damaged, but there were no casualties

All agree that this week's Hizbullah-organised, largely Shia Muslim demonstrations, although broadly peaceful and "democratic" so far, must not be allowed to topple the government. Their attitude contrasts awkwardly with the approving western view of last year's anti-Syrian street protests by Sunni Muslims, Christians and Druze, whimsically dubbed the "cedar revolution", which ousted Lebanon's then prime minister, Omar Karami.
A Hizbullah political success would plainly complement the group's self-proclaimed military successes of August. And like Israel, the US and Britain see the potential "loss" of Lebanon as a direct gain not only for Syria and its favourite militia, but more worryingly, for Iran. This places the battle for Beirut squarely in the wider context of a regional power struggle with an increasingly confident Tehran.
"I have no doubt that if this [Lebanese] government loses power and there is a shift there, the northern front might heat up again and there could be even more escalation than there was this year," Aharon Zeevi-Farkash, a former head of military intelligence, told Israel Army Radio. "If the Siniora government falls, it means Lebanon will be controlled by the long arm of Iran," said an Israeli cabinet minister, Meir Sheetrit.
No less nervous about Shia Iran's supposedly malign spreading influence are Sunni-led regimes in Cairo, Amman and Riyadh. Saudi Arabia's particular worries were highlighted recently by a one-stop visit by Dick Cheney. The US vice-president has to watch his health. He rarely travels. But he went all the way to Riyadh to hear Saudi concerns about Iran's activities in Iraq, Palestine, Lebanon and the Gulf.
For all his trouble, Mr Cheney seems to have come away with a polite flea in his ear. A Saudi statement said US policies should be "in accord with the region's actual condition and its historical equilibrium". Translated from diplomat-speak, that was a call for greater White House responsibility. And that in turn meant, for instance, that any post-Baker review attempt to cut and run in Iraq, or "cut and walk" as Washington wags are now terming the proposed withdrawal strategy, should be firmly resisted.
Riyadh is indirectly confronting Tehran in Palestine, where it supports President Mahmoud Abbas against the Iranian-backed Hamas, and in Lebanon, where it is bankrolling the Siniora government.
But the key battleground is Iraq. The Saudis fear that a failure of the US there would confirm the country's domination by Iran, jeopardise the survival of Iraq's Sunni minority and upset political and religious power balances along the entire western Gulf littoral. "Since America came into Iraq uninvited, it should not leave uninvited," a Saudi government adviser, Nawaf Obaid, told the Washington Post, quoting Prince Turki al-Faisal. "If it does, one of the first consequences will be a massive Saudi intervention to stop Iranian-backed Shia militias from butchering Iraqi Sunnis."
Saudi Arabia was ready, if need be, to provide weapons and financial support to Sunnis, as Iran did to the Shias, he added. It could even massively expand oil production to deflate world prices and ruin Iran's oil-based economy.
Iran says Saudi concerns are misplaced. Tehran has no grand regional imperialist design, a government official said. "The Saudis have nothing to fear from Iran. We should work together with them. What we want is an end to western interference in Iraq, in Lebanon, in all these places. The west must accept that regional problems should be solved by regional players."
