WASHINGTON (Reuters) - U.S. Secretary of State Condoleezza Rice said on Wednesday Iran's assertion it has enriched uranium will require "strong steps" from the United Nations Security Council.
Rice said the announcement on Tuesday from Tehran that it has begun nuclear enrichment was further proof it was not adhering to requirements already set out by the international community.
"I do think the Security Council will need to take into consideration this move by Iran," Rice said at the State Department. She urged that when the council reconvened at the end of this month it should take "strong steps to make certain that we maintain the credibility of the international community."
Rice did not indicate what the steps might be but her spokesman Sean McCormack said it would be stronger than the presidential statement by the Security Council last month after weeks of wrangling at the United Nations.
Asked about the possibility of sanctions on Iran, White House spokesman Scott McClellan said: "That's a possibility as well, that's one option that's available." Russia and China, key players on the Iran issue with veto rights, strongly oppose sanctions.

TEHRAN (Reuters) - The world's leading powers, including Russia and China, joined to condemn Iran on Wednesday for advancing its atomic program in defiance of the United Nations, but Moscow said force could not resolve the dispute.
President Mahmoud Ahmadinejad declared on Tuesday that Iran had produced its first batch of enriched uranium and would now press ahead with industrial-scale enrichment.
His announcement kept Tehran on a collision course with the United Nations and with Western countries convinced Iran seeks atomic arms, not just fuel for power stations as it insists.
U.S. Secretary of State Condoleezza Rice said the U.N. Security Council, which last month told Tehran to halt all enrichment work, should respond with unspecified "strong steps" to maintain the credibility of the international community.
Asked if the council might impose sanctions on Iran, White House spokesman Scott McClellan said: "That's a possibility as well, that's one option that's available."
Russia and China, key players on the Iran issue with veto rights at the Security Council, have hitherto opposed sanctions.
Russian Foreign Minister Sergei Lavrov said the use of force was no answer to the standoff over Iran's nuclear program.
"If such plans exist they will not be able to solve this problem. On the contrary they could create a dangerous explosive blaze in the Middle East, where there are already enough blazes," he said.
President Bush this week dismissed media reports of plans for strikes on Iran as "wild speculation".
China's U.N. Ambassador Wang Guangya said Tehran's enrichment move was "not in line with what is required of them by the international community".
NO TURNING BACK
Russia's Foreign Ministry urged Iran to stop all enrichment work. But a senior Iranian official ruled out any retreat.
"Iran's nuclear activities are like a waterfall which has begun to flow. It cannot be stopped," said the official, who asked not to be named.
International Atomic Energy Agency chief Mohamed ElBaradei will visit Iran on Thursday to seek Iranian cooperation with the Security Council and the IAEA, the U.N. nuclear watchdog.
An IAEA diplomat in Vienna said U.N. inspectors would brief ElBaradei on their recent findings at Iranian nuclear sites and on Iran's claim to have enriched uranium by 3.5 percent.
"This will guide him in his discussions with Iranian leaders," the diplomat said.
ElBaradei will reiterate to Iran recent calls by the IAEA and the Security Council for a halt to all enrichment work, and seek answers to IAEA queries for his next report to the council.
"It's wishful thinking to think Iran would shut down the nuclear process entirely now," the diplomat said, noting that Iran had a legal right to enrich uranium for civilian purposes.
"What happened yesterday, which was predictable, doesn't change that big picture," he said.
"They have obviously achieved a significant advance at the research and development level and want to present it as a fait accompli to strengthen their bargaining position with the West."
U.N. Secretary General Kofi Annan urged all parties to return to talks and "cool down the rhetoric".
Three European states behind a deal to suspend enrichment which broke down last year weighed in with criticism of Iran.
British Foreign Minister Jack Straw said the announcement was "deeply unhelpful" and undermined confidence. His German counterpart, Frank-Walter Steinmeier, said Iran was "going in precisely the wrong direction" for a return to negotiations.
French Foreign Minister Philippe Douste-Blazy said it was a worrying step and Iran should stop its "dangerous activities".
The State Department said it was unable to confirm that Iran had enriched uranium and some experts said even if Tehran's assertions were accurate, it would still be years before the Islamic Republic was able to produce a nuclear weapon.
The level of enrichment needed for nuclear bombs is far higher than the 3.5 percent Iran says it has reached.
It would take Iran about two decades to yield enough highly enriched uranium for one bomb with its current cascade of 164 centrifuges. But Tehran says it wants to install 3,000 centrifuges, enough to produce material for a warhead in a year.

SAN FRANCISCO (AFX) -- Gold futures closed above $600 an ounce Monday for the first time since December 1980, joining a broader commodities rally on talk of a possible U.S. attack on Iranian nuclear facilities.
"The saber rattling (albeit strongly watered down in the past few hours) coming from the White House and the wayward chatter coming out of Tehran once again clashed on the world political scene," said Jon Nadler, an analyst at Kitco.com.
That left "many to wonder as to when, not if, a preemptive attack on the country's nuclear-facilities-in-the-making would take place," he added. So "gold will continue to do what it must do to reflect the world's realities and the demands placed upon it by apprehensive buyers small and large alike."
"The critics are left scratching their heads, as who is to say whether -- in retrospect -- $600 will come to be regarded as having been 'just the beginning,'" Nadler said.
Gold for June delivery climbed as high as $602.80 an ounce, the highest intraday futures level on the New York Mercantile Exchange since January 1981. The contract closed up $9.10 at $601.80 an ounce to mark the highest session-end price for futures since December 1980.
In electronic trading Monday evening, May gold climbed as high as $603.90.
The New Yorker magazine reported that the United States is stepping up preparations for a possible air attack on Iranian nuclear facilities, which may involve the use of nuclear weapons against underground sites.
Dismissing talk, fueling rally
President Bush said that the news reports over the weekend were merely "wild speculation."
"The characterizations of 'wild speculation' notwithstanding ... the focus on what may or may not be done regarding the Iranian impasse weighed heavily on trader's minds as they closed out Monday's gold trading," Nadler pointed out.
Dan Bartlett, senior adviser to the president, said that the New Yorker report is "ill-informed," the BBC reported. Bartlett reiterated that the government is committed to a diplomatic solution to the issue of Iran's nuclear program.
U.K. Foreign Secretary Jack Straw also dismissed the New Yorker report, according to the BBC.
The U.N. Security Council has ordered Iran to stop enriching uranium but Tehran has refused, insisting its research is aimed at generating electricity for purely civilian use.
"The fear factor related to Iran is real, and an attack of some type is likely imminent from the Bush administration," said Kevin Kerr, editor of Global Resources Trader, a newsletter published by MarketWatch, the publisher of this report.?
"The attack could be devastating to the remaining tattered relations between the Middle East and the United States," Kerr added.
Against this backdrop, "apparently the funds are aggressively looking for opportunities in markets other than oil, and the gold market is apparently going to be a benefactor of an ongoing wave of investment interest," said Nell Sloane, an analyst at NSFutures.com, in daily commentary.
'Petrodollars'
Frank Holmes, chief executive of U.S. Global Investors, which manages the Gold Shares Fund , said that he believes the main support for gold at the moment is coming from the recycling of petrodollars.
"If you look at countries with massive dollar buildup from selling oil, they're diversifying into gold," he asserted.
Against this backdrop, May crude climbed to its highest intraday level since Feb. 1.
"There's a lot of noise [about Iran], but the more important fact is economics," said Holmes.
Meanwhile, an influential Chinese economist said that China should promote yuan reform, allow companies to hold more foreign currency and raise gold reserves, according to Felicity Algate, economist at Bear Stearns.
Xia Bin, the head of the financial-research institute at the cabinet's Development Research Center, said that about $700 billion in forex reserves was ideal.
China held $853.6 billion in reserves at the end of February, the highest of any country in the world.
"As Iran returns as a focal point for investors, aided by talk of Chinese increase in gold holdings, [that] should keep a flame under gold this week," said Peter Spina, an analyst at GoldSeek.com.
Silver leads the charge higher
Other metals futures also closed sharply higher, with May silver posting the biggest percentage gain among the metals, closing up 49 cents, or 4.1%, at $12.56 an ounce following a new 22-year high of $12.61 an ounce.
Silver and the base metals have led the charge higher among the metals.
"The speculative fever is still raging; it just seems to be just temporarily ignoring gold," said Brien Lundin, editor of Gold Newsletter. But at some point, "speculators will begin cashing in their newly won chips across the commodities spectrum and we'll see a pullback lasting until late summer."
Many analysts have been warning of a "buy the rumor, sell the news" event following the potential launch of a silver exchanged-traded fund in the United States.
"Give that what was once a bold prediction has now become the consensus expectation," Lundin said that he's not quite so confident that silver will see a correction when the ETF launches.
Still, "it would be very risky to plow into the silver market right now."
May copper set a new all-time high of $2.712 a pound before closing up 6.85 cents, or 2.6%, at $2.709 a pound.
July platinum finished up $28.90, or 2.7%, at $1,105.90 an ounce following a record $1,108 level. June palladium rose $6.70, or 1.9%, to close at $359.85 an ounce, a futures-price level not seen since mid-2002.
On the supply side, copper inventories were down 236 short tons at 19,389 short tons as of late Friday, according to Nymex data.
Gold supplies were down 98 troy ounces at 7.57 million troy ounces, while silver inventories were unchanged at 124.5 million troy ounces.
Equity indexes close lower
On the equities side, metals shares and indexes tracking the sector closed modestly lower despite the lofty gains in the metals futures.
The Amex Gold Bugs Index fell by 0.5% to close at 343.66, with its intraday high of 353.03 falling short of Thursday's record high of 354.59.
"The HUI surged higher at the open, but that was short-lived as profit taking once again entered," said GoldSeek.com's Spina. Investors "are looking for spot gold to trade and close above $600 before the excitement translates into further gains for the HUI," he added, and "without it, gold and silver stocks will trade uneasily around the 350 mark.
Indeed, "it is unlikely that the gold shares or silver shares will run forward until convinced that these higher prices are here to stay," said Julian Phillips, an analyst at GoldForecaster.com.
Steven Jon Kaplan, a senior editor at TrueContrarian.com pointed out that "historically, when the shares of the producers and the metals 'disagree', almost always the shares are pointing in the direction that both will experience over the next several months."
"Therefore, I expect that precious metals and their shares will soon experience a more sustained downtrend," he said.
For now, "volatility is expected to remain high during this holiday week," Spina said. Trading on Nymex will be closed on Good Friday.
The Philadelphia Gold and Silver Index closed at 144.91 and the CBOE Gold Index finished at 145.33, with each benchmark down 0.4%.
Among the individual standouts, shares of Apex Silver Mines added 1.9% to close at $25.37. Freeport-McMoRan Copper and Gold added 1.8% to close at $62.08, but shares of Anglogold Ashanti lost 2.8% to finish at $51.34.
The StreetTracks gold exchange-traded fund closed up 1.7% at $59.60 after a high of $59.65.
