IAEA says it is unable to determine cause of fire at Zaporizhzhia nuclear plant
The International Atomic Energy Agency (IAEA) said on Aug. 12 that it had been unable to determine the cause of the fire at the Zaporizhzhia Nuclear Power Plant (ZNPP) that was started a day earlier.

Ukrainian officials accused Russian forces on Aug. 11 of setting fire to "a large number of automobile tires in cooling towers" at the nuclear plant in an effort to "create panic in the settlements on the right bank of the former reservoir."

Soon after, President Vlodymyr Zelensky called on the IAEA to hold Russia accountable for the alleged provocation.

"As long as Russian terrorists retain control of the nuclear power plant, the situation is not and cannot be normal," Zelensky said in a Telegram post Aug. 11. "We are waiting for the world's reaction, waiting for the IAEA's reaction," he added.

In response to the fire, the IAEA responded on Aug. 11 that its expert witnesses were "told by ZNPP of an alleged drone attack" on a cooling tower on-site, echoing claims of a drone attack shared by Russian-installed authorities in occupied Zaporizhzhia, CNN reported.

On Aug. 12, IAEA Director General Rafael Mariano Rossi issued a statement describing damage to the cooling stations, and adding that the agency found no signs of drone debris or evidence that the fire started at the base of the cooling tower.

"The team has not been able to draw definitive conclusions on the basis of the findings and observations so far," the statement from the IAEA read. "The IAEA will continue its overall analysis after additional review and access to the water nozzle distribution level and the cold-water basin."

The IAEA added that nuclear safety at the power plant had not been affected.

"No radioactive material is present in the area of the cooling towers, which is located approximately 1.5 kilometers from the reactor units at ZNPP," the statement added.

Dnipropetrovsk Oblast Governor Serhii Lysak said that the fire had been put out in the morning of Aug. 12.

The Zaporizhzhia nuclear plant, Europe's largest nuclear power station, has been under Russian occupation since March 2022. Its position near the front line has led to heightened nuclear safety risks throughout Russia's full-scale war.

Britain does not allow Ukraine to use Storm Shadow missiles in Kursk Oblast – The Telegraph
However, the position on the use of missiles does not depend only on Britain, as they are produced jointly with France

The British government does not give Ukraine approval for the use of Storm Shadow missiles on the territory of Kursk Oblast, reported The Telegraph with reference to the words of an informed source in the government.

The UK government has not given Ukraine permission to use Storm Shadow missiles in Kursk Oblast, the interlocutor of the newspaper said: "There has been no change."

Former British tank commander Hamish de Bretton-Gordon noted that these long-range missiles are capable of hitting "rail heads and key roads coming into Kursk, plus any airfields within 100 miles (around 160 km)."

He also added that permission to use these missiles would show the determination of the West in supporting Ukraine.

Journalists noted that the position on the use of missiles depends not only on Britain, because Storm Shadow is produced jointly with France, so Paris also has the right to vote on the conditions of their use.

IAEA report on Zaporizhzhia NPP cooling tower fire finds no evidence of tires or drones
The fire at the nuclear power plant broke out at a height of about ten meters, but the Russian occupation administration did not grant observers access there

On August 12, experts from the International Atomic Energy Agency (IAEA) were given limited access to the cooling towers of the Zaporizhzhia Nuclear Power Plant to study the consequences of Sunday's fire, according to an IAEA report.

Observers of the organization have not yet been able to reach final conclusions about the causes of the fire, but have seen that its primary source was unlikely to be at the base of the cooling tower.

According to the IAEA, the damage was most likely concentrated in the inner part of the cooling tower at the water nozzle distribution level, located at a height of about ten meters.

The Russian occupation administration has not yet allowed experts there.

The IAEA team was also unable to take a close look at the cold-water basin that is the base of the cooling tower.

Movement of civilians in Sumy Oblast restricted within 20 km of Russian border
Civilians in Sumy Oblast within 20 kilometers (12 miles) of the border with Kursk Oblast are subject to restrictions on movement due to increasing Russian attacks, the General Staff of Ukraine's Armed Forces announced on Aug. 13.

The security situation in Sumy Oblast became more tense with the start of Ukraine's cross-border incursion into neighboring Kursk Oblast in Russia, which began on Aug. 6.

Ukraine's National Police said on Aug. 9 that around 20,000 people need to be evacuated from border settlements in Sumy Oblast as Russia intensified its attacks against the region.

The people affected by the evacuation order live within 10 kilometers of the border with Russia.

The General Staff of Ukraine's Armed Forces said in a statement on Aug. 13 that the military has "imposed restrictions on the movement of all categories of citizens in the 20-kilometer border zone of Sumy Oblast."

The decision was made due to the "increase in the intensity of hostilities, intensification of the activities of sabotage and reconnaissance groups, special operations forces of the enemy, and in order to preserve the lives of the civilian population and military personnel."

"Admission of persons to the specified territory is carried out on passports of citizens of Ukraine with a corresponding mark on the registration of residence in this zone," the General Staff added.

Russian forces on Aug. 13 damaged a hospital building and energy infrastructure in the city of Sumy, located around 30 kilometers (18 miles) from the Russian border, injuring at least one person.

Russia attacks border district northwest from Kharkiv with presumably North Korean missiles, injures 7, including 4 children
The Russians attacked the settlements of the Bohodukhiv district, Kharkiv region, injuring seven people, including four children. The attack also damaged more than 30 houses reported the Kharkiv Regional Prosecutor’s Office.

Towns and villages of the Kharkiv Oblast come under massive Russian artillery shelling and air strikes often, even more so since Russia launched a new ground offensive north and northeast of the region in the Vovchansk and Lyptsi directions in May.

On the evening of August 12, Russians shelled the Bohodukhiv district in the Kharkiv region. There were at least five hits in the district’s settlements. The attacks injured seven people. Among them are two boys aged four months and five years and two girls aged two years and ten years. They have an acute stress reaction. Three women also sought medical assistance.

Prosecutors reported that one of the missiles the Russians used in the attack was a KN-23 (or KN-24), also known as a Hwasong-11. North Korea produces such weapons.

The Russian shelling damaged a household in the village of Moskalenky, causing an outbuilding to catch fire. In Bohodukhiv, the shelling damaged four residential buildings.

Leaked Files Reveal Russian Naval Forces Train for Potential Nuclear Attacks Across Europe

Russia has prepared its navy to strike deep into Europe with nuclear-capable missiles in a potential conflict with NATO, according to classified documents obtained by the Financial Times.

The documents, which include maps targeting locations as distant as the west coast of France and Barrow-in-Furness in the UK, were part of a presentation for Russian officers predating the full-scale invasion of Ukraine.

Previously, the FT reported on a cache of 29 secret Russian military files indicating that Moscow had rehearsed the use of tactical nuclear weapons in the early stages of a major conflict. The latest revelations reveal how Russia anticipated a conflict with the West extending beyond its immediate NATO borders, planning extensive strikes across Western Europe. These documents were provided to the FT by Western sources.

The files, compiled between 2008 and 2014, feature a target list for missiles capable of carrying either conventional or tactical nuclear warheads. Russian officers emphasize the strategic benefits of employing nuclear strikes at an early stage.

The presentation also reveals that Russia has maintained the capability to deploy nuclear weapons on surface ships, a move that experts argue increases the risks of escalation or accidental use. The document highlights the navy’s “high maneuverability” which allows for “sudden and pre-emptive blows” and “massive missile strikes from various directions.” It notes that nuclear weapons are generally intended to be used “in combination with other means of destruction” to fulfill Russia’s objectives.

Analysts who reviewed the documents confirmed that they align with NATO’s assessment of the threat posed by Russian long-range missile strikes and the likelihood of Russia resorting to nuclear weapons. The maps, created for presentation rather than operational purposes, outline 32 NATO targets in Europe for Russia’s naval forces.

Ukrainian forces destroy Russian munitions in rear: video
Ukrainian soldiers with the 14th Separate Mechanized Brigade named after Prince Roman the Great have destroyed ammunition in the Russian rear
This is stated on the brigade's website, Espreso reports.

The Kharon strike group of the 14th Separate Mechanized Brigade named after Prince Roman the Great targeted and destroyed Russian ammunition in the Kupiansk sector. Consequently, the invading Russian forces lost one Ural and one KamAZ vehicle.

Defenders described their work with a mix of restraint and literary flair: "Finding something 'worthwhile' during reconnaissance lifts your spirits! And when our FPV drone arrives and everything at the occupiers' position starts exploding, burning, and smoking, it's truly exhilarating!"

Establishment of the 14th Separate Mechanized Brigade
The 14th Separate Mechanized Brigade of Ukraine's Armed Forces, based in Volyn, was honored with its distinguished name on the Intercession of the Holy Virgin in 2019. On that day, the President of Ukraine presented the honorary ribbon to the brigade commander, who was engaged in the Joint Forces Operation area.

The brigade was subsequently named after Prince Roman the Great, a notable commander who lived and ruled in Volodymyr, where the brigade is permanently stationed. Prince Roman was renowned for his exceptional leadership and undefeated record in battle.

Operation in Kursk Targets Russian Strikes, Not Territorial Gain, Says Ukraine’s Foreign Ministry
Heorhii Tykhyi, spokesperson for the Ministry of Foreign Affairs of Ukraine, stated during a press conference on August 13 that unlike Russia, Ukraine does not seek to capture foreign territories, and the Ukrainian side is not interested in taking over the Kursk region.

The MFA spokesperson noted that more than 2,000 strikes have been launched from the Kursk region into the Sumy region since the beginning of summer.

"Unfortunately, Ukraine cannot use its current long-range weapons to defend against this terror; we do not yet have the decisions we are advocating for. Therefore, it is necessary to use the Armed Forces to liberate these border areas from the Russian military contingent that is attacking Ukraine," Tykhyi said.

He emphasized that the Ukrainian Armed Forces are achieving their objectives in the Kursk region and will continue to act as needed for the safety and protection of Ukraine.

The MFA spokesperson added that the operation in the Kursk region benefits the front.

"It prevents Russia from transferring additional units to the Donetsk region and complicates its military logistics. The Ukrainian Armed Forces are a civilized European military force that fully adheres to the laws and customs of warfare and international humanitarian law. The goal of the Ukrainian Armed Forces is solely military targets and military contingents," he stated.

Tykhyi added that the aim of the Ukrainian operation in the Kursk region is to protect Ukrainian lives from Russian strikes.

"Russia brought the war to Ukraine, and it is only fair that this war now returns to Russian territory. The sooner Russia agrees to restore just peace, the sooner Ukrainian raids into Russian territory will cease. As long as Putin continues the war, he will receive such responses from Ukraine," he emphasized.

Belarus' Military Arsenals Are Depleted - Lukashenko Transfers Equipment from Active Units to Russia
According to a source in the Ministry of Defense of the Republic of Belarus, Lukashenko gave instructions to transfer some military equipment from combat units to the Armed Forces of the Russian Federation.

According to the source, this is due to an urgent request from the Russian side in connection with losses and a shortage of equipment, both in the Kursk region and in other areas.

It is worth noting that this is not the first time that Alexander Lukashenko has transferred equipment and ammunition to the Russian side.

In 2022, when the Russian air defense forces faced serious problems in Ukraine, especially in terms of high casualties, Russia turned to Belarus with a request to use its arsenals.

During 2022, by order of Alexander Lukashenko, the Russian army was given access and property was removed from:
• The 969th Tank Reserve Base was carrying out the removal of T-72A tanks;
• 1405, 1398, 1886 and 25, 43, 46 storage arsenals carried out the removal of ammunition;
• 1868 The artillery was being removed from the arsenal of the artillery weapons base in Gomel;
• The 288th reserve base for automobile equipment carried out the removal of KamAZ and Ural type trucks.

In 2022, Russia faced the problem of the unpreparedness of the military-industrial complex, which at that time was not capable of supplying the front with as much equipment as the military operations required. At the present time, even with the launched military-industrial complex, Russia cannot cope, especially when new, completely unexpected directions of the front open up.

But it is important to emphasize that if in 2022 Belarus transferred ammunition and equipment from warehouses, now we are talking about transfer from combat units. This may indicate that Belarus' warehouses and arsenals were emptied in 2022 and now Alexander Lukashenko can respond to Moscow's request only with equipment from active units.
Nog meer goed nieuws. Putin moet nu al om materieel bedelen bij Lukashenko, en Lukashenko moet deze van actieve eenheden vandaan halen, dus ook zijn voorraden zijn erg laag.

Putin’s Former Security Guard Tasked to ‘Sort Kursk Out’
Unhappy with the response of Russian forces in repelling the Ukrainian incursion in the Kursk region, President Putin has dispatched Alexander Dyumin to coordinate military actions there.

Russian President Vladimir Putin put the 52-year-old Secretary of Russia’s State Council, Aleksey Dyumin, in charge of the military operation in the Kursk region on Monday, Aug. 12 according to the Moscow Times, citing the Russian milblogger “Management Z Kursk.”

Russia’s Chief of the General Staff, Valery Gerasimov, gave a briefing over video link to a televised meeting with the heads of law enforcement on Wednesday, Aug. 7, during which he put a positive spin on the situation in Kursk that was largely contradicted by most other battlefield reports.

It was reported that following the meeting Putin had tasked Alexander Bortnikov, Director of Russia’s Federal Security Service ( FSB) to take over the “counter-terrorism operation” in Kursk, according to the Institute for the Study of War (ISW)

It came as a surprise to many for him to also be replaced less than a week later by Dyumin, even though he holds the rank of colonel general. It is, however, one that pro-Kremlin bloggers generally seem to be in favor of.

In confirming the appointment on Tuesday, the well-known blogger Rybar wrote that Dyumin’s appointment was “a sign that the security forces, on their own and without interference from Moscow, were unable to solve coordination problems.”

Ukraine's incursion brings Russia closer to new mobilization, Bloomberg says
The Russian army is not receiving enough new soldiers to keep up with losses at the front, which are the heaviest since the start of the full-scale invasion in 2022, Bloomberg reported on Aug. 13, citing undisclosed sources "close to the Kremlin and Russian Defense Ministry."

The need to replenish the military reserve became more acute amid Ukraine's incursion in the border areas of Russia's Kursk and Belgorod oblasts.

The situation may force Russia to consider a new mobilization, Bloomberg reported, citing two sources who spoke on the condition of anonymity.

Officials may present it as a rotation to give the military on the front line a rest, and the draft could be announced by the end of this year, according to the sources.

Regional officials are currently unable to meet more a third of their conscription quotas on average, a person familiar with the situation told the media outlet.
