Midscheeps zit je onder de brug. Daar lopen de meeste elektriciteit- en communicatiekabels en en er zijn trappen en doorgangen. EU leaders on Thursday reached a deal to provide 50 billion in aid to Ukraine — with even the Hungarian prime minister on board.
BRUSSELS — Just when he thought he was out, they pulled him back in.
It took a months-long charm offensive from Italian Prime Minister Giorgia Meloni and some wining and dining from the French to get Hungarian Prime Minister Viktor Orbn to agree to support sending 50 billion in aid to Ukraine.
Meloni led conversations with Orbn due to their longstanding relationship, said two diplomats from countries that don’t share her far-right political views. “She tried several times to be a bridge and the impression is that this time it worked,” said one of the diplomats.
The decision — reached at a summit in Brussels on Thursday — was a key one for EU leaders who wanted to demonstrate support for Ukraine while showing they were able to keep Hungary’s rebellion in line. Orbn has repeatedly threatened to use tactical vetoes on a wide range of European issues in order to wrangle money from the EU.
EU leaders announced the significant breakthrough at a time when the United States’ aid to Ukraine has been held up in Congress for months and as Ukraine needed the vital injection of cash in its stagnating war with Russia.
“This sends an important signal also to the U.S.,” Swedish Prime Minister Ulf Kristersson said in the leaders’ room after they reached a deal, according to two officials familiar with the discussion who, like others in this piece, were granted anonymity to speak freely.
Walking into the meeting on Thursday, leaders stressed that while a deal without Hungary was possible, it would signal of lack of European unity to Russia.
“There is only one show in town today and that is with 27,” Dutch Prime Minister Mark Rutte said on Thursday morning before the deal was announced.
An official in Meloni’s office said she began her so-called diplomatic work months ago, with talks and meetings involving various ministers and officials, even before the 27 leaders failed to reach a deal on Ukraine aid in December, because Orbn wouldn’t support it.
And on Wednesday night, delegations worked late into the night to ensure a breakthrough with Orbn.
This week, Meloni ramped up her efforts, speaking with Orbn over the phone, meeting him at Brussels’ swanky Hotel Amigo for an hour-long chat, and again on Thursday morning before the meeting began.
Wednesday night, French President Emmanuel Macron also met with Orbn, after spending weeks focused on building bridges with him. Earlier this month, he attempted to win over the Hungarian leader during a lunch at the Elyse. During that lunch, Macron asked Orbn to share his vision of how to better integrate Eastern EU countries.
Macron played a key role in these negotiations, the French stressed, a view that was echoed by non-French officials.
“He never wanted to antagonize Orbn, but rather to get him on board. It is the approach that is paying off today,” said someone close to the French president.
These charm offensives allowed European Council President Charles Michel to immediately start the summit by announcing the long-awaited deal, one official briefed on the discussion in the room said.
Michel skipped over formalities, quickly laying out details of the agreement with Orbn, to which no leader objected, including small concessions to Hungary. An annual discussion on the aid package and “if needed” a review in two years’ time would “allow Orbn to save face at home,” one EU diplomat said.
Hungary was quick to spin the outcome as a win for Budapest. Orbn’s political director, Balzs Orbn — who is not related to the Hungarian PM — claimed Budapest got what it wanted out of the summit.
“At the end of the first year, aid to Ukraine must be renegotiated, and at the end of the second year, the entire issue will be reconsidered in the context of the EU budget for the next period,” Balzs Orbn wrote on X.
European Commission President Ursula von der Leyen stressed Orbn was not given additional concessions, as did German Chancellor Olaf Scholz in a post-summit press conference.
Even more important to getting Budapest over the line was an added sentence in the text referring to earlier summit conclusions, which provide guarantees that the way the rule of law in Hungary is evaluated by the European Commission is done in a fair and objective manner. This was done to restore the deep mistrust Budapest has toward the Commission on disbursing money to Hungary. “Orbn obtained the commitment to be treated fairly,” one EU diplomat said.
Diplomats and officials said Orbn simply had to give in to avoid a major political crisis. And ahead of Thursday’s announcement, leaders were not shy in showing Hungary who was in charge.
“Hungary needs Europe. He should also look into what is in it for Hungary being in Europe,” Estonia’s Prime Minister Kaja Kallas said when walking into the meeting.

A former United Nations weapons inspector caught in an online sex sting has been found guilty of six charges, including unlawful contact with a minor, after exchanging explicit messages with a 15-year-old girl in an online chatroom and then performing a sex act on himself.
Scott Ritter, 49, exchanged sexual messages with a detective posing as an underage girl and masturbated even after the undercover officer stressed during the chat that she was a minor, prosecutors said.
"The jury reached the right decision," assistant district attorney Michael Rakaczewski said after the verdict. "They saw the case for what it is and the defendant for what he is and what he did."
Neither Ritter nor his lawyer, Gary Kohlman, commented outside the court in Stroudsburg, Pennsylvania.
Ritter, of New York, was one of the UN's chief weapons inspectors in Iraq from 1991 to 1998. He resigned after accusing the US and UN of failing to get tough with Saddam Hussein. Later, he said Iraq had destroyed its weapons of mass destruction, and he became a vocal critic of the US invasion.
He will be sentenced next month. Each of the five charges carries a maximum sentence of seven years in prison, but Ritter is likely to get much less under sentencing guidelines.
Kohlman acknowledged in his closing argument that jurors were likely to be "troubled and offended" by the graphic chat and video of Ritter that prosecutors played, but they were required to put aside their personal distaste because "this is not a referendum on whether anybody in the courtroom approves of adult chatrooms".
He said the case turned on Ritter's intent.
Ritter took the witness stand on Wednesday and said he believed the person he met in a Yahoo chatroom on 7 February 2009 was an adult acting out her own fantasy.

But a northeastern Pennsylvania jury convicted Ritter in April. On Wednesday, a Monroe County judge sentenced him to 18 months to 66 months in state prison.
Ritter was taken into custody immediately.
Ritter was one of the U.N.'s chief weapons inspectors in Iraq from 1991 to 1998.
Ritter had asked for a new trial Wednesday, basing his request on an appeals court ruling in New York that records from two previous incidents in that state in 2001 should not have been unsealed and given to prosecutors in Pennsylvania to be used at his trial. Defense attorney Gary Kohlman argued the New York ruling entitled Ritter to a new trial because prosecutors based much of their strategy on the argument that Ritter had a history of illicit online sex.
"It became, as I feared, the tail that was wagging the dog at trial," Kohlman said in court.
Assistant District Attorney Michael Rakaczewski argued the New York ruling had no bearing on Ritter's conviction and sentence in Pennsylvania.

It said gasoline and diesel exports have been reduced in January by 37% and 23% respectively from the same month in 2023.
Russia and Ukraine have targeted each other's energy infrastructure in strikes designed to disrupt supply lines and logistics and to demoralise their opponent as they seek the edge in a nearly two-year-old conflict that shows no sign of ending.
Russia is voluntarily cutting its oil and fuel exports by 500,000 barrels per day in the first quarter as part of efforts by the Organization of the Petroleum Exporting Countries and allies (OPEC+) to support the energy markets.
The cuts, announced by the energy ministry on Wednesday to countries beyond the Commonwealth of Independent States, are separate and prompted by downstream capacity outages.
Outages include the halt, following what is believed to be a technical incident, of a unit at NORSI, the country's fourth largest refinery, located near the city of Nizhny Novgorod, some 430 km (270 miles) east of Moscow. It is operated by Russia's second-largest oil producer Lukoil.
Russian Deputy Prime Minister Alexander Novak said on Jan. 27 that repair work would take a month or a month and a half.
Russian energy giant Novatek on Jan. 21 was forced to suspend some operations at the huge Baltic Sea fuel export terminal at Ust-luga, as well as "technological processes" at a nearby fuel-producing complex, after a fire, started by what Ukrainian media said was a drone attack.
Russia will likely cut exports of naphtha by some 127,500-136,000 barrels per day, or around a third of its total exports, after fires disrupted operations at refineries on the Baltic and Black Seas, according to traders and LSEG ship-tracking data.
The ministry also said on Wednesday that major Russian oil companies had boosted gasoline production, which resulted in an increase of gasoline supplies to the domestic market in first 25 days of January by 7%, or 150,000 metric tons, year-on-year, and diesel supplies by almost 17%, or 490,000 tons.
The country's inventories for ensuring stable supply of the domestic market amount to 1.9 million tons for gasoline and 3.9 million tons for diesel fuel, up 16% and 7% from January 2023, it said.
