The numbers of those diagnosed with “alcohol addiction” in Russia have increased for the first time in 10 years, which could be attributed to the pandemic, socio-economic upheavals and “intensifying geopolitical confrontations,” according to medical professionals in Russia.

The data was published by the Russian Federal State Statistics Service (Rosstat) in their Healthcare in Russia 2023 report.

According to the study, those diagnosed with alcohol addiction and alcohol psychosis (an acute condition accompanied by hallucinations, mood swings, sleeping disorders and other symptoms) halved between 2010 and 2021, falling from 153,900 to 53,300.

However, in 2022 the number has increased to 54,200, of which 12,900 suffer from alcoholic psychosis.

Ruslan Isaev, head of the narcological and psychiatric clinic in Russia, said in an interview with Russian news outlet Kommersant, that “socio-economic upheavals, increased geopolitical confrontations and sanctions pressure” have led to the increase of alcoholics in Russia.

He added that there was a noticeable increase in alcoholic psychosis cases and requests for drug treatment when the COVID pandemic started.

Tatyana Klimenko, director of Russia’s National Research Center for Narcology, also blamed the pandemic for the increase of alcoholics, calling the increase “slight negative dynamics” in reference to the downward trend earlier as “inflation is outpacing the increase in excise taxes on alcohol.”

She added that deaths from alcohol poisoning had decreased by 53 percent over the last 15 years.

Another medical professional in Russia believed the number of alcoholics to be much higher.

Vladimir Mendelevich, head of the Department of Psychiatry and Medical Psychology at Kazan State Medical University, said the report only accounted for those who sought treatment, and there are likely more alcoholics than reported.

“We only have statistics on drug treatment clinics, and this is a question of whether a person asked for help or not. In recent years, the number of people who apply anonymously to non-state institutions and are not included in the statistics has increased,” he said.

He added that alcoholism is a “social diagnosis” that official reports fail to take into consideration.

“While addiction can be confirmed by medical research, harmful alcohol consumption with harmful consequences is a ‘social diagnosis.’ The man was caught drunk driving, sent for examination, alcohol was detected and registered – but there was no addiction,” he said.

A British intelligence update published on April 2, 2023 reported “‘extremely high’ numbers of incidents, crimes, and deaths linked to alcohol consumption amongst the deployed Russian forces,” adding that heavy drinking was “pervasive” in Russian society.

An earlier Kyiv Post report covered a case where drunk Russian commanding officers beat up their subordinates for being drunk.

The EU members bordering Ukraine appealed to Brussels to impose customs duties on Ukrainian agricultural products, claiming local farmers are suffering significant losses, Hungary’s Agriculture Minister Istvan Nagy said on Jan. 15.

The agriculture ministries of Poland, Bulgaria, Hungary, Romania, and Slovakia sent a letter to Brussels requesting solutions for farmers in the eastern EU states. They claim that cheaper Ukrainian products are undercutting local farmers, burdening agricultural production.

“Brussels must introduce measures that protect the markets of the member states bordering Ukraine, while at the same time providing them with the opportunity to exploit their export potential,” Nagy wrote on his website.

“One such possibility could be the introduction of customs duties for the most sensitive agricultural product.”

The EU introduced a free trade agreement for Ukraine to overcome export restrictions following Russia’s full-scale invasion and the blockade of Ukraine’s Black Sea ports. Poland, Bulgaria, Hungary, Romania, and Slovakia became alternative export routes, agitating local farmers.

The minister noted that the five EU members produce significantly more wheat and corn than they need, adding that it is essential that local farmers contribute to Europe’s food security.

The letter also calls on the European Commission (EC) to report on Ukraine’s production standards to ensure they meet those set by the EU.

Tensions over the influx of Ukraine’s agricultural products escalated last spring, resulting in the five EU members introducing a unilateral ban on the import of Ukrainian food goods.

Following the dispute, the EU imposed restrictions that allowed the countries to ban the domestic sale of Ukrainian wheat, maize, rapeseed, and sunflower seed while still permitting the transit of these products for exports elsewhere.

Although the ban expired on Sept. 15, 2023, the rows have continued, and Romanian farmers began blocking trucks at two crossings in western Ukraine on Jan. 13 and 14. The farmers allege that cheap Ukrainian grain has caused them to lose income over the last two years.

The EC previously formed a joint coordination platform to tackle bottleneck issues, with participation from Ukraine and the five states.

In September, Kyiv pledged to take action to tighten export controls to neighboring countries.

Following the continuation of the embargo, the Ukrainian government appealed to the World Trade Organization to prove that the restrictions were “legally wrong."

Russian gas supplies to the EU countries have reportedly fallen by 65% in 2023 and amounted to about 20-25 billion cubic meters, which is seven times less than in pre-war 2021 when the company supplied 140 billion cubic meters.

The Russian monopolist supplied 22.7 billion cubic meters of gas to China in 2023. This is 700 million cubic meters more than Gazprom's contractual obligations and one and a half times more than in 2022 when supplies amounted to 15.4 billion cubic meters.

On its Telegram channel, the Russian defence ministry said it had destroyed five drones and intercepted three others overnight over the Voronezh region, which borders Ukraine. Voronezh city is the administrative centre of the region.

The ministry also said that it intercepted four drones in the nearby Russian Belgorod region.

Voronezh, a city of more than 1 million people, lies some 250 kilometres (155 miles) from the border with Ukraine.

There was no immediate comment from Ukraine. Kyiv has intensified its air attacks in recent months in what it says are strikes targeting Russian military infrastructure to undermine Moscow's war efforts.

Russia has an air base near Voronezh city, where some Sukhoi Su-34s bombers are based, according to Russian media. Russia often deploys the fighter-bomber aircraft during air strikes on Ukraine.

Russian news outlet Shot reported on Telegram that at least 15 blasts were heard near the air base and some drone debris fell nearby onto an apartment building.

Reuters could not independently verify the reports.
