I note that the President referred to Australia, the United Kingdom and the Ukraine as potential stakeholders. Moreover, I note that he has declassified intelligence material to support your investigation.
The Australian Government will use its best endeavors to support your efforts in this matter. While Australia’s former High Commissioner to the United Kingdom, The Hon. Alexander Downer, is no longer employed by the government, we stand ready to provide you with all the relevant information to support your inquiries.
The Acting White House Chief of Staff, The Honorable Michael Mulvaney, has been copied on this letter.

The development comes after The New York Times tried to suggest that it was a scandal for Trump to ask for Australia to cooperate with an ongoing Department of Justice (DOJ) into the origins of the Russia investigation.
Shortly after The Times’ report was published, a source at the DOJ pushed back on it, telling Fox News: “The countries have been helpful. There was no pressing required.”
“The president was letting the heads of other countries know that the attorney general would be contacting the appropriate law enforcement entities in each country, according to the DOJ official. When Barr was in Italy last week, he did talk to law enforcement officials there about Durham’s review, Fox News was told,” the network added. “The DOJ official also stressed that this has been a routine procedure in diplomacy and that Barr would not usually reach out to his direct counterpart in another country unilaterally. Instead, usually there would be an introduction of sorts made at the head-of-state level.”
The flood of new information surrounding the DOJ’s investigation included new reporting from The Washington Post, which sought to cast Barr in a negative light for conducting his job, claiming that he was trying to help Trump “discredit” Mueller’s investigation.
“Barr’s personal involvement is likely to stoke further criticism from Democrats pursuing impeachment that he is helping the Trump administration use executive branch powers to augment investigations aimed primarily at the president’s adversaries,” the Post reported. “But the high level Justice Department focus on intelligence operatives’ conduct will likely cheer Trump and other conservatives for whom ‘investigate the investigators’ has become a rallying cry. Barr has voiced his own concerns, telling lawmakers in April that he believed ‘spying did occur’ when it came to the U.S. investigation of the Trump campaign.”
The new and relevant information from the Post’s report was the revelation that Barr has been in contact with British intelligence officials and has traveled to Italy as a part of the ongoing investigation.
“Barr has already made overtures to British intelligence officials, and last week the attorney general traveled to Italy, where he and Durham met senior Italian government officials and Barr asked the Italians to assist Durham, according to one person familiar with the matter,” the Post added. “It was not Barr’s first trip to Italy to meet intelligence officials, the person said. The Trump administration has made similar requests of Australia, these people said.”
In May, Trump said of Barr: “And I hope he looks at the U.K., and I hope he looks at Australia, and I hope he looks at Ukraine. I hope he looks at everything because there was a hoax that was perpetrated on our country.”
The DOJ responded to recent news reports with the following: “A Department of Justice team led by U.S. Attorney John Durham is separately exploring the extent to which a number of countries, including Ukraine, played a role in the counterintelligence investigation directed at the Trump campaign during the 2016 election. While the Attorney General has yet to contact Ukraine in connection with this investigation, certain Ukrainians who are not members of the government have volunteered information to Mr. Durham, which he is evaluating.”

Rudy Giuliani has alleged that a Ukrainian natural-gas company that employed Joe Biden’s son Hunter also paid the former vice president $900,000 in lobbying fees.
Appearing on Fox News’ “Hannity” Wednesday, President Trump’s personal lawyer cited as evidence claims made by Andriy Derkach, a member of Ukraine’s parliament.
“Biden, his son and his brother had a 30-year-long scam to make money, millions, selling his public office,” Giuliani told host Sean Hannity.
Derkach held a press conference earlier Wednesday in Kyiv where he claimed to have documents showing how Burisma Holdings paid Joe Biden the lobbying fees.
Hunter Biden worked for Burisma while his father served as vice president and acted as the point man on US effort to stamp out corruption in Ukraine. Hunter was paid $50,000 a month.
“Funds in the amount of $900,000 were transferred to the US-based company Rosemont Seneca Partners,” Derkach told reporters, referring to the investment company the younger Biden founded with Chris Heinz, the stepson of former Secretary of State John Kerry.
“The payment reference was payment for consultative services,” Derkach said, according to Interfax, a Russian news agency.
He went on to claim Burisma — according to documents — paid $16.5 million to former Polish President Aleksander Kwasnieski, who was chair of Burisma’s board, Hunter Biden and Devon Archer.
Archer, a partner in Rosemont Seneca, joined the Burisma board months before Hunter Biden did in 2014.
Their joining Burisma led to a falling out with Heinz, who eventually ended his business relationship with them.
Derkach claimed Joe Biden pressured Ukraine in December 2015 to force the resignation of Ukrainian Prosecutor General Viktor Shokin and dangled $1 billion in loan guarantees as an incentive.
Prosecutors have found no evidence that either Biden did anything wrong, and Giuliani did not respond to requests for comment about details of the alleged documents.
Joe Biden’s presidential campaign did not respond to a request for comment.
Trump and his allies, including Giuliani and Republican members of Congress, have alleged that Joe Biden sought to have Shokin fired because Shokin was investigating Burisma.
Asked about the documents on “Fox & Friends” Thursday, Trump campaign spokeswoman Kayliegh McEnany said she hadn’t seen them.
“We don’t know that it’s true yet. We know of the allegation,” she said.
Trump in a July 25 phone call asked Zelensky to launch an investigation into the Bidens.

Derkach publicized documents which, as he said, "describe the mechanism of getting money by Biden Sr." at a press conference at Interfax-Ukraine's press center in Kyiv on Wednesday.
"This was the transfer of Burisma Group's funds for lobbying activities, as investigators believe, personally to Joe Biden through a lobbying company. Funds in the amount of $900,000 were transferred to the U.S.-based company Rosemont Seneca Partners, which according to open sources, in particular, the New York Times, is affiliated with Biden. The payment reference was payment for consultative services," Derkach said.
He also publicized sums that were transferred to Burisma Group representatives, in particular Hunter Biden, a son of the former U.S. vice president.
"According to the documents, Burisma paid no less than $16.5 million to [former Polish President, who became an independent director at Burisma Holdings in 2014] Aleksander Kwasniewski, [chairman of the Burisma board of independent directors] Alan Apter, [Burisma independent director] Devon Archer and Hunter Biden [who joined the Burisma board of directors in 2014]," Derkach said.
"Using political and economic levelers of influencing Ukrainian authorities and manipulating the issue of providing financial aid to Ukraine, Joe Biden actively assisted closing criminal cases into the activity of former Ukrainian Ecology Minister Mykola Zlochevsky, who is the founder and owner of Burisma Group," he said.
"Biden's fifth visit to Kyiv on December 7-8, 2015 was devoted to making a decision on the resignation of [then Ukrainian Prosecutor General] Viktor Shokin over the case of Zlochevsky and Burisma. Loan guarantees worth $1 billion that the United States was to give to Ukraine was the point of pressure. Biden himself admitted exerting pressure in his speech at the Council of Foreign Relations in January 2018, calling Shokin 'son of a bitch who was fired'," Derkach said.
The timeline of events proves that the U.S. linked the Zlochevsky case to loan guarantees, he said.
After the decree dismissing Shokin was published on April 3, 2016, the governments of the United States and Ukraine signed a loan guarantee agreement worth $1 billion, several months later, on June 3, he said.
"In this case, there are facts should be subject to investigation. There is an agency that has powers to investigate them; the U.S. Department of Justice. If the Ukrainian Prosecutor General signs documents and send them to U.S. Department of Justice without any requests, he will accomplish his mission," he said, adding that the Ukrainian Prosecutor General has such powers.
"Considering international corruption in public is a way-out for President Zelensky. I am certain that he is not involved in international corruption," Derkach said.
It was reported earlier that Derkach publicized correspondence between the National Anti-Corruption Bureau of Ukraine (NABU) and officers of the U.S. Embassy in Kyiv. According to publicized correspondence, starting from July 14, 2017, the lists of criminal proceedings undertaken by NABU officers were sent from the electronic mailbox of Polina Chyzh, an assistant to NABU first deputy head Gizo Uglava, to the electronic mailbox of Hanna Yemelianova, a legal specialist of the anti-corruption program of the U.S. Justice Department at U.S. Embassy in Ukraine.
Derkach also said that NABU-leak materials will be published on his Facebook account and materials that he got from investigating journalists have already been passed to Ukraine's State Bureau of Investigations and the Prosecutor's General Office.
He also said he will initiate the creation of an ad hoc parliamentary investigative commission and has already requested launching a criminal case against Ukrainian officials into interference into U.S. elections. The court session is scheduled for October 21, he said.
Burisma Holdings is a Cyprus-registered gas producing company holding assets in Ukraine. It is one of Ukraine's top-three independent gas producers headquartered in Kyiv. Zlochevsky is the founder and the ultimate beneficiary owner of the company.
