The administration then announced that it would impose another series of tariffs on $200 billion worth of Chinese imports.

China has promised to retaliate for the latest round of tariffs and has filed a challenge with the World Trade Organization.

The president’s failure to defend the United States intelligence community’s unanimous conclusions of Russian meddling in the 2016 election and condemn Russian covert counterinfluence campaigns and his standing idle on the world stage while a Russian dictator spouted lies confused many but should concern all Americans. By playing into Vladimir Putin’s hands, the leader of the free world actively participated in a Russian disinformation campaign that legitimized Russian denial and weakened the credibility of the United States to both our friends and foes abroad.

As a member of Congress, a coequal branch of government designed by our founders to provide checks and balances on the executive branch, I believe that lawmakers must fulfill our oversight duty as well as keep the American people informed of the current danger.

Somehow many Americans have forgotten that Russia is our adversary, not our ally, and the reasons for today’s tensions go back much farther than the 2016 election. For more than a decade, Russia has meddled in elections around the world, supported brutal dictators and invaded sovereign nations — all to the detriment of United States interests. Mitt Romney had it right in 2012 when he told President Barack Obama that Russia was “without question our No. 1 geopolitical foe.”

Our intelligence community has concluded with high confidence that President Putin personally ordered his security services to undertake an influence campaign aimed at undermining confidence in American democracy to sow chaos in our electoral system. Russia’s efforts to hack political organizations and state election boards are well documented, as are the Russian disinformation campaigns on social media platforms.

Russia is an adversary not just of the United States but of freedom-loving people everywhere. Disinformation and chaos is a Russian art form developed during the Soviet era that Russia has now updated using modern tools. The result has been Russian disinformation spreading like a virus throughout the Western world. From elections in Britain, France and Montenegro to invasions of Georgia and Ukraine, Moscow has pursued an aggressive foreign policy aimed at spreading disorder and expanding Russian influence in states formerly under the heel of Soviet Communism. These efforts weaken our allies and strengthen those who seek to undermine the democratic order that has helped prevent another world war in Europe since 1945.

Moreover, the threat of Russian meddling in United States elections is not behind us. Just last week, Dan Coats, the director of national intelligence, cautioned that “the warning lights are blinking red” that Russia and other adversaries will undertake further cyberattacks on our digital infrastructure. This includes many of the energy companies in my home district in South and West Texas.

Make no mistake, Russian disinformation campaigns are working.

Many of my constituents have asked what Congress can do to protect the American people from Russian threats and provide a check on the executive branch’s demonstration in Helsinki. If necessary, Congress should take the lead on European security issues as it has in recent years. For example, during the Obama administration, Congress repeatedly pressed the president — using the power of the purse through appropriations bills — to send lethal weaponry to assist Ukraine in its fight against Russian-backed separatists.

Last year, Congress passed the Countering America’s Adversaries Through Sanctions Act to impose severe sanctions on Russia as retaliation for its meddling in our presidential election. And this year, the House passed the Ukraine Cybersecurity Cooperation Act to improve Ukraine’s ability to respond to Russian-supported disinformation and propaganda efforts. I am also encouraged that the Senate Committee on Foreign Relations has asked Secretary of State Mike Pompeo to testify on the president’s recent meetings with both Kim Jong-un and Vladimir Putin.

Additionally, Congress must act to give the men and women of our intelligence agencies the tools they need to confront Moscow and prevent this from happening in the future. We can start by sending the Intelligence Authorization Act to the president’s desk, which authorizes funding to support critical national security programs across the intelligence community. It also requires regular public reports on foreign threats to federal election campaigns before those elections take place, mandatory notification to Congress within 14 days after a determination has been made with moderate or high confidence that a foreign cyberintrusion or active measures campaign to influence a federal election has taken place, and reports to the House and Senate Intelligence Committees on past and continuing Russian influence campaigns.

As a member of the House Oversight and Government Reform Committee, I strongly believe in the importance of Congress’s oversight responsibilities and will work with my colleagues to ensure that the administration is taking the Russian threat seriously.

Without action, we risk losing further credibility in international negotiations with both our friends and foes on critical trade deals, military alliances and nuclear arms.

In this dangerous geopolitical environment, we must be both vigilant and strong in responding to foreign threats. The challenges posed by Russia are no different, and I hope the president shares my conviction that American strength, not weakness, is the best way to preserve a secure world in the face of adversaries like Russia.

Only 13 states said they intend to use the federal dollars to buy new voting machines. At least 22 said they have no plans to replace their machines before the election — including all five states that rely solely on paperless electronic voting devices, which cybersecurity experts consider a top vulnerability.

In addition, almost no states conduct robust, statistic-based post-election audits to look for evidence of tampering after the fact. And fewer than one-third of states and territories have requested a key type of security review from the Department of Homeland Security.

Almost none of the 40 states that responded to POLITICO provided full details of how they plan to spend their shares of the money.

The holes in states’ preparedness contrast with the alarming details that Mueller offered Friday about the extent of Russian hackers’ operations in 2016 — as well as Director of National Intelligence Dan Coats’ warning the same day that election systems and the other “digital infrastructure that serves this country is literally under attack.”

States have to take the threat seriously and not just wait for federal help, said Sen. James Lankford (R-Okla.), a member of the Intelligence Committee and one of the chief sponsors of the Secure Elections Act, a bipartisan bill meant to bolster security at the polls.

“It is not the federal government’s responsibility to pay for new machines for you,” he told POLITICO. He added, “Do what is your state’s responsibility to be able to take care of your own elections and make sure they’re secure.”

Lankford said he does not think states are being “apathetic” about implementing security safeguards at the polls. He said they are proceeding with caution given the sensitive nature of elections and closely contested races.

Still, he said the threat is real. “Russia tried to meddle in our 2016 elections — they'll be back in 2018 and 2020,” Lankford tweeted Tuesday.

Election officials in several states say they’re improving security as fast as they can, given realities like available funding.

In South Carolina — one state facing a lawsuit over its electronic voting machines — the State Election Commission is “continuing to work with the General Assembly to obtain funding to replace” these machines, spokeswoman Marci Andino told POLITICO. “South Carolina will be replacing its voting system in coming years.”

On Capitol Hill, both the Senate and House intelligence committees have weighed in on the election hacking issue in their separate Russia investigations, with both panels recommending that voting machines use paper ballots.

Sen. Roy Blunt (R-Mo.), who chairs the Rules Committee that has jurisdiction over federal elections, told POLITICO that “any system that doesn’t provide a paper trail where you could have a recount is troublesome.”

The five states that rely entirely on paperless voting machines are Delaware, Georgia, Louisiana, New Jersey, and South Carolina. In Georgia, lawmakers failed in March to pass a bill to replace the state’s electronic machines by 2024. As in South Carolina, election integrity groups are suing the state over voting security issues.

In a sign of the growing urgency in Congress for states to improve election systems, Sens. Mike Rounds (R-S.D) and Bill Nelson (D-Fla.), leaders of the Senate Armed Services cybersecurity subcommittee, on Tuesday became the latest co-sponsors of the Secure Elections Act.

At least one lawmaker is urging her state’s governor to speed up election security upgrades. In response to a recent House Democratic report that called out Illinois and several states for not doing enough to bolster election security, Rep. Robin Kelly (D-Ill.) said in a letter to Republican Gov. Bruce Rauner that her state’s efforts were “deeply disturbing and cause for great concern.”

Some states said they simply didn’t receive enough money from the federal government to make much of a change in their systems. Indiana, Kansas, Nebraska and Texas told POLITICO the amount of federal funding was not enough to overhaul their vast, statewide election systems.

So far, there’s been no indication hackers have tampered with voting machines or other systems in ways that have changed the outcome of an election. However, the Department of Homeland Security believes that Russians “scanned” all 50 states potentially looking for vulnerabilities in voter registration databases, senior DHS official Christopher Krebs said recently. In last week’s indictment, Mueller’s prosecutors charged Russian agents with hacking an election website in an unidentified state — believed to be Illinois — to steal sensitive information on about 500,000 American voters.

Voter databases are among the most vulnerable elements of the U.S. election system because they are connected to the internet and are often maintained by inadequately staffed or poorly trained IT departments.

Many states told POLITICO that they planned to improve systems besides voting machines, as well as increase cybersecurity training for poll workers and work with private cybersecurity firms.

States have been slow to take advantage of additional federal assistance for elections. DHS offers states help in securing election technology, which the department in early 2017 designated “critical infrastructure” on par with hospitals and power plants. But the department has received requests from only 18 states and territories for risk and vulnerability assessments, Matthew Masterson, a senior cybersecurity adviser at DHS, told the Senate Rules Committee last week.

Separately, the Election Assistance Commission — an agency established after the 2000 presidential election — is overseeing the distribution of the $380 million in federal election security funding. So far, 88 percent of that money has been transferred to the states, the commission announced Monday.

States have “wasted no time in requesting these funds and developing their plans to bolster election security and administration," EAC Chairman Thomas Hicks said in a statement. "Congress intended for these security funds to be extended to the states as quickly as possible to have a significant impact on the 2018 election and beyond.”

The commission plans to release detailed plans from all states next month.

Young voters are flocking to register to vote in key battleground states in the wake of the February school shooting at a Parkland, Fla. high school, according to a new analysis from Democratic data firm TargetSmart.

The report, released exclusively to NBC News, shows that young voters between the ages of 18 and 29 years old make up an increasing share of those registering to vote in a handful of key states.

Pennsylvania has seen the sharpest increase—61 percent of new voter registrations come from young voters, compared to 45 percent before the shooting.

Virginia, Indiana and New York have all seen an increase of about 10 percentage points in the youth share of new voter registrants, while Arizona and Florida have seen gains of about 8 percent. All of these states are home to some key Senate or House races that will play a crucial role in deciding control of Congress.

Other key battleground states—like California, North Carolina and Ohio—have seen more modest increases. And in West Virginia, home to one of the top Senate races on the map, the youth share of new registrants fell 11.5 percentage points.

Democrats are boosted by the general upward trend—TargetSmart found a 2 percent uptick in the share of youth registrants across the country—considering young voters skew more liberal and are more supportive of enacting new gun control measures. The February shooting in Parkland, where 17 people were killed, has served as a motivator for activists looking to make the case to pass new measures like expanding background checks and restricting access to certain weapons

Iowa is the nation's second-largest soybean grower, producing 562 million bushels last year worth $5.2 billion.

"It will slow down the market. Even with the tariffs in place, we will ship a lot of soybeans to China," Hart said. "It just won't be nearly the amount we did before.

"It's likely to still be our largest market even with these tariffs in place."

On Friday, President Donald Trump said the U.S. will place 25 percent tariffs on $50 billion of Chinese goods. China quickly vowed to match Trump's action.

The U.S. tariffs are a response to "China’s theft of intellectual property and technology," Trump said in a statement.

Trump also is looking for tariffs on another $100 billion of Chinese products. And U.S. tariffs on steel and aluminum imports have sparked retaliatory tariffs.

China already has smacked farmers with an additional 25 percent tariff on pork, and Mexico plans a 20 percent tariff on ham and pork shoulders.

Those moves could cost Iowa pork producers $360 million over the year, an ISU economist estimates, less than initially calculated, thanks to some pork price recovery.

Mexico is weighing tariffs on $4 billion of U.S. corn and soybeans, Reuters reported Friday, while the European Union and Canada are considering tariffs on a range of U.S. products.

Escalating trade disputes come as farm income has tumbled with falling commodity prices: U.S. farm income has been cut in half over the past five years, while Iowa farmers' income shrank nearly 75 percent.

"This is not the news farmers wanted to see, especially with the struggles we've had … over the past four or five years," Hart said.

Grant Kimberley, director of market development at the Iowa Soybean Association, said farmers are holding out hope that trade disputes are resolved before the July deadline — or are short-lived if they go into place.

Like others, Kimberley, who farms with his family in Polk County, believes China is as reluctant as the U.S. to lose soybean trade.

China, with a population of more than 1.4 billion, imports 62 percent of the world's soybean production. About 40 percent of China’s soybean imports come from the U.S.

Tariffs could slash U.S. soybean exports to China by about 65 percent, as other countries' soybeans become a better buy, a Purdue University study said.

It shows losses for U.S. farmers could range from $1.7 billion to $3.3 billion with tariffs up to 30 percent.

"You can't make business decisions with this kind of uncertainty. … it will be difficult not just for farmers, but ag lenders, equipment manufacturers, seed companies," Kimberley said. "It impacts everybody."

Secretary Sonny Perdue said Friday the U.S. Department of Agriculture is assessing the tariffs' impact on farmers, given "the president’s promise not to make farmers bear the brunt of these trade disruptions."

Perdue said the Commodity Credit Corp., USDA agency that has broad authority to support farm prices and incomes, is among "the tools available" but provided no details.

"It’s way too early" to determine the financial hit, said Perdue, who met Friday with Minister Lawrence MacAulay, Canada's agriculture minister on Prince Edward Island.

"We’ll look and see what the market damage is from the trade disruptions. And then we’ll make a calculation and a determination in conjunction with the White House and Congress," said the former Georgia governor.

Hart said reduced China demand and lower prices for soybeans will help drive increased demand from other global markets.

"The product that used to go to China will go to Europe, will go to North Africa, as we find those other markets," he said.

But, Kimberley said, "nothing can replace China."

And U.S. farm competitors will swoop in to capture as much of the Chinese soybean market as possible.

"It will be South America — Brazil and Argentina — and parts of western Europe — Russia and the Ukraine — that win," Kimberley said.

"U.S. or China won't win," he said. "And the U.S. and Canada and Mexico won't win if those tariffs go in place long-term."

Last week’s events have nullified my previous skepticism. To recap: Deputy Attorney General Rod Rosenstein revealed indictments against 12 Russians for the hacks of the Democratic National Committee, and we learned that Russian hackers went after Hillary Clinton’s private office for the first time on the very day Trump said, “Russia, if you’re listening, I hope you’re able to find the 30,000 emails that are missing.” At the NATO summit in Brussels, Trump attacked a close European ally—Germany—and generally questioned the value of the alliance. Next, he visited the United Kingdom and trashed Prime Minister Theresa May. Then, in Helsinki, he met with Vladimir Putin privately for two hours, with no U.S. officials present other than a translator. After this suspicious meeting, he sang the Russian strongman’s praises at a news conference at which he said he viewed Putin’s denials on a par with the unanimous and unchallenged conclusions of America’s intelligence agencies.

With every other world leader, the physically imposing Trump attempts to dominate—witness his alpha-male handshakes with French President Emanuel Macron or his flamboyant man-spreading next to German Chancellor Angela Merkel. Yet with the diminutive Putin—who is maybe 5 feet, 6 inches tall—he’s oddly submissive. During the public portion of their encounter, Trump was slumping in his chair, as if defeated. Why? Why did he insist on a one-on-one meeting with Putin in the first place?

And why does Trump inevitably return to questioning the irrefutable evidence that Russia meddled in the 2016 election? We can dispense with the explanation, conveyed anonymously by senior administration officials, that “his brain can’t process that collusion and cyberattacks are two different things.” We can also forget about the widely held theory that he views the various Russia investigations as a threat to the legitimacy of his election, and therefore a devastating blow to his sense of self-worth.

Or, at least, neither offers a sufficient explanation for why Trump consistently parrots Russian talking points on NATO, the American media, U.S. troop deployments, Ukraine and the legitimacy of the postwar liberal order. What does any of that have to do with his tender ego? Do we really think Trump has an informed position on, say, Montenegro’s history of aggression? Could Trump find Montenegro on a map?

Nor is it credible to point to actions his administration has taken that are “tough on Russia.” Trump has questioned proposals to supply the Ukrainian government with anti-tank missiles and sniped at Congress for wanting to impose fresh sanctions on Moscow.

What about my argument that Trump was constitutionally incapable of keeping a secret? That, too, is no longer operative. Since I first wrote, we’ve learned that Trump—a skinflint who once had his own charity pay a $7 fee to register his son for the Boy Scouts—was willing to shell out $130,000 of his own money to hush up a fling with a porn actress, Stormy Daniels. And he still hasn’t copped to sleeping with her, despite the discovery of their nondisclosure agreement and contemporaneous evidence that the affair really happened. None of this leaked out until well after the election, proving that Trump is indeed capable of keeping his yap shut when he wants. Not convinced? How about the fact that Brett Kavanaugh’s name didn’t leak out as Trump’s latest Supreme Court pick until minutes before the announcement?

A Russian company accused by special counsel Robert S. Mueller III of being part of an online operation to disrupt the 2016 presidential campaign is leaning in part on a decision by Supreme Court nominee Brett M. Kavanaugh to argue that the charge against it should be thrown out.

The 2011 decision by Kavanaugh, writing for a three-judge panel, concerned the role that foreign nationals may play in U.S. elections. It upheld a federal law that said foreigners temporarily in the country may not donate money to candidates, contribute to political parties and groups or spend money advocating for or against candidates. But it did not rule out letting foreigners spend money on independent advocacy campaigns.

Kavanaugh “went out of his way to limit the decision,” said Daniel A. Petalas, a Washington lawyer and former interim general counsel for the Federal Election Commission.

A motion filed by the Russian company this week repeatedly cites Kavanaugh’s decision, bringing new attention to his rulings on campaign finance laws and regulations during his tenure on the U.S. Court of Appeals for the D.C. Circuit.

Legal experts who have analyzed his work say he appears to fit comfortably within the high court’s current conservative majority, which has found that restrictions on campaign-related spending conflict with the First Amendment’s guarantee of free speech. That argument underpinned the seminal 2010 Citizens United case, which allowed corporations and other organizations to spend unlimited sums on independent political activity.

In the case of the foreign national decision, Kavanaugh said the government would have to prove that foreign nationals had knowledge of the law’s restrictions before seeking criminal charges. And he said the ban did not include foreign spending on “issue advocacy and speaking out on issues of public policy.”

The Supreme Court affirmed the decision in 2012 in a one-sentence order, without noted dissent or scheduling the case for a hearing.

The exceptions in Kavanaugh’s opinion, said Richard Hasen, an election law expert at the University of California at Irvine, create “potentially a huge loophole for foreign and undisclosed issue ads on federal elections.”

Kavanaugh’s decision has been embraced by Concord Management and Consulting, one of 16 Russian individuals or companies indicted by a federal grand jury in February in connection with allegedly taking part in an “information warfare” campaign aimed at swaying American voters.

The indictment alleged that Concord paid $1.25 million a month to the St. Petersburg-based Internet Research Agency for projects such as setting up rallies for President Trump or various advocacy groups in the United States, creating Twitter and Facebook accounts to spread false information and “to interfere in U.S. political and electoral processes without detection of their Russian affiliation.” The company was charged with one count of conspiracy to defraud the United States.

Concord is alleged to be controlled by Yevgeniy Prigozhin, a Russian catering magnate known as “Putin’s chef” for his longtime associate of Russian President Vladi­mir Putin. It is the only one of those charged to have responded to the indictments.

In Concord’s motion to dismiss the charge, its attorneys frequently cited Kavanaugh and his 2011 decision in Bluman v. Federal Election Commission .

The lawyers noted that Kavanaugh distinguished between explicitly political ads — those that urge the public to vote for or against a candidate — and so-called issue ads.

“Foreign nationals are not barred from issue advocacy through political speech such as what is described in the indictment — they are only precluded from willfully making expenditures that expressly advocate the election or defeat of a particular candidate,” wrote Washington lawyers Eric A. Dubelier and Katherine J. Seikaly, who are defending the company, citing the Bluman decision.

It is the second issue related to Mueller’s investigation that is sure to receive attention at Kavanaugh’s confirmation hearing. He said in a 2009 law review article that presidents should not be distracted by civil lawsuits and criminal investigations and that Congress might be “wise” to provide such protection until they are no longer in office.

Like Justice Neil M. Gorsuch, who also was a Trump nominee, Kavanaugh appears to fit the mold of Justice Antonin Scalia, who joined the court’s conservatives — Chief Justice John G. Roberts Jr. and Justices Clarence Thomas and Samuel A. Alito Jr. — as skeptics of the constitutionality of many campaign finance restrictions.

“Based on his opinions and public statements, as a Supreme Court justice Kavanaugh would almost certainly be a reliable vote to overturn campaign finance restrictions in the Scalia/Alito/Roberts mold,” said Andrew D. Herman, a Washington lawyer who practices campaign finance law.

Kavanaugh joined the rest of the circuit in ruling in 2010’s SpeechNow.org v. FEC that federal contribution limits cannot be applied to “independent expenditure committees,” finding that the Supreme Court’s analysis in Citizens United required it. That decision gave rise to super PACs, which can collect unlimited sums from individuals and companies.

Even before the Supreme Court decided Citizens United, Kavanaugh wrote for his court in a 2009 case called Emily’s List v. FEC , ruling against regulations that required independent nonprofit organizations to comply with federal contribution limits.

The rules “do not pass muster under the Supreme Court’s First Amendment precedents,” Kavanaugh wrote. “The regulations are not closely drawn to serve a cognizable anticorruption interest. Donations to and spending by a non-profit cannot corrupt a candidate or officeholder.”

A year later, he affirmed rules limiting how much money can flow to political parties — noting that Supreme Court precedent gave him no choice.

In Republican National Committee v. FEC in 2010, Kavanaugh wrote for a three-judge panel in upholding contribution limits on federal candidates and parties. He cited the Supreme Court’s rulings that such limitations are warranted because of the potential for corruption or the appearance of corruption.

In the wake of Citizens United and the advent of super PACs, the RNC said the restrictions left political parties hamstrung.

The RNC position was logical, Kavanaugh agreed. “As a lower court, however, we do not believe we possess authority to clarify or refine [Supreme Court precedent] in the fashion advocated by the RNC, or to otherwise get ahead of the Supreme Court,” he wrote.

Hasen said a big question will be whether Kavanaugh would be skeptical of restrictions on contributions to political parties and candidates on the high court. “I think that we don’t know,” he said.

The Bluman ruling is likely to receive outsize attention in Kavanaugh’s confirmation hearings because it is now being cited in an active case about Russian interference in the 2016 campaign.

As a test case, its facts were rather benign. Benjamin Bluman and Asenath Steiman were foreign nationals living legally and temporarily in the United States.

Bluman, a Canadian, said he wanted to contribute to Democrats running for office, and print and distribute fliers in Central Park supporting President Barack Obama’s reelection. Steiman, a dual citizen of Canada and Israel, said she wanted to contribute to Obama’s eventual Republican opponent, and to an independent organization that supports conservative candidates.

Bluman and Steiman said the federal ban on those activities was unconstitutional.

But Kavanaugh and his fellow judges on the panel said the Supreme Court had made it clear that the government may exclude foreign nationals from activities “intimately related to the process of democratic self-government,” quoting a precedent. Contributing to a political party and spending money to advocate for or against a specific candidate are easily included, he wrote.

But he also articulated “three important limits.”

He said the ban might not be applicable to permanent legal residents. Nor should the ruling be read to support bans on foreign nationals spending money to express their views on issues, as opposed to advocating for the election or defeat of specific candidates.

And he said that to bring criminal prosecutions, the government must show that the defendant acted willfully in defiance of the law. “There are many aliens in this country who no doubt are unaware of the statutory ban on foreign expenditures, in particular,” he wrote.

Herman said Kavanaugh’s carve-outs show “that he is both being a careful jurist but also indicating to Congress that he would be more skeptical of the types of restrictions referenced in that paragraph. For example, permanent residents’ First Amendment rights might take precedence over more general security concerns.”

Hasen said that Kavanaugh’s decision provides a road map of how he might decide such an issue — finding it improper for a foreign national to finance an ad that says, “Vote against Hillary,” for example, but not one that says, “Hillary is Satan.”

The Trump administration's push to accommodate ZTE — which U.S. officials for years have warned could provide China with a vehicle for cyber-espionage and intellectual property theft — sparked heavy resistance from members of both parties. Republicans like Sens. Tom Cotton of Arkansas and Marco Rubio of Florida joined with Democrats like Schumer and Sen. Elizabeth Warren of Massachusetts in warning about ZTE's threat to national security.

They supported the Senate's ZTE provision, passed by a vote of 85-10 in June, which would require the president to certify that Chinese telecoms had not violated U.S. law for a full year and cooperated with U.S. investigators before granting relief from civil penalties.

The Commerce Department this month officially lifted the ban on ZTE after the company put $400 million in an escrow account that the U.S. would draw from if any further violations occur.

Delighted with his own performance, he stepped offstage after his freewheeling, 46-minute news conference alongside Putin — in which he seemed to accept Putin’s denial of Russia’s interference in the 2016 presidential election campaign over the conclusions of U.S. intelligence agencies. The president felt he had shown strength, an impression buoyed by two friendly interviews he did with Fox News Channel personalities before boarding Air Force One to return home from the Nordic capital.

But roughly an hour into the flight, Trump’s mood darkened and grim reality set in as he consumed almost universally negative cable news coverage and aides began reviewing pages upon pages of printed-out statements from fellow Republicans lambasting the president. Trump called his former chief of staff, Reince Priebus, to discuss the trip and his news conference, and he also huddled with White House press secretary Sarah Huckabee Sanders in his cabin at the front of the plane to strategize.

Much of the initial scrutiny focused on Trump’s taking the side of Putin over his own intelligence community, so Trump and his aides first settled on the president’s sending a tweet that reiterated, “I have GREAT confidence in MY intelligence people.”

But that did not silence the uproar, and aides knew they had a big problem.

Trump himself was flummoxed. He waxed on about his impressions of Putin up close — strong, smart and cunning, in Trump’s assessment — and told associates that he viewed the Russian as a formidable adversary with whom he relishes interactions. He also was furious with the negative media coverage of a summit that he felt had been a clear success. And he complained to some about what he viewed as an undercovered angle of the election controversy: That the Democratic National Committee allowed its server to be hacked.

Trump further grumbled about the tough question he was asked by Jonathan Lemire, an Associated Press correspondent, wondering why that reporter had been called on rather than someone who might have asked an easier question.

Lemire asked whether Trump would denounce Russia’s election interference to Putin’s face, “with the whole world watching,” and the president demurred. Aides tried to explain to Trump that nearly any journalist would have asked a similarly pointed question in that moment.

But, as one White House official said, “If you don’t like the answer, you don’t like the question.”

Clouding Trump’s judgment all week has been his apparent inability to distinguish between Russian “meddling,” of which there is overwhelming evidence, and Russian “collusion” with the Trump campaign, which special counsel Robert S. Mueller III is still investigating, and which the president insists did not happen.

Sanders was questioned about Putin’s proposal that Mueller visit Moscow to interrogate Russian hacking suspects in exchange for Russians’ interrogating U.S. officials, including former ambassador to Russia Michael McFaul. Trump had called Putin’s proposal an “interesting idea,” and Sanders did not rule it out — even though the State Department had dismissed it as “absurd.”

“The president will work with his team and we’ll let you know if there’s an announcement on that front,” said Sanders, who was careful not to declare policy from the lectern before first discussing the matter with Trump.

The episode revealed a naivete on the part of the president. White House aides fretted that Trump did not recognize the massive diplomatic and security implications of turning Americans over to an autocratic regime that jails and kills dissidents. State Department and National Security Council officials, and others, realized there would need to be another cleanup.

In a meeting Thursday morning, Trump’s national security team saw that the president was mostly focused on the sending-Mueller-to-Moscow part of the proposal — and not on a quid pro quo interrogation of a former U.S. ambassador. They focused him on the full scope of Putin’s suggestion, restating just why it was so problematic.

Later, after discussing the matter with Trump, Sanders issued the president’s final verdict, saying he disagreed with Putin’s proposal, which she said had been “made in sincerity.”

But the sanctions caused havoc in the global aluminum market, prompting several countries and companies to successfully lobby Treasury for a softening of the terms on Rusal.

“The company has approached us on certain de-listing issues (from the Specially Designated Nationals List),” Mnuchin said in an interview with Reuters in São Paulo ahead of G20 finance meetings this weekend in Argentina.

“I’m not going to go into the exact specifics of what those proposals are and where we stand on them, but, yes, if we can find an acceptable solution, that is our objective,” Mnuchin said.

“Our objective is not to put Rusal out of business,” he added, acknowledging that Rusal was important to the global aluminum market.

Last month Rusal shareholders elected a new board of directors, dominated by independent directors and operational managers.

Deripaska and a team of his top managers stepped down from Rusal’s board of directors in May and are currently working on several options to reduce his control over the company.

Butina told the Senate Intelligence Committee in April that Nikolaev provided funding for a gun rights group she represented, according to the person. However, Nikolaev’s son Andrey, who is studying in the United States, volunteered in the 2016 campaign in support of Trump’s candidacy, according a person familiar with his activities. Konstantin Nikolaev was spotted at the Trump International Hotel in Washington during Trump’s inauguration in January 2017, according to two people familiar with his presence.

In a court filing last week, prosecutors said Butina’s emails and chat logs are full of references to a billionaire as the “funder” of her activities. They wrote that the billionaire is a “known Russian businessman with deep ties to the Russian Presidential Administration.”

Prosecutors did not identify Butina’s funder by name but said he travels often to the United States and was listed by Forbes this year as having a net worth of $1.2 billion — which is the same as Nikolaev’s current listing.

Butina was ordered held without bond this week after she was charged with conspiring to work as a Russian agent. Prosecutors allege that she sought to meet GOP politicians and infiltrate conservative organizations, including the National Rifle Association, at the direction of a Russian government official, in an attempt to advance the Kremlin’s interests.

According to prosecutors, for two years, she traveled back and forth to the United States, often accompanying Russian central banker Alexander Torshin to NRA events and other political meetings. Prosecutors have said that her activities were directed by a high-level Russian government official who matches the description of Torshin.

In August 2016, she came to Washington to study full-time as a graduate student at American University.

Butina’s lawyer, Robert Driscoll, has said she is not a Russian agent but rather a student interested in learning about the American political system. The Russian government has proclaimed Butina’s innocence, promoting the hashtag #freeMariaButina on social media. Russian Foreign Minister Sergei Lavrov pressed Butina’s case with Secretary of State Mike Pompeo in a phone call Saturday, according to a statement by the Russian government.

Driscoll declined to comment on Nikolaev, but said that the Russian businessman cited by prosecutors was a financial supporter of the gun-rights group Butina founded in Russia, the Right to Bear Arms. She met him in person only twice, he said.

Prosecutors cited Butina’s interactions with the Russian billionaire to argue she should not be allowed out of jail while awaiting trial. They argued that she has “ties to the Russian oligarchy” and knows wealthy men who could be in a position to offer her “safe harbor” if she decided to flee the U.S.

Nikolaev last had contact with the Russian activist in 2014, according to his spokesman, who said that at the time, Butina had a “public profile in Russia as a blogger on key domestic issues that were of interest.”

Nikolaev’s connections to the Russian government “cannot be characterized as deep,” his spokesman said.

“Mr. Nikolaev has no connections to the Russian government other than those that are strictly required professionally,” said the spokesman, who requested anonymity because of the ongoing investigation.

He declined to offer details about the political volunteer work by Nikolaev’s son, Andrey.

“Like countless other young people studying in the U.S., Andrey volunteered to hand out leaflets just for the experience,” he said.

Andrey Nikolaev did not respond to a request through the spokesman for comment. Trump campaign officials did not respond to requests for comment.

Konstantin Nikolaev is a major investor in American Ethane and sits on the company’s board.

The company was spotlighted by Trump during a visit to Beijing in November. During the trip, Trump and Chinese President Xi Jinping presided over a ceremony in which U.S. companies publicly signed deals with Chinese partners. One of the 15 deals deal inked at the event was a $26 billion deal for American Ethane to deliver liquid ethane to China.

At the event, Trump and Xi Jinping sat on a raised stage and applauded while executives, including American Ethane chief executive John Houghtaling II, came forward to sign trade deals at a table festooned with American and Chinese flags.

The White House declined to comment. Houghtaling declined to comment, except to say that Nikolaev had no role in the China deal or the Beijing ceremony.

Nikolaev has also put money into other U.S. companies. In 2016, he invested in a San Francisco start-up called Grabr, according to a company press release. Grabr operates an online service that allows shoppers to buy unusual products internationally by enlisting the help of ordinary international travelers willing to buy and transport goods for a fee.

Another investor in Grabr, according to the company, is Alexey Repik, a Russian pharmaceutical executive who attended Trump’s inauguration and had access to an array of exclusive events.

Repik said that he is a minor investor in Grabr with Nikolaev, but said the two are not close. He said he does not know Butina or support pro-gun efforts.

It is unclear if Nikolaev also attended any official inaugural events, but he was seen at Trump’s D.C. hotel, which served as hub of inauguration celebrations. His spokesman declined to comment on what he was doing there.

Also in town for the festivities: Butina, who made an appearance at one of the inaugural balls, according to a person familiar with her attendance. This week, prosecutors submitted into evidence a selfie she snapped of herself in front of the Capitol during the swearing-in ceremony.

"The FBI believes that Page has been collaborating and conspiring with the Russian government," the October 2016 application to the court states.

According to the documents, "the FBI believes that the Russian government's efforts are being co-ordinated with Page and perhaps other individuals associated with" Mr Trump's presidential campaign.

It also said Mr Page "has established relationships with Russian government officials, including Russian intelligence officers".

Mr Page told The Hill he was "having trouble finding any small bit of this document that rises above complete ignorance and/or insanity".

Who is Carter Page?

Mr Page is an energy industry consultant with longstanding ties to Russia. He first reached out to the Trump campaign in 2015 before meeting Mr Trump's campaign manager, Corey Lewandowski, in January 2016.

By March 2016, Mr Trump identified Mr Page as one of a handful of campaign foreign policy advisers.

However, after allegations emerged in the so-called Trump dossier that he served as an intermediary between Russian officials and the president's campaign as they worked to advance Mr Trump's presidential efforts, Mr Page resigned from his role.

He denies all the allegations against him.

What did Mr Trump say?

Mr Trump has, somewhat predictably, taken to Twitter to vent his frustrations with the latest development.

In two tweets, sent early on Sunday morning, he says the "ridiculously heavily redacted" documents "confirm with little doubt that the Department of 'Justice' and FBI misled the courts" - criticising his own agencies.

It is unclear how he reached this conclusion. However, he is backed by Tom Fitton - the president of Judicial Watch which fought to have the documents released - who said in a tweet "they seem to confirm the FBI and DoJ misled the courts in withholding info about Clinton-DNC being behind the info used to get the Fisa warrant".

Democrat House leader Nancy Pelosi has come to a different conclusion.

In a statement, she said: "Despite President Trump's repeated claims, these documents provide clear evidence of 'Russia's co-ordination with Carter Page,' a high-ranking Trump campaign official, 'to undermine and improperly and illegally influence the 2016 US presidential election'."

She added: "The GOP (Republican Party) must cease their attacks on our law enforcement and intelligence communities, and finally decide where their loyalty lies."

How does this fit into the wider picture?

The documents' release comes nine days after 12 Russians were charged with hacking Democratic officials in the 2016 US elections.

The charges form part of Special Counsel Robert Mueller's investigation into US intelligence findings that Russians conspired to tilt the election in Mr Trump's favour, and whether any of his campaign aides colluded. Mr Trump has labelled the investigation a "witch hunt".

So far, the inquiry has indicted 32 people - mostly Russian nationals in absentia - as well as three companies and four former Trump advisers.

Just days later, Mr Trump met his Russian counterpart, Vladimir Putin, at a summit in Helsinki and was asked by reporters whether he believed Russia had meddled in the 2016 election,

"President Putin says it's not Russia. I don't see any reason why it would be," he replied, appearing to back the Russians over his own agencies.

The next day, following widespread outrage, he read a pre-prepared statement, saying he actually meant "wouldn't".

On Thursday, the White House announced it had invited Mr Putin to Washington in October - an announcement which took director of National Intelligence Dan Coats by surprise.

Mr Coats, who was speaking at the Aspen Security Forum in Colorado, was filmed laughing, before saying "that's going to be special".

He has since said his "admittedly awkward response was in no way meant to be disrespectful or criticise the actions of the President".

Jake Tapper presses Carter Page on alleged Russia ties

In Washington, U.S. officials familiar with the matter told Reuters that the Trump administration has launched an offensive of speeches and online communications meant to foment unrest and help pressure Iran to end its nuclear program and its support of militant groups.

Current and former U.S. officials said the campaign paints Iranian leaders in a harsh light, at times using information that is exaggerated or contradicts other official pronouncements, including comments by previous administrations.

Rouhani scoffed at Trump’s threat to halt Iranian oil exports and said Iran has a dominant position in the Gulf and the Strait of Hormuz, a major oil shipping waterway.

“Anyone who understands the rudiments of politics doesn’t say ‘we will stop Iran’s oil exports’...we have been the guarantor of the regional waterway’s security throughout history,” Rouhani said, cited by the semi-official ISNA news agency.

Iran’s Supreme Leader Ayatollah Ali Khamenei on Saturday backed Rouhani’s suggestion that Iran may block Gulf oil exports if its own exports are halted.

Rouhani’s apparent threat earlier this month to disrupt oil shipments from neighboring countries came in reaction to efforts by Washington to force all countries to stop buying Iranian oil.

Iranian officials have in the past threatened to block the Strait of Hormuz in retaliation for any hostile U.S. action.

Separately, a top Iranian military commander warned that the Trump government might be preparing to invade Iran.

“The enemy’s behavior is unpredictable,” military chief of staff General Mohammad Baqeri said, the semi-official Tasnim news agency reported.

“Although the current American government does not seem to speak of a military threat, according to precise information it has been trying to persuade the U.S. military to launch a military invasion (of Iran),” Baqeri said.

Iran’s oil exports could fall by as much as two-thirds by the end of the year because of new U.S. sanctions, putting oil markets under huge strain amid supply outages elsewhere.

Washington initially planned to totally shut Iran out of global oil markets after Trump abandoned the deal that limited Iran’s nuclear ambitions, demanding all other countries to stop buying its crude by November.

But it has somewhat eased its stance since, saying that it may grant sanction waivers to some allies that are particularly reliant on Iranian supplies.

Regime change in Iran has been a desire, masked to various degrees, of nearly every U.S. administration since the Iranian revolution in 1979. Today, Trump administration officials such as National Security Advisor John Bolton, who argued for regime change before joining the White House, are now exerting maximum pressure on Iran in order to shake its stability. Since withdrawing from the Iran nuclear deal, the United States has moved to reimpose sanctions on the country and has demanded that purchasers of Iranian oil cut their imports to zero over the next four months. With the Iranian rial sinking to record lows, the economic pressure on the regime seems to be at an all-time high, with some, including in Foreign Policy, calling on the United States to take advantage of this crisis to bring about change in Iran’s political system.

In a May 21 speech outlining a strategy of pressuring the regime, U.S. Secretary of State Mike Pompeo called on the Iranian people to “decide the timeline” of a leadership change. One month later, with his #IranProtests tweet, Pompeo expressed support for a population “tired of the corruption, injustice & incompetence of their leaders.” However, the Iranian regime is not as fragile as perceived. And even if pressuring the regime were to prompt a change, the Trump team should be careful what it wishes for.

Although times are turbulent, the Iranian regime is not on the verge of collapse. Two factors in particular suggest the durability of the current leadership. First, for the past four decades, the regime has demonstrated its staying power in the face of ever growing sanctions. Notwithstanding the power of U.S. secondary sanctions targeting Iran’s oil exports, international trade, and financial transactions, these measures are unlikely to be as effective as those in place prior to the nuclear deal because the international community is no longer united against Iran.

Europe is promising to find ways to undermine secondary sanctions and impose blocking regulations in order to continue to buy oil from Iran and protect its trade; China is considering increasing its oil purchases from Iran; and even if businesses withdraw from the country, the sanctions will not have the same impact when other parties are actively seeking ways to undermine them.

It’s worth recalling that Iran did not forgo its domestic uranium enrichment efforts even at the height of sanctions before the 2015 nuclear deal. The so-called crippling sanctions of 2012 hurt Iran’s oil exports and auto industry and, most importantly, sidelined the country from the global financial system, causing serious domestic economic damage but which failed to force Tehran to abandon its nuclear program.

The Iranian regime has survived sanctions and isolation in the past by finding workarounds and relying on the resilience of its people in adapting to economic hardship. This round of sanctions is unlikely to be any worse than what Iran has already endured.

Second, while protests have broken out over the past months, flaring up in December 2017 and again more recently over economic and water scarcity issues, they are reflective of widespread public discontent about the economy, corruption, and mismanagement of resources, not of an organized opposition capable of overthrowing the regime. It is important to recall some of the key factors that brought about the 1979 revolution, none of which, aside from economic discontent, exist today.

The 1979 revolution occurred after decades of organized opposition to Shah Mohammed Reza Pahlavi. Moreover, there was a strong charismatic leader figure in Ayatollah Ruhollah Khomeini. For more than 15 years before the revolution, Khomeini maintained an organized, systematic, and influential voice in expressing opposition to the shah through distributing written statements and recorded sermons, including lectures on governance, a plan for the Islamic Republic, and continued calls for his supporters to “rise up” against the monarchy.

What emerged as a result was a national network of religious communities throughout Iran—from cities to small villages—that created a powerful uprising, supported by powerful institutions such as Tehran’s Grand Bazaar, against the shah.

Even if the current turmoil did lead to regime collapse—as unlikely as that is—the forces that Bolton, Rudy Giuliani, and some others hope to see in power, such as the exile group Mujahideen-e-Khalq (MEK), are the least likely to take the helm. The MEK has no support base inside Iran; in fact, its members are viewed as traitors because of their collaboration with Saddam Hussein during the Iran-Iraq War and because of the group’s terrorist operations in Iran during the 1980s.

The secular part of Iran’s population—and the younger generation, in particular, who are critical of the regime—views the MEK as even more extremist than the ayatollahs. Thus, despite decades of foreign support, the so-called opposition forces lauded by U.S. hawks have been ineffective in gathering any backing inside the country to be even considered as a viable option to replace the regime.

One possible path is a descent into outright civil war, which could be catastrophic not only for Iran but for wider regional stability. The current quagmires in Iraq, Afghanistan, and Syria are examples of worst-case scenarios for the West. For the Iranian people, the fear of descending into instability and war, as their neighbors have, is a crucial factor in restraining their actions against the government.

Iranians have experienced a revolution once before, followed by eight years of war, and that experience is still too fresh in the minds of many people. The economic hardship they are enduring is difficult, but if the alternative is the sheer chaos of Syria or Iraq, then Iranians will choose safety, security, and order.

The second, more likely result of regime collapse would be a military seizure of power in the name of restoring order. And the most likely candidate to lead such a coup would be the man Washington’s Iran hawks fear the most: Gen. Qassem Suleimani, the commander of the Quds Force, the division of the Islamic Revolutionary Guard Corps (IRGC) responsible for foreign military and special operations. He has been the mastermind behind Iran’s military operations in Iraq, Lebanon, and Syria; he led all operations in mobilizing Shiite forces from Lebanon and Iraq to support Syrian President Bashar al-Assad’s forces; and he is seen as a threat by U.S. allies such as Saudi Arabia and Israel.

Suleimani is the most likely successor because he is increasingly regarded as a hero in Iran for his role in fighting the Islamic State both in Syria and in Iraq. Indeed, he is regarded as “one of Iran’s biggest celebrities.” Ayatollah Ali Khamenei, Iran’s supreme leader, has called him a “living martyr of the revolution.” According to recent polling, nearly 65 percent of Iranians view Suleimani very favorably.

Moreover, he has the legislative authority to step in to restore order; the mandate of the IRGC is to protect the revolutionary regime from internal and external threats. If the uprisings escalate, Suleimani has both the legal and practical authority to handle civil unrest. Even if Suleimani does not formally assume power, he would become the de facto leader and decision-maker.

Given these circumstances, a U.S. policy that seeks to exert maximum pressure on Iran, even if successful, could bring about America’s (and Israel’s) worst nightmare. The Trump administration and those pushing for regime change ought to pause before they encourage instability and chaos and carefully consider what comes the day after. Iran’s next regime could prove to be an even bigger headache for Washington than the current one.

Turning to the EU, Mnuchin said it would have to make considerable concessions in order for there to be a free-trade agreement with the US.

"My message is pretty clear, it's the same message the president delivered at the G7: if Europe believes in free trade, we're ready to sign a free trade agreement with no tariffs, no non-tariff barriers and no subsidies. It has to be all three."

'ONLY LOSERS'

France's finance and economy minister Bruno Le Maire hit back, urging the US to "see sense."

"This trade war will produce only losers, it will destroy jobs and put pressure on global growth," Le Maire told AFP.

"We call on the United States to see sense, to respect the rules of multilateralism and to respect their allies."

Trump's protectionist policies saw him slap tariffs on steel and aluminum imports, angering allies the EU, Canada and Mexico, and triggering retaliatory measures.

The US president has also threatened to put levies on foreign car imports - a big worry for Germany in particular.

"Global trade cannot be based on survival of the fittest," Le Maire said.

International Monetary Fund chief Christine Lagarde opened the summit by reiterating her fears that increasing trade restrictions would hurt global GDP.

Lagarde said that taking into account "current announced and in process measures," an IMF simulation indicates that in a worst-case scenario, a half point would be cut from global GDP, amounting to some US$430 billion.
