Vietnam has discreetly fortified several of its islands in the disputed South China Sea with new mobile rocket launchers capable of striking China's runways and military installations across the vital trade route, according to Western officials.
Diplomats and military officers told Reuters that intelligence shows Hanoi has shipped the launchers from the Vietnamese mainland into position on five bases in the Spratly islands in recent months, a move likely to raise tensions with Beijing.
The launchers have been hidden from aerial surveillance and they have yet to be armed, but could be made operational with rocket artillery rounds within two or three days, according to the three sources.
Vietnam's Foreign Ministry said the information was "inaccurate", without elaborating.
Deputy Defence Minister, Senior Lieutenant-General Nguyen Chi Vinh, told Reuters in Singapore in June that Hanoi had no such launchers or weapons ready in the Spratlys but reserved the right to take any such measures.
"It is within our legitimate right to self-defense to move any of our weapons to any area at any time within our sovereign territory," he said.
The move is designed to counter China's build-up on its seven reclaimed islands in the Spratlys archipelago. Vietnam's military strategists fear the building runways, radars and other military installations on those holdings have left Vietnam's southern and island defenses increasingly vulnerable.
Military analysts say it is the most significant defensive move Vietnam has made on its holdings in the South China Sea in decades.
Hanoi wanted to have the launchers in place as it expected tensions to rise in the wake of the landmark international court ruling against China in an arbitration case brought by the Philippines, foreign envoys said.
The ruling last month, stridently rejected by Beijing, found no legal basis to China's sweeping historic claims to much of the South China Sea.
Vietnam, China and Taiwan claim all of the Spratlys while the Philippines, Malaysia and Brunei claim some of the area.
"China has indisputable sovereignty over the Spratly islands and nearby waters," China’s Foreign Ministry said in a faxed statement on Wednesday. "China resolutely opposes the relevant country illegally occupying parts of China’s Spratly islands and reefs and on these illegally occupied Spratly islands and reefs belonging to China carrying out illegal construction and military deployments.”
The United States is also monitoring developments closely.
"We continue to call on all South China Sea claimants to avoid actions that raise tensions, take practical steps to build confidence, and intensify efforts to find peaceful, diplomatic solutions to disputes," a State Department official said.
STATE-OF-THE-ART SYSTEM
Foreign officials and military analysts believe the launchers form part of Vietnam's state-of-art EXTRA rocket artillery system recently acquired from Israel.
EXTRA rounds are highly accurate up to a range of 150 km (93 miles), with different 150 kg (330 lb) warheads that can carry high explosives or bomblets to attack multiple targets simultaneously. Operated with targeting drones, they could strike both ships and land targets.
That puts China's 3,000-metre runways and installations on Subi, Fiery Cross and Mischief Reef within range of many of Vietnam's tightly clustered holdings on 21 islands and reefs.
While Vietnam has larger and longer range Russian coastal defense missiles, the EXTRA is considered highly mobile and effective against amphibious landings. It uses compact radars, so does not require a large operational footprint - also suitable for deployment on islets and reefs.
"When Vietnam acquired the EXTRA system, it was always thought that it would be deployed on the Spratlys...it is the perfect weapon for that," said Siemon Wezeman, a senior arms researcher at the Stockholm International Peace Research Institute (SIPRI).
There is no sign the launchers have been recently test fired or moved.
China took its first Spratlys possessions after a sea battle against Vietnam's then weak navy in 1988. After the battle, Vietnam said 64 soldiers with little protection were killed as they tried to protect a flag on South Johnson reef - an incident still acutely felt in Hanoi.
In recent years, Vietnam has significantly improved its naval capabilities as part of a broader military modernization, including buying six advanced Kilo submarines from Russia.
Carl Thayer, an expert on Vietnam's military at the Australian Defence Force Academy, said the deployment showed the seriousness of Vietnam's determination to militarily deter China as far as possible.
"China's runways and military installations in the Spratlys are a direct challenge to Vietnam, particularly in their southern waters and skies, and they are showing they are prepared to respond to that threat," he said. "China is unlikely to see this as purely defensive, and it could mark a new stage of militarization of the Spratlys."
Trevor Hollingsbee, a former naval intelligence analyst with the British defense ministry, said he believed the deployment also had a political factor, partly undermining the fear created by the prospect of large Chinese bases deep in maritime Southeast Asia.
"It introduces a potential vulnerability where they was none before - it is a sudden new complication in an arena that China was dominating," he said.

Zuid-Korea kreeg trouwens die high-tech sector en het goede onderwijs (ja, dat is ironisch gezien de huidige slechte staat van het USA-onderwijs, zoals het ironisch is dat Ajax Barcelona groot maakte gezien de huidige staat van Ajax ) dankzij de invloed van de USA en dit hing weer samen met wat er met Korea (noord+zuid) gebeurde. Zo verlaagde de USA de marktdrempels en gaf de USA allerlei technologie en adviezen aan Zuid-Korea.

China said on Tuesday it had "irrefutable" sovereignty over disputed islands in the South China Sea after the White House vowed to defend "international territories" in the strategic waterway.
White House spokesman Sean Spicer in his comments on Monday signaled a sharp departure from years of cautious U.S. handling of China's assertive pursuit of territorial claims in Asia.
"The U.S. is going to make sure that we protect our interests there," Spicer said when asked if Trump agreed with comments by his secretary of state nominee, Rex Tillerson. On Jan. 11, Tillerson said China should not be allowed access to islands it has built in the contested South China Sea.
"It's a question of if those islands are in fact in international waters and not part of China proper, then yeah, we're going to make sure that we defend international territories from being taken over by one country," Spicer said.
Chinese Foreign Ministry spokeswoman Hua Chunying told a regular news briefing on Tuesday "the United States is not a party to the South China Sea dispute".
China claims most of the South China Sea, while Taiwan, Malaysia, Vietnam, the Philippines and Brunei claims parts of the sea that commands strategic sealanes and has rich fishing grounds along with oil and gas deposits.
China's sovereignty over the Spratly Islands in the South China Sea was "irrefutable" Hua said. But China was also dedicated to protecting freedom of navigation and wants talks with nations directly involved to find a peaceful solution.
"We urge the United States to respect the facts, speak and act cautiously to avoid harming the peace and stability of the South China Sea," Hua said.
"Our actions in the South China Sea are reasonable and fair. No matter what changes happen in other countries, what they say or what they want to do, China's resolve to protect its sovereignty and maritime rights in the South China Sea will not change," she added.
BAR ACCESS TO ISLANDS
Tillerson's remarks at his Senate confirmation hearing prompted Chinese state media to say at the time that the United States would need to "wage war" to bar China's access to the islands, where it has built military-length air strips and installed weapons systems.
Tillerson was asked at the hearing whether he supported a more aggressive posture toward China and said: "We're going to have to send China a clear signal that, first, the island-building stops and, second, your access to those islands also is not going to be allowed."
The former Exxon Mobil Corp (XOM.N) chairman and chief executive did not elaborate on what might be done to deny China access to the islands.
But analysts said his comments, like those of Spicer, suggested the possibility of U.S. military action, or even a naval blockade. Such action would risk an armed confrontation with China, an increasingly formidable nuclear-armed military power. It is also the world's second-largest economy and the target of Trump accusations it is stealing American jobs.
Spicer declined to elaborate when asked how the United States could enforce such a move against China, except to say: "I think, as we develop further, we'll have more information on it."
Tillerson narrowly won approval from a Senate committee on Monday and is expected to win confirmation from the full Senate.
RISK OF DANGEROUS ESCALATION
Military experts said that while the U.S. Navy has extensive capabilities in Asia to stage blockading operations with ships, submarines and planes, any such move against China's growing naval fleets would risk a dangerous escalation.
Aides have said that Trump plans a major naval build-up in East Asia to counter China's rise.
China's foreign ministry said earlier this month it could not guess what Tillerson meant by his remarks, which came after Trump questioned Washington's longstanding and highly sensitive "one-China" policy over Taiwan.
Washington-based South China Sea expert Mira Rapp-Hooper at the Center for a New American Security called the threats to bar China's access in the South China Sea "incredible" and said it had no basis in international law.
"A blockade - which is what would be required to actually bar access - is an act of war," she added.
"The Trump administration has begun to draw red lines in Asia that they will almost certainly not be able to uphold, but they may nonetheless be very destabilizing to the relationship with China, invite crises, and convince the rest of the world that the United States is an unreliable partner."
Bonnie Glaser at the Center for Strategic and International Studies think tank called Spicer's remarks "worrisome" and said the new administration was "sending confusing and conflicting messages."
Dean Cheng, a China expert at the conservative Heritage Foundation, said Spicer's remarks showed the South China Sea was an important issue for the Trump administration.
He said it was significant that neither Spicer nor Tillerson had been specific as to what actions would be taken and this left open the possibility that economic measures - instead of military steps - could be used against China and firms that carry out island building.

De spanningen tussen China en de VS zijn de voorbije jaren toegenomen door het dispuut over wie nu eigenlijk aanspraak kan maken op dat deel van de Stille Zuidzee. China en de omliggende landen (Filippijnen, Vietnam, Taiwan) leggen in de Zuid-Chinese Zee eilanden aan om een zo groot mogelijk gebied te claimen. De VS claimen dat gebied niet, maar argumenteren dat het niet aan één staat toebehoort. Omdat de VS verschillende defensiepacten heeft gesloten met bijvoorbeeld Taiwan en de Filippijnen, is de VS indirect betrokken.
Sinds de verkiezing van Donald Trump en de anti-Chinese retoriek die Trumps campagne kenmerkte, is de relatie tussen de VS en China bijzonder gespannen.

Vorige week verklaarde een hooggeplaatste Chinese militair nog dat een oorlog met de VS "niet zomaar een slogan" is maar "een praktische realiteit" wordt. Hij pleitte voor een verhoogde militaire aanwezigheid in de Oost- en Zuid-Chinese Zee om dat gebied te beschermen.
Zitje in Nationale Veiligheidsraad
De standpunten van Trumps topadviseur Steve Bannon krijgen meer aandacht nu hij meer macht verwerft binnen het Witte Huis. Zo krijgt Bannon in de toekomst toegang tot alle zittingen van de Nationale Veiligheidsraad, het adviesorgaan dat in belangrijke mate het buitenland- en veiligheidsbeleid bepaalt.
Ook Reince Priebus, de stafchef van het Witte Huis, zou voor alle vergaderingen van de Nationale Veiligheidsraad uitgenodigd worden. In die Nationale Veiligheidsraad zetelen traditioneel enkel legergeneraals en hooggeplaatsten van de inlichtingendiensten.
Anti-media, anti-establishment
Bannon noemde de media vorige week nog 'de oppositiepartij', een uitspraak die Trump prompt ook via een tweet de wereld instuurde. Bannon vergeleek zichzelf ooit met de Russische revolutionair Vladimir Lenin, de eerste leider van de Sovjet-Unie. "Lenin wilde de staat vernietigen en dat is ook mijn doel. Ik wil het hele huidige establishment doen instorten en vernietigen", verklaarde hij tegenover The Daily Beast.

Hij noemde het "een wereldoorlog, iets wat we helaas heel snel onder ogen zullen moeten zien".
"We zitten middenin een crisis van de onderbouw van het kapitalisme, en daar bovenop staan we aan het begin van een wereldwijde oorlog tegen islamitisch fascisme".
Bannon is een fan van amateurhistorici Neil Howe en William Strauss. Die zien in de Amerikaanse geschiedenis een cyclus van 80 jaar, waarbij telkens de oude orde wordt vernietigd en een nieuwe orde wordt geschapen door een grote crisis.
Maar Bannon is niet de enige die een nieuw grootschalig conflict ziet naderen. Voormalig Sovjetleider Michail Gorbatsjov stelde onlangs dat we afstevenen op een Derde Wereldoorlog. Voormalig Britse premier David Cameron waarschuwde dat de brexit de Europese Unie kan vernietigen en de vonk kan zijn voor een nieuwe Europese oorlog.

A Chinese military aircraft had an “unsafe” encounter with a US navy surveillance aircraft near a contested reef in the South China Sea, according to the US Pacific command.
The two planes came within 1,000ft (300 meters) of each other during Wednesday’s incident near the Scarborough shoal, which is claimed by both the Philippines and China, according to Pentagon spokesman Jeff Davis.
The close encounter comes amid heightened tensions between the USand China over Beijing’s moves to establish a presence in disputed areas of the South China Sea by building out reefs and atolls into artificial islands.
“On February 8 (local), an interaction characterized by US Pacific command as ‘unsafe’ occurred in international airspace above the South China Sea between a Chinese KJ-200 aircraft and a US Navy P-3C aircraft,” said US Pacific command spokesman Rob Shuford.
“The US Navy P-3C was on a routine mission operating in accordance with international law.”
Davis said the Chinese aircraft essentially “crossed the nose” of the American plane, causing it to “make an immediate turn”.
“We don’t see any evidence that it was intentional,” the spokesman said.
“Clearly we have our disagreements with China over militarization of South China Sea,” he said, but interactions between ships and planes “are largely professional and safe”.
“This seems to be a one-off.”
The KJ-200 is an airborne early warning and command plane while the P-3 is a maritime surveillance aircraft.
The Pacific command said it would address the issue “in appropriate diplomatic and military channels”.
China asserts sovereignty over almost all of the resource-rich region despite rival claims from sout-east Asian neighbors and has rapidly built reefs into artificial islands capable of hosting military planes.
Donald Trump’s administration so far has taken a tough stance on China’s claims in the South China Sea, insisting it will defend international interests there.
During his confirmation hearings, the new US secretary of state, Rex Tillerson, raised the threat of blocking China’s access to the contested islands.
Under Barack Obama’s administration, Washington insisted it was neutral on the question of sovereignty over the South China Sea islets, reefs and shoals, calling for the disputes to be resolved under international law.
But the US has dispatched aircraft and naval patrols to assert its rights of passage through international spaces.

"Voortaan zullen oefeningen van het Chinese leger ver op zee tot de normaalste zaak van de wereld horen", aldus China eerder in reactie op berichten van mogelijke nieuwe marinepatrouilles van de VS in de Zuid-Chinese Zee.

China claimt verschillende eilanden in de Zuid-Chinese Zee. Afgelopen zomer legden Chinese autoriteiten een uitspraak van het Permanente Hof van Arbitrage in Den Haag naast zich neer dat concludeerde dat het land "geen historisch recht" heeft op de eilandengroep, die volgens de VN behoort tot Filipijns grondgebied. China plaatste anti-raketsystemen en luchtafweersystemen op enkele van deze eilanden.
Onlangs waarschuwde de Amerikaanse kandidaat minister van Buitenlandse Zaken, Rex Tillerson, China door te zeggen dat het land de toegang tot de eilanden moet worden ontzegd. Volgens de Communistische Partij kunnen dergelijke opmerkingen China niet stoppen om militaire oefeningen te doen. "Deze provocaties, druk, fantasieën en overdrijvingen kunnen de normale oefeningen van het Chinese leger niet tegenhouden", staat in het partijblad te lezen.

Sen. Maggie Hassan (D-N.H.), a co-sponsor of the bill, similarly said it was necessary for the United States to work with like-minded allies to “hold China accountable for pursuing destabilizing actions” in the region.
Other co-sponsors of the act include Sen. Young Todd (R-Ind.), Catherine Cortez Masto (D-Nev.), and Chris Coons (Del.).
In addition to expanding Indo-Pacific alliances, the bill also calls for collaboration on a global level to promote the values of democracy and human rights. It will need congressional approval and a signature from the president before becoming law.
“Addressing the threat that China poses to our fundamental values of freedom, human rights, and free enterprise is the central challenge facing us in the 21st century,” Romney said.
The China regime’s military rivalry has posed an ongoing challenge to the United States.
Speaking on Oct. 1, 2019, marking the 70th anniversary of the Chinese Communist Party’s ruling, Randall Schriver of the State Department said that the competition arose from the two powers’ “different visions, different aspirations, and different views of what regional security architecture should look like.”
Shriver, the assistant defense secretary for Indo-Pacific affairs, said that the United States wants to see a free and open Indo-Pacific based on respect for national sovereignty, fair trade, and a rule-based order, while the Chinese regime “seeks to shape a world consistent with its authoritarian model and national goals.”
Speaking at the Brookings Institute on Jan. 10, Secretary of the Army Ryan McCarthy stressed the importance to have continuous Army presence in the region. He added that they are strengthening the U.S. Army’s operational capabilities to prepare for any Chinese military aggression.
“The U.S. Army must be postured in the region for the intensifying competition, and if required, to win in conflict,” he said.
‘Predatory Economic Policies’
A recent report by an Australian think tank has highlighted the Chinese regime’s ambitions in the region, particularly through the “One Belt, One Road” initiative (also known as OBOR, or “Belt and Road”), an infrastructure financing project to build a Beijing-centric trade network stretching through Southeast Asia, Africa, and Europe.
It mentioned China as the single largest creditor to several Pacific Island states, such as Tonga, Samoa, and Vanuatu.
Due to the small size and economic weakness, the region’s many island states tend to be “relatively powerless on the international stage when they act alone,” and are “at a big disadvantage in dealing with large countries that may seek to gain undue economic or political influence,” according to the report.
Harry Harris, U.S. ambassador to South Korea, criticized the OBOR initiative as “predatory economic policies” that “ignores international norms on transparency” and “and entices countries into a debt trap,” leaving them vulnerable to coercion and threats of sovereignty.
“The United States rejects foreign policy based on leverage and dominance, and seeks instead to strengthen relationships based on respect, equal footing, and fair exchange,” he said in a speech at the September 2019 Indian Ocean Region Conference.
