The Organization for Security and Cooperation in Europe Special Monitoring Mission to Ukraine visited Shyrokyne on July 2 and confirmed the separatist withdrawal. In an earlier report, released on June 27, the Organization for Security and Cooperation in Europe announced that no civilians were left living in Shyrokyne, which had a pre-war population of 1,347, and that 80 percent of its structures had been destroyed by the fighting.

Russian President Vladimir Putin has gone through an extended spell without peppering his speeches with mentions of a "New Russia" (Novorossiya) made up of Ukrainian lands that were once under tsarist control.

The veteran Kremlin leader had fervently promoted the project while the separatists were gaining ground along Ukraine's eastern industrial heartland toward the end of last year.

But Ukrainian insurgents who claimed to be in charge of re-creating a part of the old Russian empire have in recent weeks complained of a sudden lack of interest from the Kremlin and a dire shortage of funds.

Ukraine's Energy Minister Volodymyr Demchyshyn said Tuesday that energy-rich Russia had recently also stopped supplying electricity to the militia-run regions of Lugansk and Donetsk because bills were not being paid.

"We held fairly productive negotiations with the Russians," Interfax-Ukraine quoted Demchyshyn as telling an energy ministry meeting.

"We have been able to switch off four lines that ran from Russia to territories outside our control."

The Organization for Security and Co-operation in Europe (OSCE) is holding an annual parliamentary assembly session in Helsinki on July 5-9.

The last-minute addition to the OSCE meeting’s agenda, initiated by Canada and Ukraine, was passed by 96 to 7 votes, with 32 abstentions. It was tabled at the parliamentary session despite initially failing to secure two thirds of votes.

The paper denounces Russia’s "clear, gross and uncorrected violations of OSCE commitments and international norms" following the February 2014 coup in Ukraine.

On Wednesday, Russia announced that it will not send any delegation to the OSCE PA session in protest against the refusal of Finland to grant entry visa for six members of the Russian delegation, including State Duma Chairman Sergei Naryshkin. This decision of the Helsinki authorities is part of the sanctions imposed in 2014 by the European Union against Moscow for its role in the conflict in eastern Ukraine, where Russia backs separatist rebels.

Some countries, including France and Switzerland abstained from voting in OSCE PA plenary, arguing that by the absence of its delegation, Russia could not defend its position.

“These properties will be included in the first wave of privatizations,” Abromavicius told reporters.

Ukrainian Prime Minister Arseniy Yatsenyuk said 150 chief executives had promised to visit the Washington roadshow.

Yatsenyuk is expected to promote the potential returns of acquiring chunks of struggling electricity companies and an outdated port-side plant in Odessa — the Black Sea region now governed by former Georgian President Mikheil Saakashvili.

But economists and some of Yatsenyuk’s own allies warn that this may be a terrible time for Ukraine to part with some of its largest holdings.

The economy shrank by 17.2 percent in the first three months of the year compared to the same period in 2014. Property values are collapsing and the unpredictability of the ongoing war turns standard economic forecasting into an very imprecise science.

Kiev’s SigmaBleyzer venture capital firm reported a private investment decline in this year’s first quarter of 25.1 percent.

The Ukrainian government seems undeterred by the data and intends to see $500 million (¤450 million) raised by the sale of the Odessa port plant alone.

Peperduur geprivatiseerd en nauwelijks drinkbaar water, elektriciteit alleen nog voor de elite met veel uitval, spoorwegnet naar de klote, waardoor alleen wat basislijnen tegen woekerprijzen overblijven, hoge telefoontarieven en ontmanteling van telefooncellen, waardoor de gewone Oekrainer die geen mobiele telefoon heeft (dat zijn er veel daar) niet meer onderweg kan bellen. Kortom wantoestanden.
