Romanian President Basescu Calls For EU To Give Ukraine Weapons

Romania's HotNews reported yesterday that President Traian Basescu has has called on his fellow EU leaders to impose tougher sanctions on Russia, strengthen NATO's eastern flanks and provide weaponry for Ukraine:

President Traian Basescu said at at a meeting with Romanian ambassadors on Friday that a major escalation of Russian acts in favor of separatists in East Ukraine was obvious and that there was a risk that the balance turned in favor of the Russian Federation. He said that at the European Council on Saturday he would call for the strengthening of the sanctions already decided on Russia, in the financial, energy and military sectors.

Basescu also called on EU, NATO allies to start providing weapons to Ukrainain troops in order to counteract Russia's involvement with separatist militias in Eastern and South-Eastern Ukraine. He said democratic states should overcome the phase of stating their good intentions.

He also provided a view on Romania's position at the upcoming NATO summit in Wales, saying Romania will push for the strengthening of NATO's eastern borders, with an increased NATO presence in the Bleack Sea.

He did not clearly name Vladimir Putin when he said that "the ideas of a sick man who believes he can remake the Soviet areas of influence" must be discouraged. And Basescu said Romania did not face danger in a "rational manner", but it should prepare "for the irrational" as well.

The situation remains tense in Mariupol today, with Russian forces lying only 20 km away to the east, having seized Novoazovsk and the village of Bezymyonnoye.

Despite reports from separatist and Russian media yesterday that Mariupol had been surrounded from the north and west, journalists were able to travel around those areas freely, without encountering Russian or separatist fighters.

Steps could include banning syndicated loans to targeted Russian companies, tightening restrictions on debt-market financing and extending an arms embargo to existing military contracts, which would halt the sale of two French Mistral helicopter carriers to Russia for an estimated 1.2 billion euros ($1.6 billion), according to four European diplomats involved in the deliberations who requested anonymity to discuss them.

SWIFT Measures

Banning Russia from the Brussels-based Society for Worldwide Interbank Financial Telecommunication, or SWIFT, the messaging system for most international money transfers, isn’t under consideration at this point, two European officials said. Yesterday, a British government official had said the U.K. will press EU leaders to consider blocking Russian access to the messaging system.

“We need militarily to support and send military materials to Ukraine,” Lithuanian Prime Minister Dalia Grybauskaite told reporters before the meeting. “Ukraine is fighting war on behalf of all Europe.”

Poroshenko called for military and technical assistance from the EU.

Barroso said that more than 1 billion euros in loans could be released to Ukraine in the coming months. This is part of the 11 billion euro package announced earlier.

“We are ready to consider further financial assistance should additional needs be identified by International Monetary Fund during its next review mission,” he said.

Fighting Spreads

As fighting intensifies in easternmost Ukraine, 28 Ukrainian soldiers withdrew from a rebel encirclement near Ilovaysk and the troop pullout from the area is continuing, the Interior Ministry in Kiev and Ukrainian military spokesman Andriy Lysenko said today.

Government forces destroyed five separatist military vehicles and six Grad multiple rocket launchers. A Ukrainian Su-25 ground attack plane was shot down by a Russian missile, the Defense Ministry said in a Facebook posting.

The death toll in the conflict is almost 2,600, the United Nations said. A total of 765 Ukrainian troops have been killed in the fighting, the government said. Seventy-five rebels have been killed in the past 24 hours, Lysenko said.

Ukrainian Prime Minister Arseniy Yatsenyuk has called for parliament in Kiev to consider North Atlantic Treaty Organization membership to protect against Russia seizing more territory after its annexation of Crimea in April.

NATO Secretary General Anders Fogh Rasmussen this week reaffirmed a 2008 Bucharest summit pledge that “Ukraine will become a member of NATO” if it so wishes and provided it fulfills the necessary criteria.

The Ticonderoga-class guided-missile cruiser USS Vella Gulf (CG 72) departed the Black Sea yesterday, after a series of engagements in support of Operation Atlantic Resolve. Here are five things you need to know about Vella Gulf’s time in the Black Sea:

1. This was Vella Gulf’s third time in the Black Sea. She first entered the Black Sea on May 23. She departed June 12, entered again July 7, and departed July 14 after participating in the Bulgarian-led exercise Breeze 2014. Her most recent period in the Black Sea began Aug. 6.

2. Vella Gulf’s port visits in the region included: Varna and Burgas, Bulgaria; Constanta, Romania (twice) and Batumi, Georgia. Sailors had the opportunity to explore the local cultures, conducted community service projects and hosted ship tours.

3. Vella Gulf has participated in numerous exercises with NATO allies and partners in the Black Sea since May. In addition to Breeze 2014, Vella Gulf conducted separate bilateral engagements with the Romanian navy’s frigate ROS Regina Maria (F 222) and the Turkish navy corvette TCG Büyükada (F-512), a division tactics exercise with the Turkish navy fast attack craft TCG Tuzla (P 1200) and participated in Romaian Navy Day, which involved landing a Romanian Navy SA-330 Puma helicopter on the flight deck. Vella Gulf also participated in a joint training exercise with the Georgian Coast Guard, following her departure from Batumi.

4. Vella Gulf hosted distinguished visitors including U.S. Secretary of Defense, Chuck Hagel, and Georgian Prime Minister, Irakli Garibashvili.

Hagel, while speaking to Sailors over the ship’s 1MC, June 5 in Constanta, said: "I want to thank all of you, especially with what you're doing on this mission particularly. As we partner with Romania and the rest of our NATO allies, I want all of you to know that I am proud of you, and the President of the United States is proud of you."

Garibashvili, in his speech to the crew in Batumi, said: "Partnership with the United States of America is one of the top priorities in our country's foreign policy. We prize the U.S. support of Georgia's sovereignty, territorial integrity, democratic development, and integration into European and Euro-Atlantic institutions. The friendship and support of America is of utmost importance to us.”

5. Vella Gulf and the U.S. Navy’s presence in the Black Sea represents efforts by the United States to reaffirm its commitment to strengthening ties with NATO allies and partners, while working toward mutual goals of promoting peace and stability in the region.

"It is important to support and reassure our partners, we hope our presence in the Black Sea continues to strengthen those bonds," said Vella Gulf's Commanding Officer Capt. Robert Katz.

Timosjenko wil referendum Oekraïne over NAVO

Joelia Timosjenko van de Oekraïense partij Batkivsjina (Vaderland) wil dat er gelijktijdig met de parlementsverkiezingen een referendum komt over het Oekraïense lidmaatschap van de NAVO. Dat zei ze zaterdag in de Oekraïense hoofdstad Kiev, meldde het Russische persbureau Interfax.

Timosjenko wil met het referendum het proces van aansluiting bij het militaire bondgenootschap in gang zetten. De parlementsverkiezingen worden 26 oktober gehouden. Begin september zal de Vaderlandpartij proberen 3 miljoen handtekeningen te verzamelen. Zonder die handtekeningen kan er geen referendum worden gehouden.

Uit het referendum moet blijken hoe de bevolking staat tegenover toenadering tot de NAVO. De Oekraïense premier Artseni Jatsenjoek liet eerder al weten voor lidmaatschap te zijn. De NAVO moet uiteindelijk zelf besluiten of Oekraïne kans heeft op lidmaatschap.
