SLOVYANSK, Ukraine — The men with guns came for Alexei Pichko in mid-afternoon, before the usual evening barrage of shells flew over this decrepit suburb of dilapidated shacks and half-burnt houses. When his mother went to look for him at the rebel headquarters in the security services building, they told her he was under arrest, but alive and well.
One month later, the men who took him have fled their stronghold in this sleepy east Ukrainian town, unable to sustain the Ukrainian army’s barrage of mortar fire, and retreated to Donetsk, the provincial capital. The building where he was held captive is now half-destroyed, lined with mulch and detritus. The only evidence of what has happened to him is on files found lying on the floor, coated in a thick film of dust, signed and stamped by the separatists’ feared commander.
“By order of the military-field tribunal of the [Donetsk People’s Republic] militia on 17.06.2014,” it reads, “I hereby proclaim that Aleksey Borisovich Pichko, resident of the city of Slovyansk, is sentenced for looting to an exceptional measure of punishment — execution by firing squad — on the basis of the Decree of the Supreme Soviet of the USSR “on martial law” from June 22nd, 1941.”

The last trilateral meeting of the contact group involving Ukraine, Russia and the OSCE on the settlement of the conflict in the Donbas has been held without Ukrainian Choice movement leader Viktor Medvedchuk.
Ukrainian Foreign Minister Pavlo Klimkin said at a briefing in Kyiv on Thursday.
"[Medvedchuk] did not participate in the latest round of talks, however, he helped with the contacts," the Ukrainska Pravda online newspaper quoted Klimkin as saying.
The minister recalled that Medvedchuk does not represent Ukraine in the negotiations, but did not rule out his participation and "the participation of other mediators" in future meetings.

Poroshenko noted that today the Ukrainian authorities pay great attention to the restoration of proper living conditions in the liberated towns, in particular, on ensuring water and electricity supply, television and radio broadcasting, which were destroyed or significantly damaged by militants.
He noted that the revival of civilian life in the Donbas is a priority for Ukraine, given what residents had to endure during terrorist invasion on Ukrainian settlements.
Biden, in turn, expressed his admiration for the self-restraint and actions of Ukraine and reiterated continued support from the United States. Biden said that the United States was ready to consider financing projects to rebuild infrastructure in the Donbas, following the example of the German initiative for residents of Sloviansk and Kramatorsk.
Biden also said that the United States stands ready to make efforts to expand support for Ukraine from international financial institutions.

Sloviansk residents remain in information isolation and do not know what is really happening in the country, Verkhovna Rada Commissioner for Human Rights Valeria Lutkovska told a press briefing on Thursday.
"There is another problem for Sloviansk residents - they are in complete information vacuum. In fact, the square in front of the city council building is the only place where they can find some information," Lutkovska said.
The ombudsperson noted that the majority of citizens do not even know that during the time when they were ruled by separatists laws have been passed in the state and other steps have been taken for their protection and liberation. She also noted that now the locals due to absence of electricity and as a result - access to TV and radio - do not understand what is happening in Donbas.

Dit is zo overduidelijk onwaar. Poroshenko wil alleen vredesonderhandeling onder de voorwaarde dat de rebellen zich gewonnen geven. Andere partijen stellen overigens ook voorwaarden die neerkomen op een (gedeeltelijke) overwinning. Maar niemand wil toegeven dat hij het vredesoverleg blokkeert.

Asked about a possibility of forced migrants to assert their rights in Ukraine, the prosecutor replied with emotion: Look what is going on in Ukraine! What is the law there and who are the authorities protecting? A bunch of people who gathered together and dictate their conditions to the others and God knows what they are about?

By having the Federation Council approve authorisation for invading all of Ukraine, and then massing forces along its borders.
By launching a massive information and propaganda war not only against Ukraine’s European aspirations, but also to fuel fears and encourage divisions inside the country.
And by encouraging and supporting an armed insurrection to fracture the country, obviously aiming at the setting up of a Novorossiya semi-state in its eastern and southern parts.
This was and is a destabilising strategy of an order we have not seen in our part of the world for a long time.
The consequences of this succeeding would be profound. Certainly for Ukraine, but obviously well beyond that.

In het oosten van Oekrane heeft een raketaanval van rebellen op een grenspost het leven gekost aan 30 militairen en grenswachten, zegt een regeringswoordvoerder. Het dodental kan volgens hem nog oplopen.
De rebellen gebruikten een lanceerinstallatie die in 20 seconden 40 katjoesja-raketten kan afvuren.
De grenspost aan de Russische grens in de provincie Lugansk werden in de vroege ochtend onder vuur genomen. De woordvoerder liet weten dat een Oekraense reactie niet lang op zich zal laten wachten.
Verlies
Als het dodental wordt bevestigd, is dit het grootste verlies aan Oekraense kant sinds eind juni, toen door Kiev een eenzijdig bestand werd afgekondigd. Midden juni werd een Oekraens militair vliegtuig met 49 inzittenden neergehaald.
Het Oekraense leger is bezig met een opmars, met als belangrijkste wapenfeit de herovering van Slavjansk.

Zolang het gaat om dit soort spullen is het kleinschalige Russische ondersteuning. Net voldoende om de rebellen Oost-Oekraine te laten destabiliseren. De aanval had rond 5.00 uur in de ochtend (plaatselijke tijd) plaats bij de grensovergang in Zelenopillja in de regio Loehansk.
De adviseur sloot niet uit dat er nog meer slachtoffers zijn gevallen, omdat de separatisten, door hem aangeduid als ''bloeddorstig uitschot'', veel raketten hebben afgevuurd en er veel vernielingen zijn aangericht.
Als het aantal doden inderdaad zo hoog is, is het de zwaarste aanval van de separatisten op regeringsmilitairen sinds president Petro Porosjenko begin vorige week een eenzijdig staakt-het-vuren opzegde.
Separatisten
Eerder op vrijdag maakte de Oekraense legerleiding bekend dat bij een luchtaanval bij de Oekranse grensplaats Izvarino zeker vijftig pro-Russische separatisten zijn gedood.
De luchtaanval was gericht op een ''concentratie separatisten vlak bij Izvarino'', dat aan de grens met Rusland ligt.
Offensief
De Oekraense troepen zijn ten westen van Donetsk, in Oost-Oekrane, begonnen aan een grote aanval om de separatisten tot overgave te dwingen.
In april startte het regering van Oekrane een grootschalige 'anti-terroristische operatie' in het oosten van het land om de pro-Russische separatisten te verdrijven. Bij gevechten tussen de rebellen en de militairen zijn al honderden mensen, overwegend militanten, omgekomen.
