The EU’s Opaque Dealings with Ukraine
The basic idea behind any ceasefire is surely that the parties will try to negotiate a settlement. Former president Leonid Kuchma who took part in the first negotiations made it very clear that there is no point until Monday in seeking to continue negotiations. “It’s not they who decide how to behave. If Russia understands that peace is better, and not war, then it will find the mechanisms to rein in all those great players”.
His predecessor Leonid Kravchuk went even further. “I can’t understand what is happening at present, what these consultative meetings are. I don’t know who Medvedchuk is representing – maybe Ms Merkel? And Shufrych is his assistant”.
Germany might well like to consider the impression that many Ukrainians have about Merkels insistence that Viktor Medvedchuk take part in the negotiations. Transparency is always important, and this is sadly wanting in the present situation where a close associate of Putin, targeted for US sanctions over, among other things, his active support for Russia’s annexation of the Crimea is being given a major role in negotiations. The same applies to Nestor Sufrych.
The authoritative newspaper Dzerkalo Tyzhnya reported on Saturday that a source close to ex-president Viktor Yanukovych had told them that Putin’s insistence on Medvedchuk’s role in the negotiations was partly aimed at getting Medvedchuk back into Ukrainian politics, by first making him governor of the Donetsk oblast, then bringing him back into parliament. Shufrych would be given governorship of the Luhansk oblast. These appointments, the source claimed, would be agreed at confidential discussions between Poroshenko and Putin.

Ondanks het toenemende geweld, gaat het met Russische banken op de kapitaalmarkt beter. Tijdens de Krimcrisis storte deze volledig in, maar hier werd vrijwel geen geweld gebruikt. Er lijkt nu een situatie te komen waarbij het gebruik van geweld en oorlog normaliseert en wordt geaccepteerd. Ik ben benieuwd wat nieuwe sancties voor schade zullen aanrichten.

Twee Russische banken hebben afgelopen week weer voorzichtig de internationale kapitaalmarkten betreden.
Dat schrijft Financial Times zondag.
De uitgifte van leningen in buitenlandse valuta door Sberbank en Gazprombank schept hoop dat ook andere Russische bedrijven de weg naar de internationale markten weer weten te vinden.
Sberbank en Gazprombank schreven recent obligatieleningen uit in zogenoemde eurobonds, ieder ter waarde van zo'n 1 miljard euro. Het totaal is meer dan alle Russische bedrijven samen in de maanden maart, april en mei bij elkaar in buitenlandse leningen hebben uitgeschreven.
Oekrane
De uitgifte van Russische leningen in buitenlandse valuta stagneerde in het vroege voorjaar vrijwel volledig door de crisis rond de Krim en Oekrane.
Intussen zijn de bedrijven wel afhankelijk van buitenlands kapitaal om aan hun verplichtingen te kunnen voldoen en hun schulden te herfinancieren.

De Duitse bondskanselier Merkel en de Franse president Hollande hebben gisteravond telefonisch overleg gehad met de leiders van Rusland en Oekrane: Poetin en Porosjenko. Merkel en Hollande hebben er bij Rusland en Oekrane op aangedrongen om te voldoen aan de EU-voorwaarden voor Oekrane.
De EU wil onder meer waarnemers van de OVSE in Oekrane stationeren, die moeten toezien op een bestand. Ook hebben Merkel en Hollande nog eens benadrukt dat er controleposten langs de grens tussen Oekrane en Rusland moeten komen.
De afgelopen weken heeft de EU vaker overlegd met Oekrane en Rusland over de situatie in Oekrane. Tot concrete vooruitgang heeft dat niet geleid. Sinds april zijn bij de strijd tussen het Oekraense regeringsleger en pro-Russische opstandelingen al zeker 400 mensen omgekomen.
Wapenstilstand
Anderhalve week geleden werd door de Oekraense president Porosjenko eenzijdig een bestand afgekondigd en Rusland steunde dat. Maar het staakt-het-vuren wordt voortdurend geschonden.
De EU wil dat het bestand, dat vanavond afloopt, wordt verlengd.
Schieten
Gisteren demonstreerden in Kiev enkele honderden mensen die er niets voor voelen om de wapens te laten rusten. Het zijn leden van groepen die graag naar het oosten van Oekrane gaan om de strijd aan te binden met de separatisten. Ze willen dat president Porosjenko hen bewapent.

In het oosten van Oekrane is een cameraman doodgeschoten. Hij zat in een bus met moeders van militairen en kreeg een kogel in zijn buik toen hij de moeders wilde filmen. Het is niet duidelijk wie hem onder vuur heeft genomen.
De 68-jarige cameraman werkte voor de Russische publieke omroep Channel One. In de bus zaten meer journalisten, maar voor zover bekend is de cameraman van Channel One het enige slachtoffer. Hij werd in een auto naar het ziekenhuis gebracht waar hij stierf.
Het geweld in Oekrane heeft sinds april al aan vijf journalisten het leven gekost.
Ophalen
De moeders in de bus waren op weg naar een militaire basis om te eisen dat hun zonen uit het Oekraense leger werden ontslagen. Ze wilden hun zonen ophalen en meenemen naar huis.

Men wil het staakt het vuren verlengen. Maar aan de eisen van de EU is niet voldaan. Alleen de OSCE monitoren zijn vrijgekomen. De stelligheid waarmee sancties werden verbonden aan de eisen, blijkt een wassen neus.

The talks came in the run-up to a Monday deadline that European Union leaders set for Russia and the separatists to take steps to ease the violence, warning that they were ready "at any time" to impose further punitive measures.
The European leaders encouraged the Ukrainian and Russian presidents to work on meeting the EU conditions, Hollande's office said in a statement. The EU's demands included:
- the return of three border checkpoints to Ukrainian control,
- verification of the ceasefire by monitors from the OSCE,
- free hostages and talks to put Poroshenko's peace plan in place.

Dit wordt een langdurig kat en muis spel, waarbij beide partijen steeds een concessie moeten doen om niet gezien te worden als de schuldige partij. Poetin wil een verlenging van het staakt het vuren zodat een verdere consolidatie van Donbass mogelijk is. De EU wil de grens gesloten hebben. Dit leidt waarschijnlijk tot een autonoom Donbass binnen de Oekraine, onder leiding van een zetbaas van Poetin. Daarmee verlies Oekraine de controle over Oost-Oekraine. Een federatie zoals Belgie, maar dan erger (verdeeld over twee machtsblokken).

Russia's partners in the Customs Union have not supported Russia and refused to restrict imports of Ukrainian goods.
Russia proposed at a meeting of the Eurasian Economic Commission that Belarus and Kazakhstan adopt a joint resolution to restrict imports of Ukrainian goods, but the offer was rejected, according to TSN.
It also notes that Kazakhstan has not supported Russia, because it is in the process of joining the WTO, and there might be a risk that Ukraine will block its accession.
As reported, Russia tried to oblige its partners in the Customs Union to impose restrictions on Ukrainian imports after Ukraine signed the economic part of the Association Agreement with the EU.

Terrorists have seized Donetsk Plant of Chemical Products and plan to begin the production of fragmentation hand grenades.
National Security and Defense Council (NSDC) spokesman Andriy Lysenko said this at a briefing at Ukrinform on Sunday, a Ukrinform correspondent reported.
According to him, the plant produces fertilizers and has the necessary chemical raw materials for the production of such grenades.

Ukraine's Poroshenko urges Putin to tighten borders after violence
(Reuters) - Ukraine called on the President of Russia to strengthen control over the Russian side of the state border in order to stop the penetration into Ukraine of militants and mercenaries and supplies of weapons and armoured vehicles.
The European Union has threatened more penalties on Moscow beyond existing asset freezes and visa bans unless pro-Russian rebels act to ease the crisis in eastern Ukraine by Monday.
RISING ANGER
Poroshenko, under pressure from the West to keep up the ceasefire during talks with the rebels, is facing rising anger over the truce, which some Ukrainians say is only giving the rebels time to regroup and rearm.
Persisting violence has increased political pressure on Poroshenko, who promised to end the crisis in the east in a matter of weeks, to step up what he calls an anti-terrorism operation against the rebels.
Hundreds of people rallied in central Kiev on Sunday for Poroshenko to call an end to the ceasefire and boost operations in the two provinces, where separatists have seized state buildings and weapons arsenals.

Although it has drawn up a list of hard-hitting economic sanctions, the EU is still hesitating over deploying them because of fears among some member states of antagonising their major energy supplier.

Ammunitions depot on a military base in Donetsk was blown up at an order of Ukraine’s acting interim Interior minister Arsen Avakov. The man revealed the news personally late night Sunday.
According to his version of the incident, commanders of base No. 3037 of the ‘national guard’ that had sustained a three-months-long siege by the self-defence forces did not succumb to the demands of the latter “to lay down arms, to surrender and to cede control over the garrison depot of munitions to the Donetsk People’s Republic”.
Instead of this, the ‘national guardsmen’ under the command of Lieutenant-Colonel Borteyev broke through the checkpoints of self-defense forces Sunday “on cars and with weapons in their hands,” Avakov went on.
Referring to the character of the explosion, he said that “watchdog timing devices went off” when self-defence fighters of self-defence forces of the Donetsk People’s Republic “tried to penetrate the ammunitions depot” of base No. 3307 of the so-called ‘national guard’.
“I gave the order to prevent a situation where they /the self-defence forces/ would get hold of the weaponry and munitions” still kept in the depot.
Reports also said that the approaches to the base had been sealed off and officials of the unrecognized self-proclaimed Donetsk People’s Republic had arrived at the site of the incident.

Anatoly Klyan, 68, was fatally wounded in the stomach and died Sunday night. Along with a few other journalists, he had boarded a bus full of women – mostly mothers – who were traveling to a military base in Donetsk to demand that their sons be dismissed from the unit and allowed to go home.
Kiev armed forces opened fire as soon as the bus entered the territory of the military base, the driver immediately turned the bus back to escape the deadly shooting.
After the bus made it out of shooting range, the driver stopped the bus to wait for other journalists who were following in cars, said Evgeny Lyamin, Russia's Channel One TV correspondent, who was with Anatoly till his last moments.
“When we all got out of the bus, either of us were either calling home or their editors,” he said, “And in about a minute we saw a single flare in the sky and then the shooting started. Everyone ran toward the bus. They were shooting at the vehicle.”
People were trying to hide on the bottom of the bus to escape the shelling, shows a video, released on YouTube. The sounds of bullets are heard in the recording, which later displays the bus with several holes, allegedly from the bullets.

Met 'ondemocratische problematiek' doel ik op de gebeurtenissen 23 jaar geleden toen de Sovjet-Unie in elkaar klapte en mensen zonder dat hen iets werd gevraagd bij een 'nieuw land' werden ingedeeld.
Zoals in het geval van Oekraine heeft dat land noch bestaan, noch berhaupt bestaansrecht. Oekrane met de huidige landsgrenzen was niets meer dan een sovjet-administratieve regio. Een bijeenraapsel van regio's met totaal verschillende culturele, historische, etnische en sociale achtergronden.
Het gros van de miljoenen Sovjet-burgers die zich opeens in een politieke realiteit bevonden waar zij nooit om hadden gevraagd hadden werden ingedeeld in nieuw naties vaak vergezeld met discriminatoire, nationalistische bewegingen in die landen zelf. Dat is de kern van dit probleem.
Domweg miljoenen mensen wegzetten als separatisten/terroristen/pro-russische rebellen, zoals de Ukr-putschisten de afgelopen maanden hebben gedaan zorgt alleen voor een escalatie van het conflict.
De bezetting van Novorossija door de huidige Ukr-regering steunen maar de Russische bezetting van Polen/Baltische staten afkeuren is op z'n zachtst hypocriet te noemen.

Mensen wonen niet netjes binnen de lijntjes. Niet in het huidige Oekrane, maar ook niet binnen de voormalige Sovjetunie. Er zijn dus twee wegen naar de vrede:
- Hetzij je accepteert dat landen minderheden hebben en dat volkeren deels als minderheid buiten hun 'eigen' land wonen en je zorgt er als land voor dat je recht doet aan de belangen van de diverse bevolkingsgroepen binnen een land. Dat heeft Yanukovych ook nagelaten, net zozeer als dat de nieuwe regering dat wellicht nalaat.
- Of je maakt oorlog, trekt ergens een streep in het zand en je zorgt er met veel geweld en bloedvergieten voor dat minderheden op een of andere manier verdwijnen of ophoepelen.
