Los Angeles to Reopen Its Inquiry of Officer

LOS ANGELES — The Los Angeles Police Department will reopen its investigation into the 2007 episode that led to the firing of Christopher J. Dorner, the former police officer who is wanted in three killings, department officials said Saturday night.

Mr. Dorner pledged revenge against Los Angeles police officers in a manifesto he posted online, in which he also claimed that racism in the department had led to his dismissal. He is wanted in connection with the killing of a former police captain’s daughter and her fiancé last Sunday and the shooting death of a Riverside, Calif., police officer on Thursday morning.

“I am aware of the ghosts of the L.A.P.D.’s past, and one of my biggest concerns is that they will be resurrected by Dorner’s allegations of racism within the department,” Chief Charlie Beck said in a written statement.

“Therefore, I feel we need to also publicly address Dorner’s allegations regarding his termination,” he said. “I do this not to appease a murderer. I do it to reassure the public that their Police Department is transparent and fair in all the things we do.”

The killings and Mr. Dorner’s online manifesto have reopened old wounds for some black residents here, even as they condemned the violence. For decades, the Los Angeles Police Department was known nationwide for racism and corruption. And memories are still fresh of the riots in 1992 that followed the beating of a black man, Rodney King, by white police officers. The beating was caught on videotape and broadcast around the country.

In explaining why he chose to reopen Mr. Dorner’s case, Chief Beck acknowledged his department’s difficult history.

“The Los Angeles Police Department has made tremendous strides in gaining the trust and confidence of the people we serve,” he said in his statement, and he conceded that “Dorner’s actions may cause a pause in our increasingly positive relationship with the community.”

Mr. Dorner, who joined the Police Department in 2005, was fired in 2008 for giving false statements, after he accused his training officer of kicking a suspect. He sued the department for wrongful termination, and lost at trial and again on appeal.

The decision to review Mr. Dorner’s termination marks a reversal from the tone Chief Beck struck just two days ago, when he was asked about Mr. Dorner’s accusations of racism at a news conference.

“You’re talking about a homicide suspect who has committed atrocious crimes,” he said. “If you want to give any attribution to his ramblings on the Internet, go right ahead. But I do not.”

Asked about Mr. Dorner’s efforts to clear his name, Chief Beck said, point blank, “It’s not going to happen.”

Joe Domanick, at professor at the University of Southern California’s Annenberg Institute for Justice and Journalism, and author of “To Protect and To Serve,” a history of the Los Angeles Police Department, said that Chief’s Beck and his predecessor as police chief, William Bratton, had gone a long way toward repairing relations with the black and Latino communities in Los Angeles.

But, he added, “Old suspicions die hard.”

“The history of the L.A.P.D. with the African-American community has been so fraught with mistrust and abuse and hatred on both sides,” Mr. Domanick said. “Charlie Beck is a very savvy guy, who really understands community relations and community policing. Right now, it’s in his interest to quell these rumors.”

An episode on Thursday morning, in which two women delivering newspapers in Torrance, Calif., were shot by Los Angeles police officers who mistook their vehicle for Mr. Dorner’s pickup truck, made the need for Chief Beck to reach out to the community even greater, Mr. Domanick said.

One of the women, Emma Hernandez, 71, who was struck by two bullets in her back, was released from the hospital on Friday night, according to her lawyer. Her daughter, Margie Carranza, 47, suffered an wound to her hand. Chief Beck met with the two women on Saturday and told them that the department had arranged for the donation of a new truck for them, Cmdr. Andrew Smith said.

Their lawyer, Glen T. Jonas, said their pickup truck was hit with dozens of rounds, though he could not confirm exactly how many. Los Angeles police officers were investigating the shooting, officials said, and would not release details.

Police officials here on Saturday also announced the formation of a task force that will bring together officers from Los Angeles, Irvine, and Riverside as well as from the F.B.I., the United States Marshal Service and other agencies in the hunt for Mr. Dorner.

The search has already taken law enforcement officers from dozens of agencies, including from San Diego and Riverside and Nevada.

Het slimste wat Dorner kan doen is om ipv zich op straat te vertonen in een poging z'n targets af te knallen en risico's lopen om juist gebruik te maken van die nationale en internationale aandacht en via Internet te communiceren met de wereld. Wel via Tor en proxy's zodat hij niet te traceren valt. Op die manier kan hij nog jarenlang aandacht krijgen voor zijn zaak en het racisme, corruptie en vriendjespolitiek binnen de LAPD die hij wilt aankaarten.

Man hunt for ex-soldier who shot police chief's daughter and killed policeman

POLICE plan to use spy drones in the hunt for a Rambo-style ex-soldier and policeman who has murdered three people and vowed to kill again.

They believe burly, heavily-armed Christopher Dorner is holed-up in the wilderness of California’s snow-capped San Bernardino mountains 80 miles east of Los Angeles.

The burnt-out shell of his pick-up truck was discovered in the nearby resort of Big Bear, where residents and tourists have been warned to stay indoors as the search continues.

Yesterday, as a task force of 125 officers, some riding Snowcats in the rugged terrain, continued their search, it was revealed that Dorner has become the first human target for remotely-controlled airborne drones on US soil.

A senior police source said: “The thermal imaging cameras the drones use may be our only hope of finding him. On the ground, it’s like looking for a needle in a haystack.”

Asked directly if drones have already been deployed, Riverside Police Chief Sergio Diaz, who is jointly leading the task force, said: “We are using all the tools at our disposal.”

The use of drones was later confirmed by Customs and Border Patrol spokesman Ralph DeSio, who revealed agents have been prepared for Dorner to make a dash for the Mexican border since his rampage began.

He said: “This agency has been at the forefront of domestic use of drones by law enforcement. That’s all I can say at the moment.”

Dorner, who was fired from the LAPD in 2008 for lying about a fellow officer he accused of misconduct, has vowed to wreak revenge by “killing officers and their families”.

In a chilling, 6,000 word “manifesto” on his Facebook page he has threatened to “bring warfare” to the LAPD and “utilise every bit of small arms training, demolition, ordinance and survival training I’ve been given.”

Dorner, 33, who rose to the rank of lieutenant in the US Navy and served in Iraq before joining the LAPD, also ominously warned that he has shoulder-launched surface-to-air missiles to “knock out” any helicopters used to pursue him.

Last night, Brian Levin, a psychologist and professor of criminal justice at Cal State University, San Bernardino, said: “We’re talking about someone who basically perceives that a tremendous injustice has been done to him that took his life and identity.

“Now he is, quite literally, at war.”

Dorner’s rampage began last Sunday when he shot dead Monica Quan, 27, the daughter of a former LAPD captain, and her fiancé Keith Lawrence as they sat in their car outside their home in Irvine, California.

Three days later, he stole a boat at gunpoint from an 81-year-old man at a yacht club in San Diego, near the Mexican border. He abandoned the boat when he could not get its engine to start.

The following day, last Thursday, he was involved in a shoot-out with police in Cornona, 110 miles north of San Diego. The officers, one of whom was wounded, had been guarding one of his intended online targets.

Later that day, in nearby Riverside, he killed one police officer, whose name has not yet been revealed for security reasons, and wounded a second after opening fire on their car at a set of traffic lights.

As the manhunt for him broadened across numerous police jurisdictions, police mistakenly shot and wounded a mother and daughter delivering newspapers in a pick-up truck similar to Dorner’s.

That incident, in the LA suburb of Torrance, was astonishingly followed two hours later by another in the same area, when police again opened fire on a pick-up. This time, there were no casualties. Hours later, Dorner’s actual pick-up truck was found on a forest road near Big Bear City.

“He had torched it,” a San Bernardino police spokesman said. “We assume it may have broken down before he set fire to it.”

Since then, the huge manhunt for Dorner has focused on an area where hundreds of log cabins, both owned and rented out to tourists, are dotted around the mountainside.

“There is a strong possibility he is using an empty or abandoned one as a bolt-hole,” the police spokesman added last night.

LAPD police chief Charlie Beck, who has pleaded on TV with Dorner to surrender, accepted he might be “difficult to find”, adding: “He knows what he is doing. We trained him and he was also a member of the armed forces. It is extremely worrisome and scary.”

Police have also pleaded with local residents not to try to mount a civilian vigilante force or try to aid in the hunt for the fugitive.

However, one Big Bear resident, Dennis Pollock, said: “I did 12 years in the Marine Corps. Give me a sniper rifle, some gear, and point me in his general direction and get out of my way.”

Another local said: “We know every inch of this terrain and could be a real help to the cops, but all they’ve told us to do is stay at home and lock all our doors.”

Last night, America’s National Weather Centre warned that the hunt for Dorner could be further hampered by an expected snowfall of up to 6ins in the mountains. Wind gusts of up to 50mph are also forecast, creating an extreme wind-chill factor in the already freezing conditions.

San Bernardino County Sheriff John McMahon said: “To be honest, he could be anywhere right now. Torching his own vehicle could have been a diversion to throw us off track. Anything is possible with this man.”

Big Bear manhunt called off... Police realize it was a diversion, tracks led nowhere. His mothers home was ransacked. This guy knows exactly what he's doing, he's been planning it since 2009. He began on the exact day he was fired 4 years ago.

Big Bear is dat berg/bos gebied waar z'n moeder een vakantie huisje heeft en waar z'n auto brandend werd aangetroffen.
Pas na 2 dagen komen ze tot de conclusie dat het een afleidingsmanouvre was en heeft hij een enorme politiemacht 2 dagen voor jan lul dat gebied laten uitkammen en alle auto's die erin/uit gingen met getrokken wapens laten controleren.

Before the shootout, Christopher Dorner allegedly broke into a cabin days ago in the San Bernardino Mountains, tied up the couple inside and held them hostage until he left Tuesday morning, a source said.

Then Dorner was allegedly spotted by state Fish and Wildlife officers in a white pickup truck, the source said. When they attempted to stop him, Dorner crashed the truck during a chase and exchanged gunfire with the officers as he fled into another cabin, where he was quickly surrounded by San Bernardino County sheriffs deputies, the source said.

Dorner is now surrounded by police inside a Big Bear area cabin after allegedly getting into a gun battle that left two San Bernardino County Sheriffs deputies wounded.

The source said one deputy was hit as Dorner fired out of the cabin and a second was injured when Dorner exited the back of the cabin, deployed a smoke bomb and opened fire again in an apparent attempt to flee. Dorner was driven back inside the cabin, the source said.

The extent of the deputies injuries was unknown. There was initial confusion about where a helicopter should land to evacuate the injured officers. Deputies used their own smoke bombs to provide enough cover to carry the wounded to a waiting pickup truck that took them to the waiting helicopter.

Officers have crisscrossed California for days pursuing the more than 1,000 tips that poured in about Dorner's possible whereabouts including efforts in Tijuana, Mexico, San Diego County and Big Bear and serving warrants at homes in Las Vegas and Point Loma.

Statewide alerts were issued in California and Nevada, and border authorities were alerted. The Transportation Security Administration also had issued an alert urging pilots and other aircraft operators to keep an eye out for Dorner.

The search turned to Big Bear last week after Dorner's burning truck was found on a local forest road.

At the search's height, more than 200 officers scoured the mountain, conducting cabin-by-cabin checks. It was scaled back Sunday about 30 officers were out in the field Tuesday, the San Bernardino County Sheriff's Department said.

Dorner allegedly threatened "unconventional and asymmetrical warfare" against police in a lengthy manifesto that authorities say he posted on Facebook. The posting named dozens of potential targets, including police officers, whom Dorner allegedly threatened to attack, according to authorities.

Records state that the manifesto was discovered by authorities Wednesday, three days after the slaying of an Irvine couple: Monica Quan, a Cal State Fullerton assistant basketball coach, and her fiance, Keith Lawrence, a USC public safety officer.

Quan was the daughter of a retired LAPD captain whom Dorner allegedly blamed in part for his firing from the force in 2009.

Federal documents also provide new details on Dorner's alleged attack against officers early Thursday in Riverside County.

The first shooting was in Corona after an eyewitness reported a person matching Dorner's description at a gas station, telling an LAPD officer "who was detailed to the area to protect one of the officials whom Dorner had threatened," according to the court records.

"When the officer drove by the gas station, the suspect exited his vehicle and fired an assault rifle at the officer, hitting the officer's vehicle," according to the court records.

The LAPD later said the officer received a grazing wound.

About 30 minutes later, Dorner opened fire on Riverside police officers "who were in the area searching for Dorner," the documents said. On that detail, the account conflicts with a statement provided to the media by Riverside police officials, who said the officers were stopped at a red light and were not looking for Dorner.

Riverside Officer Michael Crain, 34, a married father of two who served two tours in Kuwait as a rifleman in the Marines, was killed in the attack. His partner remains hospitalized, Police Chief Sergio Diaz said, and it was unclear if he would be able to return to active duty.

Dorner was charged Monday with one count of murder, with special-circumstance allegations in the killing of a peace officer and the discharge of a firearm from a vehicle, in connection with Crain's death. He faces three additional charges of attempted murder.

Riverside Dist. Atty. Paul Zellerbach said because of the special-circumstance allegations, Dorner could be eligible for the death penalty if convicted.

De big bang is dat de politie/een drone dat hele huis opblaast en zegt dat Dorner de hostages al neer had geschoten voordat ze het deden.
