She perhaps habits bookshops often (with good English or foreign language sections?) as she reads a lot and seemed quite smart. I sent flyers to about 10 bookshops in the NL, but I doubt they were posted.
She is also very interested and involved (eg traveling to places) in history .
She may also study Chinese somewhere with a private teacher.
She also said something about "compliance law", but whether to study or not, I cant recall.

The American Bookcenter in Amsterdam has a large English section (or actually, they almost only sell English books), did you send them a flyer? Or maybe look at their Twitter and/or FB page.

Make a song about her and post it on youtube and hope it goes viral (don't make it sound too desperate!). Make sure to have a website with extra info + contact information.
Other good idea might be to contact 'de wereld draait door' (dutch tv show). It's quite popular and they MIGHT want to help you. Wouldn't be surprised if they did. Write a letter about you're looking for someone called Cathy, describe where you have met her and what she looks like, hobbies etc etc. Include few photos so Cathy can recognize you (it also makes your letter more convincing!)
