Tijdslijn:
Van olieboycots tot computervirussen, van bankieren tot onthouding van nucleaire grondstof; alles lijkt te worden aangewend om Iran de afgelopen jaren te dwarsbomen.
Maar waar gaat het nou eigenlijk écht over? Welke belangen spelen mee? Wat valt er te halen? Door wie? Hier een sommering van informatie waar ik tijdens mijn verkenning van deze casus op stuitte:
Olie:
Dat Iran olie als belangrijkste exportproduct heeft mag niemand verbazen, zeker gezien de nieuwsberichten over sancties voor landen en instellingen die olie blijven exporteren vanuit Iran. De export van olie uit Iran staat op de 3e plaats van de wereldranglijst, na Rusland en buurland Saudi-Arabië.
Maar hoe zit het met de cijfers? Peakoil.nl schrijft het volgende:Iran voorziet twee nucleaire grootmachten van olie: China en India. China is door de recente ontwikkelingen gedwongen de helft van haar Iraanse import te vervangen door Russische olie. Twee van de meest bedreigende staten voor de Amerikaanse hegemonie zijn Rusland en China, volgens het Foreign Policy Iniative.quote:Feiten en cijfers Iran is volgens de Iraanse cijfers na Saudi-Arabie het land met de grootste oliereserves met 151.2 miljard vaten (10% van de wereldproductie, cijfers van 2010). Het land verhoogde in 2001-2002 haar reservecijfers met 30%. Deels na de vondst van een aantal nieuwe olievelden, deels zonder voldoende uit te kunnen leggen waar die olie vandaan komt. Veel analisten nemen aan dat er politieke motieven achter deze opwaardering schuilen.
Het land produceerde per dag 4,172 miljoen vaten (cijfers van 2009) waarvan het 2,041 (2010) vaten olie per dag exporteert. Iran is daarmee de nummer 3 olie exporteur in de wereld, na Rusland en buurman Saudi Arabie. De olieproductie piekte in 1973 rond de 6 miljoen vaten. Dat heeft verschillende oorzaken. Enerzijds 8 tot 13% daling in productie per jaar in oude velden die over hun piek in productie heen zijn. anderzijds sancties en ongunstige handelsvoorwaarden die verhinderen dat investeringen in de olie-industrie de al jaren afnemende olieproductie opkrikken.
Nog een feit, het land bezit naar eigen zeggen 12 kiloton aan Uranium reserves, dat is bij de huidige techniek het equivalent van 880 miljoen vaten olie. Dat is slechts 0,58% van de geschatte olievoorraden van het land.
Waar gaat de export naartoe Een groot deel van de Iraanse olieexport gaat richting Azië (cijfers jan-jun 2011). 62% van haar export ging richting China (22%), Japan (14%), India (13%) en Zuid Korea (10%). De afhankelijkheid is ook omgekeerd erg groot. China importeert 11% van haar olie uit Iran, en is tegenstander van sancties en een groot investeerder in de Iraanse olieindustrie. Sommige landen hebben een nog grotere afhankelijkheid van de Iraanse olieexport. Turkije importeert ruim 50% van haar olie uit Iran, Sri Lanka zelfs 100%.
De EU landen die het hardst getroffen worden door een importverbod zijn (cijfers 2011) Griekenland met 20.000 vaten p/d, dat is 14% van de Griekse import. Spanje, met 138.000 vaten p/d, zo’n 13% van de import. Italië met 183.000 vaten p/d, dat betreft eveneens 13% van de import.FPI, opgericht in navolging van PNAC (Project for the New American Century), is een politieke denktank en adviesorgaan van de neoconservatieve stroming binnen de VS, met grote invloed via zijn leden. Ondanks dat de VS nu een Democraat als president heeft, lijkt de oorlogsmachine van de VS weinig van koers veranderd, gezien het handelen in Afghanistan en Irak ten tijde van Obama.quote:FPI was founded in response to foreign policy challenges facing the U.S., such as "rising and resurgent powers, including China and Russia"
Hierbij wil ik nogmaals wijzen op een stukje geschiedenis van Iran, via Wikipedia:De EU landen die momenteel het meest kampen met de economische crisis zijn ook het meest afhankelijk van de import van Iraanse olie: Griekenland, Spanje en Italië. Zouden die landen failliet gaan, dan stort de Europese economie volledig in.quote:In 1975 kondigde de Sjah een toespraak aan. Hierin vertelde hij dat hij de olie-contracten zou verbreken in 1979 met Amerika en Engeland. Ze zouden beiden de dagprijs moeten betalen voor een vat olie. Na de aankondigingen van de Sjah hebben Amerika en Engeland zeer waarschijnlijk een deal gesloten met de Ayatollah Khomenei(die uit Perzië was verbannen) om terug te keren.
Stuxnet
Stuxnet is een computerworm die in 2010 ontdekt werd. Het verspreidde zich via Windows-systemen en richtte zich op hardware van het merk Siemens. Opvallend was dat de geïnfecteerde systemen zich voornamelijk in Iran bevonden (60%) en dat 5 Iraanse organisaties het doelwit waren, welke verdacht werden onderdeel uit te maken van de infrastructuur voor de verrijking van uranium. Siemens gaf zelf aan dat haar klanten elders geen last hadden ondervonden.
Aanwijzingen duiden volgens de New York Times op betrokkenheid van de VS en Israel bij de 10-maanden durende aanval. Israel had in samenwerking met de VS een simulatieprogramma opgezet in 2004 in het Dimona complex in Israël om eerder geopenbaarde fouten in de centrifuges te testen.
Kapersky Lab stelde dat zo'n aanval niet mogelijk was zonder ondersteuning van een natiestaat. De hoofdonderzoeker van F-Secure ondersteunde deze uitspraak. Kapersky Lab en F-Secure zijn gespecialiseerd in computerbeveiliging.

Economie
Iran heeft banken uit het buitenland altijd bewust buitengehouden. Pas sinds kort laat het onder strikte voorwaarden buitenlandse banken toe, dit onder andere om het Islamitisch bankieren (geen rente) te bewaken. Bekende namen als Goldman Sachs en Citibank hebben in 2009 een aanvraag gedaan om zich te vestigen in Iran, maar deze is nog onder behandeling. De Central Bank of the Islamic Republic of Iran houdt zich bezig met het naleven van de monetaire wetten binnen Iran.
Tot 2006 deed ook ABN AMRO zaken met Iran, totdat risico-inschattingen dit afraadde. Dit zou onderdeel uitmaken van het beleid Iran te isoleren van het internationaal financieel systeem. Blijkbaar is dat ook gelukt, aangezien het in Belgie-gevestigde SWIFT (Society for Worldwide Interbank Financial Telecommunication) Iraanse banken heeft afgesloten van het wereldwijde financiële netwerk.
Dit leidt ertoe dat China en India nu slechts nog olie willen verhandelen voor goud.
Van september 2011 tot januari 2012 is de landelijke munteenheid van Iran, de rial, met 71 procent gedaald. Gezien de berichten van vandaag zal deze trend zich doorzetten en mogelijk nog harder gaan.
Nucleaire ambities
Ondanks dat Iran bij hoog en laag beweert niet geïnteresseerd te zijn in het ontwikkelen van nucleaire wapens, heeft het wel al de beschikking over het materiaal om er eentje te bouwen. Echter is de techniek hiervoor ook vereist voor het verkrijgen van nucleaire grondstof voor medische doeleinden en onderzoek. Deze techniek hebben ze overigens te danken aan Nederland en Frankrijk; Nederland voor de uitvinding van de centrifuges, Frankrijk voor het verruilen van zwak-verrijkte brandstof, voor sterk-verrijkte brandstof.

This reactor was started in the 1970s under the Shah but then put on hold until recently when the Russians finished it. The Russians will provide raw fuel and take away the spent fuel, which could potentially be used to make a plutonium-based nuclear bomb.
Bushehr is technically separate from the issue of enrichment. However, the US says that because Russia is providing the fuel, Iran does not need its own enrichment programme. Iran says that the reactor shows that it does have a civil nuclear power plan and that it needs to develop enrichment to serve this in the longer term.
What about fuel for the Tehran research reactor?
There is a small research reactor in Tehran making medical isotopes, installed by the Americans many years ago. This is running low on fuel, which has previously been provided from abroad. The US, Russia and France proposed taking Iran's stock of low-enriched (3.5%) uranium out of the country and return it as higher-enriched (20%) fuel rods. The idea was to get the low-enriched stock out of Iran and prevent it from being potentially used for a nuclear device.
On 17 May 2010 it was announced in Tehran that, after talks with Turkey and Brazil, Iran had agreed to ship low-enriched uranium to Turkey. However, Iran also said it would continue to enrich other uranium to 20%. Western governments rejected the deal and said it did not solve the basic enrichment issue.
What about Iran's enrichment plant at Qom?
A new and previously secret enrichment plant being built underground near Qom was revealed in 2009. The IAEA said it should have been declared much earlier and is demanding that construction stop. Iran says it broke no rules - there is a dispute about its obligations to the IAEA - and stated that it was constructing the plant in a mountain in order to safeguard its technology from an air attack.
Iran said the plant, known as the Fordo fuel enrichment plant, would enrich uranium up to 5% and would have 3,000 centrifuges.
In June 2011 Iran said the purpose of the plant was to enrich uranium to 20%, as well as carry out research and development.
In January 2012 the IAEA confirmed that Iran had started the production of uranium enriched up to 20% at the plant.
Er wordt wel gesuggereerd dat Iran materiaal en techniek wil verzamelen en dan nét geen bom te maken, net als India ooit deed. India was schijnbaar jarenlang "slechts een schroevendraaier verwijderd van een nucleair wapen".
Dit alles resulteert nu in de geopolitieke gijzelneming van Iran van dit moment, onder de noemer van nucleaire dreiging, waarvan de inlichtingendiensten van de VS in februari dit jaar nog stelden: "There is no hard evidence that Iran has decided to build a nuclear bomb."

Currently, my most popular blog post by far is How Much Oil Does America Import?, written back in May 2006, two years ago. I thought it was time to update the figures and see how the U.S. is doing since I first wrote that post.
The U.S. gets its oil from two sources: either it pumps its own oil, called "Field Production" by the Department of Energy, or it imports oil from other countries around the world. In 2000, American commercial field production made up 38.69% of the total supply of crude oil, while imports made up 60.28%. In 2005, when I wrote the last post, those same percentages were 33.67% and 65.84%, respectively. (These numbers are different from what I wrote back in 2006 as adjustments have been made to the official statistics; these types of revisions are normal for economic statistics.) In 2007 (the most recent year), the percentages were 33.72% and 66.19%, respectively. While there has been an extremely slight increase in the amount of oil pumped domestically (0.05%), imports have also increased as well. (The reason why both numbers can increase is because a third number, "supply adjustments," fell.)
In 2007, the U.S. imported a total of 3,656,170 thousand barrels. Of those 3.66 billion barrles, the U.S. imported from a total of 46 different countries. The top 5 importing countries were: Canada (18.61%), Saudi Arabia (14.50%), Mexico (14.07%), Venezuela (11.48%), and Nigeria (10.80%), for a total of 69.47% of all American imports. In contrast, imports from countries six through ten (Angola, Iraq, Algeria, Ecuador, and Kuwait) made up only 17.95% of the total; countries 11 through 46 made up the remaining 12.58%.
Looking at petroleum imports in two other ways...
In 2007, imports from OPEC countries* made up 53.85% of all U.S. imports, compared to the 46.15% from non-OPEC countries. However, this is the exception rather than the rule. Since 1993, when the Energy Information Agency (EIA) started breaking out the statistics, non-OPEC countries have been the dominant exporters ten years out of the past fifteen. The year 2007 was the first time since 2001 that OPEC countries had sold more petroleum to the U.S. than non-OPEC countries.
With respect to the Persian Gulf, those countries** only made up 21.19% of the total imports. This is down slightly, one-half percent, from my 2006 analysis. Note that the U.S. imports no oil from Iran.
Conclusions/Predictions:
Two years ago, I made four points as to how I thought things would go with respect to American oil imports and consumption. We'll look at how good or bad those predictions were:
1. American field production will probably go below 25% of its total annual supply within the next five years.
I think we can write this prediction off; I don't foresee this happening within the next three years (or perhaps even the next ten).
2. In that same time frame, imports will probably be in the high 50s percentage (perhaps 58-59%).
On the other hand, I think this prediction is very much a lock at this time. In fact, I wouldn't be surprised if this number goes back up again, remaining in the 60-65% range.
3. America will continue to seek the majority of its oil from non-OPEC countries, such as Canada and Mexico, if only to avoid being as dependent on OPEC countries as they have been in the past. However, this will probably turn out to be a pipe dream in the long run unless Canadian oil reserve estimates turn out to be near the high end. (Estimates for Canada's proven oil reserves ranges from 4.7 billion barrels (World Oil) to 14.803 billion barrels (BP Statistical Review) to 178.792 billion barrels (Oil & Gas Journal). Obviously, this extremely wide range of guesses shows that no one truly knows how much oil Canada has.)
Since I wrote this, I've gotten a better understanding with respect to Canada's oil reserves. The problem with the Canadian oil sands is that it is made up of a very dense and viscous type of petroleum called bitumen. Bitumen is like molasses at room temperature, and needs heating just to flow. (The tar that we pave roads with is bitumen.) Oil refineries are set up to process certain types of crude oils, and bitumen is normally not one of them. So, while Canada has a lot of proved oil reserves, most of it is not in the form the refineries need to produce products like gasoline. In this respect, the lower reserve amount mentioned above is probably closer to the amount of crude oil Canada actually has. In time, more refineries may convert to take advantage of the Canadian oil sands, but that will probably be a gradual process.
4. Persian Gulf oil, which has ranged between 19.81% and 28.56% of all U.S. imports since 1996, will probably continue to hover in the high teens-low 20s, despite President Bush's goal to cut American consumption of Middle Eastern oil by 75% by 2025, per the latest State of the Union address.
I don't see this forecast changing at all. What President Bush said in 2006 about cutting the amount of Middle Eastern oil America consumes was complete and utter bullshit (and shame on you if you believed him). BTW, shame on you again if you believe either McCain or Cheney that drilling for oil offshore or up in Alaska will make a significant difference. Two reasons: "drop in the bucket" and "long-term projects," neither of which will lower your gas prices. A former chief of the International Atomic Energy Agency has challenged a report delivered by the IAEA in November on Iran’s nuclear activities, pinpointing that the agency receives unverified intelligence, mostly from the US and Israel.
In an exclusive interview with Qatar-based news network, Al Jazeera, on Saturday, Hans Blix stated that the IAEA received information from a variety of sources, mostly from the United States and Israel.
“My view is that they must assess it very carefully and critically because otherwise they can be pulled by their noose,” he asserted.
“I remember from inspections in 2002 and 2003 that there was a famous document that allegedly to be a contract between Iraq and Niger for the import of yellow cake of uranium oxide quoted by [former US] President [George W.] Bush in his State of the Union message. The IAEA had it for one day and concluded that it was a forgery. [Former IAEA head, Mohamed] ElBaradei then announced it was not authentic. That shows how careful you have to be,” Blix stated.
The UN nuclear agency’s current Director General Yukiya Amano issued a report on November 8, accusing Iran of pursuing military objectives in its nuclear energy program.
Iran dismissed the report as “unbalanced, unprofessional, and prepared with political motivation and under political pressure mostly by the United States.”
Tehran argues that, as a signatory to the nuclear Non-Proliferation Treaty and a member of the IAEA, it is entitled to develop and acquire nuclear technology for peaceful purposes.
The IAEA has conducted numerous inspections of Iran's nuclear facilities, but has never found any evidence of diversion in the country's nuclear activities.
Regarding the Western hype over Iran’s Parchin military site, Blix said, “They (the inspectors) have been there several times,” adding, “Parchin is a military site with thousands of buildings. Any country would be reluctant to let international inspectors go anywhere near their military sites.”
“In a way the Iranians have been more open [about their nuclear activities] than most other countries would be,” he added.
Blix also questioned the Israeli warnings of Iran’s bid to build a nuclear bomb, saying according to Tel Aviv, Tehran should have had a nuclear bomb a long time ago.
“If you ask the Israelis, it (the Iranian nuclear bomb) is just around the corner all the time, but they have said that for years, so I think one ought to be a bit cautious about it,” he said.
The former IAEA chief further criticized Tel Aviv’s rhetoric regarding a potential bid to launch a strike on Iran.
"When I hear [Israeli Prime Minister] Netanyahu saying it’s not a question of days or weeks, but also not years, I think that sounds like a terrible threat," he said.
Israel, always vociferous in its accusations against Iran’s nuclear energy program, is itself widely known to possess between 200 and 400 nuclear warheads. Tel Aviv, however, refuses to allow its nuclear facilities to come under international regulatory inspections and rejects all the regulatory international nuclear agreements.
Blix also called on the Western powers to alter their “menacing” and “threatening” attitude toward Iran so that the standoff over Tehran’s nuclear energy program might be resolved.
“Very frequently I think the western world has been unwise in the way they treat Iran. They say that Iran must behave itself as it were a minor they were talking to” Blix said, adding that they should not expect Tehran to "kneel" before them as this is “a hopeless way” of arriving at an agreement.
Blix further called on the Western states to support Iran’s bid to join the World Trade Organization (WTO) and assist the Islamic Republic’s civilian nuclear program.
The former IAEA chief also condemned the assassination of Iranian nuclear scientists, describing such acts as “terrible” and “counterproductive” as they “blur the border between civilians and combatants.”
