Brega grotendeels in handen opstandelingen

Ondertussen hebben de Libische opstandelingen vandaag de strategische oliestad Brega weer ingenomen. De controle over Brega ging de afgelopen weken over en weer tussen anti-regimestrijders en de troepenmacht van de Libische leider Moammar Gaddafi.

De oliestad strekt zich uit over enkele kilometers langs de kust en is opgedeeld in drie grote stukken. Nieuw Brega telt de meeste woonwijken, West Brega is waar de rafinaderij staat. Daar tussenin bevindt zich de universiteit. Alleen om West Brega wordt nu nog gevochte

Itali� erkent Libische rebellenraad als enige legitieme gesprekspartner

Buitenland Itali� erkent het Libische verzet dat zich verenigd heeft in de Libische Nationale Raad als enige politieke, legitieme gesprekspartner om Libi� te vertegenwoordigen. Dat heeft de Italiaanse minister van Buitenlandse Zaken Franco Frattini gezegd na een gesprek met een lid van de Raad.

Het is voor het eerst dat Itali�, de voormalige koloniale macht in Libi� en voorheen Gaddafis nauwste vriend in Europa, in zo duidelijke woorden steun uitspreekt voor de rebellengroep.

Frattini zei verder dat de voorstellen van het bewind van Gaddafi voor een staakt-het-vuren niet geloofwaardig zijn, zolang Gaddafi niet vertrekt. Daarnaast is een tijdelijke regering onder leiding van een van Gaddafis zonen volgens hem geen optie.

De Libische Nationale Raad werd op 27 februari opgericht in de Libische stad Benghazi na een opstand tegen het bewind van Gaddafi. Frankrijk erkende op 10 maart als eerste de Raad als rechtmatige Libische regering. Qatar noemde de Raad vorige week de enige legitieme vertegenwoordiger van het Libische volk.
Economische belangen Itali� groot

Volgens NRCs Midden-Oostenredacteur Carolien Roelants is Frankrijk veel verder dan Itali� gegaan in erkenning van de Nationale Libische Raad.

Een erkenning als gesprekspartner zegt staatsrechtelijk heel weinig. Toch is het absoluut een gebaar. De economische belangen van Itali� in Libi� zijn enorm groot. Zo zit er veel Italiaans geld in Libische bedrijven. Hoewel er meer leiders bevriend waren met Gaddafi ging Berlusconi frequent op bezoek bij hem. Het is niet verbazingwekkend dat Itali� stappen van toenadering doet om de grote belangen in het land te waarborgen.

Volgens mij is er intern nog best een hevige discussie gaande onder de zonen en G zelf, alleen horen wij daar weinig over. Zeker nu de beste maat van G (Koussa) is overgelopen.

Dat is een informeel voorstel van twee zonen Gaddafi, al wat dagen oud.
Gaddafi zelf ziet het niet zitten, de oppositie ziet de hele familie Gaddafi niet meer zitten.
Het offici�le voorstel houdt alleen een staakt het vuren in -terwijl hij bij de vorige twee onverminderd zijn burgers bleef beschieten.

Ik weet ook niet zo goed wat ik ervan moet zeggen, het filmpje is wel goed in elkaar gezet. Maar ik begrijp nu dat het door de Russchische RT is gemaakt. Ik hoop dat we hier nog meer over horen.

"The leader has no official position to step down from. ... He has a symbolic significance for the Libyan people. How Libya is governed is a different matter. What kind of political system is implemented in the country is a different matter. This is a question we can talk about."

He accused some Western leaders of trying to topple Gaddafi out of personal interest or for economic gain.

"We know there are some politicians in power in the West who just have a personal problem with the leader," he said. "Others have economic interests which they think would be served better if the government collapsed."

He denied allegations that government forces were involved in any attacks against civilians, adding that Libya regretted Italy's decision to back the rebels.

Libya: Colonel Muammar Gaddafi 'must remain in power'

The Libyan government has said it is open to political reform, but Muammar Gaddafi must stay in power to avoid a Somalia- or Iraq-style power vacuum.

Spokesman Moussa Ibrahim described Colonel Gaddafi as a "unifying figure", and insisted his forces only targeted armed rebels, not civilians.

Libyan state TV has showed video of Col Gaddafi rallying supporters in Tripoli.

Meanwhile, his son told the BBC that Foreign Minister Moussa Koussa had not betrayed Libya by leaving for the UK.

Saif al-Islam Gaddafi told the BBC's world affairs editor John Simpson that Mr Koussa had travelled to Britain for health reasons and was being pressured into making allegations about Libya's government in an effort to secure immunity from prosecution.

Mr Gaddafi said Moussa Koussa was allowed to leave Libya, and denied that he knew incriminating details about the Lockerbie bombing or other atrocities.

"The British and the Americans they know about Lockerbie, they know everything about Lockerbie so there are no secrets anymore," Mr Gaddafi said.

"Come on. The British government say this: you have no immunity unless you co-operate. He [Moussa Koussa] is sick, he is sick and old so if you put it this way, no immunity of course... [he] will come out with the funny stories."

On the ground in Libya, the Associated Press reports that rebel fighters have resumed their efforts to retake the eastern oil hub of Brega, pushing halfway into the town. They have won and lost control of the town several times in recent weeks.

"The leader provides Libyan tribes and Libyan population of a unifying figure, as a unifying figure," he said.

"Many Libyans, many Libyans want him to lead the process forward because they are scared if he is not there for any reason we will have what happened in Iraq, we will have what happened in Somalia, we will have what happened in Afghanistan."

Libya, Mr Ibrahim said, was open to political reform - "elections, referenda, anything" - but "the leader has to lead this forward".

Mr Ibrahim said it was not for the West to tell Libya "you have to lose your leader or your system or your regime".

Denying government attacks on civilians, he challenged the outside world to investigate any alleged crimes.

"We are fighting armed militias," he said. "You are not a civilian if you take up arms."

Late on Monday Libyan state TV showed what appeared to be live footage of Col Gaddafi saluting supporters from a jeep outside his fortified compound at Bab al-Aziziya in Tripoli.
'Corpses in the street'

As fighting continued in eastern Libya, evacuees from the besieged city of Misrata, in the west, have accused pro-Gaddafi forces of atrocities against civilians.

On Sunday, a Turkish humanitarian ship carrying more than 250 injured people from Misrata, the only major city in western Libya still under rebel control, arrived in the rebel capital Benghazi.

Speaking from Tunisia, other evacuees told Reuters that Gaddafi forces there had been "massacring" civilians.

"You have to visit Misrata to see the massacre by Gaddafi," said Omar Boubaker, a 40-year-old engineer with a bullet wound to the leg, brought to the Tunisian port of Sfax by a French aid group.

"Corpses are in the street. Hospitals are overflowing."

Reuters news agency has reported that Libyan pro-democracy fighters hoped to begin their first independent oil shipment on Tuesday. The tanker Equator, which can carry 1 million barrels of crude, was due to arrive at the east Libyan port of Marsa el Hariga.

The pro-democracy leadership says Qatar agreed to market oil from east Libyan fields no longer under Gaddafi's control after the Gulf state recognized the revolutionary council in Benghazi as Libya's legitimate government.

Italy, a major investor in Libyan oil, also sided with the rebels on Monday, promising them weapons and demanding that Gaddafi and his family, who enjoyed warm ties with Italian Prime Minister Silvio Berlusconi, leave Libya.

The Libyan government has said it is open to political reform, but Muammar Gaddafi must stay in power to avoid a Somalia- or Iraq-style power vacuum.

At a military base in Benghazi, rebel leaders are in a desperate race to train new recruits.

They learn how to assemble and dismantle a heavy machine gun. Half an hour on this, then on to another lesson - perhaps the mechanics of firing a mortar shell with accuracy or how to handle an AK47.

This is how Libya's rebel army is being trained.

As one group of young men sits attentively on the floor of the parade ground in Benghazi, an instructor shows them how to arm and fire a mortar shell.

Most of these men have never seen a mortar round before, fired a gun or been anywhere near the front line.

Salam bin Fayed is nervous about moving to the front line

Men like Salam bin Fayed - an engineer by trade who has, against his better judgement, volunteered for the front because he believes in this revolution.

"I've come here to train, to defend my people. I'm learning how to use a gun," says Salam, distinctly nervous at the thought of going to the front line.

"I've never done this before, in fact I am against all war but you have to fight to defend your home."

I have been covering this conflict now for several weeks - on both sides - and this is the first time the rebel army has begun to resemble anything like a fighting force.

Mustafa al-Sageeze is a successful businessman who left his computer software company to help train and command this makeshift army. He admits that indiscipline and a lack of organisation are real concerns but says the enthusiastic recruits are learning fast.

"We are building and every day we are improving," says Mustafa, who looks every inch the rebel commander with his Che Guevara beard and black uniform.

Lack of experience

He is an optimist, and perhaps he has to be, because this is an uphill struggle.

The rebel army has very few experienced field commanders and, at times, they charge around in pick-up trucks with machine guns mounted on the back like a rag-tag collection of enthusiastic individuals.

Two days ago I saw the body of a young anti-Gadaffi fighter who had managed to shoot himself while trying to un-block his jammed rifle.

It was a tragedy for his brothers-in-arms but a clear illustration of how indisciplined the rebel soldiers can be.

There are other, fundamental, problems.
Later I went to see a live firing exercise for the recruits on a heavy calibre machine gun. But the session was repeatedly interrupted because the ageing gun kept jamming.

Over the weekend, rebel leaders in Benghazi made another desperate appeal, not only for the allied air strikes on Gaddafi's tanks and heavy armour to continue, but also for more weapons and military training.

At the training ground, new recruits - students, engineers, and teachers - listen closely and repeat their instructor's directions.

They are orders that may save their lives and prevent Col Gaddafi's better-equipped and better-organised troops advancing on Benghazi.

Under the proposal, Saif al-Islam Gadhafi, 38, would take over from his father and help to usher in swift reform, the source said.

Once thought to be a leading reformer inside the Libyan government, Saif has emerged as one of his father's most visible defenders since the start of the unrest.

To avoid instability, the transition must "be a gradual handover of power," the source said.

The source also stressed the need to negotiate a "respectful solution," so that the elder Gadhafi is not seen as being forced out. Moammar Gadhafi has led Libya for 42 years.

Libyan Deputy Foreign Minister Abdelati Obeidi met with Greek Prime Minister George Papandreou on Sunday. He arrived Monday in Turkey, where he is expected to continue talks.

Breaking news from Libya. The Gadhafi government has Kidnaped Iman al Obadi for few hours then released her today. The kidnapping happened during a telephone interview she made with the Libyan state TV. She was heard screaming before the line got disconnected. She was subjected to rap by Gaddafi forces and she mentioned them by name during her telephone interview with state TV.

Al Jazeera Arabic correspondent near Brega has reported that Gaddafis forces have pushed the volunteers from the revolutionaries 30km east back towards Ajdabiya. They seem to have received reinforcements as they have started to heavily bombard the revolutionaries with rockets once more. Their artillery fire is reaching big distances, and even as the media team was retreating, rockets were still falling nearby. Earlier today, 2 Gaddafi scout cars came near where the revolutionaries were stationed, and both cars were destroyed completely. In another incident, revolutionary pickup trucks received direct hits from Gaddafi rockets. The battle is still ongoing and though the volunteers have retreated, the trained soldiers headed by AbdulFattah Younis are still in the front lines and have been bombarding Gaddafis forces for 3 hours straight with Grad missiles and rockets. Gaddafis forces suffered large losses near the University of AnNajm as Sati in Brega yesterday but they have changed their fighting tactics and seem more equipped today

Ik snap het wel, maar leg het de burgers van Libi� maar eens uit die voor vrijheid strijden, dat hun versterking wordt tegengehouden en de pro's vrije doorgang hebben.

In mijn opini is het ook niet overall het Libische leger, maar een huurlingenleger gelevert door Algarije, Chad enz. betaald door Gadaffi. Ze kunnen dus met droge ogen beweren dat zij geen burgers vermoorden.

Pro-government and rebel forces are still locked in a standoff around Brega, where both sides have been engaged in fighting since the middle of last week. Rebels took part of the city Wednesday, but have been the target of heavy fire from Col. Muammar Qaddafi's troops since then. The rebel troops hope to retake Brega in order to be in control of the city's oil resources, which would provide a much-needed financial boost that could translate to more weapons, The Wall Street Journal reported.

Colonel Qaddafi's son, Saif al-Islam Qaddafi, told the BBC that Foreign Minister Moussa Koussa had not actually defected from Libya. He said that Mr. Koussa was in Britain for health reasons and had been pressured into denouncing the Libyan government in order to secure immunity.

A Turkish ship evacuated hundreds of injured Libyan civilians from Misratah and Benghazi, bringing them to Turkey for medical treatment.

Wat ik begreep van Brega (via radio 1) is dat de rebellen wel de stad voor een groot deel in handen hebben maar de troepen van Gadaffi er vlak buiten staan, dus nog steeds veel stuivertje wisselen.

Gaddafi forces take Brega (AJE)

Al Jazeera's Hoda Abdel-Hamid, in Ajdabiya, reported that opposition forces had been pushed back 20-30km east of Brega towards Ajdabiya by the Gaddafi forces' mid-morning offensive.

"Since this morning we were trying to get as close as possible to Brega. We reached the junction on the road that would lead inside that town, but since mid-morning, opposition forces have been coming under a rolling artillery and mortar barrage that really pushed them about 20 to 30 km eastwards towards the town of Ajdabiya," she reported.

Early on Tuesday, a coalition airstrike targetted eight government vehicles that were advancing on opposition positions, rebel officer Abdel-Basset Abibi said. Verder.
