Maar volgens de berichten zijn daar ook grote groepen anti's. Tripoli is dus in de minderheid. Maar wat houdt de anti's tegen om ook massaal in verzet te komen? Het zou welkom zijn als van binnenuit Tripoli het verzet op zou staan.

Rebel spokesman Gamal said by telephone from Misrata: "In the morning, there was a gathering of pro-Gaddafi forces with the apparent aim of attacking the city but God protected this city. There was dissent within the Khamis Brigade.

"We knew from soldiers who defected after the dispute. They joined the rebels and said that dozens of the battalion members expressed reluctance to kill innocent civilians. "Some of them ran away. More would have joined us but they were shot by the pro-Gaddafi men."

Nederland heeft sorry gezegd tegen Libië, voor voor het schenden van het Libische luchtruim. Dat heeft minister Hillen zondag gezegd in het tv-programma Buitenhof.

De excuses waren volgens Hillen geen voorwaarde voor de vrijlating van drie Nederlandse militairen. Een helikopter van de marine vloog vorige maand zonder toestemming het Libische luchtruim binnen om twee mensen te evacueren. De Nederlandse bemanning werd na de landing gevangengenomen door troepen van de Libische leider Kadhafi. Na twaalf dagen kwamen de drie militairen vrij. Gisteren kwamen ze in Nederland aan.

DJERBA, Tunisia, March 13 (Reuters) - An assault on Libya's rebel-held city of Misrata was stalled on Sunday by new fighting between members of Muammar Gaddafi's security forces, rebels said, but the government denied reports of a mutiny.

Residents said fighting broke out on Saturday after some units of the Libyan leader's force refused to attack Misrata, Libya's third-biggest city and the only place in the west of the country still openly defying Gaddafi's rule. The reports of a mutiny could not be verified because Libyan authorities have not allowed reporters access to the city, which is 200 km (130 miles) east of the capital.

"From the early morning they (the security forces) are fighting among each other. We hear the fighting," Mohammed, one of the rebel fighters, told Reuters by telephone on Sunday. "This division between them came to us from God. Just when we thought the end was coming, this happened. Now we are waiting to see what will happen."

Asked about reports of a mutiny in Misrata, government spokesman Mussa Ibrahim said: "This is rubbish. It is not true." "The army has surrounded the centre of Misrata. They are in the city. Tribal elders are talking to them (the rebels) to surrender," he said in Tripoli.

Misrata residents said they could hear the sound of heavy fighting from a military airfield to the south of the town, where pro-Gaddafi forces have been based. They said there were no clashes between rebels and security forces on Sunday. "The situation in the town centre is very calm. There is no fighting now. People are in the streets to buy what they need," said a spokesman for the rebels who was in the city. "But the problem is on the outskirts of the town. There is shooting among the brigades," he said.

Reports of a mutiny in Misrata, though unconfirmed, will raise questions about the ability of Gaddafi's security forces to press an offensive in the country's east, where the rebels have their biggest stronghold.

Residents had said the main force preparing to attack Misrata was the 32nd Brigade. This is commanded by Gaddafi's son Khamis and, according to military analysts, is the best trained and equipped force available to the Libyan leader.

Gaddafi, in power for four decades, lost control over large swathes of the oil exporting country last month in a revolt against his rule that took some of its inspiration from uprisings in neighbouring Tunisia and Egypt. But in the past week, the momentum has shifted back towards Gaddafi. His forces stamped out a rebellion in Zawiyah, 50 km west of Tripoli and pushed rebels in the east back from an oil terminal they briefly held at Ras Lanuf. Gaddafi has launched a crushing counteroffensive against the rebels. Civilians in conflict-stricken areas have reported shortages of food, medicine and clean water.

But one significant fact sets this attack apart: the soldiers who were shot were all members of the Ferjan, a large tribe based mainly in Siirt, Gaddafis hometown. And as this struggle wears on, rebel commanders say the decisive battle will indeed come in Siirt, and the support of the Ferjan will be crucial.

Word of the murders quickly spread to the east. In the de facto rebel capital of Benghazi, Faraj Heftar, the 71-year-old head of the Ferjan tribe told NEWSWEEK, Were all angry. This added to our resolve. When the rebels reach Siirt, [the Ferjan] will definitely join them.

So far, the bloody conflict in Libya has been mostly portrayed as a fight between rebel and loyalist forces, but a deeper, more complicated dynamic is emerging that will determine the countrys future: tribes. Under tribal custom, blood must be repaid with blood. That means the execution of the dissident soldiers could turn the entire Ferjan tribe, some 150,000 strong, against the regime in Tripoli.

AFP reports: The commander of Libya's rebel forces, who were forced to retreat from the coastal town of Brega on Sunday, has vowed to defend the next town of Ajdabiya, describing it as vitally important.
