De betogers waren volgens ooggetuigen uit op documenten die als bewijs zouden kunnen dienen dat het regime van de verdreven president Hosni Mubarak zich schuldig heeft gemaakt aan schendingen van de mensenrechten. Het leger probeerde hen de toegang tot de gebouwen te beletten.
Mubarak trad op 11 februari af na wekenlange straatprotesten tegen zijn bijna dertigjarige, autoritaire bewind. Sindsdien maakt een raad van hoge militairen de dienst uit in het Noord-Afrikaanse land. De machthebbers hebben een grondwetsherziening en vrije verkiezingen beloofd.

The state security apparatus put together a plan to get rid of its secret documents following the ouster of former president Hosni Mubarak, according to documents obtained by Al-Masry al-Youm after protesters broke into the state security headquarters in Cairo's Nasr City district.
