Idd... Ik hoop alleen voor hen dat het er niet op aan komt. In Nederland is the theoretisch onmogelijk om zo te eindigen. De verschillende overheden zouden eigenlijk zoveel mogelijk de regelingen bekend moeten maken onder een zo groot mogelijk publiek. By the wide stretch of the American River in Sacramento, history is repeating itself. Here, during the Great Depression of the 1930s, men and women who had lost everything and despaired of finding work built rough shelters and huddled around fires.
Now the spiral of job losses and house repossessions has left another wave of Americans homeless, and a new tent city is growing rapidly on lumpy, derelict land between the river and the railway tracks here in the capital of California.
There are more than 300 people living in scattered encampments stretching a couple of miles along the river bank. As many as 50 more arrive each week. Unemployment in Sacramento reached 10.4 per cent in January and California is suffering some of the worst repossession rates in the country, with as many as 500 people losing their homes every day last year.
Charity workers in the city can no longer cope with the number of people coming to them for help. The shelters are full, with one home that caters for women and children turning away 200 people a night.

Joan Burke, director of advocacy for the homeless charity Loaves and Fishes, said: “The folks we deal with typically are the working poor. But right now the economy is in such turmoil that it is affecting a new layer of middle-class earners - construction workers, farm labourers, retail workers, restaurant staff.
“People who have earned good money but have not got any savings are finding out about the reality of being just one or two pay cheques away from becoming homeless.”
Jim Gibson, 50, arrived at the tent city four months ago. A construction worker, he had been employed in the Bay Area around San Francisco for 32 years without ever giving any thought to finding the next job.
Most recently he had a job on a site in Sacramento and found a rented apartment to live in. When he lost the job six months ago he quickly went through the little savings that he had. He moved into a motel room, but with no jobs to be found he was forced to begin selling his possessions - including his tools.
In the end he spent his last $30 on a one-man tent and headed for the burgeoning tent city. “Never in my wildest dreams did I think I would end up here,” he said.
Inside his tent is a neatly folded set of spare clothes, a sleeping bag and blankets. He has nothing else: all his family photos, the possessions of a lifetime, have gone. “I sold them or gave them away. Where could I keep them?”
A widower, Jim has five adult children living locally - but he will not tell them where he is. “They don't know, and I am not going to burden them. In part it is my pride, but they are also just one pay cheque from joining me here.”
Yesterday Jim joined his new friends, Genaddiy Tomashov, 57, and Anthony, 32 in a makeshift communal tent. They sat on plastic chairs around a fire, with a cooking pot suspended above it. In a corner of the structure, which lost its roof in high winds and torrential rain last week, were piles of tin cans and bottles of water donated by the local food bank. They keep each other company and, when they have money for a bus pass, they go off in search of work. From time to time a local business pays $35 for a five-hour stint holding a sign on the street.
They see four or five new tents springing up each day. Yesterday Ronn Harrison, 46, turned up with a sleeping bag, and $8 in his pocket. A carpenter who had come out of a state alcohol rehabilitation programme last year, he had moved in with his father in Fresno, but could not stay there. He has worked two days since last August. “I have had to downsize my way, all the way out here. There was nothing left for me to do,” he said.
There is no sanitation and no running water in the tent city and, while Jim's area is as neat as possible, elsewhere among the blue Tarpaulins there are growing piles of rubbish and rotting food. Although Sacramento has a Mediterranean climate, days of heavy rain recently turned much of the site into a quagmire.
On the other side of the railway tracks, towards the city centre, Loaves and Fishes provides showers and a midday meal for 650 homeless people a day. The charity is campaigning for the city to provide a “safe haven” for the homeless, with proper facilities and garbage disposal.
Sister Libby Fernandez, executive director of Loaves & Fishes, has seen the tent city grow from a few individuals a year ago into a big problem for city officials. The dome of the State Capitol, where the California Governor Arnold Schwarzenegger conducts his daily business, is visible from the levee by the river where she parks her golf cart whenever she visits.
Sister Libby estimates that out of a population of 500,000 in Sacramento, there are 2,000 homeless in shelters across the city and another 2,000 living on the streets or in tent cities, either hidden or out in the open. “Camping outside is illegal but the authorities cannot move on so many people. In any case, they have nowhere else to go.”
Jim said that, while he was confident he would get out of the tent city, he was not sure when. “California has been living in the fast lane all these years. I took my job for granted and all of the sudden the recession hit. I never thought building would stop, but it has. People weren't ready for it.
“This is the bottom of the barrel.”

Officials begin thinning out the encampment, saying the city can provide space only for those who once lived there and can prove it.
Dozens of Ontario police and code enforcement officers descended upon the homeless encampment known as Tent City early Monday, separating those who could stay from those to be evicted.
Large, often confused, crowds formed ragged lines behind police barricades where officers handed out color-coded wristbands. Blue meant they were from Ontario and could remain. Orange indicated they had to provide more proof to avoid ejection, and white meant they had a week to leave.
Pattie Barnes, 47, who had her motor home towed away last week, shook with anger.
"They are tagging us because we are homeless," she said, staring at her orange wristband. "It feels like a concentration camp."
Even before the large-scale action Monday, police last week moved out parolees and towed about 20 dilapidated motor homes. A list of safety rules, including one banning pets, has been posted. The city says there is a threat of dog bites and possible disease from the animals.
The no-pet order caused widespread anger and tears Monday as some homeless people said they could not imagine life without their dogs. Many have three or four and vowed to leave Tent City before giving the dogs up.

Sacramento's tent city sits on the windy banks of the American River on the northern edge of downtown. Some residents have scrounged up scrap wood to make fences around their tents. Others, like Dave Cutch, a welder by trade, came upon an idea he found in a Louis L'Amour novel.
"Old cowboys, when they would go out into the country to get the cows, they would set up wind breaks like that — you know, with the tumbleweeds," Cutch says. "But they would go around and collect the tumbleweeds and they would stab a little stick in the ground to secure it."
Cutch came to California about seven months ago after running into a patch of bad luck in Colorado. He is one of up to 200 homeless people camped here, in his case for the past two months. He says it was quiet until the national media discovered the tent city. Now you can count Crutch among those who have had enough of the wind, the lack of sanitation and even nosey reporters.
"Tell me, what do we do?" Cutch asks. "I mean, you can go and report all this stuff and you can go back to your house, be secure, which is cool, you know you got a job. But the people who lost their homes like myself, lost my job, what do we do? What do we do?"
Resistance To Plan
The sense of frustration and confusion are palpable here, especially since Gov. Arnold Schwarzenegger unveiled a plan to eventually close this encampment and shift about 150 people to the state fairgrounds across town.
"We cannot look away and pretend like this does not happen, because it is happening and we must take action," Schwarzenegger said. "And that is why we are doing all we can to do right by the people who are living in these difficult circumstances in these difficult times."
Relocating the tent city's population will cost about $1 million, but it's not clear how many residents are willing to move to the new shelter, especially since it will remain open only through the end of June.
Tent-city resident Corvin Garlan, a former car salesman, wonders what happens after that.
"People out here are not going to go anywhere where they are going to lock you in," Garlan says. "Would you go anywhere where they are going to turn the key and lock you in at night? No."
The job of convincing the skeptical tent-city residents to move is left up to Tim Brown, director of Sacramento's homeless initiative. He has already started the painstaking task of approaching people individually to try to persuade them to leave.
"People get that there will be a place to keep your pet. You can store your camping gear, not lose it. ... You and your partner can stay together in a private space," Brown says. "People get that."
The City's Other Homeless
Homeless advocates are generally supportive of the governor's plan, but they say there are another 1,200 homeless people on the streets of Sacramento not living in the tent city.
"The concreteness of the tent city and the fact that you had so many people in one spot — visibly homeless — spurred action," says Joan Burke, spokeswoman for Loaves and Fishes, a local homeless charity. "But it is duplicitous to say that this is going to solve the problem of homelessness in Sacramento; 1,200 people don't fit into the 200 or so beds that are being offered."
At the tent city, Dave Domon, a disabled house painter, says he hasn't decided what he will do when the tent city is closed. His tent is on a wooden foundation and he has graveled his small compound. He has a heater, battery-powered TV and four bikes — too much stuff to take to a shelter.
"I'm not sure what's going to happen," Domon says. "I'd just like to be left alone myself. I like it right here where I'm at. So I don't know what's going to go on. I don't know. I'm not real happy about it."
But being left alone isn't in the cards. Sacramento Mayor Kevin Johnson says the city won't sweep people out, but he has made it clear the tent city will be closed within a month.

Inside his tepee in the woods outside Lakewood, NJ, at the homeless Tent City, the roosters wake early and the mornings are already cooler. A musician who lost his Florida home in the housing crisis, Hardman says he floats in and out of Tent City, that he's proud of his kids, and misses the life he no longer has.
He has a lot of company out here.

Tent City made the news recently and while community leader Steven Brigham says the media attention brought in greater donations, it also brought unwanted attention from the local politicians.
After battling with the city for years to have access to the public land here, Brigham found a New Jersey lawyer to represent his case pro bono.
The attorney, Jeff Wild, argued that the homeless population are part of the public and should therefore have access to public lands. Rather than take the case to court, Lakewood City Council settled, and Brigham signed an agreement to put up no more shelters and allow no more than 70 people to stay.
But last winter the community put up three wooden structures to house everyone and keep them warm.
"We didn't lose anybody last year," Brigham says, "and nobody got sick."
This year could be different. After City Council members saw the shelters on TV, they sent demolition crews in. The walls were torn down around whatever was inside, and meager furnishings were left to the elements.
This year, the tent city's residents will have to put wood-stoves in tents and plastic shanties, increasing fire risk. Brigham says the town is making it impossible to survive there, hoping to get the homeless out, and he's concerned it will end up killing people this year.
More than 700,000 people are currently homeless in the U.S. and the number has grown 20 percent from 2007 to 2010.
A recent UN report says the way the U.S. denies its citizens access to water, basic sanitation, and criminalizes homelessness is a violation of the Universal Declaration of Human Rights and the International Covenant on Economic, Social and Cultural Rights.
Brigham can relate. He started the camp five years ago and more people show up every year. Some stay, some find part-time work where they can, move on, and wind up coming back.
"There's a real glut of low-skilled manual labor in the area," he says. "There's just nothing for people to do."
Brigham works as a high-voltage electrical contractor on the bridges and tunnels around New York, but his mission is here in the Lakewood forest.
"I found this spot that had no underbrush, which is very unusual," he says, "and this community's become a living protest."
I ask him what he means, and he says, "We're protesting the insincerity of the political system. It's supposed to be for the people and its not."

Tent City made the news recently and while community leader Steven Brigham says the media attention brought in greater donations, it also brought unwanted attention from the local politicians.
After battling with the city for years to have access to the public land here, Brigham found a New Jersey lawyer to represent his case pro bono.
The attorney, Jeff Wild, argued that the homeless population are part of the public and should therefore have access to public lands. Rather than take the case to court, Lakewood City Council settled, and Brigham signed an agreement to put up no more shelters and allow no more than 70 people to stay.
But last winter the community put up three wooden structures to house everyone and keep them warm.
"We didn't lose anybody last year," Brigham says, "and nobody got sick."
This year could be different. After City Council members saw the shelters on TV, they sent demolition crews in. The walls were torn down around whatever was inside, and meager furnishings were left to the elements.
This year, the tent city's residents will have to put wood-stoves in tents and plastic shanties, increasing fire risk. Brigham says the town is making it impossible to survive there, hoping to get the homeless out, and he's concerned it will end up killing people this year.
More than 700,000 people are currently homeless in the U.S. and the number has grown 20 percent from 2007 to 2010.
A recent UN report says the way the U.S. denies its citizens access to water, basic sanitation, and criminalizes homelessness is a violation of the Universal Declaration of Human Rights and the International Covenant on Economic, Social and Cultural Rights.
Brigham can relate. He started the camp five years ago and more people show up every year. Some stay, some find part-time work where they can, move on, and wind up coming back.
"There's a real glut of low-skilled manual labor in the area," he says. "There's just nothing for people to do."
Brigham works as a high-voltage electrical contractor on the bridges and tunnels around New York, but his mission is here in the Lakewood forest.
"I found this spot that had no underbrush, which is very unusual," he says, "and this community's become a living protest."
I ask him what he means, and he says, "We're protesting the insincerity of the political system. It's supposed to be for the people and its not."

Dat is in principe waar - hoewel erg kort door de bocht - maar de man des huizes die de financiële zaakjes niet op orde had, heeft natuurlijk ook een vrouw en kinderen. Zelfs in europa hebben we al krottenwijken. Ik reed een paar weken geleden terug uit parijs en vlak voor vliegveld charles de gaulle is ook een complete krottenwijk inclusief golfplaten huisjes.

Ons financiële systeem heeft groei nodig anders werkt het niet en dus is het de bedoeling dat iedereen maximaal blijft consumeren. Mooi veerbeeld daarvan is de huizenmarkt, de prijzen moeten blijven stijgen anders koopt niemand een huis, want dan is het een slechte investering. En kun je de (hoge) rente die de hypotheekverstrekker eist niet meer terug betalen en dan ook nog eens winst maken. En nu zijn de prijzen zo hoog (of de lonen zo laag, kies maar) dat niemand nog een huis wil/kan kopen en zit de markt op slot. En hoe langer die op slot zit hoe groter de kans dat hij instort...quote:

Dus iedereen moet altijd meer, meer en nog eens meer. Tot de pijngrens zo gezegd en als je dan vervolgens ontslagen word dan is het gewoon klaar. Geen geld om je hypotheek te betalen, uiteindelijk moet je je huis verplicht verkopen, wat vervolgens nog meer schuld met zich meebrengt enz. enz. En je consumeert minder in het algemeen en als maar genoeg mensen minder kunnen consumeren dan gaan er hoopjes bedrijven failliet omdat er geen winst gemaakt word... Dat betekent weer meer ontslagen en nog minder mensen die maximaal kunnen consumeren en meer mensen die geld van de overheid krijgen en dus moet dat geld weer ergens vandaan komen. Wat over het algemeen betekent dat de belastingen omhoog gaan.
Dus het feit dat er mensen het niet bij kunnen benen is inherent aan het systeem en dus moeten we daar niet over zeiken en die lui gewoon helpen óf we moeten het systeem aanpassen maar dat zie ik niet gebeuren. Het systeem houd zichzelf in stand en ik denk dat het kapot moet gaan voordat we er iets aan doen.

Als je een kansarme neger die op de kleuterschool al een dropout was een zak geld voor houdt en zegt dat hij het over 10 jaar terug moet betalen, dan ligt de schuld bij degene die hem die zak aanbiedt. Sommige mensen moeten tegen zichzelf in bescherming worden genomen. En de maatschappij moet tegen de financiële aasgieren, de schaamteloze woekeraars in bescherming worden genomen, liefst door ze op te sluiten.quote:
