Six Arab states join rush to go nuclear

Algeria, Egypt, Morocco, Tunisia, UAE and Saudi Arabia seek atom technology

THE SPECTRE of a nuclear race in the Middle East was raised yesterday when six Arab states announced that they were embarking on programmes to master atomic technology.

The move, which follows the failure by the West to curb Iran’s controversial nuclear programme, could see a rapid spread of nuclear reactors in one of the world’s most unstable regions, stretching from the Gulf to the Levant and into North Africa.

The countries involved were named by the International Atomic Energy Agency (IAEA) as Algeria, Egypt, Morocco and Saudi Arabia. Tunisia and the UAE have also shown interest.

All want to build civilian nuclear energy programmes, as they are permitted to under international law. But the sudden rush to nuclear power has raised suspicions that the real intention is to acquire nuclear technology which could be used for the first Arab atomic bomb.

“Some Middle East states, including Egypt, Morocco, Algeria and Saudi Arabia, have shown initial interest [in using] nuclear power primarily for desalination purposes,” Tomihiro Taniguch, the deputy director-general of the IAEA, told the business weekly Middle East Economic Digest. He said that they had held preliminary discussions with the governments and that the IAEA’s technical advisory programme would be offered to them to help with studies into creating power plants.

Mark Fitzpatrick, an expert on nuclear proliferation at the International Institute for Strategic Studies, said that it was clear that the sudden drive for nuclear expertise was to provide the Arabs with a “security hedge”.

“If Iran was not on the path to a nuclear weapons capability you would probably not see this sudden rush [in the Arab world],” he said.

The announcement by the six nations is a stunning reversal of policy in the Arab world, which had until recently been pressing for a nuclear free Middle East, where only Israel has nuclear weapons.

Egypt and other North African states can argue with some justification that they need cheap, safe energy for their expanding economies and growing populations at a time of high oil prices.

The case will be much harder for Saudi Arabia, which sits on the world’s largest oil reserves. Earlier this year Prince Saud al-Faisal, the Foreign Minister, told The Times that his country opposed the spread of nuclear power and weapons in the Arab world.

Since then, however, the Iranians have accelerated their nuclear power and enrichment programmes.

The threats were "matters of extreme gravity" and the U.N. Security Council should condemn them and demand that Israel "cease and desist immediately from the threat of the use of force against members of the United Nations," Iranian U.N. Ambassador Javad Zarif said.

His comments came in a letter to U.N. Secretary-General Kofi Annan dated November 10 and circulated at the United Nations on Wednesday.

Iran, the world's fourth-largest oil exporter, has been aggressively pursuing a nuclear program that it says is meant only to produce electric power.

But Western powers and Israel, which is itself widely believed to be a nuclear power, insist the activities are a cover for making nuclear bombs.

Iran's activities have prompted speculation that Israel might launch preemptive strikes to destroy its nuclear facilities, as it did in Iraq in 1981 when it bombed a reactor at Osiraq.

The speculation increased after Iranian President Mahmoud Ahmadinejad last year threatened to "wipe Israel off the map," a statement Iranian officials have argued was not a threat.

Israel has fueled the speculation with a series of "unlawful and dangerous threats," Zarif said.

His letter cited several examples. Israeli Deputy Defense Minister Ephraim Sneh said just last Friday that a preemptive strike on Iran was possible as "a last resort," Zarif's letter said. "But even the last resort is sometimes the only resort," he quoted Sneh as saying.

Israeli Prime Minister Ehud Olmert said on October 19 that Iran would have "a price to pay" for continuing its nuclear programs and Iranians "have to be afraid" of what Israel might do, according to Zarif's letter.

Similarly, Zarif said that Transport Minister Shaul Mofaz said on January 21, "We are preparing for military action to stop Iran's nuclear program."

Ali Larijani, het hoofd van de Opperste Nationale Veiligheidsraad van Iran, zei dat zijn land de Hamas door dik en dun zal blijven steunen omdat de beweging het symbool is van het verzet van het Palestijnse volk.
Westerse landen hebben de geldkraan dichtgedraaid toen de Hamas in de Palestijnse gebieden aan de macht kwam. Op die manier, zo was de gedachte, kon de Hamas ertoe worden bewogen het bestaansrecht van Israël te erkennen, het geweld af te zweren en alle eerdere verdragen tussen Israël en de Palestijnse Autoriteit te accepteren. Het resultaat is tot nu toe echter alleen maar een humanitaire crisis in de Palestijnse gebieden geweest. Iran wint met zijn financiële steun nu veel aan invloed onder de Palestijnen.

De Amerikaanse Senaat heeft ingestemd met een uitzonderlijk nucleair akkoord met India. Dat land krijgt toegang tot nucleaire technologieën voor burgerdoeleinden in ruil voor het onder internationaal toezicht stellen van de Indiase atoomreactoren. Het akkoord werd ruim een jaar geleden al op hoofdlijnen beklonken door de regeringsleiders van de twee grootste democratieën ter wereld, premier Singh en president Bush.
Enkele senatoren wilden wijzigingen aanbrengen uit vrees voor een nucleaire wapenwedloop in Azië en de mogelijke export van nucleaire technologieën naar Iran. Uiteindelijk gingen ze akkoord, onder voorwaarde dat India volledig meewerkt aan de internationale pogingen om Iran in het gareel te houden. Het akkoord is verder omstreden omdat India het internationale non-proliferatieverdrag niet heeft ondertekend. Om die reden moest het Congres een uitzondering maken op het bestaande verbod om nucleaire technologieën door te spelen aan dergelijke landen.
