When Angela Merkel opened Germany’s borders to a million refugees in 2015, she became the embodiment of “Willkommenskultur” – the postwar concept of being kind and welcoming to immigrants.
Ten years on, a new German word has emerged that reflects the dramatic shift in attitudes towards migration: “Rückführungsoffensive”, or repatriation offensive.
After Friedrich Merz, the German chancellor, claimed the country had been “overwhelmed” by refugees, his government has drawn up a plan that aims to significantly increase the number of asylum seekers returning to their countries of origin.
With an estimated 700,000 Syrians and 400,000 Afghans living under refugee status in Germany, the repatriation offensive is set to target up to a million people with a carrot-or-stick approach to returning home.

Earlier this week, Mr Merz told Syrian refugees who had not become German citizens that they must go back to Syria or risk being deported, as he insisted the country was now safe.
“The Syrian civil war is over, there is absolutely no reason to claim asylum in Germany anymore, and we can therefore begin with repatriations,” he said, sounding a death knell for the Willkommenskultur of the Merkel era.

The repatriation offensive has been drawn up by members of Mr Merz’s centrist coalition, which consists of his conservative Christian Democrats [CDU] and the centre-Left Social Democrats [SPD].
It relies on a combination of incentives for individuals to leave Germany, such as free plane tickets and cash payouts, along with tough new legal reforms that would make it far easier for the courts to deport those who refuse to leave.
The incentives include a government-run returns programme, which offers a lump sum payment to asylum seekers, plus the cost of their plane ticket and medical expenses they incur within three months of returning home.
The lump sum payment is up to ¤1,000 (£880) per person, up to a maximum of ¤4,000 per family (£3,500). An extra ¤200 (£176) of general travel money is also offered per adult, and ¤100 (£88) for under-18s.

These measures include plans to increase the capacity of migrant detention centres, and to build new detention blocks in six of the country’s 16 states where there are currently no facilities to house them.
Another major reform, under the German coalition agreement, seeks to allow “permanent detention” of asylum seekers who commit serious crimes, meaning they can either spend the rest of their lives in a German jail or accept deportation.
