An outbreak of COVID-19 has left at least 176 residents and staff members infected at a farmworker housing facility in Ventura County. Of the 216 tests administered to people affiliated with the facility, more than 80% returned positive.
The infected residents — all men, mostly in their 20s and 30s — either have mild symptoms or are asymptomatic. None have been hospitalized for COVID-19, said Rigoberto Vargas, the Ventura County public health director.
The county had recorded a total of 2,926 confirmed cases as of Tuesday evening.
The outbreak at the farmworkers’ housing complex occurred at Villa Las Brisas, which provides agriculture employers with temporary housing for their workers. The complex’s dorm-style rooms each generally house up to nine people, Vargas said. Residents can also congregate in a common eating area, recreation room or barbecue area.
But as concerns about the coronavirus rose, the housing facility implemented several preventive measures. Total capacity was reduced from 441 residents to 205, with four or five people in each room. Meal hours were staggered to reduce numbers in the dining hall.
The county also took steps to curtail the spread of the virus. Its agricultural commissioner allotted 1 million masks to farming sites. County officials sent fliers that described COVID-19 symptoms to farmworkers, and they wrote guidelines employers could follow to prevent spread. Physicians visited farms to answer questions about the virus and to educate workers about preventive techniques.
For several months, the measures worked: Farmworkers accounted for an average of only 2% of total positive cases, a county statement said.
But on June 17, two residents at Villa Las Brisas tested positive for the coronavirus. Vargas was unsure how the men had caught it.
The housing complex took action: The two individuals were quarantined. Community dining was replaced with catering. Twenty-five residents who worked for the same contractor as the two COVID-positive men were also tested.
But then there were 12 new cases.
Soon, the 14 COVID-positive residents were moved to an off-site motel. But within a week, more farmworkers from three independent contractors reported COVID-19 symptoms, said a statement from Alejandro Castilla, housing program manager at Villa Las Brisas.
“Our property manager immediately contacted Ventura County health officials,” he said.
That’s when the county conducted “the full, on-site testing of the entire 200" people, which yielded the high number of positive results, Vargas said.
Apart from the 14 residents who were moved to the motel, all other infected residents remain at the Villa Las Brisas housing complex. Health workers attend to sick residents directly in their rooms. All of the residents who tested negative for COVID-19 were provided alternative off-site housing.
The housing complex has implemented contact tracing, along with a review of health protocols, Castilla said, adding, “To date, the county has not required any changes to our safety or hygiene protocols.”

Alleen al het feit dat steden als LA en SF al decennia te maken hebben met een enorme hoeveelheid daklozen en hele kampen die op de stoep worden opgebouwd (in LA op steenworp afstand van Hollywood), zegt genoeg over de kloof tussen arm en rijk. Feit is gewoon dat de zwarte bevolking over het algemeen tot het armere deel van de bevolking behoort en dus inderdaad eerder blootgesteld wordt of risico's dient te nemen om hun baan/huis te behouden.

Was er al aandacht voor de Afro-Amerikaanse bevolking een paar maanden terug (relatief erg zwaar geraakt in staten als NY, Michigan, Lousiana), nu komt er meer bekendheid en aandacht voor de Latino-bevolking. Deze groep werkt massaal in sectoren die open bleven tijdens de crisis, de zogenoemde "essential workforce", heeft minder financiële armkracht en blijft daardoor langer doorwerken, en gaat daarna weer naar huis waar men met veel mensen op kleiner oppervlak woont.

Rates of coronavirus infection among Latinos have risen rapidly across the United States.

Contact tracers in some areas also have associated spikes in infection with large family gatherings.
In California, where Latinos make up 39 percent of the population and nearly 57 percent of new cases, the spikes have been particularly confounding.

As a surge of infections hammers the South and West, GOP officials are pushing back against the notion that masks are about politics, as President Donald Trump suggests, and telling Americans they can help save lives.
Sen. Lamar Alexander, a Tennessee Republican, on Tuesday bluntly called on Trump to start wearing a mask, at least some of the time, to set a good example.
"Unfortunately, this simple, lifesaving practice has become part of a political debate that says: If you're for Trump, you don't wear a mask. If you're against Trump, you do," Alexander said.
It's a rare break for Republicans from Trump, who earlier this month told the Wall Street Journal that some people wear masks simply to show that they disapprove of him. And the Republican nudges for the public — and the president — to embrace mask-wearing are coming from all corners of Trump's party and even from friendly conservative media.
Both Vice President Mike Pence and Senate Majority Leader Mitch McConnell in recent days have urged Americans to wear one when they are unable to maintain social distance. Sen. Mitt Romney, a Utah Republican, told reporters it would be "very helpful" for Trump to encourage mask usage.
"Put on a mask — it's not complicated," McConnell, R-Ky., urged Americans during his weekly news conference Tuesday.
Last week, Republican Rep. Liz Cheney of Wyoming tweeted a photo of her father, former Vice President Dick Cheney, wearing a disposable mask and a cowboy hat. She included the message: "Dick Cheney says WEAR A MASK #realmenwearmasks," a hashtag that echoed words spoken earlier by the Democratic House Speaker Nancy Pelosi.

Polls show how the partisan divide on masks has seeped into public opinion.
The vast majority of Democrats think people in their community should wear a mask when they are near other people in public places at least most of the time, including 63% who say they should always, according to a Pew Research Center poll published in early June. Among Republicans, 29% say masks should be worn always, and 23% say they should be worn most of the time. Another 23% say masks should rarely or never be worn.
Over the course of the crisis, the government has sent mixed messages on masks. As the first COVID-19 cases were identified on U.S. soil, top public health officials insisted masks should be reserved for front-line workers.
In early April, the CDC issued a recommendation that people wear cloth face coverings in public settings where other social distancing measures were difficult to maintain.
But Trump immediately undercut the CDC guidance by flatly stating that he wouldn't be following it, suggesting it would be unseemly for the commander in chief to wear one as he meets with heads of states.

Several hospitals initiated surge plans on Friday.
Hospital discharge numbers over the past four days have hovered around their highest levels since the state began reporting the data in early April. There have been between 250 and 270 suspected and confirmed COVID-19 patients discharged from hospitals each day since Thursday, although total hospital numbers are much higher now.

Ducey has emphasized the state has enough hospital capacity, pointing to current available space in hospitals as well as additional surge methods and more beds that can be brought online if necessary.
