US military sends warships, aircraft to Texas

Washington (CNN)With floodwaters from Tropical Storm Harvey swallowing entire Texas cities, the US military is mobilizing its resources from states across the country to help local law enforcement and civilian volunteers in the rescue effort.

Texas Gov. Greg Abbott has activated the entire Texas National Guard, which is made up of roughly 12,000 troops.

State, local and military rescue units have plucked thousands of stranded residents from the water and deluged homes.


On Sunday, the Defense Department and Abbott agreed to establish a "dual-status command" that would allow a single commander for both federal and state forces overseeing and coordinating the response efforts.

"It is imperative that we give our military and first responders on the ground the most efficient method of execution when responding to the urgent needs of Texans," Abbott said in a statement.

On Monday, Military surgical teams, communications teams, maintenance and other military support elements totaling more than 400 personnel were given orders to be prepared to deploy within 24 hours.

These are the military forces being sent and on standby to assist with rescue efforts:

Navy and Air Force

Two US Navy warships, the USS Kearsarge and the USS Oak Hill, are being deployed to Texas, the Navy announced Wednesday.

The Kearsarge, an amphibious assault ship, was in the Atlantic Ocean for training, but returned to Norfolk on Tuesday to load up with disaster relief supplies like water and food, and a unit of Marines, before departing for Texas on Thursday.

The Oak Hill, a smaller dock landing ship, will bring supplies and join the Kearsarge in supporting "federal, state and local authorities ongoing relief efforts in the aftermath of Hurricane Harvey," according to the Navy.

Myers, founder, president and chairman of AccuWeather, and sometimes called the “father of commercial meteorology” stated, “This is the costliest and worst natural disaster in American history. AccuWeather has raised its estimate of the impact to the nation’s gross national produce, or GDP, to $190 billion or a full one percent, which exceeds totals of economic impact of Katrina and Sandy combined. The GDP is $19 trillion currently. Business leaders and the Federal Reserve, major banks, insurance companies, etc. should begin to factor in the negative impact this catastrophe will have on business, corporate earnings and employment. The disaster is just beginning in certain areas. Parts of Houston, the United States' fourth largest city will be uninhabitable for weeks and possibly months due to water damage, mold, disease-ridden water and all that will follow this 1,000-year flood.”

Due to the negative impact to the national economy, we believe the Federal Reserve will postpone the next increase in interest rates, Myers added.
Catastrophic flooding will continue in Houston, where the rain has ended, and in Beaumont and Port Arthur, Texas, to Lake Charles, Louisiana, even after the rain comes to an end.
“The meteorologist forecasting community as a whole did a very good job in warning people about this storm. Public officials were slow, in some cases, to react or to know what to do, which affected too many people and caused the loss of property and damage and destruction. This was unfortunate because when a natural disaster threatens, minutes and hours count and preparation and risk avoidance is imperative. While AccuWeather forecasts were a few hours ahead of the competition in alerting people and companies to the severity of the impacts that were coming. The entire meteorological community did a first rate job, and it’s frustrating that some entities were slow to take action. We are gratified that many people told us because of AccuWeather forecasts they did get to safety and out of harm’s way and many businesses we serve reported they took immediate action to minimize losses,” Myers said.

Hurricane Measures and Plant Status

The plant made extensive preparations prior to Hurricane Harvey. We have backup generators at the site solely for the purpose of being a redundant power supply for refrigeration necessary for the safe storage of products. We also brought in diesel powered refrigerated tank trailers and additional fuel as a further redundancy. Employees safely shut down all operations on Friday August 25, prior to the hurricane’s landfall. We left a small “ride-out” crew on site to address situations that could arise at the site during the storm to protect the safety and security of the community. The site lost primary power early Sunday morning. The additional back-up generators subsequently were inundated by water and failed. On Monday, temperature sensitive products were transferred into 8 diesel-powered refrigerated containers where they currently reside. We evacuated the ride-out crew on Tuesday for their safety. As of today, most of the refrigeration units have failed due to flooding. The site itself is now completely flooded and inaccessible except by boat. In conjunction with the Department of Homeland Security and the State of Texas, Arkema has set up a command post in an off-site location near the plant.

Arkema and governmental authorities are monitoring this closely. It will take time for the low-temperature product to degrade, ignite, burn, and disperse. DHS reports indicate that the water around Crosby will crest in the about 5 to 7 days. Unfortunately, until the water recedes, Arkema and governmental authorities have concluded that there are no further actions at the site that can be taken safely.

Potential Fire or Release

The most likely outcome is that, anytime between now and the next few days, the low-temperature peroxide in unrefrigerated trailers will degrade and catch fire.

There is a small possibility that the organic peroxide will release into the flood waters but will not ignite and burn. In that situation, we would expect the materials to break down rapidly into hydrocarbons and alcohols. The flood waters could carry the hydrocarbons and alcohols off-site. While it is possible that you may see an oil sheen or smell a slight odor, we anticipate the break down products would dissipate in the water or evaporate.

In the alternate, there could be a combination event involving fire and environmental release.

Any fire will probably resemble a large gasoline fire. The fire will be explosive and intense. Smoke will be released into the atmosphere and dissipate. People should remain clear of the area.
