Russian-aligned separatists in eastern Ukraine have proclaimed a new state called Malorossiya or "Little Russia".
"The government of Ukraine has proven itself to be a failed state," the separatists said in a declaration reported by the rebel-aligned Donetsk News Agency on Tuesday.
Ukraine has "demonstrated its current and future incapability of providing peace and prosperity to its residents," the declaration said.
A separatist rebellion erupted in Ukraine's two eastern-most regions, Donetsk and Luhansk, three years ago when Kiev ousted its pro-Russian president amid mass protests calling for closer ties with the West.
Russia condemned the ouster as a Western-orchestrated coup and retaliated by annexing Ukraine's southern Crimea region, the site of a major Russian naval base on the Black Sea.
Russia has openly supported the cause of the rebels in Ukraine's eastern regions but has adamantly denied the Ukrainian government's allegations of sending soldiers and munitions for the conflict.
About 10,000 people have been killed in the conflict, according to estimates by the United Nations.
The Organization for Security and Cooperation in Europe, which independently monitors the fighting, has called on both sides to end the bloodshed.
