Deze Filipino is niet blij met de vorige president! Reden: extreem ongelijke verdeling rijkdom. De 40 rijkste families werden rijker terwijl de rest niks merkte terwijl de economie wel groeide met 6 a 7% per jaar! Dat blijft het overigens doen tot 2022: elk jaar een groei van 7 a 8% is de voorspelling. En daarnaast niet blij omdat geen investeringen in infrastructuur! Duterte heeft beloofd dat hij tijdens zijn termijn wil gaan beginnen met een 2000 km lange railproject die alle grote steden van het eiland Mindanao (22 miljoen inwoners) (het een na grootste eiland van de Filipijnen, Luzon is de grootste) met elkaar verbindt. Het zal mij benieuwen of het van komt maar goed, men zegt eind 2017 wordt het contract gegund. En dat is hard nodig die investeringen in infrastructuur want Cebu was vandaag als slechtste rij stad ter wereld uitgekomen in het onderzoek van Waze. Hij heeft in ieder geval groen licht gegeven voor de renovatie van de luchthaven in Manilla maar dat is maar een kleine project, maar wel positief. Dus ja de economie mag 50% per jaar groeien maar als alleen de 0,0001% van de mensen daar wat van merkt dan halen de mensen hun schouders op, en brengen ze een proteststem uit. Duterte is extreem maar dat krijg je als de elite spuwt op het volk door allerlei handelingen die alleen zichzelf en een klein deel van de rijken ten goede komt.

They did it to Manuel Noriega, when he broke from the CIA and started really trying to lead his country and funnel the money back to his own Panamanian people. They're trying to do it right with now Bashar Al-Assad in Syria. Literally using the media to create war crimes that aren't even happening, but are being performed by ISIS and blamed on them. Assad doesn't want to play ball with America, and give them access to Syrian resources. He's only alive because the Russians backed him up. When you mess with the money flow, you gotta go.

And it always starts with the media demonizing you. (Well, those guys were all evil as hell, anyway...but, America is just inflating the evil so you can be okay when they kill them.).

Duterte is een mengelmoes van komaf: Portugees, Arabisch, Spaans, Chinees, Maleisisch en Moro bloed. Vooral Chinees en Moro is overheersend. Wie weet daarom die controversiële uitspraken? Daar hebben kiezers toch geen boodschap aan. Die kijken naar resultaten (mag ik hopen). En als je alleen maar resultaten aflevert voor de top en politieke elite. Tja, dan kan dat weleens gevolgen gaan hebben of je moet het volk aarts- en aartsdom houden. De mensen willen onderwijs, banen, kansen, betere infrastructuur, toegang tot gezondheidszorg. The Philippines cannot “forever be the little brown brothers of America”, the country’s top diplomat has said, making it clear the country will not accept foreign criticism for a deadly crackdown on drugs. Speaking in Washington, foreign secretary Perfecto Yasay said that while his country still regards the US as a trusted ally, the Philippines wanted mutual respect. Americans used the term ‘little brown brothers’ to refer to native Filipinos during the era of US colonial rule that ended in 1946.

The south-east Asian nation has for decades been seen by Washington as a dependable partner, especially against China’s expanding military reach in the region. American troops and ships are sent on regular rotations to the Philippines.

But the election of Rodrigo Duterte in May has soured the alliance, with the president’s first months in office dominated by a bloody crackdown on the drug trade that has left 3,526 drug dealers, and also addicts, dead since July 1. Last week, Barack Obama cancelled a meeting with Duterte at a regional summit after the Filipino leader he was a “son of a whore”.

And on Thursday, a self-confessed former assassin testified that Duterte had personally ordered members of a death squad to kill criminals and opponents and even “finished off” a justice department employee with a submachine gun. The government denied the allegations. Yasay said on Thursday at the Center for Strategic and International Studies that his country would never condone unlawful killings. “Extrajudicial killing has no place in our society,” he said. “We will always view the United States as an esteemed and trusted ally.”

But he added: “You do not go to the Philippines and say, ‘I’m going to give you something, I’m going to help you develop and I’m going to help you grow but these are the checklists that you must comply with. We will lecture you on human rights’.”

New figures released by the Philippine national police this week showed that 1,491 people had been killed during police operations and 2,035 people were murdered by vigilante groups since 1 July. Duterte, a former prosecutor, has repeatedly said he will not go after civilians who kill drug dealers.

In the same time period, more than 16,500 “drug personalities” had been arrested and 710,961 people surrendered to the police, the vast majority of them drug users but also some considered “pushers”, authorities say. Ten police personnel have been killed. During his trip, Yasay sought in part to reassure Washington, pointing to a defence cooperation agreement which gives the US access to five military bases. But he added that the two countries would not undertake joint patrols in disputed waters near the South China Sea, a policy of the previous administration.

Duterte’s tilt toward China may upend U.S. pivot to Asia

Just when some of China’s neighbors were seeking to curtail its expansionism, along came Rodrigo Duterte. In less than three months on the job, the 71-year-old Philippine president has used expletives in talking about U.S. President Barack Obama and vowed to end cooperation with the U.S. military in both fighting terrorism and patrolling the disputed South China Sea. He has moved to boost economic and defense ties with China and Russia.

While Duterte is unpredictable — one day calling China “generous” and the next threatening a “bloody” war if Beijing attacks — his behavior has undermined U.S. efforts to rally nations from Japan to Vietnam to Australia to stand up to China’s military assertiveness. In doing so, he risks shifting from the 1951 Philippine-U.S. defense treaty, which has been a bedrock of American influence in the region. While Duterte has said he will respect the alliance, he has repeatedly stressed the need for an “independent foreign policy” and questioned America’s willingness to intervene if China seizes any territory in the South China Sea.

“This could be the game changer for the South China Sea situation in general and Sino-U.S. regional competition specifically,” said Zhang Baohui, director of the Center for Asian Pacific Studies at Lingnan University in Hong Kong. “Duterte’s foreign policy may dramatically shift the geostrategic picture of the region, leaving China in an advantageous position versus the United States.” One of the biggest benefits for China is the potential for a deal over the South China Sea. Just weeks after Duterte took office in late June, an international arbitration panel ruled that China’s claims to most of the waterway had no legal basis — a win for the Philippines in a case brought by Duterte’s predecessor, Benigno Aquino III.

While Duterte has said he will respect the agreement, he has signaled he is open to talks with China, the country’s biggest trading partner, and he did not push for the ruling to be mentioned in the communique last week from a summit of Southeast Asian leaders in Laos. Before taking office, he said he will consider setting aside territorial disagreements to get a Chinese-built railway.

In July, Duterte sent former President Fidel Ramos to Hong Kong to explore common ground with China. Ramos later called for a bigger role for the Philippines under China’s plan to link ports and other trading hubs throughout Asia to Europe. Chinese Foreign Ministry spokeswoman Hua Chunying said Sept. 6 that China is “willing to make a joint effort with the Philippine side to rebuild mutual trust and push forward the bilateral ties.”

“Let’s not be naive about this. There’s no other country that will benefit from our differences with the U.S. and our other allies but China,” said Lauro Baja, a former foreign affairs undersecretary who served as the Philippine permanent representative to the United Nations under former President Gloria Macapagal Arroyo. “Whether we like it or not, we’re sending the wrong message to the U.S., China and our other allies with these actions and pronouncements.”

China claims sovereignty over all features that lie within the so-called nine-dash line drawn on a 1940s map enclosing more than 80 percent of the South China Sea. It says that gives it the right to interdict military ships close to its territory — a position the U.S. opposes.

Fu Ying, who chairs the Foreign Affairs Committee of China’s top lawmaking body, this month framed U.S.-China tensions in the South China Sea as a fight over the freedom of navigation for naval warships and other non-commercial vessels within the 200 nautical mile exclusive economic zones of coastal states.

“The Chinese want the South China Sea to become a Chinese strait, with control of the maritime space and the air space above it,” said Malcolm Davis, a senior analyst at the Australian Strategic Policy Institute in Canberra. “That is the long term game, and flipping Duterte over to Beijing’s side is part of the play.”

China’s land reclamation and military buildup in the waters has in recent years pushed some neighbors closer to the U.S. The Obama administration has boosted military cooperation with nations such as Vietnam, the Philippines, Singapore, and Japan. Still, at the summit last week in Laos, a spat with Obama over Duterte’s war on drugs and the thousands of deaths it has caused overshadowed any criticism of China.

“That’s a very bad scenario,” said Hideki Makihara, a senior lawmaker in Japan’s ruling Liberal Democratic Party, referring to a potential Philippine strategic alignment with China. In that case, “at least we need Vietnam, Malaysia and other countries surrounding the South China Sea in our group,” he said in an interview this week in Tokyo. For now, U.S. officials are emphasizing the benefits of defense ties with the Philippines.

“We’ve got a wide range of shared concerns and shared interests, and the United States and the Philippines have been able to work effectively together in a variety of areas to advance our mutual interests,” White House press secretary Josh Earnest said Sept. 12. A shift toward China may be difficult for Duterte to sustain. If China refuses to make any tangible concessions on the South China Sea, particularly over fishing resources at the disputed Scarborough Shoal, Duterte may face a domestic backlash, according to Richard Javad Heydarian, an assistant political science professor at De La Salle University in Manila.

“This is precisely why security relations with the United States will remain indispensable for the Philippines,” he wrote in an article last week for the Washington-based Asia Maritime Transparency Initiative. Still, the U.S. can no longer expect the same level of strategic deference and diplomatic support. “This is the new normal in Philippine-U.S. relations.”

Het wordt nu duidelijk waarom de Lima Duterte vreest. Volgende week (20 september) gaan een aantal drugslords tegen haar getuigen. Het valt mij al vaker op dat Nederlandse media copy-paste doen van persbureaus zonder zichzelf in de diepe zin van een story te bijten. Zelfonderzoek, kwaliteit, meerdere kanten van het verhaal te laten horen, het is echt diep- en dieptriest. Een soort massaproductie, eenheidsworst. Als iemand goede onderzoeksjournalistiek kan noemen dan houd ik mij aanbevolen. Dan laat ik voortaan de WC-papier (copy paste van persbureaus en dan gelijk online flikkeren, een stagiaire kan de was doen) achterwege.

Inmiddels is ook al duidelijk dat ze getuigen heeft gekocht; die vielen bij de ondervraging door een andere senator al meteen door de mand. Dat mens liegt de halve wereld bij elkaar. En werkelijk geen enkele journalist in Nederland bijt zich daar eens in vast.

Drug convict Colangco to testify vs de Lima



Convicted drug lord Herbert Colangco, one of the high profile inmates detained at the New Bilibid Prison (NBP), will testify against Senator Leila de Lima in a congressional inquiry on drug proliferation at the national penitentiary next week. Justice Vitaliano Aguirre confirmed Friday that Colangco is one of the 12 high profile inmates that will prove de Lima had accepted millions of pesos of drug money during her stint as Justice Secretary.

"There are 10 to 12 high profile inmates that will testify kasama si Colangco dun," Aguirre said.
In a phone interview Thursday, Aguirre said that the Department of Justice (DOJ) is already prepared for the congressional inquiry that will take place on September 20. "Handa na kami, actually, we are ready with many witnesses who will say that De Lima is involved in the drug trade inside the Bilibid and elsewhere," Aguirre said.

Aside from Colangco, the Justice Secretary added that there are other high profile inmates to testify against de Lima. Also included in their list are a former National Bureau of Investigation (NBI) director and NBI agents.

Aguirre added that they will transfer the inmates outside the facility of the NBP once the investigation starts for security reasons.

Colangco is one of the personalities listed on President Rodrigo Duterte's drug matrix that was earlier presented to the media. Also included in the matrix are de Lima, her former driver and alleged lover, Ronnie Dayan, and another high profile inmate Peter Co.

Duterte heeft niks van zich laten horen over de aantijgingen van die 'getuige' aan zijn adres. Het Amerikaanse tijdschrift Time Magazine gaat deze maand een enorm item besteden aan president Duterte.

Een Noor die een jaar geleden werd gegijzeld door de moslimextremistische milities van Abu Sayyaf op de Filipijnen, is vandaag vrijgelaten. De man, Kjartan Sekkingstad, werd in september 2015 bij een luxe vakantieoord op het eiland Samal ontvoerd, samen met een Filipijnse vrouw en twee Canadezen. In juni liet de terreurgroep de Filipijnse vrouw ook al vrij, maar met de twee Canadese mannen, John Ridsdel en Robert Hall, liep het minder goed af. Zij werden in april en in juni dit jaar onthoofd omdat de voor hen verlangde hoge losgeldsom niet werd betaald.

Voor de vrijlating van de vier gijzelaars vroeg de terreurgroep eerst een miljard pesos (18,7 miljoen euro) per persoon. Later daalde die prijs naar 300 miljoen pesos (5,6 miljoen euro) per persoon. Of voor de vrijlating van Sekkingstad losgeld is betaald, is onduidelijk. De Canadese premier Justin Trudeau sprakt destijds zijn afschuw uit over de moord op de mannen en het Filipijnse leger beloofde daarop een groot offensief te starten tegen Abu Sayyaf.

Nederlander nog vast
Abu Sayyaf is een met al-Qaeda verbonden groep die bekend staat om zijn wreedheid. In november vorig jaar onthoofdde de groep een gijzelaar uit Maleisië op de dag dat de premier van dat land voor een internationale conferentie in Manilla aankwam. De groep heeft nog verscheidene andere gijzelaars in zijn macht, onder wie de Nederlander Ewold Horn, een Japanner en vier Maleisiërs. De chef van het Filippijnse leger waarschuwde de militanten vandaag nogmaals dat het leger actie zou ondernemen tegen de groep als ze de overige gijzelaars niet bevrijden.

Duterte hopes to wipe out Abu Sayyaf Group without US military support



ZAMBOANGA CITY–The moment he assumed the highest government post in the Philippines, President Rodrigo Duterte ordered the military to eliminate the 400-odd heavily armed militants of the Abu Sayyaf Group (ASG) which had been terrorizing the country for over 25 years. Around 10,000 soldiers were deployed and a naval blockade was ordered on the shores of Basilan and Sulu. The military offensive killed at least 70 militants.

But the group struck back by killing 15 elite marine soldiers and three seasoned army scout rangers. Some of them were beheaded. The group struck again recently by bombing a public market in Davao City, Duterte’s hometown, killing 15 people and wounding 70 others.

ASG spokesman Abu Rami said the “bomb attack on the president’s hometown is just the beginning of a wider war and they (militants) are ready to engage in a war with thousands of soldiers deployed to hunt them.” This week, the ASG abducted three Malaysians and this adds to its existing captives that include nine Indonesians, seven Filipinos, and a Dutch. Nowegian Kjartan Sekkingstad was freed in Patikul town in Sulu province on Saturday.

The recent attacks by Abu Sayyaf prove that it is not so easy to destroy them. AFP spokesman Major Filemon Tan says the militants are elusive and the military is seeking information from locals about their movements and hideouts. The military is well supported in the anti-terror fight by a hundred US Special Forces stationed in Zamboanga City as part of the Enhanced Defense Cooperation Agreement (EDCA) between the Philippines and the U.S.

Surprisingly, after his return from the ASEAN summit in Laos, Duterte asked the US Special Forces to leave the Philippines saying their presence will never bring peace to Mindanao. Left-leaning organizations welcomed Duterte’s call. But the AFP maintained that the relationship with the US military remained rock solid and that the statement of President Duterte had not yet been translated into a government policy. So how will Duterte eradicate ASG without US support?

Duterte is planning to buy weapons from Russia and China. He is sending Defense Secretary Delfin Lorenzana and some technical experts to these countries to canvass weapons. Among those military assets the AFP wishes to acquire are propeller-driven planes to be used against insurgents and terrorists in Mindanao. Duterte believes the ASG can be wiped out during his term by deploying 10,000 soldiers. He is going to upgrade military facilities that will include salary increase for soldiers to boost their morale. He will also use his diplomatic skills to persuade ASG to end the war.

Earlier, during his visit to Basilan, Duterte had met with Islamic leaders. He also appealed to militants to end the war in Basilan for the sake of posterity. But Duterte’s appeal fell on deaf ears. The militants continued to ambush and kill soldiers and abduct people for ransom. He immediately deployed five battalions there.

Dr. Adrian Semorlan, Asian Sociology professor, said to Asia Times that Duterte can eliminate ASG with the support of locals who can give provide vital information to the military about the militants’ whereabouts. “Duterte has already given them powers to go after Abu Sayyaf. So it’s time for the community now to do their part,” Semorlan said.

Renato Reyes, leader of Bagong Alyansang Makabayan (BAM), one of the country’s biggest leftist groups, appealed to Duterte to scrap EDCA which, he said, is disadvantageous to Filipinos. However, opposition senator Antonio Trillanes opposed Dutete’s call. Trillanes said the presence of US Special Forces has been helpful in upgrading Philippine military’s capability, especially in combating terrorism.

Washington is set to allocate $66 million for the construction of US military facilities in the Philippines as part of the EDCA. But Mindanao analysts say the presence of US troops in the Philippines is not to contain ASG militancy but to counter China’s growing military strength in the region. While the U.S. tries to support the Philippines, Duterte is moving closer to China. For instance, he recently appreciated China’s move to construct drug rehabilitation centers for 600,000 drug users who surrendered to the Philippine authorities. Since he became president, Duterte has also been saying that China should construct a railway system in Mindanao.

“Ang China ang may pera, hindi Amerika, walang pera ang Amerika (China has the money and not America. America has no money),” he said. But three years ago, US troops had supported 4,000 Philippine soldiers in their fight against Moro National Liberation Front (MNLF) militants who attacked Zamboanga City after declaring independence.

The US military lent their drones and water assets to limit the movements of the rebels. The three-week attack in September killed at least a hundred MNLF rebels. Gewoon die economische groei van 7/8% per jaar nog voor minimaal 30/40 jaar consolideren dan komt het op een dag ook wel goed met het leger en andere zaken. Ondertussen werken aan corruptievermindering en bestrijding van drugs en meer geld naar de armen laten vloeien. Tot 2022 wel een groei van 7 a 8% per jaar volgens voorspellers maar wat daarna? I can’t kill them all, says Duterte



GAMU, Isabela—President Rodrigo Duterte called on the military on Saturday to pick up the war on drugs, after the top cop admitted that the Philippine National Police could not lick the drug menace in six months.

Speaking to troops at Camp Melchor de la Cruz here, Mr. Duterte said he might not be able to prosecute all the people involved in the illegal drug trade because there were so many of them. Mr. Duterte also gave the troops a preview of his new list containing the names of public officials involved in the narcotics trade.

The President read out the name of Bonnie Sultan, barangay captain of Lumatil, Maasim, Sarangani province, and mentioned Mayor Reynaldo Flores of Naguilian, La Union province, whose name appeared on the narcolist that he released in August.

‘High value target’
Mr. Duterte said Flores was a “high value target,” and that the information had been validated. Another name he repeated was that of retired Chief Supt. Vicente Loot, one of the five high-ranking police officials he publicly linked to the narcotics trade on July 5. He said the name of Loot cropped up in drug investigations in a swath of the country stretching from the Ilocos region to Calabarzon. “What does that mean? It means to say wherever he was assigned, he was into drugs,” Mr. Duterte said.

‘They’re in government’
The President said the other people on his list were congressmen, governors, mayors, barangay captains, councilors and police officers. “They’re in government. How can I build the case [when it’s like this]?” he said, noting the calls from human rights groups for him to build cases and file charges against the suspects. Mr. Duterte is visiting military camps to explain to troops his brutal war on drugs that has left more than 3,000 people dead since he launched it upon taking office on June 30.

Army Star Troopers
Arriving in dark glasses that he kept on during the first half of his speech, Mr. Duterte implored the Army Star Troopers to take up the fight against drugs, in case he fails to finish his six-year term and leaves the problem hanging. He said earlier that his new narcolist contained the names of more than 1,000 public officials. “With this many [names], I can’t kill them all. I might be the one they will kill,” he told the Star Troopers.

No prosecution
“See to it that this country will not take a spin because the whole of the Philippines is affected,” he added. Mr. Duterte pointed out that under the Constitution, the military is the protector of the people. “Do not allow the country to disintegrate,” he said. He also reiterated his promise to protect state forces from prosecution in his war on drugs. “Just do what is the mandate of the Constitution, and I will take care of you. I will protect you. I will not allow one policeman or one military to go to jail for doing his duty,” he said. Mr. Duterte made a passing reference to what he had done as longtime Davao City mayor. “In Davao, I was just strict. There were people who died, which was why I was criticized as a human rights violator,” he said.

Matobato allegations
But he said that after being elected President, he decided to disclose all he knew about the narcotics trade. Mr. Duterte did not comment on the allegations of Edgar Matobato, a confessed hit man for the Davao Death Squad, that he ordered the killing of about 1,000 suspected criminals and opponents when he was still mayor of Davao City. Matobato, 57, threw the allegations at Mr. Duterte as he testified in the Senate on Thursday during a hearing on alleged extrajudicial killings in the President’s war on drugs. Mr. Duterte promised during the campaign to stamp out the drug menace within the first six months of his presidency.

70 percent only
But the PNP chief, Director General Ronald “Bato” dela Rosa, admitted on Friday that the police could not achieve that goal. Speaking at a news conference in Naga City, Dela Rosa said he would be happy if the police could reduce the drug problem by 70 percent by January. After that, he said he would ask the President if he could stay as PNP chief. “We have three months and 15 days remaining in our schedule. We are still on the right track, although I always say that I am worried that we might fail,” he said.

‘Ambition’
Dela Rosa said the eradication of the drug problem in six months was an “ambition” that the PNP knew it could not achieve. According to government records, there are more than 3 million drug users in the Philippines. The PNP aims to arrest 1.8 million users, but has taken in only more than 700,000 so far. More than 3,000 people have been killed in police operations and vigilante attacks since July 1, drawing expressions of concern from the United States, the European Union, the United Nations and international rights groups.

Dela Rosa cited a difference between the local drug war and the fight against narcotics in other countries like Mexico and Colombia. “In other countries, they are dealing purely against the drug lords, but in the Philippines the drug war is against the drug users and pushers and drug lords and all other [people] in the drug trade,” he said. Dela Rosa said he would travel to other countries to study how the authorities there fight narcotics.

Als hij de drugsproblemen met zoveel tientallen procenten heeft kunnen terugdringen graag. _O_ Meneer staat ook voor open om naar andere landen af te reizen om daar te kijken hoe ze om gaan met drugssmokkel en verslaafden. Dat is een goede mindset: open staan om van andere te leren. Het doel is ook om 1,8 miljoen verslaafden te arresteren maar tot nu toe staat het cijfer maar op 700.000. De Filipijnen tellen meer dan 3 miljoen drugsverslaafden. China heeft toegezegd om een afkickcentrum te bouwen voor 600.000 verslaafden.

Duterte heeft een lijst met 1000 namen van corrupte overheidsofficials overgedragen aan het leger. Hij onderneemt ook een tour door het land om zijn war on drugs uit te leggen aan agenten en militairen. En dat die ziek is nu wel zeker. Hij twijfelt zelf of hij die 6 jaar kan volmaken. Afwachten wat het lichaam doet de komende maanden/jaren. Als die komt te overlijden dan een plek naast zijn ouders die in Davao City liggen begraven. Ik denk slechte levensstijl, roken, want zijn vader (1916 - 2012) is wel ruim 90 jaar geworden..... Duterte telt 'pas' 71 jaar (1945 - ).

Edit: laat maar. Dat was zijn moeder die 90 jaar is geworden. De vader (1911) was al uitgeteld in 1968....

President Rodrigo Duterte has turned over his list of government officials allegedly involved in the illegal drug trade to the Armed Forces of the Philippines (AFP) even as he admitted that drug lords may succeed in their plan to assassinate him.

Speaking before military troops at Camp Melchor Dela Cruz in Gamu, Isabela, Duterte said there’s a chance that he may not finish his term because the people on the drug list may have him killed. “I do not know if I will survive the six years or not. Given the numbers, I can’t kill them all. They can perhaps kill me,” the President said as he showed the folder containing the list.

“Ibigay ko ito sa Armed Forces. Ito ang problema natin (I will give this to the Armed Forces. This is our problem). I’m just saying that the ultimate warriors of the Constitution, to protect the people, is the Armed Forces of the Philippines. So bahala na kayo (Now it is up to you),” he added. The urged the military “not to allow the country to disintegrate.” “I will protect you,” he assured the troopers, adding that he will take responsibility for his orders.

“I will not allow one policeman or one military to go to jail for doing his duty. In my six-year term, you should have no fear. Whatever you do under my orders, that’s my [responsibility],” he said. The President has yet to reveal the names of 1,000 public officials who he said are involved in the illegal drugs trade. He hinted that the list includes governors, congressmen, assemblymen, mayors, barangay captains and policemen.

In his speech, Duterte named anew retired general and now Daanbantayan Mayor Vicente Loot as one of those linked to the drug trade. The President said Loot’s name was also mentioned in Ilocos, Cagayan Valley and Central Luzon regions. “What does that mean? It means to say that wherever he was assigned, he was into drugs. That is what it means,” he said.

The President said Mayor Reynaldo Flores of Naguilian, La Union was included in the third and final drug list. Flores was also in the second drug list that Duterte released in August. Duterte said Flores is a “high value target” and that his involvement in illegal drugs had been validated.

He also mentioned Ronnie Sultan, barangay captain of Lumatil, Maasim, in Sarangani. The President confirmed that suspected drug lord Melvin Odicta and his wife Miriam, who were gunned down in August, were in the drug list. “You see, they’re here – the Odictas. But the Odictas were salvaged,” Duterte said.

On the other hand, Duterte said the Alcalas of Quezon province, who were earlier tagged in the illegal drug trade, have been removed in the final drug list. “The Alcalas, who were here [in the narcotics list], had been erased,” the President said. Last month,, Cerilo “Athel” Alcala, the brother of former Agriculture Secretary Proceso Alcala and Quezon Representative Vicente Alcala, surrendered to the police with his son Sajid to clear their names after being tagged as Quezon’s top drug lords.

On September 11, Cerilo’s wife Maria Fe and daughter Toni Ann were arrested in a buy-bust operation conducted in Leveriza Subdivision in Tayabas, Quezon.

Norwegian hostage freed by al Qaeda-linked group in Philippines



MANILA (Reuters) - A Norwegian man held hostage by the al Qaeda-linked Abu Sayyaf Islamist militant group in the southern Philippines since September last year was freed on Saturday, Philippine officials said. The group seized Kjartan Sekkingstad from an upscale resort on Samal island in Davao del Norte along with a Filipina, who has already been freed, and two Canadians, whom the militants later executed.

Abu Sayyaf, based in the south of the mainly Roman Catholic Philippines, is known for kidnappings, beheadings and extortion. It had initially demanded one billion pesos ($21 million) each for the detainees, but it later lowered the ransom to 300 million pesos each.

The group released Sekkingstad in the town of Patikul in the Sulu Archipelago and he is now in the custody of Nur Misuari, founder of the Moro National Liberation Front (MNLF), in the regional capital Jolo, said Jesus Dureza, a peace adviser to the Philippines' president.

Sekkingstad had been due to meet president Rodrigo Duterte later on Saturday but the meeting was cancelled due to bad weather. "His first words when I spoke to him on the phone (were): "Thank you to president Duterte," Dureza said in a statement. "His release from captivity capped months of quiet, patient but determined efforts with the assistance of all sectors." Major Filemon Tan, spokesman of the military's Western Mindanao Command, said the release of Sekkingstad was the result of "intense" military operations against the Abu Sayyaf. Tan also credited the MNLF for helping the government in seeking the release of the Norwegian. In Oslo, the government welcomed the development but remained cautious, noting that Sekkingstad was not yet in government custody.

Norwegian Foreign Minister Borge Brende confirmed Sekkingstad's release and said he was in contact with Dureza. Borge said he was told that Sekkingstad would be likely handed over to the Philippine authorities on Sunday.

Abu Sayyaf beheaded the two Canadians it seized last year with Sekkingstad, the first one in April and the other in June, after a deadline for the payment of ransom money lapsed. The Filipina victim was released in June. It was unclear whether a ransom had been paid in exchange for Sekkingstad's freedom, but it is widely believed that no captives are released by the group without it.

Security experts say brokers, messengers and go-betweens are involved at multiple levels, some taking substantial cuts. Payments are euphemistically called "board and lodgings". The group has made tens of millions of dollars from ransom money since it was formed in the 1990s, security experts say, channelling it into guns, grenade launchers, high-powered boats and modern equipment.

MANILA, Philippines - Invoking his constitutional powers after he declared an “indefinite state of emergency to address lawlessness” in the country, President Duterte has ordered the Armed Forces of the Philippines to pin down or arrest some 1,000 new drug personalities in his target list.

Duterte handed out to AFP chief Gen. Ricardo Visaya yesterday names of local officials, police personnel, and barangay captains tagged as either drug operators or coddlers in their respective areas. “Ito yung problema. Ang bayan ng Pilipinas, hindi talaga umaangat. Parang nasa runway tayo. Full blast na, ayaw talagang umangat (This is the problem. The Philippines is not really taking off. It’s like were already on the runway and ready to take off, but just couldn’t),” the President said before the 5th Infantry Division of the Philippine Army at Camp Melchor de la Cruz in Cauayan, Isabela.

Under Presidential Proclamation 55, the President cited acts of violence in Mindanao, including the Sept. 2 blast at the Davao City night market, as reasons for the declared state of national emergency. It also cited Article VII Section 18 of the Constitution, which authorizes the President, as commander-in-chief of the Armed Forces of the Philippines, to call out the AFP whenever it becomes necessary to prevent or suppress lawless violence.

Calling it the “ultimate warrior in the Constitution to protect the people,” Duterte told the military to continue with his anti-drug campaign – now beset with serious concerns of human rights violations – even after his term is over until the menace is totally eradicated. He told the military again that he is ready to back them in case they will be haled to court for human rights abuses.

“Just do what is the mandate of the Constitution and I will protect you,” the Chief Executive said. “I will not allow one policeman or one military (man) to go to jail for doing his duty. Do not allow the country to disintegrate.” Speaking in Filipino, he assured the soldiers: “Do not fear. You have my full backing. I am ready to be jailed.”

High-value targets
Waving a thick document that contained names of suspected narco-personalities, Duterte ordered the military to go after the targets, including Naguilian, La Union Mayor Reynaldo Flores, who has been identified as a “high-value target” in the list. Meanwhile, from his hometown, Flores said God is guiding the President in naming him as such among a thousand illegal drug personalities, as this would hasten investigations on a shabu laboratory discovered in his town.

“There is divine intervention on this situation,” Flores said. “I am very positive that he is being used by the Almighty to remind us of the reinvestigation of the shabu laboratory, which I firmly believe involves other persons aside from those convicted. I believe the case on the shabu laboratory was not completed. That’s why we want the authorities to open it again to really find out the truth on this matter and who are involved in this illegal activity. We were the ones who busted that facility.”

Along with Flores, also identified in the list from La Union were Bauang Mayor Martin de Guzman, Tubao Mayor Dante Garcia, and former La Union second district representative Eufronio Eriguel. All the four denied involvement in illegal drug activities.

Special Mention
Meanwhile, Duterte made special mention of Daanbantayan, Cebu Mayor Mayor Vicente Loot, former police general-turned-politician, as having links to drugs in every region he was assigned when he was still a police officer. “What does that mean? It means to say that wherever he was assigned, he was into drugs. That is what it means,” Duterte said.

Corruption and Crime
Duterte again discussed how corruption and crime have severely destroyed many sectors of the country, from airport personnel to customs and immigration. “Ang korapsyon at crime… Kapag napasok ang magkapareha sa droga, yang pamilya na yan ay dysfunctional (When corruption and crime, together with drugs, get into the picture, the family surely becomes dysfunctional),” he said.

Odicta couple
Duterte also insinuated that some might suffer the same fate as convicted drug offender Melvin Odicta Sr. and his wife Meriam, who were ambushed by still unidentified assailants while they were leaving the Caticlan jetty port in Malay, Aklan last Aug. 29. They had just embarked from a roll-on, roll-off vessel from Manila going to their residence in Iloilo City. It was apparently the first time that Duterte talked about the Odicta killing, as the police have not established leads in the incident since the creation of a task force to probe the couple’s murder.

“Wala eh, si Odicta sinalvage (Odicta was killed),” Duterte said, then joked that members of the Army might have staged the ambush. “Siguro, baka mga army ‘yun kasi harap-harapan man. Army harap-harapan eh. Pulis takbo man agad (Maybe, it’s the army because the army does it up front. The police usually run away),” he said in jest.

Toys for the big boys
In the same event, Duterte gave out three brand-new Glock .45 caliber pistols to the soldiers. Ben wel verbaasd dat die Noor van Samal Island is ontvoerd. Dat staat normaal gesproken als vrij veilig bekend. Heb daar regelmatig in de zee gedobberd :/

Ai, het eiland Mindanao is sowieso afgeraden als je kijkt naar het reisadvies. Hoewel natuurlijk wel veilige plekken zijn maar ja alle Filipijnse troep is in die regio actief. Dus een zekere risico bestaat altijd. Ik zou het zelf houden bij Visayas en Luzon. Palawan weet ik nog zo niet.

Palawan zijn ook wel toeristen ontvoerd. Luzon is ook niet overal veilig. Ik denk eigenlijk dat je overal wel zekere risico's hebt. De NPA, MILF en Abu Sayaf kennen overal wel enige aanhang en hebben overal wel iig een paar infiltranten. Ontvoerde toeristen worden gewoon met een speedboot naar hun strongholds afgevoerd. Het gebeurt alleen vaker natuurlijk als je verder van de grote steden afgaat en/of dichter bij hun strongholds komt.

Samal Island wonen echter naar verhouding vrij veel blanke pensionado's, kent hele mooie resorts en staat als rustig bekend. Het ligt ook voor de kust van Davao City. Hoewel de Duterte's er officieel niks te zeggen hebben (onderdeel van de provincie Davao del Norte en niet Davao City namelijk), kunnen groeperingen er geen grote voet aan de grond krijgen. Die Noor had gewoon extreme pech.
