The attempts to create new and greater obstacles in the way of the delivery of Russian humanitarian aid to the civilian population of Donbass cause deep concern. The implementation of this mission has entered its final stage. In discussions with the representatives of the Ukrainian authorities and the International Committee of the Red Cross (“ICRC”), we were able to reconcile practically all the key parameters of the transfer to the intended recipients of food, medicine and other essentials.
At the same time, there are forces that intend not simply to deprive the population of the Southeast of Ukraine of this assistance – which is of urgent, immediate necessity – but also to perpetrate open provocations likely to further complicate the situation in the conflict zone. Whereas, if earlier the humanitarian mission was obstructed through flimsy claims of organization and procedural difficulties, we are now receiving information about direct threats of the use of force against our convoy. Reports are coming in that a saboteur group of the «Aidar» punitive battalion is planning to mine certain sections of the roads in the Lugansk region with the intention of destroying the vehicles carrying the humanitarian cargo and the attending personnel; and then to accuse the Militia of these terrorist acts.
We also draw your attention to the sharp intensification of combat operations by the Ukrainian military, which pursues the obvious objective of cutting off the route – agreed-upon with Kiev – of the humanitarian column from the Russian-Ukrainian border to Lugansk.
One gets the impression that in Ukraine and beyond its borders there are still many who wish to derail the humanitarian mission, even at the cost of new victims and destruction. Those who harbor such criminal plans take upon themselves the enormous responsibility for their consequences. The Russian side is firmly committed to the speediest and most comprehensive performance of the agreements arrived at with the leadership of Ukraine and the ICRC with respect to the delivery of humanitarian aid to residents of Donbass. We are taking all the precautions we can to ensure the safety of this mission. Deputy Head of the Presidential Administration of Ukraine Valeriy Chaly held a meeting with Head of Operations for Europe and Central Asia of the International Committee of the Red Cross Laurent Corbaz.
In the course of the meeting, V. Chaly noted that the Ukrainian party did everything to provide assistance to the citizens in the area of conflict and was grateful to the ICRC for active facilitation of the given mission.
L. Corbaz informed that at the moment, the Russian party hadn't provided detailed specification of cargo which caused delay in its registration. He also informed on the absence of the agreement regarding guarantees of security of the ICRC's work. The interlocutor emphasizes that the delivery of humanitarian aid to Luhansk must be preceded by appropriate preparatory work of the Red Cross mission in the city.
At the same time, L. Corbaz confirmed that the Red Cross had already received the first trucks of Ukrainian humanitarian assistance which were in Starobilsk already. He emphasized that the distribution of that aid in Luhansk region would begin in the nearest time.
In the course of the conversation, the Deputy Head of the Presidential Administration of Ukraine emphasized that the provision of humanitarian assistance, the organization of which had already involved numerous international partners of Ukraine, was not only a humanitarian mission, but also an important evidence of the readiness of Ukraine to create the atmosphere of trust jointly with the international organizations for the achievement of the goals set.

Geneva (ICRC) – The International Committee of the Red Cross (ICRC) is deploying additional staff to Russia and Ukraine and scaling up logistics arrangements in readiness for the delivery of aid to conflict-hit eastern Ukraine.
The Ukrainian and Russian authorities have each separately dispatched a convoy carrying aid for eastern Ukraine, and have asked the ICRC to facilitate delivery. The two countries are still finalizing such practical details as inspection and clearance procedures for the Russian convoy and confirmation of the strictly humanitarian nature of the cargo.
"As and when agreement is reached, we plan to deliver this humanitarian aid to people affected by conflict in eastern Ukraine, health facilities and other welfare organizations,” said Laurent Corbaz, ICRC head of operations for Europe and Central Asia, speaking from Kiev. “People are struggling to cope with limited access to basic services such as water and electricity, so speed is of the essence.”
A five-person ICRC team is already present in the vicinity of the Russian convoy, which is currently parked in the Rostov region, and 15 more staff are on the way. Another ICRC team has deployed to Starobilsk, where a Ukrainian aid convoy of around 50 trucks arrived this morning.
“We still need assurances from all parties to the conflict that our staff will be allowed to perform their tasks safely and with due respect for our humanitarian principles. Given the complex logistics and security challenges involved, this aid operation will take some time and we call on the authorities of both countries to do all they can to resolve outstanding issues quickly,” added Mr Corbaz.
Since the onset of the crisis in Ukraine, the ICRC and the Ukrainian Red Cross have been distributing relief items and supermarket vouchers to displaced people in need. They have also provided medical supplies to health facilities in the Donetsk, Luhansk and Kharkiv regions, mainly to improve treatment for the wounded. The ICRC is conducting humanitarian visits to places of detention run by the Ukrainian authorities on an ad hoc basis, and hopes to enter into a more formal agreement with the government. The ICRC is also seeking to visit people held by the armed opposition.
The ICRC continues to expand its humanitarian response to the situation in eastern Ukraine and has received financial support from Finland, Switzerland, the United Kingdom and the United States, and the Red Cross Societies of Canada and Japan.

Canada is working in partnership with the International Finance Corporation to encourage sustainable economic development for all Ukrainians. Small and medium-sized agricultural entrepreneurs are an important source of economic growth, job creation, government revenue to finance essential public services, and the goods and services required to improve people's quality of life.
“Our project with the International Finance Corporation will help small and medium-sized enterprises in the agricultural sector become more competitive,” said PS Brown. “Canada remains committed to helping Ukraine with its economic growth, and to increasing economic opportunities for Ukrainians.”
Canada’s development programming in Ukraine aims to improve the business-enabling environment, restore confidence in financial institutions and increase the competitiveness of small- and medium-sized enterprises, including in the agricultural sector, by diversifying skills and increasing access to credit. Canada has also increased its support for democracy and rule of law in Ukraine since 2013.
“The relationship between Canada and Ukraine has deep roots,” said PS Block. “This project will strengthen these ties between our two countries.”
Recognizing that private enterprises have an important role to play in achieving lasting development impact, the Government of Canada is committed to strengthening its engagement with private sector actors as partners to help reduce global poverty.
Later during the day, PS Brown will host a round table with PS Block and local stakeholders to discuss Canada’s leadership role to date as well as what concrete actions we should take going forward to ensure continuous improvement to maternal, newborn and child health programming. This meeting is part of the consultations announced by Prime Minister Stephen Harper at the Saving Every Woman, Every Child: Within Arm’s Reach summit, which took place in Toronto on May 28–30, 2014.
