According to Sky sources, the UK, US, France and others have told the ICRC that they fear the convoy will be a "Trojan Horse" and serve as a pretext for deepening Russian involvement in eastern Ukraine.
The death toll from fighting this year has now climbed above 2,000 - with 1,000 added during the past four weeks.
Another 285,000 people have been displaced.
Russia has sent a 280-truck convoy carrying sleeping bags, grain, generators and other essential items for survival for the tens of thousands of people cut off from safe supplies by heavy fighting, especially around Lugansk and Donetsk, the two largest cities in the region.
But "humanitarian aid and intervention" served as a covering excuse for Russia’s invasion of Georgia in 2008 and earlier incursions which carved South Ossetia and Abkhazia away from Georgia.
As a consequence, Ukraine said that the convoy would not be allowed to cross from Russia in Russian vehicles.
These are believed to have come from the Russian Tamaz Rifle Brigade and have been re-painted white.

Even tussendoor, ik kijk wel eens naar video's van het pro-Russische ANNA news omdat ze veel actueel beeldmateriaal op locatie hebben, maar de beelden worden steeds goorder en zijn bijna niet meer te harden.

Merkel: EU doesn't accept Russia's actions in Ukraine
German Chancellor Angela Merkel has said that for last 70 years Europe has been living peacefully, mainly because there was a basic consensus that Europeans respect the territorial integrity of its member states.
"The compliance of the states' territorial integrity and the impossibility of changing the border lines unilaterally is the key European accord, Merkel said in an interview with The Saxon newspaper posted on Wednesday, adding that after the annexation of Crimea Putin went against these principles.
Nobody coordinated holding of the referendum with Kyiv government, as for example, in Scotland, there have been no long years of injustice and numerous resolutions of the United Nations, as for example, in Kosovo, the chancellor stressed adding that she would never accept the annexation of the Crimean peninsula from Ukraine in March this year.
"If such an annexation, which violates international law, were to become a political instrument that were accepted without challenge, then everything that has allowed us to live in peace and prosperity for half a century would be in danger," she said.
Merkel made it clear that she does not recognize Russia's actions committed in relation to Ukraine.
"That is why we do not accept Russia's actions," she said.
She also said that Ukrainians must have a right for self-determination.
If they Ukrainians voted for closer cooperation with Russia or joining the Eurasian Customs Union, the European Union wouldn't be against that, Merkel said.
"Ukraine should be able individually, freely and democratically to make decisions about its constitution, policies, as well as the degree of independence of the eastern regions. Russia should recognize it," she said.

Ik geloof dat deze 2 particuliere Spaanjaarden wel door hun geloof en overtuiging zijn gekomen, maar ik ben ervan overtuig dat de andere "separatisten" daar gewoon voor geld zitten. Maar dat is goed, die Spaanjaarden zullen waarschijnlijk voor de winter nog terug rennen, van hun eigen vrienden-separatisten)))quote:

Ukrainian aid to be sent to eastern regions on Thursday - official
The Ukrainian government is preparing humanitarian aid for the country's eastern regions that will be sent there on Thursday, August 14, said Iryna Heraschenko, the Ukrainian president's commissioner for the peaceful resolution of Donbas crisis.
"Once Ukraine had agreed the route, the logistics and other technical aspects with the Red Cross (International Committee of the Red Cross, ICRC), we started forming our humanitarian convoy which will depart as early as tomorrow as part of a Red Cross international humanitarian mission to the affected regions," she wrote on Facebook on Wednesday.
With regard to the Russian aid she wrote: "What will happen to the 280 Kamaz vehicles? If they contain humanitarian aid, it will be reloaded on the Ukrainian border for the Red Cross needs and it will be in this form only and under the Red Cross jurisdiction so that it can go to the affected regions. Not otherwise."
The presidential commissioner is unaware of what is inside those vehicles. "They could be empty, and their drivers - special-forces fighters. They could be carrying items banned from import. This is why this convoy will not make legal and official entry in Ukraine," Heraschenko said.
Meanwhile, on August 14 the Ukrainian Ministry of Agrarian Policy and Food is set to send food trucks to the Luhansk region. "This convoy will go from Kyiv to Luhansk via Kharkiv probably tomorrow," Minister of Agrarian Policy Ihor Shvaika said at a briefing in Kyiv.
He said Ukraine is capable of providing its citizens with food. "At this time foodstuffs are being delivered to Luhansk. People do have something to eat there," the official said.
Shvaika said that grain and canned meat will be delivered to the Donetsk and Luhansk regions. Dairy-products supplies are in question since they require refrigerators. The minister stressed that the humanitarian aid must be prepared by this evening.
It was reported earlier that in the event of the humanitarian aid passing under its aegis, the ICRC will distribute it without the Ukrainian authorities' involvement.
Earlier on Wednesday Ukrainian Interior Minister Arsen Avakov said the Russian humanitarian convoy will not be allowed into the Kharkiv region.
For his part, Ukrainian Prime Minister Arseniy Yatseniuk said Kyiv can only accept humanitarian aid from the International Committee of the Red Cross (ICRC).
