Vandaag moet blijken of de Britse premier Cameron steun krijgt van andere Europese landen in zijn harde opstelling tegen Rusland. In Brussel zijn de EU-ministers van Buitenlandse Zaken vanochtend bijeen om te praten over het verzwaren van sancties tegen Moskou.
Minister Timmermans zei bij aankomst dat het van belang is om eensgezind en krachtig stelling te nemen. "Rusland doet tot nu toe te weinig." Timmermans voegde eraan toe dat voor Nederland qua sancties "niets taboe" is.
Cameron vindt, net als de VS, dat Europa de afgelopen maanden niet doortastend genoeg is geweest om Rusland te straffen, na de annexatie van de Krim en het conflict in Oost-Oekrane.
"De tijd is aangebroken om onze invloed aan te wenden", zei Cameron gisteren. De regeringsleiders van andere EU-landen hebben zich niet in dergelijke bewoordingen uitgelaten. Het is nog maar de vraag in hoeverre de Britse premier bijvoorbeeld Duitsland en Frankrijk meekrijgt.
Strafmaatregelen
De afgelopen maanden heeft de EU al strafmaatregelen genomen, zoals het bevriezen van banktegoeden en inreisverboden voor sommige Russische functionarissen.
De regeringsleiders spraken vorige week op hun top in Brussel af dat de sancties uitgebreid moeten worden, omdat Rusland te weinig heeft gedaan om de separatisten in Oost-Oekrane tot bedaren te brengen. De bijeenkomst van de ministers van Buitenlandse Zaken was dan ook al voor de vliegramp gepland.
Hoe wordt er in Londen, Berlijn en Parijs tegen aanvullende sancties aangekeken?
Groot-Brittanni
De Britse regering loopt al geruime tijd voorop in het pleidooi om de druk op Moskou op te voeren. Correspondent Arjan van de Horst: "Groot-Brittanni wil van meer Russische personen en bedrijven de banktegoeden bevriezen, een boycot tegen de vliegmaatschappij Aeroflot en verdere sancties gericht op de banken en de energiesector."
Toch is het volgens Van de Horst de vraag of de Britten uiteindelijk zo ver willen gaan, omdat de maatregelen in het eigen land ook pijn zullen doen. "Er wonen hier Russische oliegarchen, die in Groot-Brittanni miljarden hebben genvesteerd in onder meer onroerend goed. Bovendien zullen sancties tegen banken de positie van Londen als financieel centrum aantasten."
Duitsland
In Berlijn hoor je niet de harde taal die Cameron gebruikt, zegt correspondent Tim de Wit. "Bondskanselier Merkel legt de nadruk op de dialoog. Ze wil vooral de diplomatie gebruiken om Poetin op andere gedachten te brengen."
Merkel krijgt hierop de laatste dagen kritiek. "Je hoort vaker dat Europa zijn tanden moet laten zien. Merkel belt het meest van alle leiders met Poetin, maar dat heeft niets opgeleverd."
Aan de andere kant krijgt de bondskanselier steun voor haar voorzichtige benadering. "De economische belangen zijn groot. De handel met Rusland bedraagt 75 miljard euro per jaar en Duitsland is voor 40 procent van zijn aardgasbehoefte afhankelijk van Rusland. Bedrijven zijn bang voor Russische tegenmaatregelen."
Frankrijk
"Met Parijs is tot op zekere hoogte te praten over verscherping van bestaande maatregelen, zoals inreisverboden en bevriezing van banktegoeden", zegt correspondent Ron Linker.
Een wapenembargo is een lastiger onderwerp. "Frankrijk bouwt voor Rusland twee grote oorlogschepen. Op dit moment zijn zo'n 400 Russische matrozen in Frankrijk voor een opleiding om die schepen te bedienen."
De druk om de order te annuleren, plaatst Parijs voor een dilemma, zegt Linker. "Dat zou banen kosten en de vakbonden zijn dan ook aarzelend. Tegelijk wil Frankrijk opheldering van Moskou over de vliegramp. Opvallend is dat er weinig over wordt gezegd en geschreven. Het vermoeden is dat de regering de zaak low key wil houden."

Sinds de annexatie van de Krim eind februari is de Micex (Moscow Interbank Currency Exchange) -index , een van de belangrijkste beurzen in Rusland, met 4,2 procent gedaald, waarbij omgerekend ongeveer 21 miljard euro aan beurswaarde in rook op ging. In diezelfde periode noteerden veel toonaangevende indices elders in de wereld recordstanden.
In de drie handelsdagen tot en met 21 juli daalde de Micex-index met 6,1 procent, nadat de Verenigde Staten voor de tweede keer aanvullende sancties tegen Rusland aankondigden. Als Europa daarin ook nieuwe stappen zet, zal de Russische beurs volgens handelaren verder wegzakken.
Volgens Hayes Miller van Baring Asset Management is de kans in ieder geval groot dat er na het neerschieten van de Maleisische jet meer sancties volgen tegen Rusland.
Door de koersdalingen in Moskou zijn de 19 rijkste Russen sinds het begin van dit jaar in totaal een vermogen van 13 miljard euro kwijtgeraakt, terwijl de 64 rijkste Amerikanen 55 miljard dollar (40,7 miljard euro) aan hun fortuin toevoegden.
"De markt geeft een signaal dat Rusland moet voorkomen dat het een 'outcast' wordt en zichzelf buiten de wereldwijde markten zet," aldus Aleksei Belkin, chief investment officer bij Kapital Asset Management LLC in Moskou, in een reactie via e-mail aan het persagentschap Bloomberg. "Poetin gelooft dat wat hij doet gerechtvaardigd is, en hij is er zich wel degelijk bewust van dat hij niet wordt geconfronteerd met een verenigde oppositie in Oekrane. Ukrainian MPs have approved a Ukrainian presidential decree on partial mobilization.
Under the law, mobilization is conducted within 45 days from the date of entry into force of the decree.
"The need to make a decision on partial mobilization is triggered by the spread of terrorism on Ukrainian territory, leading to the deaths of civilians, servicemen and employees of military formations and law enforcement agencies of Ukraine in the eastern regions of the country," reads an explanatory note to the law.
The reason for the introduction of mobilization is also the concentration of Russian troops on the border with Ukraine.
"The need to introduce partial mobilization is related to the concentration of groups of troops (forces) with significant offensive potential on Russian territory near the state border of Ukraine, a threat of attack, and a threat to Ukraine's independence," reads the document.

Oekrane mobiliseert mannen onder de 50
KIEV - Oekrane wil alle mannen tot 50 jaar die geschikt zijn voor militaire dienst mobiliseren. Het parlement stemde dinsdag in met een mobilisatiebevel van president Petro Porosjenko. Hij zegt zo de grenzen te willen verdedigen.
Eerder dit jaar riep de regering al reservisten op. Maar de nieuwe order gaat verder en roept alle mannen van weerbare leeftijd op.
In het parlement van 450 zetels ontstond rumoer en parlementarirs die eerder president Viktor Janoekovitsj steunden, raakten slaags met radicale nationalisten. De mobilisatie kreeg de steun van 232 parlementsleden. De pro-Russische Janoekovitsj werd in februari afgezet. Porosjenko is in mei gekozen.

The Ukrainian troops have made further advances on east Ukraine’s Donetsk, self-defense fighters said on Tuesday.
The Ukrainian army started an offensive early on Tuesday from the settlements of Rubezhnoye, Sirotino and the Luhansk highway, the militia said.
The towns of Severodonetsk and Lisichansk were bombed by the Ukrainian military throughout the night. Shootouts in Severodonetsk are taking place in the center of the town, near the military commissariat, while tanks are shelling the town from the Rubezhnoye bridge, the self-defense fighters said.
Battles in Lisichansk are taking place near the Melnikov coalmine. A coke and chemical plant is under fire in a Donetsk suburb as a result of the city’s shelling by the Ukrainian army, the local news agency Novorossiya reported.
A shell fell on the territory of the Avdeyev coke and chemical plant on Monday evening, damaging communications, the agency said.
