Donetsk, June 7 (Interfax) - Three civilians were killed as Ukrainian government forces shelled the city of Sloviansk and its suburban neighborhood Cherevkivka late on Friday and early on Saturday, the headquarters of the self-proclaimed Donetsk People's Republic told Interfax.
"A howitzer round last night hit Svobody Street, which is the central street of Sloviansk. Two people who were at the place at the moment were killed and several others suffered fragmentation wounds," it said.
Another civilian was killed and 2 houses were destroyed as Cherevkivka was shelled early on Saturday, it said.
"The city's residential neighborhoods are being pounded, and therefore it's impossible to stay there. A lot of civilians have been injured," it said.
Information from the self-proclaimed republic's headquarters and local residents indicated that the Vostochny neighborhood and the village of Artem were currently being shelled from Mount Karachun, which was earlier taken up by the Ukrainian army.
Meanwhile, the chief of Kyiv-based Information Resistance group, Dmytro Tymchuk, said on Facebook on Saturday morning that two Ukrainian servicemen had been wounded during a militia attack on a checkpoint near Bylbasivka in Sloviansk district.
He also said a government military convoy had come under fire from militia fighters. "No one was hurt among the [troops in the convoy], who returned fire," he wrote on Facebook. Sloviansk, has become an increasingly difficult area for journalists operate in.
Both the pro-Russian forces and the Ukrainian military operating in the city have sought to limit press access in the area as part of a jostle to win what is seen as an informational war.
The result is an underreported humanitarian crisis.
Surrounded on all sides by the Ukrainian army, civilians trapped inside the city are subject to heavy daily shelling from both mortars and heavy artillery. The assaults appear increasingly indiscriminate with shells now often landing in areas with a dense civilian population.
More than 15,000 people are now thought to have fled Sloviansk, which has a population of just less than 130,000 many to nearby salt lake resort Sveta Gorsk.
But despite the efforts of non-governmental organizations, a lack of information and governmental support for those seeking to leave means many more remain inside the city too poor, too afraid or simply unwilling to leave behind a whole lifetime.
For those who have stayed, daily life is a constant and growing struggle.
Water supplies have been cut off to almost all areas of the city in some places for at least four days after shelling damaged water pipelines. On Friday, the city was plunged into darkness after the Ukrainian army took out the electricity hub supplying the city in Nikolaevka.

Food is also becoming scarce, as supplies are increasingly difficult to get inside the city. Only one local shop in Mashchermet remains open. Its shelves are nearing empty, but people are no longer waiting to buy what remains, instead they are increasingly dependent on what they can get from the land.
We have nearly no money left, said Nelli as she chops homegrown onions from the allotment in her kitchen. Bread prices have risen by thirty percent, so we do what we can.
Many have stopped receiving wages as nearly all factories, shops and offices in the city are now closed. Pensions, benefits and payment to state employees, such as teachers and doctors, have also stopped after Kiev ceased making payments last month amid claims the money was being used to fund terrorism.

Pro-Russian rebels fighting Ukraine's Western-backed government have launched attacks on Luhansk International Airport in the east of the country, a military source said on Sunday.
The assaults, which took place on Saturday evening and Sunday morning in the immediate wake of the inauguration of Ukraine's new President Petro Poroshenko, did not result in any injuries among the defenders, he said.
"It was clear the rebels were trying to destroy the building which controls the power supply to the airport," said the source, one of the Ukrainian paratroopers guarding the airport, talking to AFP by telephone.

Russian terrorists preparing another stronghold in Donetsk Oblast
During the night of June 7, a convoy of six armored personnel carriers, six KAMAZ trucks, and an artillery tank crossed the Russian-Ukrainian border, reports ZN.UA, June 8, citing the commander of the Azov special battalion Yaroslav Honchar. The KAMAZ went to the city of Torez and the armored vehicles are in the city of Snizhne, where a new center of resistance to Ukrainian troops is being formed.
The militants are preparing Snizhne (Donetsk Oblast) as a stronghold, Honchar wrote on Facebook, Sunday, June 8.
“Fortification work is continuing for the second day now. On the roofs are positioned the MANPADS and snipers (on the former border complex, including Furshet and Lenin stores and other buildings). They are digging trenches between checkpoints. Skela machine guns and 120 mm self-propelled mortar carriers are being placed around the city,” he wrote.
Honchar added that “during the night 2 to 3 convoys with 4 KAMAZ of those that arrived yesterday went to the village of Novaya Nadezhda in the Russian Federation where they took some 100 people on board.”
“According to preliminary information, the 100 individuals are military personnel of the Russian Federation. Accompanied by two of our traitors, those 4 KAMAZ with Russian special forces came back to Snizhne. Ukrainian President Petr Poroshenko said that the fighting in eastern Ukraine must be stopped this coming week.
"We must ensure ceasefire this week," Poroshenko told the trilateral contact group for implementing the peace plan for eastern Ukraine in Kiev on Sunday.
"The situation where people die each day and Ukraine is paying such a high price, is unacceptable," the Ukrainian president said.
"Therefore, first, the work of the Ukrainian state border must be restored in order to guarantee security for all Ukrainian citizen living in Donbass, irrespective of their political preferences," Poroshenko said, Interfax reports.
The presidential press service told Interfax that the meeting was attended by Ukrainian Ambassador to Germany Pavel Klimkin, the OSCE secretary general's special envoy Heidi Tagliavini and Russian Ambassador to Ukraine Mikhail Zurabov.
Poroshenko said that the parties must work to implement the agreements reached in Normandy in talks with German Chancellor Angela Merkel, French President Francois Hollande and Russian President Vladimir Putin.
He also proposed holding the group's meetings on a daily basis in order to assess what has been done and to coordinate further moves to implement the peace plan for eastern Ukraine.

When Moscow threw its weight behind the 2008 war against Georgia under the pretext of protecting the self-proclaimed Republic of South Ossetia, some commentators thought that Georgian President Mikheil Saakashvili had simply miscalculated and made the wrong move.
Russia's annexation of the Crimean Peninsula, by contrast, fuelled quite an outrage across the world. Uzbekistan has been particularly worried about what the recent developments in Ukraine would mean for its own border disputes.

We also recognize that the actions of the insurgents, operating in a populated residential area, setting up road blocks in residential areas, and moving in, around, or near to hospital grounds may endanger residents, patients, and healthcare workers at such facilities.
Nevertheless, criminal conduct by the insurgents does not relieve the Ukrainian forces of their obligations to act in accordance with international law in the conduct of their law enforcement and military operations. This is particularly the case with respect to use of lethal force. In Ukraine the obligations under the European Convention on Human Rights (ECHR), such as those which protect the right to life (article 2), bodily integrity (article 3), and liberty and security (article 5), as well as the inviolability of the home (article 8), remain in force during all law enforcement and military operations.

Op het jaarlijks Internationaal Economisch Forum in St. Petersburg, waar officile delegaties uit 62 landen en ceo's van 146 belangrijke multinationale ondernemingen vertegenwoordigd waren, maakte Poetin de volgende opmerking: "Morgen zou Oekrane lid van de NAVO kunnen zijn, en overmorgen kunnen er installaties voor het raketschild geplaatst zijn."
De Europese Unie, de Verenigde Staten en de NAVO weigerden om afgevaardigden naar dit Forum te sturen. De Russische diplomatiek vertegenwoordiger bij de NAVO, Alexander Grushko, zei afgelopen maandag dat Moskou eerder aangedrongen had op een onmiddellijke bijeenkomst van de NAVO-Rusland Raad vanwege de ernstige verslechtering van de crisissituatie in Oekrane.
Het bondgenootschap stelde toen voor om op 27 mei een bijeenkomst van ambassadeurs te beleggen, maar Moskou verzocht om deze top uit te stellen. Op 1 april jl. stopte de NAVO alle praktische samenwerking met Rusland betreffende Oekrane, alleen werd er nog contact gehouden op ambassadeursniveau of daarboven. De ministers van Buitenlandse Zaken van de NAVO-lidstaten willen de relaties met Moskou op hun volgende bijeenkomst in juni opnieuw bekijken.
Al eerder beschuldigde Poetin de westerse landen ervan de ongrondwettelijke coup in Oekrane te steunen, juist op een moment dat Moskou een oproep deed om via dialoog te zoeken naar een oplossing voor de crisis in dat land. De oproep kwam op een moment van gespannen relaties tussen Rusland en de landen van de Europese Unie nadat die samen met de Verenigde Staten sancties oplegden aan Russische vertegenwoordigers wegens beweerde aanwakkering van de crisis in Oekrane.
In Oekrane had op 21 februari net een machtswisseling plaatsgevonden die veel weg had van een militaire staatsgreep, na maandenlange confrontaties tussen de Russisch georinteerde autoriteiten en aanhangers van aansluiting bij de EU. Het Oekraens parlement zette president Viktor Janoekovitsj af,veranderde de grondwet en schreef vervroegde presidentsverkiezingen uit voor 25 mei.
Sinds maart, toen het vroegere Oekraens schiereiland De Krim zich weer bij Rusland voegde, breidden in de zuid-oostelijke regio's van Oekrane, met voornamelijk Russischtalige bevolking, de antiregeringsprotesten zich uit. Eerder deze maand verklaarden de regio's Donetsk en Luhansk zich autonoom. Ukraine says repulses separatist mortar attacks
KIEV (Reuters) - Pro-Russian separatists attacked Ukrainian military checkpoints and other strategic points in eastern Ukraine overnight but they were beaten off with only minor casualties on the Ukrainian side, a government forces spokesman said on Tuesday.
In a three-hour battle near the airport of Kramatorsk, rebels attacked the army with mortars but government forces returned fire, destroying their position and killing 40 "mercenaries", said the spokesman, Vladyslav Seleznyov. This figure could not be independently confirmed and there was no immediate word from the side of the separatists.
In Slaviansk, just north of Kramatorsk, two Ukrainian soldiers were wounded when rebels, who control the city, attacked an army position on the perimeter using grenade-launchers.
In Luhansk, on the border with Russia, separatist fighters opened fire on the airport and nearby Ukrainian army positions. "The attack of the (separatist) fighters was repelled by special force units. There are no losses on the Ukrainian side," said Seleznyov.

However, the overnight clashes demonstrated the continuing high tensions in the hot spots of eastern Ukraine.
In a separate initiative, Poroshenko ordered security chiefs to establish a "safety corridor" to help civilians caught up in the fighting to leave the area if they wished, his press service said on Tuesday.
Poroshenko also told the government to organize medical assistance to civilians in areas at risk and to send in mobile units to deliver drinking water, food and medical supplies.

Civilians take cover, flee Slaviansk as shells land
After a week of intensified shelling by government forces, windows of buildings on the outskirts of the city have been blown out, fires have gutted stores and the hulks of damaged Soviet-era cars lie abandoned in the road.
A few stores are still operating in the leafy town center, where the muffled sound of mortar fire drifts in from areas around the city edges, but life has been transformed even there.

"The information about Vyacheslav's arrest is a lie. At this moment he is at a meeting," the DPR spokesperson told Interfax.
But on Tuesday evening Ponomaryovs spokesperson Stella Khorosheva told VICE News that she was still been unable to make contact with him, and that he was last seen at 10PM on Monday night.

As Ukraine’s tax chief tells it, the billion-dollar theft was planned at a see-through plastic table in a vault of soundproof steel.
The table and six matching transparent chairs sit in a secret chamber on an upper story of the tax ministry in Kiev. It was the epicenter, he and other tax officials say, of a massive fraud suspected of squeezing 130 billion hryvnias ($11 billion) from Kiev’s coffers over the past three years — an amount equal to more than half a year’s tax revenue for the entire country.
Deputy Tax Minister Ihor Bilous, the country’s new tax boss, says his predecessor was in on the scam, helping to organize a wide network of phantom firms in return for a cut of the cash. The criminals, he says, operated with impunity.

According to officials and insiders, here’s how it worked: A business pretended to buy goods or services from the phantom firm. Instead of delivering on the deal, the fake company secretly returned the money in cash, reducing the real company’s tax liability in return for a cut of the money.
Getting in on the scam slashed tax bills dramatically. One home appliance importer used phantom partners to whittle its tax obligations down to $85,000 a month, according to ministry figures. Once it dropped the tactic, its payments jumped tenfold.
Those behind the phantom firms stood to make huge amounts of money. One tax document reviewed by the AP showed that a Kiev company purporting to be a trading firm drew in $190,000 in sales per month — with only a single employee on a monthly salary of $110.
A businessman with nearly two decades’ experience in Ukraine told the AP about his own involvement in the scheme. He said $300,000 he owed in tax was instead split between his companies and the various phantom firms he dealt with. He said businesses signed up because of high taxes and erratic enforcement of the law. He spoke on condition of anonymity because he feared prosecution.
Phantom companies have long been a problem in Ukraine, which ranks 144th out of 177 in Transparency International’s Corruption Perceptions Index. Exorcising them is a key challenge faced by the newly elected administration of Petro Poroshenko, who was sworn in Saturday as Ukrainian president.

MOSCOW, June 11 (RIA Novosti) - It is possible to try to combine Ukraine's presence in the free trade zones of both the CIS and EU, Russian Minister of Economic Development Alexei Ulyukayev said.
"I think we must always look for opportunities. Politics is the art of the possible. Yes, we should try to combine the logic of Ukraine's presence in the CIS free trade zone and its possible participation in a free trade zone with the European Union," Ulyukayev told journalists Wednesday.
"This is a great challenge and I would like to warn everyone against certain levity," the Russian minister added.
He recalled that the issue has a legal side - more than 400 agreements binding Ukraine with the CIS, "40 of which are of vital importance."
"We cannot pretend that these agreements do not exist or that they can be violated because the violation of agreements is a risk. And politicians should not assume this responsibility," the minister pointed out.
Ulyukayev also noted that all parties must "search for solutions" and negotiate to make balanced decisions. It takes time and patience, he added.
The political part of the EU-Ukraine Association Agreement was signed in March and it is now expected that the economic part will be signed, which includes Ukraine's entry into the EU free trade zone. Both Kiev and Brussels announced their intention to sign an agreement before June 27.

Rusland onder druk van EU bereid gasprijzen Oekrane te verlagen

Low gas prices suppress domestic production and energy efficiency improvement, thereby necessitating the import of large volumes of gas which coincidentally is controlled by the same state monopoly or its chosen middleman company.
The opaque middleman is frequently paid handsomely in kind, rather than in cash, which allows him to re-export the gas or to resell to high-value domestic customers, leaving the state company with the import debt and social obligations.
Similarly Ukraine has eroded its major advantages as a major oil and gas transit country between Russia/Central Asia and European markets from its geographic location and Soviet legacy pipeline infrastructure.

Het is inmiddels een echte guerilla oorlog. Je kunt de rebellen niet aanpakken zonder alle steden plat te schieten, met alle humanitaire bezwaren (burgers die daartussen zitten of op de vlucht slaan).
De grens naar Rusland ligt open en in Rusland vinden ze dat prima. Hun diplomatiek insteek lijkt telkens openingen te bieden, maar dat berust allemaal op woordspelletjes (over wie je een terrorist noemt etc). Het is diep schijnheilig en Lavrov is volgens mij daarin kampioen.
Je kunt niet met de rebellen onderhandelen, omdat ze claimen dat de Oekraines overheid de terroristen zijn op het terrein van hun Volksrepubliek.
Al met al tekent dit de internationale diplomatiek. Dat is blijkbaar een werkterrein voor hufters, want normale mensen worden daar ziek van.

Dat sowieso niet. Ik ben wel benieuwd wat Rusland gaat doen, als Donbass niet meer bij Oekrane hoort, zijn ze hun invloed in Oekrane grotendeels kwijt. Als Donbass een autonome republiek binnen Oekrane zou worden, wat Rusland graag ziet gebeuren, hebben ze die invloed nog wel. Dat is een mogelijkheid. Maar dat is niet om de bevolking in Donbass tegemoet te komen in hun wens hun eigenheid en taal te koesteren. Donbass was al, en blijft daarmee, een 5 colonne in Oekraine, die dmv corruptie uitsluit dat Oekraine als natie van de grond komt. In West Oekraine zijn mensen dat totaal zat. Eyewitnesses told 0629 that the incident took place at the intersection of Prospekt Metallurgov and Karl Liebknecht Street.

Ukrainian military analyst Konstantin Mashovets, of the military and political research center in Kiev, has posted an analysis of the citing of these now infamous "tanks" on his Facebook page. - There is NO military significance to this tank raid out of only three trophy T-64s in Donetsk, it's purely an information action (you can debate about the specific goals)

- For "effective destruction of the group of Ukrainian forces" (as several nervous, unstable personages have hinted to me here) these 3 T-64s even accompanied by the 2 Kamazos with the ZU-23-2 and the bands of separatists...to put it mildly is INSUFFICIENT.

Ukrainian forces surround rebel-held port city
(Reuters) - Ukrainian forces surrounded the strategic rebel-held port city of Mariupol on Friday in a dawn attack launched as part of a broader military operation to reclaim control of eastern Ukraine.
The rebel forces said five of their fighters had been killed in the battle for Mariupol, Ukraine's largest Azov Sea port.
Interior Minister Arsen Avakov said on Facebook:He said National Guard and Interior Ministry units were involved, as well as special armed forces.quote:The operation began at 4.50 a.m. (0150 GMT). It's proceeding according to plan and has been successful. All key strongholds held by the terrorists are being brought under control. The area where the operation is being carried out in the center of Mariupol has been cordoned off.
One National Guard field commander said the rebels had destroyed an armored personnel carrier during the fighting. Another said four members of the National Guard had been wounded in the fighting but none had been killed.

Pushilin says one blast victim is his aide, another is security guard
Pushilin's car was blown up near the Donetsk regional administration building on Thursday. He was not in the car at the explosion moment. Three people died in the incident as of Friday morning.
Denys Pushilin has disclosed details of the attempt made on his life on Thursday night:This is the second incident of the sort in June. A car of Pushilin's aide Maksym Petrukhin, was put under gunfire in Donetsk on June 7. Petrukhin died.
