OSCE says more monitors detained in eastern Ukraine

Another team of monitors of the Organisation for Security and Cooperation in Europe has been detained in eastern Ukraine, the Vienna-based OSCE said on Friday.

The OSCE said the team of four international monitors and a Ukrainian language assistant was stopped in the town of Severodonetsk, 100 km (60 miles) north of Luhansk by armed men. It said it had lost contact with the team at around 7 p.m. (1600 GMT) on Thursday.

The detained team from the OSCE's special monitoring mission is in addition to another team still missing in the east of the country, which was last heard from on the evening of May 26, the OSCE said. A rebel leader had said on Thursday that team was likely to be released soon.

The OSCE has sent the so-called special monitors to observe compliance with an international accord for de-escalating a crisis in eastern Ukraine, where pro-Russian separatists have seized control of strategic points in several towns.

There are currently 248 international members of the OSCE's special monitoring mission in Ukraine, with another 23 due to be deployed on Friday and a target of 300 by the end of June, an OSCE spokesman said.

The OSCE - Europe's security watchdog, of which both Russia and Ukraine are members - also has teams of military observers in Ukraine led by the German Defence Ministry, and election observers who monitored last weekend's presidential vote.

Rusland: Oekraïne betaalt gas niet

Oekraïne heeft zich volgens Rusland niet gehouden aan afspraken over betalingen voor gasleveringen. Volgens Rusland was er een deadline afgesproken, en heeft Oekraïne die gemist.

De Russische minister Novak van Energie zei tegen persbureau Interfax dat Kiev voor vandaag 2 miljard dollar, bijna 1,5 miljard euro, had moeten betalen aan het Russische energiebedrijf Gazprom. Voor 7 juni moet Kiev volgens Novak nog eens 500 miljoen dollar betalen.

De betalingen zijn volgens Rusland een voorwaarde voor verdere onderhandelingen tussen de landen. Novak is in Berlijn om met Oekraïne en de Europese Unie te praten over de Russische gasleveringen en de Oekraïense schulden.

Ukrainian Energy Minister Yuriy Prodan confirmed Ukraine's position that it intended to file a suit with Stockholm arbitration on revising the price of gas in a contract with Russia's Gazprom.

Prodan made the statement ahead of a three-party meeting with Gunther Oettinger, the EU energy commissioner, and Alexander Novak, the Russian energy minister.

Prodan declined to say whether Ukraine was prepared to pay the $2 billion agreed on at the last three-party talks in part settlement of debt for Russian gas.

Armed men have captured the head of the Kalininska correctional institution N27 in Horlivka, Donetsk region, Ukraine, according to the news website Gorlovka.ua.

The prison chief was told to allow access to the weapons storage room containing Kalashnikov rifles, a prison officer told Gorlovka.ua.

The armed men arrived to the prison on two Jeeps and a Kamaz, the Web site said. "They disarmed the guards' unit, which is the place where weapons are issued every morning to those standing in guard towers. They left a minimum of automatic rifles for guarding the prison," the source said.

"The western and southern parts of Donetsk region and the northern part of Luhansk region have been completely cleansed of armed separatists," Acting Defence Minister Mykhailo Koval said at a news briefing in Kyiv on Friday.

He cited documented facts confirming the direct involvement of Russian special forces in attacks on Ukrainian border guard posts, vehicle convoys, and aircraft, acts of sabotage, abductions of journalists, activists, and international observers, and other crimes against Ukraine.

"Since the start of the counterterrorism operation in the Donetsk and Luhansk regions on April 15th, more than 20 Ukrainian soldiers and officers have been killed," Koval said, denying some media reports and allegations about "hundreds of servicemen" killed in the course of the operation.

"These negotiations will either end in the signing of an agreement or in the filing of a lawsuit" by Ukraine to challenge the legality of the existing contract, the Interfax news agency quoted him as saying.

“Nobody is talking about the deaths, but I definitely know that one of the dead men was from our district, from the village of Germenchuk; it appears that he was brought here yesterday from Donetsk. There are also corpses of men from of Urus-Martan, Gudermes, and other places.” added the local resident.

Our informant, a former deputy of the Chechen Republic of Ichkeria (CRI) proclaimed by Dzhokhar Dudayev, spoke on condition of anonymity: “Using Chechens and members of other peoples of the North Caucasus in order to resolve various conflicts that threatened Russian interests was implemented as early as the early 90s. Suffice it to recall the events in Nagorno-Karabakh and Abkhazia …”

Russian security force detains group of Ukrainians

Russia's FSB security force has said it detained a group of Ukrainian ultra-nationalists who were plotting "terrorist" attacks targeting Crimea after its annexation by Russia in March.

The FSB, the successor to the KGB, said in a statement on Friday that those detained were members of the Right Sector paramilitary group of Ukrainian ultranationalists.

"The main aim of this group's criminal activities was to commit terrorist acts of sabotage in the(Crimean) cities of Simferopol, Yalta and Sevastopol and then to destroy a number of infrastructure buildings, railway bridges and electric power lines," the FSB said.

One of the detainees included Oleg Sentsov, a Ukrainian film director, whose detention was sharply criticised by one of Russia's best known film directors, Alexander Sokurov.
