In the Crimean regional capital, Simferopol, local police officers sealed off access to the government buildings, including the regional Parliament, which were seized in mysterious overnight raids by people who appeared to be militant ethnic Russians. A spokeswoman for the speaker, Vladimir Konstantinov, said that Parliament had voted to hold a referendum on greater autonomy on May 25, the scheduled date of a presidential election.
Crimea has been a source of tension between Ukraine and Russia for decades: the territory was transferred to Ukraine by the Russian Federation when they were both components of the Soviet Union in 1954, and Ukraine retained it when the Soviet Union collapsed in 1991, though Russia still maintains important military bases there, including the home port of the Black Sea Fleet.
Oleksandr V. Turchynov, the speaker of Parliament and acting president of Ukraine, urged Russian military forces early on Thursday not to stray out of the designated Russian military zones.
“I am addressing the Russian Black Sea Fleet command with a demand: all military servicemen should stay within the boundaries of of the territories stipulated by agreement,” Mr. Turchynov said as he presided over the Parliament. “Any movement of military servicemen with weapons outside this territory will be viewed as military aggression.”

Ukraine’s new 450-seat parliament approved the appointment of the former Central Banker Yatsenyuk on Thursday by a vote of 371 to 1. Oddly enough, earlier this month, the pro-Western Yats trailed behind popular opposition leaders such as former heavyweight boxer Viltali Klitschko and the leader of the nationalist, Svoboda Party, Oleh Tyahnybok. But Yats had friends in high places and while he does not have strong support of the electorate, and would have no chance of winning an election, he is pro-IMF austerity and apparently the bulk of parliament is as well.
“Yatsenyuk was saying that what the Greeks did to themselves we are going to do ourselves,” said Signorelli. “He wants to follow the Greek economic model. Who the hell wants to follow that?”
Also today, Yatsenyuk promised to implement “very unpopular measures” to stabilize the country’s finances. The government said it needs $35 billion to support the country over the next two years. His language in a news report broadcast by Bloomberg today indicates he is heading toward a potentially destabilizing austerity campaign:
“The treasury is empty. We will do everything not to default. If we get the financial support from the IMF, the U.S., we will do it. I’m going to be the most unpopular prime minister in the history of my country,” he said. “But this is the only solution. I would never promise any kind of huge achievements. First and the most important issue is to stabilize the situation.”

It is unclear the kind of measures Yatsenyuk will tolerate, but it appears austerity is the path forward. That includes a regimen of tax increases, interest rate hikes and further currency devaluation.
Yanukovych resisted the International Monetary Fund’s demand to raise taxes and devalue the currency. Yatsenyuk doesn’t mind. For economists who think austerity is a disaster, Ukraine is on a path to ruin.
“We saw this in the 90s and what the IMF did to Russia with Yeltsin. They’ll do that to Ukraine,” said Signorelli. Remember Slobodan Milo¨ević in Yugoslavia? 			Maar dit is een beetje het punt. Rusland is continu bezig zich in te mengen met 'Russen' buiten Rusland. Ik kan me voorstellen dat deze inmenging er juist voor zorgt dat er überhaupt een 'wil' is om bij Rusland te horen. Het zou een beetje hetzelfde zijn als NL jarenlang zich zou bemoeien met Vlaanderen, paspoorten uitdeelt, Pro-NL mensen op de juiste posities krijgt en de pro-NL groepen financiert. Om vervolgens te zeggen zie je nou wel ze willen echt bij NL/Rusland horen. Een goed voorbeeld zijn die gewapende mysterieuze mannen waarvan niemand weet wie ze zijn maar we voelen allemaal aan onze klompen dat dit Russische agenten zijn. De inwoners zelf de echte burgers die protesteren wel maar zij zitten denk ik niet achter deze gewapende bezetting. Platweg zou je kunnen zeggen dat als deze gewapende mannen er niet waren geweest dat er ook niet zo'n afscheidingssentiment afwezig zou zijn.
