Torri explained that he was content with what Scarponi and Ivan Basso revealed. "They recalled the grave mistakes that were made." Scarponi's admission followed two days after Basso agreed to cooperate with CONI's investigation.
"He was able to detail the 'system' of doping and how the riders come into contact with this web of easygoing doctors, teams without scruples and traffickers."
The details given by Scarponi were prepared by his lawyers. He is expected to appear before CONI in the coming days.

In March, the Spanish government shelved the OP case without bringing charges to any implicated Spanish cyclists. The judge ruled there was not enough evidence to press charges for endangering public health. Since doping itself was not punishable under Spanish law at the time the case broke last summer, the judicial system focused instead on doping providers. However, Spanish prosecutors have applied for a re-opening of the case.
Ignacio Ayuso, director general Unipublic, the organizers of the Vuelta, has asked more cyclists to follow Basso's example and come forward admitting their Operación Puerto involvement.
"We need more brave cyclists who will collaborate with the justice system," Ayuso said to Reuters. "To move things forward we need them to testify and to answer a simple question: 'Is it your blood in the bags found by Spain's Civil Guard?' If they deny it the prosecutor should ask that they back their statement by comparing some of their blood with that held in the bags."
Tour of Spain director Victor Cordero explained that implicated cyclists are facing more pressure in countries other than Spain. "Jan Ullrich has retired. Ivan Basso will complete at least a one-year ban... Outside Spain they feel more threatened," Cordero said to Spanish paper AS. "They look here, where it all originated, and the cyclists continue to race protected by the presumption of innocence. It is very difficult to explain that nothing is happening here."
But outside of their home country, Spanish cyclists may face charges elsewhere. "You can't rule out that some day in France, or in other places, they will bring charges against Spanish cyclists implicated in Puerto, for taking part in races in these different countries," said Cordero.
Although there may be no formal judicial resolution regarding implicated Spanish cyclists in time for the Vuelta in September, Ayuso said that the race will apply the ProTour ethical code to its race which means invited teams will not be allowed to enter any cyclists implicated in Operación Puerto.

The thirty-some Spanish cyclists involved in Operación Puerto have begun negotiating with the Spanish Cycling Federation (RFEC) for a deal which would allow them to confess and return to the peloton in time for the 2008 Vuelta a España, the Spanish newspaper El País has reported. The group of riders, represented by ex-cyclist Pipe Gómez, has made a complete turnaround on its previously announced position.
The first meeting occurred Wednesday evening, a few hours after the organizer of the Vuelta announced that he does not want any riders named in Operación Puerto to ride in its race.
The first attempt at negotiating a deal failed, the paper said, because the riders demanded that the federation set aside the ProTour code of ethics requirement that sanctioned riders not be allowed to ride for a ProTour team for two years. "But that is not up to us, and you know it," federation president Fulgencio Sánchez told them. "The code of ethics is a pact between the teams and the organizers of the ProTour and they are the ones to enforce it."

About their influence is speculated, whispered and gossiped. But by a lack of concrete information others received the honour of victories. But now it becomes clearer what really happened. With the help of Justice in Spain Italy and Germany. It are the cycling-doctors who are making the champions. They have the unconditional support and confidence of riders and managers. They are making the riders till testpersons and the cycling-events to their laboratory.
For example: The "official" winners of the Tour de France in 1996 and 1997 were Bjarne Riis and Jan Ullrich. But according to the book of ex-Telecom soigneur Jef d’Hont, the "constructors price"in these years was for the German doctors Andreas Schmid and Lothar Heinrich.
In the most recent years a small group of doctors were candidates for this price
Michele Ferrari, with Miguel Indurain (Spa) and Lance Armstrong (Usa)
Francesco Conconi, with Marco Pantani
Luigi Cecchini with Jan Ullrich.
And since last year is Eufemiano Fuentes, the King of the cycling doctors.
Dozens of riders came to the doping clinic of the Spaniard, as it seems that his capacities to make champions were beyond all doubts. And Fuentes had a better position than the Telecom doctors in 1996. Amongst his clients he had 2 candidates for the victory in the Tour de France 2006; Jan Ullrich and Ivan Basso. It must be that this has stimulated his fantasy. Could he detemine the final winner?
Who should pay most for a Tour victory. What should happen if he told Basso, that also Ullrich was one of his clients or vice versa. But Fuentes did not receive the constructors price for the victory of the Tour de France 2006, because - as known - this Tour still has no winner !!
But thanks to the publicity around Fuentes, cyclingdoctors should not be angry that their knowledge, which is highly appreciated in the cycling world, will stay unnoted.
It is hardly relevant to which team a rider belongs, the cycling doctor - or the possible chance from one doctor to another - that is interesting.
So Tom Boonen belongs to the team of doctor Yvan van Mol, who was also the teamdoctor of Johan Museeuw for many years.
And Thomas Dekker has not chosen for Dion van Bommel, the teamdoctor of Rabobank, but the winner of the Tour de Romandie is accompagnied by the controversial cycling doctor Luigi Cecchini. under his supervision he trains together with a.o. Tyler Hamilton, who just returned after a suspension of 2 years for blooddoping.
But perhaps, cyclingdoctors are given nowadays so much praise, that they perhaps are thinking back longingly to anonimity.
