In a closed-door trial, Kivelidi’s business partner was convicted of poisoning Kivelidi over a dispute. At the trial, prosecutors said the business partner had obtained the poison, via several intermediaries, from Leonard Rink, an employee of a state chemical research institute known as GosNIIOKhT.
The same institute, according to Vil Mirzayanov, a Soviet chemical weapons scientist who later turned whistleblower, was part of the state chemical weapons programme and helped develop the “Novichok” family of nerve agents that Britain has said was responsible for poisoning Skripal.
In a statement to investigators after his arrest, viewed by Reuters, Rink said he was in possession of poisons created as part of the chemical weapons programme which he stored in his garage. On more than one occasion, he said, he sold the substances to supplement his income and pay down a debt.
The poison in the Kivelidi case was sold in a deal brokered by an ex-policeman contact of Rink’s. Rink handed over the poison, in an ampoule hidden inside a pen presentation box, in a meeting at Moscow’s Belorussky station, according to his statement.
Rink received a one-year suspended prison sentence for “misuse of powers,” according to Boris Kuznetsov, who was a lawyer for Kivelidi’s business partner during the trial.
Kuznetsov said he believed his client was innocent, and that Kivelidi was poisoned by rogue intelligence officers acting without the knowledge of the Russian president at the time, Boris Yeltsin.
He added that he would share files from the case with the British authorities, because he believed they could be relevant to the Skripal investigation.
Reuters was not able to contact Rink.

For the past dozen years, Russian President Vladimir Putin has employed his spies as assassins in the West, beginning with the murder of the defector Aleksandr Litvinenko in London in late 2006. Kremlin killers have left a trail of bodies in several Western countries, but above all the United Kingdom. Although Russian spies have made only modest efforts to cover their tracks in these crimes, the consequences for Moscow have been distinctly limited. No Western country has been willing to stand up to Putin and his increasingly gangster regime—until now.
In response to the attempted murder of Sergei Skripal, a 66-year-old former Russian military intelligence colonel, who, along with his 33-year-old daughter Yulia, received a near-lethal dose of a nerve agent on March 4 in Salisbury, England, the British government is finally showing resolve in confronting outrageous Russian crimes perpetrated on their soil. As I explained a week ago, there is no serious doubt that the Kremlin stands behind the would-be hit on the Skripals:
Vladimir Putin has resumed wetwork in a fashion not witnessed in the Kremlin since the days of Joseph Stalin. Putin’s assassinations abroad over the last 15 years have been more aggressive than anything done during the Russian president’s KGB career. Moreover, his views on turncoats are well known: “Traitors always end badly,” he famously explained. In 2010, the year Skripal was swapped to Britain, Putin chillingly stated, “Traitors will kick the bucket. Trust me. These people betrayed their friends, their brothers-in-arms. Whatever they got in exchange for it, those 30 pieces silver they were given, they will choke on them.”
The British government apparently agrees with my assessment, since Prime Minister Theresa May this week made two major announcements relating to the Skripal case. First, on Monday, May announced that, based on forensic tests, the agent used to poison the Skripals was a nerve agent called Novichok, which is indisputably of Russian origin. The prime minister added it was therefore “highly likely” that Moscow stood behind this “unlawful use of force.” May gave the Kremlin until last night to provide a “credible response” to this accusation.
Predictably, Putin’s regime provided nothing of the sort, preferring its usual mocking tweets and sly denials with a wink and a nod, alongside nebulous threats. Therefore, today May announced that her government will expel 23 Russian “diplomats”—in reality, spies—from Britain as personae non gratae, and London will cease all high-level contacts with the Kremlin.
“They have treated the use of a military-grade nerve agent in Europe with sarcasm, contempt and defiance,” May stated about Russia, mincing no words: “Their response has demonstrated complete disdain for the gravity of these events. They have provided no credible explanation.” She added that there was no room for “serious criminals and corrupt elites” in Britain, and the large and wealthy Russian émigré population in the country should expect scrutiny, threatening to “freeze Russian state assets wherever we have the evidence that they may be used to threaten the life or property of UK nationals or residents.”
True to form, the Kremlin has responded to British grit with hysterics and projection. The Russian Foreign Ministry, using undiplomatic language, stated that Prime Minister May’s “hostile actions” constitute an “unprecedented provocation which won’t be left without a response.” Kremlin spokesman Dmitri Peskov blamed London for the crisis, explaining that Moscow remains open to “cooperation in the investigation of the case,” but, “we haven’t been met with any reciprocity from the British side.”
Moscow seems genuinely shocked by the sudden reappearance of British backbone. Putin’s regime, after getting away with so many murders and other outrageous acts in recent years—from Ukraine to Georgia to Montenegro, not just in Britain—appears taken aback that London dares to resist. In fairness to the Kremlin, successive British governments proved depressingly supine in the face of repeated Russian murderous provocations in their country, so Prime Minister May’s standing firm is a pleasant surprise for the West.
This pushback has been a long time in coming, however, and it’s not impertinent to observe that, had Britain demonstrated this sort of resolve after Sasha Litvinenko was radiated to death in London a dozen years ago, quite a few Russian émigrés might still be alive, and the Skripals might not be at death’s door either.
During the last Cold War, the nastiest version of the East-West SpyWar was mass expulsions of “diplomats,” usually in tit-for-tat fashion. The last time London did something of the scale of Prime Minister May’s announcement today was in 1985, when 31 Kremlin spies were expelled from the country for exceeding their remit; in response, an equal number of British representatives were booted from Moscow. Therefore, we should expect that Russia’s response to the current situation will be similar.
However, under Vladimir Putin, Russia’s spy agencies are playing the espionage game with a rough edge not seen in the Kremlin since the 1940s. Not since Stalin’s time have Moscow’s operatives killed with such frequency and reckless abandon as Putin’s spies are doing today. It’s worth asking whether even Joseph Stalin would have authorized something so audacious as unleashing a highly lethal nerve agent in an English city.
This is Putinist gangsterism coming to the fore. Although the regime embodies a rough sort of secret police elitism, what the Russians term Chekism, it has added a violent element that has more to do with mafias than spies. Many of the assassinations perpetrated abroad by the Kremlin in recent years seem more like organized crime hits than traditional Moscow wetwork: they’re messier, uglier and sloppier.
The line between Russia’s security agencies and organized crime syndicates—never especially thick in the post-Soviet era—has all but evaporated under Putin. Recent incidents like the discovery of 860 pounds of cocaine at Russia’s embassy in Buenos Aires raise awkward questions, since diplomatic shipments are monitored by Kremlin spies. Nobody could have gotten that illegal haul, worth more than $60 million, into the embassy without connivance from somebody in Russian intelligence.
We therefore should not expect that the Kremlin will take today’s British response lying down. Neither will Moscow feel constrained by the somewhat gentlemanly SpyWar rules of the last Cold War. Putin and his regime have the proven capability of lashing out with sinister violence all over the world. Moscow will not calm down now that Prime Minister May has asked for a collective response by NATO to the current crisis, as well as requesting that the United Nations Security Council take up the Skripal case.
Four years ago, after Putin seized Crimea, directly challenging European peace and security, I announced that we were now in Cold War 2.0, whether we wanted to be or not. My assessment was denounced as alarmist and inflammatory by those who still wished to think the best of the Kremlin. Today it’s apparent to all but the willfully blind that Cold War 2.0 is in progress and has been for some time. The greatest concern for the West ought to be the reality that the Putin regime does not feel constrained by the “Moscow Rules” of the last Cold War.

Vil Mirzayanov, de whistleblower die het bestaan van Novichok agents aan het licht bracht, is ofwel incompetent, ofwel vertelt hij bewust leugens, die bovendien tegenstrijdig zijn.

Er valt niets te "weaponizen" als je iemand wil vergiftigen, en zelfs voor een terreuraanslag is het niet nodig. De sekte die de Sarin aanval in Japan uitvoerde gebruikte plastic zakken met Sarin, waar ze met paraplu's enkele gaten in prikten.
Weaponizing van nerve agents is er bruikbare WMDs van maken, bommen, artilleriegranaten die de stof optimaal over een gebied verspreiden om het beoogde doel te bereiken (zoveel mogelijk slachtoffers maken, het gebied zo lang mogelijk onbetreedbaar te maken, of net omgekeerd, iedereen doden maar snel vervliegen zodat het gebied ingenomen kan worden). Als het een vluchtige substantie betreft moet je ze misschien mengen met solventen opdat ze niet meteen wegwaait, voor een langdurig effect gebruik je olieachtige solventen, etc.
Je moet ook zorgen dat de stof niet ontleedt of opbrandt wanneer de bom ontploft.
Domme keuze van Mirzayanov, imo. Hij is waarschijnlijk overtuigd van de schuld van de FSB of GRU, en wil de geloofwaardigheid van andere hypotheses ondermijnen, maar de kans bestaat dat andere experts z'n verhaal weerleggen, en dan zullen sommigen dat opvatten als bewijs dat de officiële versie een leugen is.

Weaponize, weaponize weaponize... een woord dat tegenwoordig populair is. Misschien heeft ie inspiratie gehaald uit de anthrax brieven uit 2001 in de VS, toen bleek de anthrax een weaponized vorm te zijn. Anthrax is een bacterie, om het als wapen te gebruiken moet je de bacterie kweken, de sporen zuiveren (concentreren), er een poeder met deeltjesgrootte van 1-5 μm van maken, mengen met een "anti-klonter" additief en op één of andere manier antistatisch maken. Zo'n poeder is geschikt voor "aerosolization", het vormt makkelijk een mist of stofwolk, de grootte van de deeltjes laat ze tot diep in de longen binnendringen, waar ze longmiltvuur veroorzaken, de meest dodelijke vorm van anthrax.quote:Chemists synthesizing the agent would have to be working somewhere with an antidote close at hand, he said, and they would have to be working with someone who knew how to weaponize it, which, he emphasized, he himself did not.

Mirzayanov further said that there was probably no current stockpile of novichok to steal, because it has a limited shelf life and the preferred form would be a binary version in which two relatively benign, non-banned substances were mixed to produce novichok.
“The final product, in storage, after one year is already losing 2%, 3%. The next year more, and the next year more. In 10-15 years, it’s no longer effective.”
Mirzayanov worked inside the secret military installation where novichok was developed; his job was testing the surrounding air and soil for traces of novichok.
When he realized that Moscow’s military was lying about the possible applications of novichok and that the program risked undermining global chemical weapons bans, he said, he decided to expose it, publishing his first account in the Russian press in 1991.
He was arrested in 1994 and charged with divulging state secrets. Intervention by the US government, the Soros foundation and activists including his wife Gale, an American, secured his asylum in the United States.
Mirzayanov thinks the Salisbury attack was performed with a binary version of the agent brought through customs and automatically mixed at the time of the attack.
“I believe they brought binary version,” Mirzayanov said. “It’s two ampules, small containers, like a big bullet, put them together in a spray or something, and after that, some mechanism which is mixing them, a couple seconds and after that you’re shooting.”
Mirzayanov said the danger for people in the area of the attack before or afterward would depend on the dosage used. “It’s extremely poisonous, about 10 times more potent than VX gas,” he said. “It could touch any skin and in a couple minutes would take effect.”
The first sign of exposure is a shrinkage of pupils and darkening of vision, he said. “After that vomiting, [difficulty] breathing and convulsions.”
An antidote can delay or partially reverse the effects of the poison but would not necessarily save the life of the victim, he said.
Mirzayanov said he did not feel fear for himself or his family in speaking about novichok and Russia.

Banks, energy and water companies are on maximum alert over the threat of a serious cyber-attack from Moscow as concern continues over the safety of Russian exiles in the UK.
Fears that Russia will target Britain’s critical national infrastructure have prompted round-the-clock threat assessments by the UK’s financial sector, energy firms and GCHQ, the UK’s largest intelligence agency, along with the security services MI5 and MI6.
The Bank of England, major financiers, including Lloyds, and organisations such as Water UK are working with the government’s National Cyber Security Centre (NCSC) to assess the next move from Moscow following the murder of Nikolai Glushkov, 68, and the Salisbury chemical attack.
Scotland Yard on Saturday issued a renewed appeal for information for anyone who may have seen a burgundy red BMW owned by Sergei Skripal, 66, the former Russian spy who was found unconscious on 4 March in Salisbury along with his daughter, Yulia. The pair were poisoned with a nerve agent and remain critical but stable in hospital.
Glushkov, a businessman and a known critic of President Vladimir Putin, was found strangled at his home in London last week. Police across Britain have begun contacting Russian exiles to discuss their safety as they investigate the murder of Glushkov, understood to have been on a list of 22 “fugitives” published by the Russian embassy in London last year. Officers have yet to establish if there is a link between the attacks.
Intelligence officials, however, fear that Moscow may strike next using very different methods, referring to Russia’s involvement in the crippling NotPetya ransomware cyber-attack last year that targeted Ukraine’s financial, energy and government sectors before it spread across the world.
On Thursday the Trump administration accused Russia of engineering a series of cyber-attacks that targeted American and European nuclear power plants and water and electricity systems, the first time the United States has publicly accused Moscow of hacking into America’s energy infrastructure.
The UK’s NCSC is based inside GCHQ and notifies UK firms considered to be “critical national infrastructure” and the government of the latest threat level. It is monitoring significant Russian activity in the UK, though it is understood that no specific threat from Russia has emerged since the attempted murder of Skripal and his 33-year-old daughter and the murder of Glushkov. Robert Hannigan, a former director of GCHQ and the National Security Council, told the Observer that the NCSC was monitoring “very large volumes” of attacks every day on the UK, including its globally important financial services.
Hannigan, who was responsible for the UK’s first cyber strategy in 2009 and is now a senior associate fellow at the Royal United Services Institute, said that from his experience, which also includes three years as prime minister Tony Blair’s security adviser, he had never seen Russia so unpredictable and hostile. “In their [the Russians] current mood it’s hard to know what they will do. What’s different now is the willingness to be reckless, not to play by the rules that most civilised countries play by and not to worry about being found out. They no longer seem to care.”
Hannigan said they were continually detecting Russians on UK cyber networks. “They’re constantly being found on networks but it’s their intent that matters more than the fact they are there. The difficulty with cyber is that you can be on a network to gather intelligence or you can be on a network to do something destructive and the two look pretty much the same.”
A senior banking source, confirming that the sector was working closely with GCHQ and the security services to evaluate any threat from Russia, said they were also concerned about the risk of attack, not just from the Kremlin but from rogue elements caught up in the febrile climate that has prevailed since the Salisbury chemical attack. “It is possible that Russian patriots may take it upon themselves to make a point at a time like this,” said the source.
A Lloyds spokesman said: “We update and test our defences regularly and work closely with both industry bodies and law enforcement agencies to help us protect our customers.” A Water UK spokesperson, which represents the major water companies, said it was in regular contact with government officials to ensure its cyber defences were sufficiently robust. The UK government has floated the idea of fining organisations which fail to implement effective cyber security measures as part of plans to make Britain’s essential infrastructure resilient against future cyber-attacks. Beyza Unal, a research fellow at Chatham House’s international security department, said that the UK had been shoring up its defences in the face of the evolving cyber threat. “The UK has a really good cyber defence strategy planning as well as organisation, each sector talks to the government organisations,” she said.
Latest figures from the NCSC reveal more than 1,100 attacks over the past year, 590 significant. Thirty required action by government bodies, a number of which targeted the UK’s internationally important financial sector.
