Ukraine's debt saga

UKRAINE’S economy, racked by war, is in free fall. In the second quarter of this year its GDP shrunk at an annualised rate of 15%, after shrinking by 18% in the first. Its public debt is probably worth 100% of its GDP. Small wonder, then, that Ukraine wants to cut some of the debt it owes. After months of bitter negotiations, Ukraine and its creditors may reach a deal this week. On what issues do Ukraine and its creditors disagree, and what is likely to happen?

Debt negotiations have been drawn out. For months, no one—not even Ukraine’s finance minister, Natalie Jaresko—was entirely sure who owned Ukraine’s debt. It is now known to include Franklin Templeton, a big asset manager, which owns about $9 billion of Ukraine’s bonds, and BTG Pactual, a Brazilian firm. From the start everyone has recognised that Ukraine needed some debt relief. The big question was the form that such relief might take. For months the creditors argued that Ukraine’s problems would be solved by “maturity extensions”—that is, pushing out the date when bonds needed to be repaid.

But this suggestion does not work, since it conflicts with the demands laid down by the International Monetary Fund. The IMF has kept Ukraine alive with a series of loans, worth about $7 billion in total since last year. The IMF provided the money under the assumption that the government in Kiev will write off $15.3 billion of debt and interest by 2018, and that it will have reduced its public-debt-to-GDP ratio to about 70% of GDP by 2020. The goal is to reduce debt repayments in any given year to no more than 10% of GDP. All this means that Ukraine does not just need maturity extensions, but reductions in the total amount of outstanding debt. Ukraine’s government wants a 40% reduction in the total amount of debt it owes. More recently, its creditors have suggested a much smaller haircut—of just 5%, according to some reports.

Ukraine may soon reach a deal with its creditors. If it is does not, then it may declare that it will not meet future bond repayments (including one for $500m on September 23rd). But even if a deal is reached, Ukraine’s finances will be in dire shape. One creditor has not taken part in any negotiations—and that creditor owns a $3 billion bond that matures in December. There is a bizarre clause in that particular bond, which allows its holder to force Ukraine to default at any time after its public debt load has passed 60% of GDP. That creditor, unfortunately, is Russia.

Medics with pro-Kiev forces poured scorn on the Ukrainian Defence Ministry’s statement that the 72nd mechanised brigade had seized “key heights” and pushed the rebels back “two or three kilometres”. Multiple witnesses described an elastic front line which had apparently stretched forward, only to snap back hours later.

“They said we took new territory from the separatists but it’s not true,” said Olena Maksymenko, 27, a volunteer paramedic from Kiev. “Our troops did move forward but they pulled back soon afterwards.” Sitting on an ammunition crate outside a former Soviet children’s camp, now commandeered for the medics’ living quarters, she gazed over the scrubland to the front line. “The Defence Ministry just wants to show a nice situation for the people back home,” she added. “They want to create a prettier picture, but it wasn’t pretty. Three men died from Right Sector [a nationalist paramilitary group which fights for Ukraine] and four from the army. One guy died as we treated him – he didn’t stand a chance.”

Anatoli, 40, a sergeant, also undermined Kiev’s claims that new ground had been captured. “We moved forward to Novolaspa [a village trapped between both front lines] but we saw a group of tanks there so we pulled back to our original positions,” he said. “The fight was heavy – Grad missiles, multi-calibre shells and surveillance drones.”

Ukraine has upgraded its army during the ceasefire with the rebels, Ukraine’s president said addressing his troops. The rebels suspect that Kiev is planning a widescale offensive operation.
Petro Poroshenko delivered his belligerent speech in the Kharkov region, rejecting criticism of the ceasefire deal with rebel forces in the east, brokered in Minsk by Germany, France and Russia in February.

“The Minsk agreement despite all criticism has given us time to build up Ukraine’s defense. It allowed us to partially bridge the gap in military capacity we have against Russia,” Ukraine’s leader said. “The times of airheaded pacifism and shortsighted rejection of security issues are forever in the past now.”


Kiev accuses Russia of secretly invading Ukraine’s eastern Donetsk and Lugansk regions and supplying the rebel forces with advanced weapons. It claims its military crackdown on the rebels is actually an undeclared war against Russia and that only the Ukrainian army is standing as a bulwark against a Russian invasion of Europe.

Moscow has repeatedly denied the allegations, saying that those Russian citizens fighting for the rebels are doing it of their own volition, and that Russia has never sent any weapons to the rebels.

In his speech, Poroshenko said Ukrainians should prepare for years of war effort.

“The military threat from the east is a prospect for decades to come. This threat will not pass anytime soon and every new generation has to have army training,” Poroshenko claimed, adding that the ongoing wave of mobilization, the sixth since military action in the east started, would not be the last.

The Ukrainian president pledged that hundreds of tanks and armored vehicles, thousands of rockets and artillery shells would be delivered to the Ukrainian armed forces before the year’s end. He added that foreign sponsors have been assisting Kiev’s fight.

“As part of the international aid in the framework of our coordination with an international coalition, created by the Ukrainian state and Ukrainian diplomacy to support Ukraine, we have received some 500 vehicles from our foreign partners,” he said.

It was not immediately clear what coalition Poroshenko was referring to, since none has officially been declared. Kiev’s foreign sponsors in Washington and Brussels have been reluctant to provide lethal aid to the country, a fact that has disappointed Ukrainian officials.

The US delivered 130 Humvee armored vehicles to Ukraine with another 100 promised, while the UK sent 55 old Saxon armored vehicles under a contract signed by President Viktor Yanukovich, who was ousted by an armed coup in February last year.

Poroshenko added that Ukraine may face rapid escalation of hostilities next week.

“We are not safe from a rapid escalation of military action, which is becoming more probable due to the celebration of Independence Day,” he warned, referring to the national holiday to be marked on Monday.


The promise comes a week after several days of elevated tension in eastern Ukraine, during which the shaky ceasefire virtually collapsed. Starting on Monday last week, heavy artillery fire and firefights were reported along the disengagement lines in violation of a pledge to pull back all heavy weapons.

Kiev says its troops were responding to provocations by the rebels who accused the Ukrainian military of preparing a massive invasion of the rebel-held areas. The OSCE mission monitoring the situation reports numerous violations of the pullout deal by both parties.

Moscow believes the Ukrainian president persists in his war rhetoric because he is unable to pursue peace.

Porhoshenko “is concerned about stirring up Russophobia in the West and drawing attention away from his inability to deliver on the promises he signed up to,” Russian Foreign Minister Sergey Lavrov said this month after the Ukrainian president told an Austrian newspaper that Russia wants to attack Finland and the Baltic States.

The crisis in Ukraine is to be discussed on Monday by Poroshenko, German Chancellor Angela Merkel and French President Francois Hollande in Berlin, where the Ukrainian president is going, cutting short Independence Day celebrations in Kiev.

The Russian Media Is Talking About What Is Coming In September, But The U.S. Media Has Been Strangely Silent

Why does the Russian media seem to be far more on the ball than the mainstream media in the United States much of the time? Could it be possible that Russian reporters have more freedom to talk about important issues than reporters that work for the major corporate conglomerates in the United States do? Of course the Russian media is far from perfect. They put out pro-Russian propaganda just like the U.S. media puts out pro-American propaganda. But I must admit that I often find that Russian news sources are willing to tackle controversial issues that the mainstream media in the United States would not touch with a ten foot pole. This includes the critical events that are coming up this September.

Even after everything that has been said and written in the alternative media about what is going to happen during September, most Americans are still completely ignorant about the history changing events that are going to take place next month.

First of all, the most important template for global governance that the United Nations has ever dreamed up is going to be launched at a major conference from September 25th to September 27th. The launching of this “new universal agenda” is such an important event that the Pope is going to be traveling to New York City to give the address that will kick off this conference. This new plan is known as “the 2030 Agenda“, and it is being called “Agenda 21 on steroids”. This is one of the most significant steps toward global government in the history of the world, and yet the mainstream media in the United States is saying virtually nothing about it.

Secondly, we also know that a major push for the establishment of a Palestinian state is being planned for September. It has been widely reported by the international media that France plans to submit a UN Security Council resolutionwhich would formally recognize a Palestinian state for the first time ever. This is one of the most critical moments in the modern history of the Middle East, and yet the mainstream media in the United States is saying virtually nothing about it.

In September we also have the end of the Shemitah year, the fourth blood moon, and the end of the Jade Helm exercises. All over the Internet there is rampant speculation about a major stock market crash, devastating natural disasters and the weird “coincidences” that are pointing to the date of 9/23.

And even though articles and videos that discuss all of these things are going viral all over the Internet, the mainstream media in the United States has been strangely silent about all of it.

Fortunately, there are international news sources out there that are willing to address these topics, and some of them just happen to be in Russia.

When I first came across Sputnik News, I didn’t quite know what to make of it. At first I thought that it might be some random blogger that had started up a news website and had chosen a really bad name. But it turns out that it is actually fully owned and operated by the government of Russia. The following comes from Wikipedia…

Sputnik is an international multimedia news service launched on 10 November 2014 by Rossiya Segodnya, an agency wholly owned and operated by the Russian government, which was created by a Decree of the President of Russiaon 9 December 2013.[1] Sputnik replaces the RIA Novostinews agency on an international stage (which remains active in Russia)[2] and Voice of Russia.

And I have to admit that Sputnik News is willing to address many things that the corporate-controlled media in the U.S. simply will not touch. For example, the following is from a recent Sputnik article about the financial crash that is coming this fall…

The founder of Trends Research, who predicted the “panic of 2008,” believes that soon we will witness the crash of a global stock market and predicts “the economic earthquake [that] will send reverberations around the world”.

“There’s going to be panic on the streets from Wall Street to Shanghai, to the UK down to Brazil.” Celente told King World News. “You’re going to see one market after another begin to collapse.”

Analyst Larry Edelson took the fear to the next level as he even predicted the exact day the catastrophe begins, or, as he called it, a “rollercoaster ride through hell.”

“On October 7, 2015, the first economic super cycle since 1929 will trigger a global financial crisis of epic proportions.” He said.

“It will bring Europe, Japan and the United States to their knees, sending nearly one billion human beings on a roller-coaster ride through hell for the next five years. A ride like no generation has ever seen.”

RT is another Russian news outlet that I find to be superior to U.S. news organizations in a lot of ways. In one recent article, RT was even willing to discuss the coming end of the Biblical Shemitah year in September…

Indeed, the hysteria over next month has reached such a fever pitch that even seasoned experts are cracking open their dusty Bible for signposts.

The seventh year of the Biblical agricultural cycle – as set down in the Torah – just happens to fall on September 15, 2015. This is a real millennial event, with a so-called tetrad of blood moons (four consecutive lunar eclipses) all falling on Judaic religious days. For those who track such astrological occurrences, a number of major events have occurred at the end of the “7-year business cycle,” as it is now commonly known.

In 2008, for example, the world suffered its worst financial crisis in decades, while in September 2001 the United States experienced the worst-ever terror attack on its territory, as well as a massive sell-off on Wall Street when markets reopened on Sept. 17.

Whatever the case may be, Americans – increasingly wary of the weak underbelly of their economy – are gearing up for fireworks in September. But even if nothing happens, all that prepping and stockpiling – much like in the runup to the overhyped Y2K non-event – will certainly boost economic performance across the board.

And if you can believe it, even Pravda has talked about what is coming up this September.

When I was growing up, Pravda was regarded to be the official voice of the evil empire. Whatever Pravda reported back in those days was generally thought to be pro-Soviet propaganda. And that was generally true at that time. But today, Pravda has a lot more freedom to discuss the issues that really matter than a lot of U.S. news outlets do. For instance, earlier this year Pravda also discussed the potential for a financial apocalypse in September…

Again, 2001 brought social conflict, financial calamity and it was the pivot point that triggered a cascade of negative events that would go on for years, including the wars in Iraq and Afghanistan.

Another 7- year period would elapse and bring us to Sept. 29, 2008. On this infamous day stocks skidded, with the Dow slumping nearly 777 points, the biggest single-day point loss ever. Approximately $1.2 trillion in market value vanished in a twinkling.

Again, seven years to the month exactly from the 2001 crash. But apparently no one noticed this pattern because the financial presstitute corps never mentioned it.

Why won’t the mainstream media in the United States talk about these things?

Is it because they are too busy talking about issues that are even more important?

Of course not. Just consider some of the top headlines from the front pages of major U.S. news outlets on Monday…

-“Exclusive: Jon Stewart to host WWE SummerSlam”

-“Sharon Stone’s nude photos stoke controversy”

-“Florence Henderson to join final ‘Dancing with the Stars’ cruise”

-“McMansions are back — and they’re bigger than ever”

RT is beter dan een aantal Amerikaanse media omdat de Amerikanen graag nieuws lezen over hun 'rich and famous'. Het plebs krijgt wat het wil. Neemt niet weg dat journalisten in Rusland niet vrij zijn en in de VS wel. In de VS nemen ze jammer genoeg niet voldoende gebruik hiervan.
