Palestinians take charge in Gaza
Palestinian police have begun taking control of the northern Gaza Strip, after Israeli troops pulled out and Palestinian militants declared a ceasefire.
In a boost to the US-backed peace plan, known as the roadmap, Israel handed over security responsibility in Beit Hanoun to the Palestinians, who pledged to stop militants carrying out attacks from the area. The main militant groups, Hamas and Islamic Jihad, and Yasser Arafat's Fatah faction, declared a suspension to attacks against Israelis on Sunday, raising hopes of an end to 33 months of fighting between Israel and the Palestinians.
The moves came after US National Security Adviser Condoleezza Rice spent the weekend in Israel and the Palestinian territories urging leaders on both sides to press ahead with the peace plan.
The BBC's Simon Wilson in Jerusalem says the intense American diplomacy of recent weeks - including visits to the region by President George W Bush and Secretary of State Colin Powell - appears to be bearing fruit.
Pull-out
Hours after Israel and the Palestinians finalised the pull-out, a long line of Israeli armoured vehicles, headlights shining, snaked out of Beit Hanoun.
Palestinian security forces returned to the town for the first time since Israel poured troops and tanks into the area in May. That incursion came after Palestinian militants had fired rockets from northern Gaza into Israel.
Palestinian security officials established three checkpoints inside Beit Hanoun on Monday and took control of the entrance and exit to the town, the Associated Press quoted Palestinian security sources as saying.
The BBC's Barbara Plett in Jerusalem says the people in Gaza will now have to clean up the mess the army left behind - dug-up roads and torn-down bridges.
She says they will also be looking for greater freedom of movement - in particular, the opening of the main north-south road which has been blocked by army checkpoints.
Officials on both sides are now expected to organise a similar arrangement for the West Bank town of Bethlehem.
Attacks halted
The joint Hamas-Jihad announcement said their truce was conditional upon several factors, including a halt to Israeli military operations in Palestinian areas and the policies of killing Palestinian militants and demolishing Palestinian homes.
Fatah said its ceasefire would last for six months, in line with an Egyptian initiative, and officials said all the groups in the faction, including al-Aqsa Martyrs Brigades, would abide by it.
Israel has repeatedly dismissed the proposal for a truce as "worthless" and has been pressing the Palestinian Authority to dismantle militant groups altogether, as required by the roadmap.
The US gave a qualified welcome to the ceasefire announcements.
White House spokeswoman Ashley Snee said: "Anything that reduces violence is a step in the right direction.
"Under the roadmap, parties have an obligation to dismantle terrorist infrastructures. There is more work to be done."
