India heeft zijn enige grensovergang met Pakistan gesloten. Ook moeten alle Pakistaanse militaire adviseurs van diplomatieke posten in India het land uit, net als Pakistanen met een tijdelijk visum. De maatregelen volgen op een dodelijke aanslag in de grensregio Kasjmir.
Gewapende mannen openden dinsdag het vuur op toeristen in Kasjmir. Daarbij vielen 26 doden en zeker 17 gewonden. De slachtoffers van de aanval komen vrijwel allemaal uit India. Eén slachtoffer heeft de Nepalese nationaliteit.
Het incident vond plaats in Pahalgam, een populaire bestemming in de bergen. De regionale autoriteiten spreken van de ergste aanval op burgers in jaren.
De aanval is opgeëist door een vrij onbekende groep, die volgens India banden heeft met de Pakistaanse militante beweging Lashkar-e-Taiba. In de voornamelijk islamitische regio Kasjmir zijn al tientallen jaren separatistische groeperingen actief. Sommige daarvan zoeken aansluiting bij buurland Pakistan.
Pakistan ontkent de Indiase beschuldiging en zegt dat het alleen "morele, politieke en diplomatieke steun" geeft aan afscheidingsbewegingen in de regio. De regering in Islamabad heeft tegenmaatregelen aangekondigd. Zo zijn Indiase films in het land verboden en is ook de treinverbinding met India geschrapt.
Maar de ingrijpendste maatregel komt van Indiase kant. Dat land kiest ervoor een waterverdrag uit 1960 te schrappen. Hiermee kan India de toevoer van rivierwater naar Pakistan afknijpen, wat ingrijpende gevolgen zou hebben voor de landbouw en elektriciteitsvoorziening in het land.
