White House officials this week told Mississippi Gov. Phil Bryant that President Donald Trump did not plan to campaign for or endorse Republican Cindy Hyde-Smith if she was appointed to the state’s open Senate seat, saying they were worried that the former Democrat would lose.

Bryant responded that he intended to go ahead and pick Hyde-Smith for the post, anyway. He’s expected to formally announce the selection Wednesday.

During a phone call Tuesday, administration officials told Bryant that Hyde-Smith’s past history as a Democrat would hobble her in the special election contest for the seat being vacated by longtime GOP Sen. Thad Cochran. Hyde-Smith switched parties in 2010 while serving in the state Senate.

The conversation was described by two White House aides with direct knowledge of the call.

The message underscored the profound misgivings the administration and senior Republicans have about the Hyde-Smith pick.

Republicans are deeply concerned that Chris McDaniel, an anti-establishment conservative state senator who is running for the seat, will use Hyde-Smith’s past party affiliation against her in the race. In recent days, the White House and other senior Republicans reviewed polling conducted by the National Republican Senatorial Committee showing Hyde-Smith in third place in a prospective match-up, trailing McDaniel and a prospective Democratic candidate.

Hyde-Smith and the NRSC did not respond to requests for comment.

Trump had initially lobbied Bryant to appoint himself to the seat, but the governor declined. Many in the party had hoped that Bryant would select Mississippi Secretary of State Delbert Hosemann for the post. The White House has been in touch with the governor over the course of the past three weeks about his selection.

While the president does not currently plan to endorse Hyde-Smith, the White House will continue to monitor the race, one of the administration officials said.

Administration officials do not want Trump to embarrass himself by weighing in for a candidate who is seriously hobbled. It was a scenario that played out in last year’s Alabama Senate special election, when the president got behind appointed Sen. Luther Strange in a GOP runoff, only to see him fall short against former state Supreme Court Justice Roy Moore.

White House aides briefed Trump on Tuesday prior to speaking with Bryant. They recommended that, for now, the president should not endorse or campaign for Hyde-Smith should she get the appointment. Trump, according to one person familiar with the conversation, did not object.

The 80-year-old Cochran earlier this month announced his resignation effective April 1, citing health problems. The decision set off a special election to be held on Nov. 6. The winner will serve out the remainder of Cochran’s term, which expires in 2020.

Following Cochran’s announcement, McDaniel declared that he would be a candidate for the seat. McDaniel, who in 2014 waged a hard-fought but ultimately unsuccessful campaign against Cochran, had earlier launched a 2018 primary campaign against GOP Sen. Roger Wicker.

But with the president voicing his support for Wicker, McDaniel decided that running for the seat being vacated by Cochran would be a better play.

We have a responsibility to protect your data, and if we can't then we don't deserve to serve you. I've been working to understand exactly what happened and how to make sure this doesn't happen again. The good news is that the most important actions to prevent this from happening again today we have already taken years ago. But we also made mistakes, there's more to do, and we need to step up and do it.

Here's a timeline of the events:

In 2007, we launched the Facebook Platform with the vision that more apps should be social. Your calendar should be able to show your friends' birthdays, your maps should show where your friends live, and your address book should show their pictures. To do this, we enabled people to log into apps and share who their friends were and some information about them.

In 2013, a Cambridge University researcher named Aleksandr Kogan created a personality quiz app. It was installed by around 300,000 people who shared their data as well as some of their friends' data. Given the way our platform worked at the time this meant Kogan was able to access tens of millions of their friends' data.

In 2014, to prevent abusive apps, we announced that we were changing the entire platform to dramatically limit the data apps could access. Most importantly, apps like Kogan's could no longer ask for data about a person's friends unless their friends had also authorized the app. We also required developers to get approval from us before they could request any sensitive data from people. These actions would prevent any app like Kogan's from being able to access so much data today.

In 2015, we learned from journalists at The Guardian that Kogan had shared data from his app with Cambridge Analytica. It is against our policies for developers to share data without people's consent, so we immediately banned Kogan's app from our platform, and demanded that Kogan and Cambridge Analytica formally certify that they had deleted all improperly acquired data. They provided these certifications.

Last week, we learned from The Guardian, The New York Times and Channel 4 that Cambridge Analytica may not have deleted the data as they had certified. We immediately banned them from using any of our services. Cambridge Analytica claims they have already deleted the data and has agreed to a forensic audit by a firm we hired to confirm this. We're also working with regulators as they investigate what happened.

This was a breach of trust between Kogan, Cambridge Analytica and Facebook. But it was also a breach of trust between Facebook and the people who share their data with us and expect us to protect it. We need to fix that.

In this case, we already took the most important steps a few years ago in 2014 to prevent bad actors from accessing people's information in this way. But there's more we need to do and I'll outline those steps here:

First, we will investigate all apps that had access to large amounts of information before we changed our platform to dramatically reduce data access in 2014, and we will conduct a full audit of any app with suspicious activity. We will ban any developer from our platform that does not agree to a thorough audit. And if we find developers that misused personally identifiable information, we will ban them and tell everyone affected by those apps. That includes people whose data Kogan misused here as well.

Second, we will restrict developers' data access even further to prevent other kinds of abuse. For example, we will remove developers' access to your data if you haven't used their app in 3 months. We will reduce the data you give an app when you sign in -- to only your name, profile photo, and email address. We'll require developers to not only get approval but also sign a contract in order to ask anyone for access to their posts or other private data. And we'll have more changes to share in the next few days.

Third, we want to make sure you understand which apps you've allowed to access your data. In the next month, we will show everyone a tool at the top of your News Feed with the apps you've used and an easy way to revoke those apps' permissions to your data. We already have a tool to do this in your privacy settings, and now we will put this tool at the top of your News Feed to make sure everyone sees it.

Beyond the steps we had already taken in 2014, I believe these are the next steps we must take to continue to secure our platform.

I started Facebook, and at the end of the day I'm responsible for what happens on our platform. I'm serious about doing what it takes to protect our community. While this specific issue involving Cambridge Analytica should no longer happen with new apps today, that doesn't change what happened in the past. We will learn from this experience to secure our platform further and make our community safer for everyone going forward.

I want to thank all of you who continue to believe in our mission and work to build this community together. I know it takes longer to fix all these issues than we'd like, but I promise you we'll work through this and build a better service over the long term.

It was not immediately clear on Wednesday which remarks of Mr. Dershowitz’s the president was quoting. An interview with Mr. Dershowitz on Fox News on Tuesday and an opinion piece by Mr. Dershowitz published on Wednesday did not include the exact phrasing that Mr. Trump used in his tweets. And the language was not found in a search of Mr. Dershowitz’s cable news appearances over the past week.

Separately, on MSNBC’s “Morning Joe,” John O. Brennan, a former C.I.A. director, speculated that the Russians “may have something on him personally,” referring to Mr. Trump.

Mr. Brennan was the C.I.A. director when a salacious dossier surfaced in 2016 that claimed the Russians had compromising information on Mr. Trump. There has been no proof that such material exists, but Mr. Trump’s affection for the Russian leader has raised questions about the nature of their relationship.

On Tuesday, Mr. Trump congratulated Mr. Putin on his re-election and made no mention of the election meddling. Mr. Trump has routinely issued statements about Russia and Mr. Putin that sound at odds with his own advisers and administration actions.

“I think he’s afraid of the president of Russia,” said Mr. Brennan, now retired from government service and a critic of Mr. Trump.

On Saturday, Mr. Brennan attacked Mr. Trump on Twitter after the president tweeted about his excitement over the firing of the deputy director of the F.B.I., Andrew G. McCabe.

“When the full extent of your venality, moral turpitude, and political corruption becomes known, you will take your rightful place as a disgraced demagogue in the dustbin of history,” Mr. Brennan wrote.

For months, Mr. Trump personally attacked Mr. McCabe, a 21-year veteran of the F.B.I. and former deputy director. Mr. McCabe briefly served in the top role after Mr. Trump fired James B. Comey, the president’s first F.B.I. director. Mr. McCabe was fired on the eve of his retirement, which puts his government pension in jeopardy. After the firing, it was disclosed that Mr. McCabe kept memos on Mr. Trump, which Mr. Mueller’s investigators can access.

Mr. Mueller has accused 13 Russians and three companies of election meddling. Three of Mr. Trump’s former associates have pleaded guilty as part of the ongoing inquiry. Last week, the special counsel issued subpoenas for the Trump organization, seeking documents including some related to Russia.

Mr. Trump has consistently called the investigation into Russia’s meddling a “hoax.”

The Trump National Golf Club in Westchester County, New York, is once again seeking permission to bring in foreign workers to serve as waiters, waitresses and cooks, according to petitions posted online by the Department of Labor Wednesday.

The workers are being sought under the federal H-2 visa program, which permits American employers to hire foreign laborers under temporary work visas as long as no qualified US workers want the jobs.

The fancy private club is located just 35 miles from New York City and its vast labor market. The petition to the Labor department effectively attests that there are no qualified American workers who want the jobs. The cooking jobs pay $14.36 an hour. The serving jobs pay $15.20 an hour. Both jobs are eligible for overtime.

No one from the golf course or the White House immediately responded to requests for comment Wednesday.

Businesses owned by President Trump or bearing his name have been big users of the controversial H-2 program in the past, seeking to hire more than 400 foreign guest workers since he launched his presidential campaign.

Many work as servers and house cleaners at Mar-a-Lago, the Florida estate that has been termed the winter White House.

Despite his focus on restoring American jobs, Trump has also maintained that it is “almost impossible” to find qualified Americans who want temporary jobs in the service industry such as those available at many of his clubs and resorts that rely on the visa program.

The Trump National Golf Club jobs are seasonal, with work beginning in May and ending Oct. 31.

In 2016, a special envoy from the United Nations said the federal guest worker program puts workers at risk of exploitation and even trafficking. A BuzzFeed News investigation in 2015 found that H-2 workers were often exploited, and sometimes raped or beaten. BuzzFeed News also found that many Americans were denied jobs in favor of guest workers. Trump companies have not been accused of abusing H-2 workers

High on the agenda of the two men — George Nader, a political adviser to the de facto ruler of the U.A.E.; and Elliott Broidy, the deputy finance chairman of the Republican National Committee — was pushing the White House to remove Secretary of State Rex W. Tillerson, backing confrontational approaches to Iran and Qatar and repeatedly pressing the president to meet privately outside the White House with the leader of U.A.E.

Mr. Tillerson was fired last week, and the president has adopted tough approaches toward both Iran and Qatar.

Mr. Nader tempted the fund-raiser, Mr. Broidy, with the prospect of more than $1 billion in contracts for his private security company, Circinus, and he helped deliver deals worth more than $200 billion with the United Arab Emirates. He also flattered Mr. Broidy about “how well you handle Chairman,” a reference to Mr. Trump, and repeated to his well-connected friend that he told the effective rulers of both Saudi Arabia and U.A.E. about “the Pivotal Indispensable Magical Role you are playing to help them.”

Mr. Nader’s cultivation of Mr. Broidy, laid out in documents provided to The New York Times, provides a case study in the way two Persian Gulf monarchies have sought to gain influence inside the Trump White House. Mr. Nader has been granted immunity in a deal for his cooperation with the special counsel, Robert S. Mueller III, according to people familiar with the matter, and his relationship with Mr. Broidy may also offer clues to the direction of that inquiry.

Mr. Nader has now been called back from abroad to provide additional testimony, one person familiar with the matter said this week. Mr. Mueller’s investigators have already asked witnesses about Mr. Nader’s contacts with top Trump administration officials and about his possible role in funneling Emirati money to Mr. Trump’s political efforts, a sign that the investigation has broadened to examine the role of foreign money in the Trump administration.

The documents contain evidence not previously reported that Mr. Nader also held himself out as intermediary for Saudi Arabia’s crown prince, Mohammed bin Salman, who met with Mr. Trump on Tuesday in the Oval Office at the beginning of a tour of the United States to meet with political and business leaders.

A lawyer for Mr. Nader declined to comment. Two people close to Mr. Broidy said he has not been contacted by the special counsel’s investigators. In a statement, Mr. Broidy said that his efforts “aimed to strengthen the national security of the United States, in full coordination with the U.S. government.” He added, “I have always believed strongly in countering both Iran and Islamic extremism, and in working closely with our friends in the Arab world in order to do so.”

The documents, which included emails, business proposals and contracts, were provided by an anonymous group critical of Mr. Broidy’s advocacy of American foreign policies in the Middle East. The Times showed Mr. Broidy’s representatives copies of all of the emails it intended to cite in an article. In his statement, Mr. Broidy said he could not confirm the authenticity of all of them, noting that The Times was able to show him only printouts and not the original emails.

A spokesman for Mr. Broidy has said he believes the documents were stolen by hackers working for Qatar in retaliation for his work critical of the country — a regional nemesis of the Saudis and Emiratis.

“We now possess irrefutable evidence tying Qatar to this unlawful attack on, and espionage directed against, a prominent United States citizen within the territory of the United States,” Lee S. Wolosky, a lawyer for Mr. Broidy, wrote this week in a letter to the Qatari ambassador in Washington. If Qatar was not responsible, “we expect your government to hold accountable the rogue actors in Qatar who have caused Mr. Broidy substantial damages.”

Forging a Connection

The two men first met during the crush of parties and other events surrounding Mr. Trump’s inauguration. Mr. Broidy, 60, a longtime Republican donor and a vice chairman of the inaugural fund-raising committee, got his start in business as an accountant and then investment manager for Glen Bell, the founder of Taco Bell.

Mr. Nader, 58, a United States citizen born in Lebanon, had previously run a Washington-based journal called Middle East Insight, acted as an informal emissary to Syria under the Clinton administration, and, according to short biography in the emails, later worked for Vice President Dick Cheney.

The two became fast friends, and by February, they were exchanging emails about potential contracts for Circinus with both the U.A.E. and Saudi Arabia, and also about Saudi and Emirati objectives in Washington, such as persuading the United States government to take action against the Muslim Brotherhood or put pressure on its regional ally, Qatar.

Early in the Trump administration, the two men also noted with approval a successful effort to block a top Pentagon position for Anne Patterson, a former ambassador to Cairo whom the Emiratis and Saudis have long criticized as too sympathetic to the deposed Egyptian President Mohamed Morsi of the Muslim Brotherhood during his one year in office.

In one message to Mr. Nader in March 2017, Mr. Broidy referred to Secure America Now, an advocacy organization that he suggested had campaigned against Ms. Patterson, as “one of the groups I am working with.” The two people close to Mr. Broidy said he had not raised money for the group or campaigned against Ms. Patterson.

The Saudis and Emiratis have had particularly warm relations with the Trump administration. Mr. Trump at times has appeared to side with the Arab monarchies against his own cabinet secretaries — including in the bitter regional dispute against neighboring Qatar. Also in concert with the Saudis and Emiratis, Mr. Trump has taken a far more hawkish stance toward Iran than either his cabinet or his predecessor, threatening to “rip up” the Iran nuclear deal brokered by President Barack Obama.

On March 25, Mr. Broidy emailed Mr. Nader a spreadsheet outlining a proposed Washington lobbying and public relations campaign against both Qatar and the Muslim Brotherhood. The proposed campaign’s total cost was $12.7 million.

The two people close to Mr. Broidy said the plan was drafted by a third party for circulation to like-minded American donors, and that only some of its provisions were carried out.

Mr. Nader did, however, provide a $2.7 million payment to Mr. Broidy for “consulting, marketing and other advisory services rendered,” apparently to help pay for the cost of conferences at two Washington think tanks, the Hudson Institute and the Foundation for the Defense of Democracies, that featured heavy criticism of Qatar and the Muslim Brotherhood.

Hudson Institute policies prohibit donations from foreign governments that are not democracies, and the Foundation for the Defense of Democracies bars donations from all foreign governments, so Mr. Nader’s role as an adviser to the U.A.E. may have raised concerns had he donated directly.

Documents show Mr. Nader’s payment was made by an Emirati-based company he controlled, GS Investments, to an obscure firm based in Vancouver, British Columbia, controlled by Mr. Broidy, Xieman International. A person close to Mr. Broidy said the money was passed through the Canadian company at Mr. Nader’s request and the reason for its circuitous path could not be determined.

Documents also appear to show that lawyers for Mr. Broidy discussed with him a possible agreement to share with Mr. Nader a portion of the profits from the first round of business his company did with the Saudis and Emiratis — an apparent reflection of his integral role in helping the company, Circinus, negotiate for the lucrative security contracts.

In his statement, Mr. Broidy said Mr. Nader “is not a shareholder, officer, director or employee of any of my companies. He has not been paid any origination fee or any other fees in connection with these matters.”

Influential Links

Months later, as Mr. Broidy was preparing for an Oval Office meeting with Mr. Trump, Mr. Nader pressed him to try to line up a private meeting outside the White House between Mr. Trump and the leader of the United Arab Emirates, Crown Prince Mohammed bin Zayed, whom he referred to as “Friend.”

“Tell him that Friend would like to come ASAP to meet you SOONEST out of official site, in New Jersey” or Camp David, the presidential retreat in Maryland, Mr. Nader wrote to Mr. Broidy on Oct. 1.

“Again, Again and Again, please try to be the ONE to fix a date for Friend while you are there if at all possible,” he added.

Six days later, Mr. Broidy did just that, repeatedly pressing Mr. Trump to meet with the crown prince in a “quiet” setting outside of the White House — perhaps in New York or New Jersey — according to a detailed report on the meeting that Mr. Broidy sent to Mr. Nader shortly afterward. Mr. Trump’s national security adviser, Lt. Gen. H. R. McMaster, blocked the request, Mr. Broidy reported.

In a memorandum to Mr. Nader about the Oval Office meeting on Oct. 6, Mr. Broidy reported that he personally urged Mr. Trump to fire Mr. Tillerson, whom the Saudis and Emiratis saw as insufficiently tough on Iran and Qatar.

Later that fall, Mr. Nader complained that the Secret Service had stopped him from getting his picture taken with Mr. Trump at a fund-raiser. Although the reasons he was kept at bay from the president are unclear, Mr. Nader pleaded guilty in 1991 to a federal child pornography charge and served six months at a halfway house after videotapes were found in his luggage when he arrived at Dulles Airport outside Washington from a trip to Germany, according to court records released last week. In 2003, he received a one-year prison sentence in the Czech Republic after he was convicted there of 10 cases of sexually abusing minors, The Associated Press reported, citing a court spokeswoman.

Mr. Broidy was puzzled by the Secret Service’s objections. Mr. Nader, in his capacity as an adviser to the ruler of United Arab Emirates, had met several times with senior administration officials in the White House during Mr. Trump’s first weeks in office.

Mr. Broidy was apparently able to deliver: On Dec. 14, he emailed Mr. Nader his photograph grinning next to Mr. Trump.

Despite the close relations between the White House and the two gulf nations, there have been occasional hiccups, and in January, Mr. Nader twice emailed his friend with another delicate request: The leader of the U.A.E. asked that Mr. Trump call the crown prince of Saudi Arabia to try to smooth over potential bad feelings created by the book “Fire and Fury,” by Michael Wolff. It portrayed the president’s views of the Saudi prince in an unflattering light, Mr. Nader wrote.

“See what you can trigger and do and we can discuss more in person,” Mr. Nader wrote, reiterating once again the “genuine desire” of the ruler of the United Arab Emirates to meet alone with Mr. Trump.

Days later, Mr. Nader wrote to his friend that he was looking forward to an upcoming trip to the United States. Mr. Broidy was arranging for him to attend a gala dinner at Mar-a-Lago, the president’s Florida estate, to celebrate the anniversary of Mr. Trump’s inauguration, and the two men were considering a trip Saudi Arabia to try to sell the kingdom’s young and powerful crown prince on a $650 million contract with Mr. Broidy’s security company.

But those grand plans were interrupted. It was on that trip to the United States that, as he touched down at Washington Dulles International Airport, Mr. Nader was greeted by F.B.I. agents working for Mr. Mueller.

The investigation into Mr. Sessions began before Robert S. Mueller III was appointed special counsel to investigate Russia-related matters. Mr. Sessions’s lawyer, Chuck Cooper, said no investigation is being conducted now.

“The special counsel’s office has informed me that after interviewing the attorney general and conducting additional investigation, the attorney general is not under investigation for false statements or perjury in his confirmation hearing testimony and related written submissions to Congress,” Mr. Cooper said in a statement.

The investigation was first reported by ABC News.

Perjury investigations based on congressional referrals are common, and the F.B.I. frequently investigates but seldom charges. But the fact that the attorney general himself was a focus of the Russia investigation, even if only peripherally and temporarily, shows how entangled the Trump administration has become in the case. Mr. Sessions is recused from any aspect of the investigation.

The investigation also adds a new layer to Mr. McCabe’s firing. Mr. McCabe’s lawyers have said that he did not lie and acted quickly to fix any inaccuracies or misunderstandings. Mr. Sessions has offered a similar defense, saying he never intended to mislead Congress.

A spokeswoman for Mr. McCabe, Melissa Schwartz, had no comment.

A person close to Mr. Sessions said the attorney general was not aware of the investigation into his congressional statements at the time that he fired Mr. McCabe. The investigation never came up during the negotiations over whether Mr. Sessions would fire Mr. McCabe, according to two people with knowledge of those discussions.

The testimony in question surfaced as part of Mr. Sessions’s confirmation hearing in January 2017.

If President Donald Trump taps John Bolton as his next national security adviser, the former U.N. ambassador will be forced to reckon with the fate of his political empire, which includes a super PAC that has spent heavily on the services of embattled voter profiling company Cambridge Analytica.

Bolton’s super PAC has paid Cambridge Analytica more than $1.1 million since 2014 for “research” and “survey research,” a Center for Public Integrity analysis of campaign finance filings shows.

So far during the 2018 election season, Bolton has announced his super PAC will spend $1 million boosting Republican Senate candidate Kevin Nicholson in Wisconsin. Nicholson is challenging incumbent Sen. Tammy Baldwin, a Democrat.

Bolton’s super PAC spent roughly $2.5 million during the 2016 election cycle to support the bids of Republican U.S. Senate candidates, according to Federal Election Commission filings. The press release announcing support for Nicholson said that “Ambassador Bolton looks to increase those contributions for the 2018 midterm elections.”

Bolton — eyed to replace Army Lt. Gen. H.R. McMaster as national security adviser should McMaster step down or be fired — would be the latest in a string of Trump administration insiders with strong links to big-spending, conservative political groups largely funded by an elite group of megadonors. It’s a list that includes Kellyanne Conway, a counselor to the president; White House Director of Legislative Affairs Marc Short; and Nick Ayers, the vice president’s chief of staff.

Bolton, who visited the White House last week, would also be the latest Trump official with ties to GOP megadonor Robert Mercer, a key supporter of Trump’s presidential bid and investor in Cambridge Analytica who is also the largest donor to Bolton’s super PAC.

“All of this makes clear that the Supreme Court was wrong in Citizens United when it unleashed big money in our elections with the promise it would be independent of candidates and office holders,” said Paul Ryan, vice president for policy and litigation at the nonprofit watchdog group Common Cause.

Bolton’s super PAC was among the first political committees to report paying Cambridge Analytica, the voter profiling company in which Mercer is an investor.

Last week, the New York Times and The Observer of London jointly reported that Cambridge Analytica had misused data gleaned from the profiles of tens of millions of Facebook users.

Facebook suspended Cambridge Analytica and its parent company, citing concerns that it had failed to delete improperly obtained data. Cambridge Analytica said the data was improperly obtained by a contractor and has been deleted. It also said none of that data “was used by Cambridge Analytica as part of the services it provided to the Donald Trump 2016 presidential campaign.”

But the statement did not specifically address whether the data was used to provide services to other political committees that retained Cambridge Analytica, including Bolton’s super PAC.

In a related matter, Special Counsel Robert Mueller, who is investigating Russian involvement in the 2016 presidential election, in December asked Cambridge Analytica to turn over emails of any employees who worked on Trump’s presidential campaign.

Cambridge Analytica did not respond to questions from the Center for Public Integrity. Bolton did not respond to an interview request submitted through his PAC, or to questions regarding whether he was investigating whether Cambridge Analytica used improperly obtained data in its work for his super PAC.

As of Feb. 28, Bolton’s two political groups — the John Bolton Super PAC and John Bolton PAC — reported $3.6 million in combined cash on hand, with roughly $3 million of that amount in the super PAC’s coffers, according to disclosures filed Tuesday with the Federal Election Commission.

Super PACs may raise and spend unlimited amounts of money to advocate for or against political candidates.

Much of the super PAC’s money has come from a handful of political megadonors, and the group has supported candidates also favored by its benefactors.

Mercer has given $5 million to Bolton’s super PAC since 2013. He was the Bolton super PAC’s largest donor during the 2016 election cycle, and so far, is also the largest donor for the 2018 election cycle, an analysis of federal campaign finance filings show. Mercer has also financially backed Cambridge Analytica.

Eight federal political committees that have received contributions from Mercer or his daughter, Rebekah, have reported paying Cambridge Analytica in the past, including Sen. Ted Cruz’s presidential committee and the North Carolina Republican Party. None, including John Bolton Super PAC, have yet reported paying the company during the 2018 election cycle.

Bolton created the political action committee and super PAC that bear his name in 2013. During the past three election cycles, the super PAC poured six- and seven-figure sums into the bids of Republican politicians such as Sens. Richard Burr and Thom Tillis of North Carolina and Tom Cotton of Arkansas. Tills and Cotton’s campaigns have also reported paying Cambridge Analytica.

Mercer is by far the Bolton super PAC’s biggest donor, but it has also drawn money from a small pool of other Republican megadonors, including shipping supplies CEO RIchard Uihlein, Home Depot co-founder Bernie Marcus, private equity magnate John W. Childs and real estate developer Geoff Palmer.

Bolton’s foreign policy views have been controversial, with detractors citing his willingness to use military intervention. “It is perfectly legitimate for the United States to respond to the current ‘necessity’ posed by North Korea’s nuclear weapons by striking first,” he argued in a Wall Street Journal opinion piece last month.

The position of national security adviser doesn’t generally require Senate confirmation (although McMaster faced a Senate vote in order to keep his military rank while serving in the Trump White House.)

Therefore, it’s unlikely Tillis, Cotton, Burr and other senators Bolton has financially supported would be put in a position to vote on Bolton were Trump to select him as national security adviser. Bolton could, however, face a confirmation hearing were Trump to tap him for another administration post.

Former U.N. ambassador John Bolton recorded a video used by the Russian gun rights group The Right to Bear Arms in 2013 to encourage the Russian government to loosen gun laws.

The episode, which has not been previously reported, illustrates the common cause that Russian and American gun rights groups were forming in the years leading up to the 2016 election through former National Rifle Association president David Keene. Keene appointed Bolton to the NRA's international affairs subcommittee in 2011.

Russian politician Alexander Torshin helped establish The Right to Bear Arms and cultivate ties with American gun rights groups including the NRA. As a Putin ally, Torshin served as the deputy speaker of Russia's parliament for more than a decade, and also spent time on Russia's National Anti-Terrorism Committee, a state body that includes the director of Russia's internal security service.

The Bolton video appears to be another plank in a bridge built by Russia to conservative political organizations inside the United States. It's unclear why Russian leaders wanted to curry favor with the NRA, but Torshin and Keene appeared to have developed close ties over in the years prior to the 2016 election.

It's a relationship that has outsized importance now that the FBI is reportedly investigating whether Torshin illegally funneled money to the NRA to assist the Trump campaign in 2016, as McClatchy reported in January. The NRA has declined wrongdoing.

Bolton, who visited President Donald Trump in the Oval Office earlier this month and has reportedly been considered as a replacement for national security adviser H.R. McMaster, is a curious pick for The Right to Bear Arms in its video effort to influence the Russian legislature.

After all, Bolton is one of the most hawkish, anti-Russia figures in Republican Party foreign policy circles. And yet the video recorded by Bolton was used by this obscure Russian gun rights group with ties to the Kremlin.

A source close to Bolton told NPR that he was originally asked to record the video by David Keene, who served as NRA president from 2011 to 2013, and that he was informed the recording was for the Russian legislature. The source also said the former ambassador had never heard of The Right to Bear Arms until recent news coverage of the group.

Russian gun laws are relatively strict, and there is no fundamental right to own a gun. In the video, Bolton urges the Russian people to adopt gun rights as part of their constitution — in much the same way that the United States has a Second Amendment. At the time, he was a member of the NRA's international affairs subcommittee, a position Keene had appointed him to. The two have known each other since 1972, when Bolton interned for Keene.

"Thank you for this opportunity to address the Russian people on the 20th anniversary of the adoption of the Russian Constitution," Bolton said in the video, which has previously been unreported. "Were the Russian national government to grant a broader right to bear arms to its people, it would be creating a partnership with its citizens that would better allow for the protection of mothers, children and families without in any way compromising the integrity of the Russian state. That is my wish and my advice to your great people."

Keene is a central player in the links between the American and Russian gun rights movements, and the fall of 2013 was a key moment in the development of this relationship.

A few days before Bolton's video was posted online, in November 2013, Keene was in Moscow for The Right to Bear Arms annual conference, delivering a speech. More than 300 gun rights advocates across the globe gathered in an upscale hotel to hear arguments for loosening of gun rights, and even a concealed carry fashion show.

There were signs that the Russian government had given its approval that the conference take place. Russian politicians, such as Torshin, were present, made speeches, and were presented with honorary memberships to The Right to Bear Arms.

"One would have to make an assumption that in Russia, which is a fairly closed society, that if someone was doing this, the government wasn't upset by it and knew what was going on," said conference attendee Alan Gottlieb, the founder of the U.S.-based Second Amendment Foundation. "The feeling was that it was sanctioned by the powers that be, so to speak. Otherwise, I would have doubted if it were to have taken place."

Gary Burris, another attendee, recalled "two or three high-ranking government officials there" who represented the Russian legislature. "They were people who had some political sway."

Bolton was not present at this conference. But the issue the former ambassador raised in his 2013 video — changing the Russian constitution to guarantee gun rights — was a major theme.

"Amending the Russian constitution to include a right to keep and bear arms provision, like our Second Amendment, was definitely a high priority for the attendees at the conference," Gottlieb told NPR.

At the conference, Keene said that it was a "great honor to be here today, partly because over the course of the last three years, I've hosted your senator Alexander Torshin at the National Rifle Association's annual meetings."

Neither Torshin nor Keene responded to multiple requests for comment.

What is behind the tariffs?

The tariffs follow an investigation of Chinese policies ordered by Mr Trump in August.

The White House said the review found a range of "unfair" practices in China, including restrictions on foreign ownership that pressured foreign companies into transferring technology.

The review also found evidence that China imposes unfair terms on US companies; steers investments in the US to strategic industries; and conducts and supports cyber attacks.

The White House said it has a list of more than 1,000 products that could be targeted by tariffs. Businesses will have the opportunity to comment before the final list goes into effect.

The US is also exploring ways to limit Chinese investment in the US and will seek to bring complaints about unfair licensing terms to the World Trade Organization, officials said.

America's top trade negotiator, Robert Lighthizer, said protecting US technology was critical to America's economic future.

What has China said?
On Thursday, China's commerce ministry said it was ready to retaliate against the new tariffs.

"China will not sit idly by and let its legitimate rights and interests be harmed, and will certainly take all necessary measures to resolutely defend its legitimate rights and interests," it said in a statement.

The ministry also pointed to a ruling by the World Trade Organisation (WTO) that found that Washington had not fully complied with a 2014 ruling against its anti-subsidy tariffs on Chinese products, including solar panels and wind towers.

China's commerce ministry said the WTO ruling "proves that the US side has violated WTO rules" and "repeatedly abused trade remedy measures".

"[This] has seriously damaged the fair and just nature of the international trade environment, and weakened the stability of the multilateral trading system."

The WTO has also ruled against China's trade practices. In January, the organisation said China must lower its tariffs on broiler chickens imported from the US.

Who are the potential losers?
If imposed as described, the tariffs could lead to higher costs for consumers, while retaliation would hit key sectors of the US economy including agriculture and aerospace, analysts say.

China was the third largest market for US exports in 2016 and among the biggest buyers of American soybeans, corn, pork and aircraft.



On Thursday, shares of plane-maker Boeing sank more than 5%. Representatives of states such as Kansas, which has a large farming base, have been among the most critical of the administration's approach.

Several business groups said they agree that there is a problem, but are worried about the administration's strategy.

"American business wants to see solutions to these problems, not just sanctions such as unilateral tariffs that may do more harm than good," said John Frisbie, president of the US-China Business Council, which represents firms that do business in China.

US officials acknowledged the possibility of retaliation but say China has more to lose from the relationship.

The US imports billions more goods from China each year than it exports, creating a deficit of about $375bn last year that Mr Trump has railed against.

The president said Thursday he has asked China to cut that deficit by $100bn "immediately".

Is there wider support in America for the plan?
Many analysts dismiss worries about the trade deficit, noting that the exchange benefits both sides.

However, there is growing bipartisan concern in America about China's state-led economy and worry that China is seeking technology that could be deployed for military purposes.

Congress is debating legislation that would boost the government's power to review foreign business deals, citing the threat posed by state-backed acquisition of US firms.

Some politicians remain critical of the administration's approach, saying Mr Trump's bluster aggravates the situation and alienates allies who could help address the problem.

"I get a kind of stomp-your-feet approach makes some people feel good, but in the integrated economy, we already have, it's more complex," Senator Maria Cantwell, a Democrat from Washington, said at a Senate Finance Committee hearing on Thursday.

What else has Trump done on trade?
Mr Trump has embraced "America First" rhetoric - including criticism of China - that blames other countries for the loss of American jobs and plays well with parts of his base.

His administration has publicised cases brought for dumping goods in the US below cost, but the end result of some of his actions remain in flux.

For example, in March, he signed controversial orders imposing heavy tariffs on steel and aluminium - but said some countries such as Canada and Mexico would be spared. The EU and other countries are also in line for exemptions.

He is also renegotiating the North American Free Trade Agreement (Nafta) with Canada and Mexico.

Could we see a trade war?
China has previously said there would be no winner from any trade war.

It has also urged both sides to remain calm and hinted at making reforms "beyond expectations" to satisfy the US.

Mr Trump has previously tweeted "trade wars are good, and easy to win." But US Treasury Secretary Steven Mnuchin recently said the president "was not trying to start a trade war".

Frank Lavin, chief executive of Export Now and a former US ambassador to Singapore, said China typically takes some kind of action, but avoids escalating the problem.

But David Kuo, chief executive of the Motley Fool in Singapore, said it is not clear yet how this will play out in the long run.

"Some are hoping that this is just an opening gambit by the US. But it is a dangerous one to play," he said.

Officials emphasized that General McMaster’s departure was a mutual decision and amicable, with none of the recrimination that marked Mr. Tillerson’s exit. They said it was not related to a leak on Tuesday of briefing materials for Mr. Trump’s phone call with President Vladimir V. Putin of Russia.

In the materials, Mr. Trump was advised not to congratulate Mr. Putin on his re-election, which the president went ahead and did during the call.

Mr. Bolton, who will take office April 9, has met regularly with Mr. Trump to discuss foreign policy, and was on a list of candidates for national security adviser. He was in the West Wing with Mr. Trump to discuss the job on Thursday.

“H.R. McMaster has served his country with distinction for more than 30 years. He has won many battles and his bravery and toughness are legendary,” Mr. Trump said in a statement. “General McMaster’s leadership of the National Security Council staff has helped my administration accomplish great things to bolster America’s national security.”

General McMaster had struggled for months to impose order not only on a fractious national security team but on a president who resisted the sort of discipline customary in the military. Although General McMaster has been a maverick voice at times during a long military career, the Washington foreign policy establishment had hoped he would keep the president from making rash decisions.

Yet the president and the general, who had never met before Mr. Trump interviewed General McMaster for the post, had little chemistry from the start, and often clashed behind the scenes.

General McMaster’s serious, somber style and preference for order made him an uncomfortable fit with a president whose style is looser, and who has little patience for the detail and nuance of complex national security issues. They had differed on policy, with General McMaster cautioning against ripping up the nuclear deal with Iran without a strategy for what would come next, and tangling with Mr. Trump over the strategy for American forces in Afghanistan.

Their tensions seeped into public view in February, when General McMaster said at a security conference in Munich that the evidence of Russian interference in the 2016 presidential election was beyond dispute. The statement drew a swift rebuke from the president, who vented his anger on Twitter.

“General McMaster forgot to say that the results of the 2016 election were not impacted or changed by the Russians and that the only Collusion was between Russia and Crooked H, the DNC and the Dems,” Mr. Trump wrote, using his campaign nickname for Hillary Clinton. “Remember the Dirty Dossier, Uranium, Speeches, Emails and the Podesta Company!”

Mr. Trump selected General McMaster last February after pushing out Michael T. Flynn, his first national security adviser, for not being forthright about a conversation with Russia’s ambassador at the time. (Mr. Flynn has since pleaded guilty of making a false statement to the F.B.I. and is cooperating with Robert S. Mueller III, the special counsel investigating Russia’s interference in the 2016 election.)

General McMaster carried out a slow-rolling purge of hard-liners at the National Security Council who had been installed by Mr. Flynn and were allied ideologically with Stephen K. Bannon, Mr. Trump’s former chief strategist, earning the ire of conservatives who complained that his moves represented the foreign policy establishment reasserting itself over a president who had promised a different approach.

General McMaster’s position at the White House had been seen as precarious for months, and he had become the target of a concerted campaign by hard-line activists outside the administration who accused him of undermining the president’s agenda and pushed for his ouster, even creating a social media effort branded with a #FireMcMaster hashtag.

Last summer, Mr. Trump balked at a plan General McMaster presented to bolster the presence of United States forces in Afghanistan, although the president ultimately embraced a strategy that would require thousands more American troops.

General McMaster had been among the most hard-line administration officials in his approach to North Korea, publicly raising the specter of a “preventive war” against the North. He was among those who expressed concerns about Mr. Trump’s abrupt decision this month to meet Kim Jong-un, according to a senior official.

The Winter Olympics’ closing ceremonies also concluded North Korea’s propaganda effort to divert attention from its nuclear-weapons and ballistic-missile programs. And although President Trump announced more economic sanctions against Pyongyang last week, he also bluntly presaged “Phase Two” of U.S. action against the Kim regime, which “may be a very rough thing.” (Wall Street Journal).

CIA Director Mike Pompeo said in January that Pyongyang was within “a handful of months” of being able to deliver nuclear warheads to the U.S. How long must America wait before it acts to eliminate that threat?

Pre-emption opponents argue that action is not justified because Pyongyang does not constitute an “imminent threat.” They are wrong. The threat is imminent, and the case against pre-emption rests on the misinterpretation of a standard that derives from prenuclear, pre-ballistic-missile times. Given the gaps in U.S. intelligence about North Korea, we should not wait until the very last minute. That would risk striking after the North has deliverable nuclear weapons, a much more dangerous situation.

In assessing the timing of pre-emptive attacks, the classic formulation is Daniel Webster’s test of “necessity.” British forces in 1837 invaded U.S. territory to destroy the steamboat Caroline, which Canadian rebels had used to transport weapons into Ontario.

Webster asserted that Britain failed to show that “the necessity of self-defense was instant, overwhelming, leaving no choice of means, and no moment of deliberation.” Pre-emption opponents would argue that Britain should have waited until the Caroline reached Canada before attacking.

Would an American strike today against North Korea’s nuclear-weapons program violate Webster’s necessity test? Clearly not. Necessity in the nuclear and ballistic-missile age is simply different than in the age of steam. What was once remote is now, as a practical matter, near; what was previously time-consuming to deliver can now arrive in minutes; and the level of destructiveness of nuclear, chemical and biological weapons is infinitely greater than that of the steamship Caroline’s weapons cargo.

Timing and distance have long been recognized as surrogate measures defining the seriousness of military threats, thereby serving as criteria to justify pre-emptive political or military actions. In the days of sail, maritime states were recognized as controlling territorial waters (above and below the surface) for three nautical miles out to sea. In the early 18th century, that was the farthest distance cannonballs could reach, hence defining a state’s outer defense perimeter. While some states asserted broader maritime claims, the three-mile limit was widely accepted in Europe.

Technological developments inevitably challenged maritime-state defenses. Over time, many nations extended their territorial claims, but the U.S. adhered to the three-mile limit until World War II. After proclaiming U.S. neutrality in 1939, in large measure to limit the activities of belligerent-power warships and submarines in our waters, President Franklin D. Roosevelt quickly realized the three-mile limit was an invitation for aggression. German submarines were sinking ships off the coast within sight of Boston and New York.

In May 1941, Roosevelt told the Pan-American Union that “if the Axis Powers fail to gain control of the seas, then they are certainly defeated.” He explained that our defenses had “to relate . . . to the lightning speed of modern warfare.” He scoffed at those waiting “until bombs actually drop in the streets” of U.S. cities: “Our Bunker Hill of tomorrow may be several thousand miles from Boston.” Accordingly, over time, Roosevelt vastly extended America’s “waters of self defense” to include Greenland, Iceland and even parts of West Africa.

Similarly in 1988, President Reagan unilaterally extended U.S. territorial waters from three to 12 miles. Reagan’s executive order cited U.S. national security and other significant interests in this expansion, and administration officials underlined that a major rationale was making it harder for Soviet spy ships to gather information.

In short, both Roosevelt and Reagan acted unilaterally to adjust to new realities. They did not reify time and distance, or confuse the concrete for the existential. They adjusted the measures to reality, not the reverse.

Although the Caroline criteria are often cited in pre-emption debates, they are merely customary international law, which is interpreted and modified in light of changing state practice. In contemporary times, Israel has already twice struck nuclear-weapons programs in hostile states: destroying the Osirak reactor outside Baghdad in 1981 and a Syrian reactor being built by North Koreans in 2007.

This is how we should think today about the threat of nuclear warheads delivered by ballistic missiles. In 1837 Britain unleashed pre-emptive “fire and fury” against a wooden steamboat. It is perfectly legitimate for the United States to respond to the current “necessity” posed by North Korea’s nuclear weapons by striking first.

President Donald Trump’s decision to abruptly fire national security adviser H.R. McMaster surprised senior White House aides who had been preparing a single statement announcing the departure of multiple top Trump officials, according to two senior administration officials.

White House chief of staff John Kelly and other top aides were waiting for inspector general reports that they believed would deliver devastating verdicts on Veteran Affairs Secretary David Shulkin and Housing and Urban Development Secretary Ben Carson, who have both been accused of racking up extravagant expenses. They were also debating whether several senior White House aides, including McMaster, should go with them.

It’s unclear which other West Wing officials were possibly set to depart with McMaster, but the two senior administration officials said they believed it would be easier to manage the optics if multiple firings were made public in a single statement instead of drawn out. The announcement, though, was not expected for at least another week.

Trump, however, upended those plans late Thursday, firing McMaster and offering his job to former U.N. Ambassador John Bolton in a move that surprised not only his top advisers — but also Bolton himself.

Though the hawkish conservative has spoken with the president several times in recent weeks, those close to him say he had no indication the president would offer him the job when he went to the White House for a meeting on Thursday. Bolton also was passed over for a top State Department job last year, reportedly because Trump was turned off by his bristly, full mustache.

And while McMaster has been the subject of multiple news reports in recent weeks predicting his imminent departure, Trump was said to be slow-walking the final decision, waiting for a strong replacement and appropriate landing spot for McMaster. White House aides, however, said the onslaught of news reports about McMaster’s inevitable demise had made it difficult for him to continue in the job.

A senior White House official said Thursday evening that Trump made clear earlier in the day that he had made the call to fire McMaster but did not indicate when. “Trump upends whatever he wants to upend,” a second White House official said.

The exact trigger for the timing of the ouster is unclear, but it comes on the heels of another damaging leak involving national security matters. The Washington Post late Tuesday revealed that briefing materials had instructed Trump “DO NOT CONGRATULATE” during his call with newly re-elected Russian President Vladimir Putin — guidance that Trump ignored.

The unexpectedly quick personnel change is the latest example of Trump’s mercurial nature and his newfound confidence to follow his gut instincts. Earlier this month, Trump pulled the trigger on firing Secretary of State Rex Tillerson after flirting with the decision for months but being advised against the move by some of his senior aides.

The ouster of McMaster also throws into disarray the still-forming plans to oust multiple top officials in one swoop. Shulkin has long been viewed negatively by senior West Wing aides because he has repeatedly said he has been given the blessing of the White House to purge insolent VA staffers, even though he's been given no such approval, according to one administration official. Carson, meanwhile, has been seen as largely ineffective at running a large federal agency, but senior administration officials and others close to the White House say Trump aides harbor reservations about ousting him because he is the only black cabinet member.

Both have been accused of excessive spending, with Shulkin facing accusations of racking up extravagant travel expenses with his wife during government trips and Carson defending the decision to install a $31,000 dining room set in his office.

Representatives for Shulkin and Carson did not immediately respond to requests for comment.

“Several people over there that did not want this to happen before they were ready to do the others,” said a separate senior administration official. “There was definitely a consensus view in the building that they were going to do all these at once.”

Though the timing was unexpected, Trump’s decision to dismiss McMaster, a three-star Army general who has never meshed with the president personally, was not.

McMaster, who replaced Trump’s first national security adviser, Michael Flynn, a little over a year ago, is an intensely focused intellectual whose detailed briefings, by all accounts, drove the president crazy. Trump took to mocking him openly in the Oval Office, asking other White House aides why McMaster was so serious.

“Everyone knew he’d be out eventually,” said a second senior administration official.

White House aides expressed mixed feelings about Bolton’s impending arrival, which will take place as Trump negotiates a historic summit with North Korean dictator Kim Jong-un and as he weighs a decision, in early May, about whether to scuttle the Iran deal.

Trump’s decision to bring in Bolton comes after rumors of an administration post for him last year shook many in the Senate and foreign policy establishment. The former ambassador has riled up critics by arguing that the U.S. should bomb Iran to stop its nuclear program, dismissing the idea of a Palestinian state, and taking a proactive stance toward international military conflicts.

McMaster’s tenure at the White House was an uphill battle virtually from the outset because he butted heads not only with the president, but also with Kelly and with Secretary of Defense James Mattis, both of who were also agitating for his ouster.

McMaster clashed frequently with Mattis and also with Tillerson on policy matters. Kelly, who, like Mattis, is a retired Marine general, served under Mattis in Iraq, and the two remain close friends, and White House aides say Mattis was able to openly relay his complaints about McMaster to the chief of staff.

Trump and Kelly both seriously considered firing McMaster in November, when they also came close to dismissing Tillerson, but held back when the two could not agree on a successor.

A White House official said Trump was ultimately drawn to Bolton in part because he was impressed by his many appearances on Fox News.

Larry Kudlow, the economic analyst and CNBC contributor who was recently named as a replacement for former National Economic Council Director Gary Cohn, also appealed to Trump because of his appearances on cable news. Trump has also developed close personal friendships with both men, the latest indication that personality plays a central role in the president’s personnel picks.

Op een favo subreddit van mij /r/skeptic wordt btw wel negatief gereageerd tov deze site echter, voor wat het waard is, maar kennelijk neemt niemand de moeite om dit te melden... of is er niet zoveel daadwerkelijk feitelijk onjuists te melden op het nieuws front. Althans, dit verondersteld dan weer vertrouwen in mediabiasfactcheck, maar ik ben nog niet echt iets tegengekomen om daar heel erg over te twijfelen.
