Problem with the Dutch system is all the extra rulings, all the different treaty's, all the different exceptions, and the many ways of all the different things you can deduct in a different way. Given that he's a freelance IT specialist, i'd estimate his income easily over ¤100.000,- meaning that the most efficient way of doing your taxes can easily save thousands. If he has all the papers nicely ordered than it's just a couple of hours for a financial specialist which would only cost him a couple of hundreds.
