BAGHDAD
Iraq's military said on Friday its forces had advanced on three fronts to begin clearing Islamic State militants from the western city of Ramadi, which security forces have been encircling for months.
A municipal official and a police officer at a nearby military base, however, said the advance had not yet begun. Reuters could not independently verify the opposing accounts, due to insecurity and poor communication in the area.
Iraqi forces appeared better positioned than ever this week to launch an offensive on Ramadi, 100 miles (60 km) west of Baghdad, now that months-long efforts to cut off supply lines to the city are having an effect.
The fall of Ramadi, the capital of Anbar province, to Islamic State in May was the biggest defeat for Iraq's weak central government in nearly a year, dampening its hopes of routing the Sunni militants from the country's north and west.
Retaking the city of 450,000 would provide a major psychological boost to Iraqi security forces, who have mostly collapsed in the face of advances by Islamic State, which last year seized a third of Iraq, a major OPEC oil producer and U.S ally.
It would also increase pressure on the jihadist group, which is facing multiple fronts in neighboring Syria and appeared to be largely pushed out of the northern Iraqi town of Sinjar on Thursday by Kurdish forces backed by U.S.-led coalition air strikes.
The Iraqi forces began "their advance to liberate Ramadi ... from three directions: the west, the north and the southwest, supported by (the air force) who are currently striking selected targets," said a statement from joint operations command broadcast on state television.
The offensive has been impeded by heavy use of improvised explosive devices, inadequate troops and equipment due to government cash shortages, and stringent rules of engagement for U.S.-led air strikes, according to military and federal police officers involved in the battle.

quote:Deadly clashes in north Iraq close main road to Baghdad: sources
BAGHDAD
Clashes between Kurdish and Shi'ite Arab paramilitary forces turned a northern Iraqi district into a battlefield on Thursday and cut a strategic road linking Baghdad to the northern oil city of Kirkuk, security sources and local officials said.
The violence in and around Tuz Khurmatu, about 175 km (110 miles) north of the capital, left at least 16 people dead, including five civilians, security and medical sources said.
The Kurdish and Shi'ite fighters have been uncomfortable allies against Islamic State since driving the militants out of towns and villages in the area last year with the support of U.S.-led airstrikes.
The tensions risk further fragmenting the major OPEC oil exporter as it struggles to contain Islamic State, the biggest security threat since a U.S.-led invasion toppled autocrat Saddam Hussein in 2003.
Efforts to push back Islamic State have been complicated by sectarian and ethnic rivalries, including a contest for territory which the Shi'ite-led government in Baghdad claims, but the Kurds want as part of their autonomous region in the north of the country.
Thursday's fighting began in the morning when fighters from the Hashid Shaabi, a government umbrella group comprised mostly of Shi'ite fighters, tried to run a checkpoint south of Tuz Khurmatu manned by Kurdish peshmerga forces, security sources said.
Three Hashid fighters and one peshmerga were killed, they said.
When the dead and several wounded were taken to a hospital in the center of Tuz Khurmatu, Hashid fighters clashed with peshmerga and Kurdish secret police known as Asayish, security and hospital sources said.
Snipers took up positions on residential buildings around the hospital, which was also targeted with mortars, witnesses and security sources said.
As clashes intensified, the peshmerga cut the road leading north from Tuz Khurmatu to Kirkuk, while the Hashid stopped traffic leading south to Baghdad, security sources said.
Civilians closed down their shops and sheltered at home.
"The streets are empty. The city is void of its residents. Gun shots can be heard in several neighborhoods," said Hassan Braim, a member of the Patriotic Union of Kurdistan, one of the main Kurdish political parties.
Violence in and around the hospital left five civilians dead along with three peshmerga and four Hashid members, the security and medical sources said.
The clashes ebbed around sunset but locals said snipers were still in position and the situation remained tense.
Hashid and peshmerga leaders gathered at a local municipal building in a bid to end the conflict, security sources and local officials said.

quote:Iraqi army warns of imminent assault on IS-held Ramadi
The Iraqi army has urged people living in the centre of the Islamic State-held city of Ramadi to leave before an operation to retake it is launched.
A security source told the BBC leaflets had been dropped by planes, warning residents the army planned to storm the city within the next 24 hours.
The call, which was also broadcast on state television, told them to use an exit secured by the army to the south.
Ramadi was captured by IS in May in an embarrassing defeat for the Iraqi army.
Last month, the US military said Iraqi troops and pro-government militiamen had essentially encircled the city, located about 90km (55 miles) to the west of Baghdad, and that conditions were set for a final assault.
On Monday, a security source told the BBC that the leaflets dropped over Ramadi had urged civilians living in the city centre to leave because government forces were preparing to storm the city from the south, the west and the north.
They were advised to head to the south-eastern Humayra district, where an exit had been secured, the source said.
"This is the last warning by the security forces to the people inside Ramadi," the source added. "The security forces will storm the city, whether residents are inside it or not."
However, a spokesperson for Ramadi residents called on the government to postpone the offensive.

The spokesperson said thousands of families were being held by IS militants, who had set up checkpoints and threatened to kill anyone who attempted to leave.
The spokesperson said thousands of families were being held by IS militants, who had set up checkpoints and threatened to kill anyone who attempted to leave.
The US military believes there are between 600 and 1,000 IS militants in Ramadi.
It says they have developed a strong defensive system in and around the city, including using improvised explosive devices (IEDs) to create minefields.
