Iraqi and Kurdish forces have reclaimed more than 25 percent of ISIS-held territory inside Iraq, according to a U.S. assessment that also determined that Kurdish fighters are responsible for the majority of the territory retaken from ISIS in northern Iraq.
“We assess ISIL’s front lines have been pushed back in northern and central Iraq,” Pentagon spokesman Col. Steve Warren said at a Pentagon briefing today, referring to the militant group also known as ISIS. “ISIL no longer has complete freedom of movement in roughly 25 percent of populated areas of Iraqi territory where they once operated freely.”
The recaptured areas represent an area between 4,100 and 5,200 square miles or 11,000 and 13,500 square kilometers, Warren said. At its peak, ISIS was in control of 55,000 square kilometers in northern and western Iraq, Pentagon officials said.
“ISIL lost large areas where it was once dominant in the governance of Babil, Diyala, Nineveh, Salahadin and Kirkuk,” Warren said.
Warren said the term "freedom of movement" equates to losing territory “if they don’t have freedom of movement they don’t control it.” I
The assessment that 25 percent has been recaptured is a significant increase from previous assessments released in January that Iraqi and Kurdish security forces had retaken 700 square kilometers.
“Their caliphate is in the process of shrinking,” Warren told reporters, noting that areas represented in the assessment were of populated areas that had been taken from ISIS control.
But he cautioned that the assessment was “not an exact science,” pointing to what he described as the “fluid battleground” inside Iraq.
Just last week, Iraq launched a major offensive to retake the northern city of Tikrit with a combined force 25,000 Iranian backed Shiite militia members and Iraqi security forces. The U.S has still not provided any airstrike support for the Iranian-directed operation, Warren said.
Gen. Martin Dempsey, the chairman of the Joint Chiefs of Staff, told Congress earlier this week that Iranian-backed Shiite militias made up 80 percent of the force pressing towards Tikrit. Warren said there have still been no U.S. airstrikes in support of the Iraqi offensive.
CIA Director John Brennan described the battle for Tikrit as “a good example” of the effort to dislodge ISIS from areas they controlled. He said he expects an “intense battle” in the city given that “Tikrit is an urban area.”
“They’re not invincible, they can be stopped and that’s been proven,” Brennan said during an appearance today at the Council on Foreign Relations in New York. But Brennan also urged patience in the fight against ISIS, noting “this is going to take time. It’s going to be a long tough fight."
The CIA director said his agency was not working with the Iranians inside Iraq, though both countries have an interest in defeating ISIS.
Brennan said he thought there was “an alignment of some interest between ourselves and Iran, clearly in terms of what ISIL has done there.”
“So we work closely with the Iraqi government, the Iranians work closely with the Iraqi government as well,” he added. "So some of these efforts I think through the Iraqi interlocutors are ones that again are trying to advance our common objectives against ISIL.”

In what was described as intense fighting, Peshmerga bombing helped thwart ISIS militants in a counter-attack on Bashir.
Last week, Kurdish forces backed by coalition airstrikes launched a large-scale campaign that managed to clear ISIS from large tracts of territory south of Kirkuk and its oilfields.

Dehqan told reporters that the missile has already gone through research and prototyping processes as well as successful aviation tests.
“Today, we are simultaneously witnessing the launch of the mass production line and the delivery of this strategic and effective missile in the domain of defense and marine battle,” he said.
Qadir is a new generation of Iranian cruise missiles with a range of 300 kilometers, featuring quick reaction capability, the ability to fly at low altitude, great precision and high destructive power, he added.
He noted that the missile is equipped with advanced radars and is capable of being launched from different vessels and helicopters.
The minister emphasized such great features of the marine missile have provided the Iranian armed forces with higher operational capabilities in the air and sea as well as on the ground.
The mass production of the Qadir missile came after Iran unveiled a new home-made long-range land-to-land cruise missile, named Soumar, on March 8.
In recent years, Iran has made great achievements in its defense sector and reached self-sufficiency in producing essential military equipment and systems.
Iran has repeatedly assured other countries that its military might poses no threat to other states, insisting that the country’s defense doctrine is entirely based on deterrence.

Taher added that he and his team had accidentally detonated one such weapon outside Tikrit over a month earlier and quickly felt the results. "Our throats were blocked, we couldn't breath. My ears felt enormous pressure," he said. Other details on the use of the gas remain scarce.
Chlorine, commonly used to treat water and clean clothing, was first used in battle a century ago during a 1915 World War I battle in Ypres, Belgium. It is considered a "dual-use" chemical under the 1997 Chemical Weapons Convention (CWC) and is nowhere near as lethal as dedicated nerve agents.
Its deployment as a weapon is strictly prohibited for CWC signatories, however, and exposure can cause burns and, if inhaled, respiratory failure and vascular abnormalities. High-level exposure can kill in minutes.

There have been persistent reports of Islamic State using weaponized chlorine against Iraqi troops since October 2014, although concrete proof has not been forthcoming thus far. Syrian-Kurdish medical staff and politicians also alleged in October that the jihadists had used an unknown chemical agent during their offensive on the border enclave of Kobane.
Meanwhile, in Iraq, pro-government forces are continuing a major offensive to retake Tikrit from the Islamic State and have reportedly now entered the city itself. Clashes continued on Thursday and the operation's military commander told the Associated Press that second phase of the assault — an attempt to reach the city center — would begin later in the day.
Tikrit, the birthplace of deceased Iraqi dictator Saddam Hussein, is around 100 miles north of Baghdad and was seized by Islamic State in June 2014 as the group swept across the north of the country in a shock offensive. Government forces have made several unsuccessful attempts to retake the city since, but this is the largest yet and comes as the Islamic State has suffered defeats elsewhere in recent months, including the nearby oil refinery town of Baiji.
A 30,000-strong mixed force made up of Iraqi government troops and security forces alongside Shia militias and Sunni tribes launched the assault on March 2. Commanders from regional Shia powerhouse Iran have also taken a leading role in the operation, a development described by the US military as "positive," but which has also raised concerns about the risk of increased sectarian tensions.
So far the attackers have advanced on towns to the north and south of Tikrit as well as from the east, partly encircling the town, but Islamic State fighters were understood to remain in control of the city itself. Progress has been slow as the vastly outnumbered extremist militants resorted to guerrilla tactics, such as booby-traps and snipers.
If Tikrit is retaken, it would be both a propaganda and tactical victory for Iraqi forces and help pave the way for an assault on the country's second city of Mosul, which was also seized by Islamic State in June.

Since the start of the Syrian revolution in 2011, the US has provided more than $300 million to Syrian opposition groups and the new proposed amount will increase total assistance to nearly $400 million.
The new aid package will be used to governance, improving operational capabilities of the opposition, cyber security training, capacity building and training journalists and activists as well as recording human rights violations in Syria.
