Richard Neis, 47, works at the Brazilian central bank. He was the reckless driver who plowed into a group of bikers in Porto Alegre in late February 2011. About 100 bikers were blocking a road in a "Critical Mass" demonstration, and Neis stepped on the gas several people over. Reportedly, the banker was driving with his 15-year-old son.
Neis has been placed under psychiactric care and charged with attempted murder.
