Thus, normal mode is easy FOR GOOD PLAYERS, but hard for bad players because the good players will simply outshoot them 90 percent of the time. Often this leads them to play HARCORE mode because "The bullets don't feel like marshmallows". They play hardcore because suddenly they are able to kill people at range because you need to hit them with less bullets, thus you can be less accurate.
Good players don't usually like hardcore because it allows them to be killed by someone who normally would not have had the skill to kill them. In a normal game, the worse player might hit them 2 or 3 times, but the good player would have gotten 5 or 6 bullets into them in that time, so the worse player would end up dead in the end, but in Hardcore, the playing field is somewhat level.
It's easy to get the first few bullets on target, not so easy to sustain that accuracy though. That's why good players are often frustrated with hardcore because it allows a lower skillbase to get the better of them, where in normal mode, that wouldn't happen.
I know I generally play Canals TDM 2 or 3 times a night to essentially stat boost (You can check my battlelog, Th3Puck) and I usually get around a 4 to 10 KDR because I know I will win a shootout 9 times out of 10. But I played hardcore the other day, and ended up with like a 3 KDR because that first burst often killed me, when in normal mode, i would have killed that guy and returned to cover to heal up.
This is on PC however, I have no clue how it is on console where recoil control is much harder to pull off.

I have a few points which basically sum up why I think hardcore is the secondary mode and why alot of people choose not to play it.
Guns are balanced for normal mode and 100 percent health. It is that simple DICE made gun damages in reference to 100 percent health. 60 percent puts alot of stuff out of wack.
One hit sniper rifles is something that should never exist and is purely for those seeking something extremely easy in which involves aiming for centre mass for a cheap OHK (Coming from a normal mode bolt action sniper)
Campers...lots of campers. Without a killcam and such quick to kill rate to, the amount of people that sit in a corner or something along these lines mowing down people without anyone having a clue where they are or time to react to kill them.
You shoot first you win in hardcore. If you have good aim you will outshoot and outkill a lesser skilled player in normal mode majority of the time no matter whoever fired first. In hardcore this is gone, with such low health there is no time to react and no time to outshoot the guy with poor aim. (suppression worsens this as all missing bullets create random deviation of yours).
"Call me crazy I think it's easier on hardcore than normal." this quote sums up why normal is the base mode. Games, especially First person shooters are often determined by skill on who does well and who doesnt. The better player should always win a gunfight or a better team should win a game. In hardcore more luck is involved with who does well and who doesnt. If a game is hard for you, another mode to make it easier, shouldnt be the answer. Working on improving accuracy, headshot ratios, and map awareness are what you should be doing, a challenge in doing well is what always makes FPS' rewarding.
TL:DR Normal requires more effort to get kills and DICE balanced weapons for 100 percent health.
